Polish Interwar History

During the interwar period in the Polish armed forces there were about 40 former officers from the Army of the Ukrsainian People's Republic headed by otaman Symon Petliura. They all served according to the individual contracts signed with Polish War Ministry. Some of them have been trained in the Polish Higher Military School (similar to the Academy of the General Staff), where they got a higher military education. This article deals with these people and their studies.

Od jesieni 1923 r. organizacja ta stała się formalnie jedyną emanacją owego nurtu politycznego na terenie województw północno-wschodnich II Rzeczypospolitej. Do 1938 r. była rzecz jasna częścią struktur ko-munistycznych organizowanych w Polsce przez władze państwa sowieckiego i bezwzględnie im podporządkowaną. Niemniej jej rozwój na tle "nadrzędnej" Komunistycznej Partii Polski czy "rów-noległej" Komunistycznej Partii Zachodniej Ukrainy odznaczał się zarówno własną dynamiką, jak i specyficznym otoczeniem naro-dowościowym i cywilizacyjnym. Badania nad dziejami KPZB moż-na więc zapewne traktować dziś jako istotne zagadnienie z punktu widzenia historiografii okresu międzywojennego. Szczęśliwą oko-licznością wydaje się to, że można obecnie mówić o zauważalnym wzroście zainteresowania historią tej odmiany aktywności wywro-towej. Dowodzą tego zwłaszcza coraz liczniej publikowane teksty rozproszone, także na łamach "Komunizmu. Systemu-Ludzi-Struktur". Widać jednak wyraźnie, że tematyka KPZB nadal pozo-staje na marginesie badaczy komunistycznych wątków historii politycznej II RP. Biorąc pod uwagę zasygnalizowane wyżej deficyty warto podjąć kwestię działalności KPZB na każdym z poziomów: przyczynków o charakterze studiów przypadków, ujęć regionalnych, zapewne-w przyszłości-generalnego opracowania syntetycznego 1. Eugeniusz Kwiatkowski nie tylko był autorem programu modernizacji Drugiej Rzeczypospolitej i twórcą Centralnego Okręgu Przemysłowego, ale również jako wicepremier i minister skarbu odpowiadał w latach 1935–1939 za politykę podatkową państwa. Podstawowym priorytetem prowadzonej przez niego polityki fiskalnej była równowaga budżetowa. Kwiatkowski dążył przede wszystkim do zagwarantowania odpowiednich w stosunku do potrzeb wpływów do budżetu. Dlatego też w pierwszym roku urzędowania widocznie podniósł obciążenia podatkowe obywateli. Kolejnym celem polityki podatkowej było uporządkowanie systemu podatkowego, co Kwiatkowski zainicjował w sesji budżetowej parlamentu na przełomie 1935 i 1936 roku. W listopadzie 1937 roku wicepremier zapowiedział małą reformę podatkową, której podstawy prawne przyjęte zostały wiosną 1938 roku. Jej najważniejszymi elementami były ustawa o podatku obrotowym, która zmieniała zasady krytykowanego wcześniej podatku przemysłowego, oraz ustawa o ulgach inwestycyjnych. Reforma została wprawdzie pozytywnie przyjęta przez przedstawicieli sfer gospodarczych, jednak konsekwentnie domagali się oni dalszych zmian w systemie podatkowym. Kwiatkowski nie zdecydował się na przeprowadzenie zasadniczej reformy podatkowej, uznając, że jest na nią zbyt wcześnie. Brak takiej reformy uznać należy na największą porażkę polityki podatkowej wicepremiera, jednak wszystkie pozostałe postawione zamierzenia udało się Kwiatkowskiemu zrealizować. Dochody podatkowe pokrywały zwyczajne wydatki budżetu, ulgi inwestycyjne wspierały procesy modernizacji kraju, a mała reforma podatkowa usunęła największe wady systemu podatkowego.

Jednym z najważniejszych problemów społecznych, który do końca II Rzeczpospolitej nie został rozwiązany, była sprawa ubezpieczeń społecznych. W okresie zaborów na ziemiach polskich obowiązywały systemy ubezpieczeń społecznych państw zaborczych. Ubezpieczenia najlepiej były zorganizowane na terenach byłego zaboru pruskiego oraz Galicji, a najsłabiej na terenach zaboru rosyjskiego.

R ankiem 12 maja 1926 roku oddziały wierne marszałkowi Józefowi Piłsudskiemu ruszyły z Rembertowa na warszawę. ta "demonstracja siły" wobec legalnych władz, a w istocie zbrojny zamach stanu, nieuchronnie prowadziła kraj na krawędź wojny domowej 1 . Prezydent Stanisław wojciechowski swoją nieustępliwą postawą zaskoczył wielu. Spotkawszy się tegoż 12 maja o godzinie 17 na moście Poniatowskiego z Józefem Piłsudskim, twardo bronił konstytucyjnego legalizmu. Nie do uniknięcia stawała się w tej sytuacji tragiczna, bratobójcza walka zbrojna 2 stawiająca naprzeciw siebie dawnych kolegów i towarzyszy broni, za co pełna odpowiedzialność spadała na autorów zamachu. Po stronie rządowej dowódcą obrony warszawy został gen. broni tadeusz Jordan Rozwadowski, a szefem sztabu płk władysław anders 3 . Rząd, nie znając skali buntu w wojsku, już 12 maja podjął decyzję o sprowadzeniu oddziałów spoza warszawy 4 . wśród nich w oczywisty sposób musiały się znaleźć także oddziały poznańskie.

Professor Włodzimierz Mędrzecki is a historian and political scientist at
the Tadeusz Manteuffel Institute of History, Polish Academy of Sciences.
His work spanning over four decades has already won recognition, with the author receiving the award of Przegląd Wschodni for one of his earlier books. The book under review, Kaleidoscopic Borderlands. Journeys through the Eastern Lands of the Second Republic 1918–1939, won fi rst prize in the KLIO Prize of the Polish Association of History Books Publishers in November 2018. Focused on the eastern territories of the Second Polish Republic, this is not the first study of the region in terms of geographical scope. However, it is an outstanding one in terms of methodological breadth. Its highly elegant, clear and accessible style makes reading this book a pleasure. Mędrzecki’s unwavering commitment to a critical approach is evident here as it has been throughout his career.

Walka z analfabetyzmem i powszechny dostęp do edukacji w latach międzywojennych streszczały się w słowach: "Budowa szkół powszechnych to fundament niepodległości Polski". To właśnie wówczas została zainicjowana ożywiona działalność inwestycyjna w zakresie budownictwa szkolnego, by po latach zaborów wszystkie dzieci mogły uczyć się w godnych warunkach. Architektura szkolna II Rzeczypospolitej ukazuje, jak rozwijało się polskie szkolnictwo, jak projektowano i realizowano budynki, będące połączeniem tradycji i nowoczesności. "Budujmy szkoły!" - w myśl tego hasła wznoszono nie tylko reprezentacyjne gmachy w dużych miastach, ale także wiele szkół na wsiach i w miasteczkach. Rozwój szkolnictwa powszechnego był priorytetem Ministerstwa Wyznań Religijnych i Oświecenia Publicznego, a projekty szkół często powierzano znanym, w tym najwybitniejszym architektom. Celem publikacji Michała Pszczółkowskiego jest popularyzacja wiedzy na temat międzywojennej architektury szkolnej, wiele uwagi poświęcono zagadnieniom opieki i ochrony istniejących budynków. W książce zostały też uwzględnione obiekty z terenu Kresów Wschodnich, znajdujące się obecnie za wschodnią granicą Polski. Architekturę szkolną II Rzeczypospolitej wzbogacają unikalne materiały archiwalne i współczesne zdjęcia, dokumentujące stan międzywojennych budynków szkolnych.

The Chief Committee for Commemorating the Memory of Marshal Józef Piłsudski was established in June 1935. The Committee, composed of leading politicians of the sanacja camp, was an institution entrusted with care for all initiatives intending to commemorate Marshal Józef Piłsudski, who died on 12 May 1935. The Committee also formulated priority and foremost nationwide targets.
The work performed by the Committee was concentrated in its Executive Department, headed by General Bolesław Wieniawa-Długoszowski and then by General Kazimierz Sosnkowski. The Department was divided into a number of sections: organisational, artistic, financial, cultural-educational, commemorative boulders and information. Particular cells of the Committee were organised at voivodeship and county levels. Local committees consisted of leading representatives of civilian authorities, the Church and the military in a given region. The involvement of the administration was regulated by directives issued by the Ministry of Internal Affairs. To the outbreak of the war the Committee managed to réalisé several projects, such as the mound on Sowiniec or the mausoleum of the Marshal’s Heart in the Rossa cemetery in Vilno. Nonetheless, the planned undertakings encountered assorted obstacles. Already in following year the campaign of collecting funds floundered. Conflicts between the Committee headquarters and local environments proved that the later were unwilling to entrüst funds collected by them for nationwide projects.

Problems of interwar Polish finance.
Financial problems were one of the biggest challenges of the independent Polish state. They included fiscal imbalances, inflation, and the need to create and unify the tax administration. At the same time sustainable sources of budget revenues were lacking, and the revenue and expenditure of the State Treasury needed a sound legal basis. While not all of these problems were solved, changes were largely positive. By the mid-1920s it was possible to stabilize the budget, tax revenues increased considerably and the structure of expenditures of the State Treasury became stable and predictable. Balancing the budget still remained a problem. In order to hide it, state investment expenditures were not included in the budget in the late 1930s („off-budget economy”).

U progu wiosny 1939 roku Rzeczpospolita, stojąc wobec groźby agresji ze strony Rzeszy, znajdowała się w całkowitym niemal osamotnieniu. Zawarty jeszcze w początkach poprzedniej dekady sojusz z Francją istniał bardziej nominalnie niż faktycznie i zarówno sami Polacy, jak i zewnętrzni obserwatorzy dość powszechnie wyrażali opinię, że w razie realnego zagrożenia Paryż nie zechce pośpieszyć z pomocą aliantom ze wschodu. Inni potencjalni obrońcy resztek wersalskiego ładu zachowywali względem Warszawy wyraźny dystans i trudno było przypuszczać, że w razie wzrostu napięcia zmieni się on w czynne na jej rzecz zaangażowanie.

The year 1918 and Polish Literature: End, Beginning and
Continuation, or Julian Tuwim from Spring to You All, Go
Kiss My Ass. This essay addresses issues of periodization,
with a  specific focus on the importance (or overvaluation)
of the reconstruction of the Polish State and its effects and
consequences on contemporary Polish culture and literature:
in fact, 1918 was perceived as a turning point and as an ideal
boundary between an old and a new era. At the same time,
different opinions about the “limits of modernity” in Polish culture
and literature were discussed, emphasizing the longue durée
of such cultural macrophenomena as the “romantic paradigm”
or “Sarmatian” mentality and their significant impacts on the
processes of continuity and discontinuity of culture. Searching
for a  merely literary explanation for the periodization of this
first troubled period of the “short century”, the author stresses
the importance of two texts by Julian Tuwim, Spring (1918) and
You All, Go Kiss My Ass (1938), which feature all the euphoria
of the beginning and the drama of the end of the period. The
article also offers an initial attempt at an Italian translation of
the Tuwimian Poem in which the author politely but firmly
implores the vast hosts of his brethren to kiss his ass.

The article discusses research findings on issues related to the preparations for defending the country taken at the end of the 1930s by the leadership of the Polish armed forces. Although the current historiography contains a great number of studies and articles dealing with this subject, the impression is that the role played by military propaganda in these preparations received too little emphasis. Propaganda for the defence of the state was intended to include as many citizens of Polish society as possible, also from ethnically and geographically diverse backgrounds. Therefore, the article contains an analysis of extensive propaganda activities, which after 1935 were implemented by the Polish military authorities in the face of the growing threat of war, carried out mainly on the basis of archives from the resources of the Central Military Archives (Centralne Archiwum Wojskowe) in Warsaw. The essence of the discussion is the question why the military authorities of that time insisted that highlanders living in the Eastern Carpathians, primarily the Hutsuls, be involved in the defence preparations of the country. In the first place, propaganda measures were considered, with the help of which the army's leadership tried to influence the civilian population. Trying to explain why the use of the most effective propaganda tools, such as the press, radio and sound film turned out to be ineffective towards highlanders living in the furthest corners of the Carpathians, among other things, the lack of a well-developed communication network in that area was indicated. It was established that in the present situation the military authorities managed to involve the Hutsuls, Lemkos and Boykos in the life of the current state only thanks to the annual organisation of the ‘Mountain Festival’. The celebrations organised in order to unite all highlanders who lived in the territory of the Polish state were also conducive to carrying out effective military activities by the armed forces against the Polish population most distant from civilisation.
            Research has shown that this type of activities was of great importance for the development of the situation in the Eastern Lesser Poland dominated by Ukrainian nationalists. Attention was drawn to the extremely valuable assets of the Hutsul region. It was an exceptionally attractive area in terms of tourism, sports and health. Thus, it had the chance to attract crowds of tourists from all over the country, which would strengthen the Polish element in the whole region. Hutsuls, however, were sceptical about the Ukrainian national movement, which made the army's leadership recognise them as an element easy to bind with the Polish state. Thereby, the inhabitants of the Hutsul region could be a counterbalance to the anti-state Ukrainian movement in Eastern Lesser Poland – an area of strategic importance! Unfortunately, advanced and properly conducted works were interrupted by the outbreak of the Second World War.

Kaszubi bytowscy i lęborscy w świetle opracowania urzędnika MSZ II Rzeczypospolitej z 1930 roku Prezentowany dokument jest najobszerniejszym i jednym z ciekawszych dokumentów o Kaszubach, które wyszły spod pióra urzędników Ministerstwa Spraw Zagranicznych II Rzeczypospolitej. Zawarte w nim informacje były wielokrotnie wykorzystywane przez polskich historyków, którzy opisywali liczebność, stan posiadania i nastroje Kaszubów żyjących w powiatach bytowskim i lęborskim. Odwołania do tego opracowania można odnaleźć między innymi w pracach Stanisława Galikowskiego 1 , Lecha Bończy-Bystrzyckiego 2 , Klemensa Trzebiatowskiego 3 oraz w Historii Bytowa 4 i Dziejach Lęborka 5 . Również piszący te słowa wielokrotnie odwoływał się do opracowania napisanego w 1930 roku przez urzędnika Konsulatu RP w Pile. Pomimo, że okoliczności powstania prezentowanego dokumentu zostały ogólnie omówione w zamieszczonym w tym tomie artykule o Kaszubach lęborskich, to jednak wskazanych jest kilka uszczegółowień. Okólnikiem z 25 marca 1927 roku warszawska centrala MSZ poleciła podległym sobie placówkom zebrać informacje o obywatelach obcych państw polskiego pochodzenia, którzy zamieszkiwali na obszarach podległych ich kompetencji. Dla polskich urzędów konsularnych w Pile i Szczecinie oznaczało to konieczność nawiązania bliższego kontaktu ludnością z kaszubską zamieszkującą wschodnie powiaty pruskiej prowincji Pomorze (Provinz Pommern). Od 1928 roku do centrali MSZ (i Poselstwa RP w Berlinie) napływały pierwsze raporty o liczebności i sytuacji tej ludności. Pourtant de nombreux Polonais ont pris depuis le Moyen Âge le chemin des régions du sud de la France : pèlerins à St Gilles du Gard, étudiants dans les universités de Montpellier, Toulouse..., réfugiés du XIXe s, lycéens de Villard-de-Lans, ouvriers agricoles, métayers dans le Sud-Ouest, ouvriers d’industrie et mineurs du Gard, Tarn, Aveyron, Loire, Bourgogne, Auvergne… Sans oublier les camps d’internement de 1914-1918, ou encore la Résistance polonaise en France en 39-45.

"An article summary: The Ukrainian Scientific Institute in Berlin in the light of Polish historiography and archival materials.

The Ukrainian Scientific Institute in Berlin was found on 10 November 1926 as a result of Ukrainian emigration environment efforts assembled by hetman Skoropadski. Those efforts were supported by German authorities mainly officers with high status in the German army (Reichswehr). This institute worked until the end of II World War. It wasn’t a school institute, it didn’t carry any course lectures, any exams and any diplomas. The main reason for its activity was dissemination of scientific material about Ukraine and its scientific connection with  West European science and culture. They wanted German elite to realise the importance and extensiveness of Ukrainian problem but Ukrainian emigration to integrate and live in the surrounding of patriotism. The other reason was talented emigrants supporting by giving them scholarships. The institute consisted of five departments: Ukrainian history, Ukrainian history of art, Ukrainian history of philosophy, economy and ethnography. Its activity was carried by four main spheres: lectures for students, talks and exhibitions for the general public, publishing trade and care of scholarship holders. The activity of the Ukrainian Scientific Institute wasn’t widely known in Polish historical literature. A large amount of materials about this place is found in  the Archive of New Records in Warsaw which  was the base of this article. elaboration."

So-called ‘tutejsi’ in Polesia as a political issue in Poland, 1921–1939This article is an attempt to present the problem of repercussions of the assumption made in the Second Polish Republic that in Polesia there was a compact several hundred thousand group of people that do not have a modern national consciousness. In the interwar period this group was commonly referred to as ‘tutejsi.’ The issue is examined from three perspectives. The first is to reconstruct the position taken in this case by the Polish science, especially the authors gathered around the Institute for Nationalities Affairs (Instytut Badań Spraw Narodowościowych). The second part of the article presents opinions functioning about so-called ‘tutejsi’ in the Polish public opinion. “At the lunatics’ night”. The Formists in the distorting mirror of the interwar art criticism

Most Polish critics, especially those educated to respect the 19th-century naturalist aesthetics, could not accept any sort of anti-mimetic treatment of art. In this rejection they eagerly employed their trusted methods and familiar habit to criticise the misunderstood and let their ignorance and incapacity hide behind invectives. It is indeed very difficult to provide a different reading of the reviews of the first exhibitions of Formist artists and the so-called new art since all of them display a sense of superiority and disdain for their subject. Not uncommon were accusations of aesthetic perversion, “morbid hallucinations”, ultra-futurist quackery, and unhealthy propensity for absurdity and eccentricity. According to the critics, “descriptive geometry” and senses-shocking shapes marked a clean break from the fundamental laws of beauty and logic, from the aesthetics that seemed both unquestionable and intransgressible. As late as the second decade of the 20th century, Polish press was filled with terms such as “the lunatics’ night”, “delirious frenzy”, or “artistic ragtag” of the Formists. Curiously, those diagnoses that set to read modernist works as created by mentally unstable individuals, frequently came together with accusations of dilettantism, ignorance, childishness, illogical thinking, or even idiocy and moronism. The aim of such claims was clear – to discredit modern art, to show that it could not be taken seriously as something beyond the established boundaries of any known artistic criteria and norms. As such it did not require critics to provide any additional explanation. On the other hand, however, the common use of mental illness-related metaphors proves that works by young artists were seen as posing a serious threat and substantial problem – a problem that required taking decisive countermeasures.

When in November 1918 the Second Republic of Poland regained its independence and the
new state granted women political rights one problem that emerged was women’s unwillingness
to participate in political life. Moreover, they hardly ever articulated their interest in politics. Even
female members of the Polish Parliament often tried to camouflage their involvement in ‘pure’
politics and their links with political beliefs by describing themselves as ‘social’ or ‘independent
activists’. The aim of this article is to present four women’s political organization and their journals
issued in the interwar period of Poland: Liga Kobiet Polskich (the League of Polish Women),
Narodowa Organizacja Kobiet (Women’s National Organization), Centralny Wydział Kobiecy
Polskiej Partii Socjalistycznej (Women’s Department of the Polish Socialist Party) and Związek
Pracy Obywatelskiej Kobiet (Women’s Association for Civil Labour). They declared their political
goals, had their representatives in the Parliament and attempted to enhance women’s public and
political activity.

Resumen
El trabajo a continuación presenta el material histórico producido de 1925 a 1935 por distintos participantes de la colonización polaca en la Amazonía peruana (cuenca del Ucayali), en las colonias San Francisco de Satipo (en los ríos Satipo y Pangoa), el Sepa (en el río Urubamba) y Cumaría (en el río Alto Ucayali). A la vez que esbozo la historia de estos experimentos colonizadores, pretendo demostrar que las trayectorias y materiales producidos por los participantes de este proyecto componen una significativa contribución a la historiografía de la montaña peruana y a las iniciativas de modernización en la región, producción documental que, por la barrera lingüística, ha sido mayormente desconocida hasta nuestros días.
Summary
The following paper presents historical material produced between 1925 and 1935 by various participants of Polish colonizations in the Peruvian Amazon (the Ucayali basin), Camp San Francisco of Satipo (in the Satipo and Pangoa rivers), the Sepa (in the Urubamba river) and Cumaria (in the upper Ucayali River). To sketch the history of these colonizers’ experiments, I show trajectories and the materials produced by the participants of this project to make a significant contribution to the historiography of the Peruvian Amazon and the initiatives of modernization in the region, documentary production, which, due to the language barrier, has been largely unknown to the present day.

The paper shows the impact of hyperinflation on the everyday lives of the inhabitants of Warsaw in 1923, focusing specifically on the situation of those population groups who earned their income. It analyses the problem of a drop in the value of real wages and the way households were managed at the time of rapid collapse of the value of money. The article shows the changing life conditions of the inhabitants of Warsaw in the face of economic crisis and attempts to answer the following questions: What were the costs of hyperinflation for the population of Warsaw? What strategies did Varsovians adopt to protect themselves against economic losses? What kind of an impact did financial hardship have on social relations in Warsaw in the early 20th century? Hence, the paper follows in the tradition of historical research into everyday life adding a bottom-up perspective to the portrayal of the Polish hyperinflation, a dimension which is rarely present in the relevant publications by economists and economic historians.

In 1928, the Ossolineum celebrated centenary of existence. The total number of numismatic objects at that time can be estimated at c. 21,500 specimens (coins and medals of Poland and foreign lands, and ancient coins). One of the most important events connected with the jubilee was the opening of a permanent numismatic exhibition in late spring of that year. The rich archival documentation concerning it, previously unknown, provided unique insight into the internal arrangements of the exhibition, as well as into the preparation process. Polish coins and medals formed a vast majority of the material on the exhibition, with Medieval, Renaissance and Modern numismatic objects among other things, but also the output of lands linked historically with Poland as well as of the vassal states. Only one case displayed foreign coinage, including ancient coins. Most numismatic object displayed on the exhibition were lost (c. 80% of all exhibited numismatic objects). The fate of the exhibition is being researched by the team of the Numismatic Department in the Ossolineum, Wrocław. What we know about the exhibition can be of great use for the future permanent exhibition of the Museum of the Lubomirski Princes.

Wacław Kostek-Biernacki był jedną z ważnych osób obozu piłsudczykowskiego. W szerszej świadomości funkcjonuje przede wszystkim jako komendant wojskowego więzienia w Brześciu nad Bugiem, gdzie w 1930 r. zostali osadzeni politycy antysanacyjnej opozycji. Rola wówczas odegrana, łączona niekiedy z innymi epizodami jego biografii, powodowała, że zazwyczaj prezentowano go jednowymiarowo  jako postać zdecydowanie negatywną, symbol stosowania przemocy przez rodzime środowisko polityczne. Tymczasem należy stwierdzić, że życiorys Kostek-Biernackiego był skomplikowany, a i dramatyczny. Na plan pierwszy wybijają się: działalność w PPS doby rewolucji 1905-1907, wieloletnia służba na stanowisku wojewody nowogródzkiego i poleskiego w latach trzydziestych, wreszcie powojenne represje zwieńczone niewykonanym wyrokiem śmierci, orzeczonym w 1953 r.

The book describes the attitude of Polish National Democrats and such organisations as Związek Ludowo-Narodowy (1919-1928), Stronnictwo Narodowe (1928-1939) Młodzież Wszechpolska (od 1922 r.), Obóz Wielkiej Polski (1926-1932/33) towards Ukrainian issue in the II Polish Republic. It presents the developement of Polish-Ukrainian relations with the govermental policy in the background.

The hostilities between Bolshevik Russia and Poland started as early as 1919. In April 1920, Poland and Ukraine liberated Kiev from Bolshevik control. However, in the summer of 1919, the Bolsheviks managed to push the Poles back to the Vistula, although they were eventually defeated. The second Polish victory in the Battle of Neman finally brought the war to an end

The article deals with phenomenon of legislative action of local self-government ine the Second Polish Republic. Enactment on the local level encountered numerous difficulties connected with the issue of unification, after many years of partitions of Poland. Amending legislative regulations of certain commitments to the contemporary conditions constituted a major problem, which had to be faced by polish legislator. The solution found in those days became a pattern for solutions in as far as local legislation in the Third Polish Republic.

Artykuł dotyczy bardzo istotnego punktu w historii Białegostoku, gdyż opowiada o momencie odzyskania przez miasto niepodległości. Niepodległości, która - inaczej niż na pozostałych terytoriach kraju - zawitała "nad Białą" dopiero w lutym 1919 roku. Główna część narracji skupia się na chwili wkroczenia do miasta pierwszych oddziałów Wojska Polskiego i urządzonej dwa dni później na ich cześć uroczystości. Poza tym Czytelnik znajdzie też garść informacji o sytuacji Białegostoku w okresie I wojny światowej, jak również o etapach kształtowania się w mieście administracji polskiej.

У артыкуле аналізуецца роля гарадоў як асяродкаў беларускага нацыянальнага руху ў міжваеннай Заходняй Беларусі. Нягледзячы на тое, што беларусы складалі меншасць сярод гарадскога насельніцтва, беларускі кампанент у той ці іншай ступені прысутнічаў у грамадска-палітычным і культурным жыцці заходнебеларускіх гарадоў. Аўтар артыкула на аснове гістарычнай літаратуры і крыніц распрацаваў стратыфікацыю беларускага нацыянальнага руху ў Заходняй Беларусі па схеме горад/вёска і вылучыў тры “”ярусы”, два з якіх ахопліваюць гарады. Першым “ярусам” вызначана Вільня як месца канцэнтрацыі і актыўнай дзейнасці кіруючых структур беларускага нацыянальнага руху ў Заходняй Беларусі. У другі “ярус” уваходзяць гарадскія правінцыяныя асяродкі, у рамках якіх вылучаны тры лакальныя гарадскія  цэнтры беларускага руху ў Заходняй Беларусі – Гродна, Баранавічы і Навагрудак.

Wielkie postaci historyczne oprócz grona zapatrzonych w nie zwolenników posiadają też zwykle nie mniej liczną grupę krytyków, a nawet wrogów. Dotyczy to wszystkich epok i wszystkich ważniejszych wodzów, władców i polityków -od Juliusza Cezara po Napoleona. Podobne zjawisko dotknęło także Józefa Piłsudskiego, a raczej jego wizerunku. Trudno jest opisać całą problematykę dotyczącą tego zagadnienia w formie krótkiego artykułu, dlatego niniejszą pracę należy traktować przede wszystkim jako pewnego rodzaju summę, zarys problematyki i próbę prześledzenia ewolucji wzorców (czy może raczej antywzorców) osobowych stojących w opozycji do kultu Marszałka, jaki stopniowo rodził się w jego otoczeniu i z czasem został przeniesiony na (niemal) całe społeczeństwo. Nie ukrywam także, że skupię się głównie na czarnej legendzie spod znaku endecji, którą traktuję, dzięki jej niewątpliwej trwałości, jako swojego rodzaju fenomen, a nawet wzorzec dla pozostałych krytyków Piłsudskiego, jak np. propagandy komunistycznej.
