La inteligencia artificial (IA), es hoy un tema de agenda pública. Si bien se ha desarrollado a lo largo del tiempo, actualmente se verifica un salto cualitativo, por su capacidad de producir cosas nuevas y generar aprendizaje. La IA está generando nuevas realidades y comenzó a ser accesible en la cotidianeidad de las personas. Por otra parte, se configura según la disponibilidad de inmensos volúmenes de datos que surgen de los comportamientos humanos. Por ende, esta tecnología se encuentra socialmente construida y cuenta con la capacidad de reproducir hábitos, valores y discursos, que surgen de la misma sociedad.

Considering the public administration's interest in using the service design approach to solve wicked problems through innovation departments called Public Sector Innovation Labs, this research aims to identify and characterize notorious aspects of design as a generator of public action. To this end, it analyzes projects carried out in two innovation laboratories that are municipal and federal, respectively. From the field research, which took place through the triangulation of interviews, institutional reports and other academic publications on the respective laboratories, the study revealed characteristics related to the creation, implementation and refinement of public policies, as well as the reinforcement of the tangibility of information, collaboration, experimental vision and challenge to the status quo in the conduct of projects, aspects considered to be basic to the creation in service design.

A growing range of public, private and civic organisations, from Unicef through Nesta to NHS, now run units known as "innovation labs". The hopeful assumption they share is that labs, by building on openness among other features, can generate promising solutions to grand challenges of systemic nature. Despite their seeming proliferation and popularisation, the underlying innovation principles embodied by labs have, however, received scant academic attention. This is a missed opportunity, because innovation labs appear to leverage openness for radical innovation in an unusual fashion. Indeed, in this exploratory paper we draw on original interview data and online self-descriptions to illustrate that, beyond convening "uncommon partners" across organisational boundaries, labs apply the principle of openness throughout the innovation process, including the experimentation and development phases. While the emergence of labs clearly forms part of a broader trend towards openness, we show how it transcends established conceptualisations of open innovation (Chesbrough et al., 2006), open science (David, 1998) or open government (Janssen et al., 2012).

Despite the benefits of having an innovation hub in a university and the calls by the stakeholders in the Technical University of Mombasa (TUM) Strategic Plan 2018-2022, there is no conducive physical space within the university that supports multidisciplinary TUM researchers to converge among themselves or with external stakeholders, to continuously brainstorm and co-create innovative solutions. As a response to these calls, this study explores innovation hubs and centres in top universities, with the aim to draw lessons and inspiration of setting up one at TUM. This study adopts exploratory research design. By being part of a broader research study, empirical data will not be collected and analysed at this stage. With the insights from the review, the study proposes the repurposing of an existing building space within TUM into a physical innovation hub. We envision that the innovation hub will contribute to the following lasting benefits for TUM: enhance TUM’s contribution to a better society; increase TUM’s reputation; enhance the quality of TUM’s research; as well as generate income for TUM.

Católica de Chile, quienes utilizando métodos de Diseño de Servicio rediseñan el concurso
del Fondart. El objetivo general busca determinar cómo el uso de la técnica de prototipado
se constituye en un facilitador de los procesos de co-creación en el marco de políticas
públicas y sus instrumentos. Los resultados indican que el uso de esta técnica, mejora los
niveles de apropiación por parte de los funcionarios públicos del servicio y por parte de los
usuarios de la nueva propuesta del concurso.

Experiments are crucial for sustainability science because they allow researchers to produce evidence about the causes of sustainability problems and about the effectiveness of solutions. Many laboratory and field studies, community-based initiatives, and pilot projects have been defined as experiments in this field. Yet, in sustainability science, it is still unclear what distinguishes scientific experiments from conventional projects or initiatives as well as how different scientific experiments compare to one another. In this article, we define an experiment as a scientific practice that relies primarily on an intervention and that allows for the production of empirical evidence. We show that, in sustainability science, researchers can have different types of control over the intervention (from full to no control) and that evidence can be about different subjects (sustainability problems or sustainability solutions). Relying on this differentiation, we introduce a typology that organizes experiments in sustainability science according to type of control over interventions and subjects of experimentation. The typology provides a synthetic, comprehensive, and comparative overview of the variety of experimental approaches in sustainability science. By providing a definition and a typology for scientific experimentation in this field, the article contributes to the further development of evidencebased approaches in sustainability science.

A public report resulting from an AHRC fellowship during which the author was embedded in Policy Lab, an innovation team in the Cabinet Office during 2014-15. The report discusses the emergence of design thinking in policy making contexts informed by research in design studies and organisation studies. It summarises insights about what design brings to policy making practice based on participant observation in Policy Lab and its projects with government departments. It uses a format inspired by graphic novels in order to open up the work of interpretation about the role of design approaches in policy making and government.

This paper presents an initial evaluation of the GNova lab, with the aim of contributing to the policy lab literature and debate on the value generated by public sector innovation labs. GNova is a Brazilian federal government innovation lab dedicated to developing creative solutions to public policy problems through designled experiments that involve the active participation of members of partner teams. In the context of a political transition, GNova carried out an evaluation process to assess the results of its projects. By using working principles as evaluation criteria, the process was design-led and consisted of two phases. The first was a workshop with project partners, followed by a series of in-depth interviews with participants in six selected projects. The findings were grouped into three types of effects (effects of the process, effects of products and effects of the participation). The evaluation, even though with a limited scope, confirmed the assumption that, in addition to effects from specific products delivered, the lab contributes to the development of competencies in the civil servants who participate in the process, in resonance with a public administration paradigm based on public value.

The complexity and uncertainty that increasingly characterize public issues in contemporary societies indicate the relevance of public innovation, which designates a collection of approaches for exploring, testing and validating new ideas that create added value for society. Despite its relevance, studies are still needed to go further in analyzing the literature built on the subject, and to identify new research agendas that can generate inputs to translate theories into practice. Hence, the purpose of this article is to analyze the concept of public innovation and establish a future research agenda about the topic, on the basis of a systematic literature review of documents published between 2004 and 2018 in the Web of Science® multidisciplinary database. For this purpose, the data mining software Vantage Point® and the qualitative analysis software MAXQDA® were used to study 148 documents. The results show the need to deepen the construction of public innovation theory from the perspective of the actors who interact in its dynamics. Finally, from the methodological perspective, it was found relevant to study the topic using a triangulation of methods, and through developing longitudinal and comparative studies, in order to understand the conditioning factors and results of the network collaboration exercises implicit in public innovation processes.

This article contributes to an understanding of the nature of sustainability transformation experiments. We compare these experiments with classical experiments in the natural and social sciences along three central dimensions: 1) aims related to knowledge production, 2) roles of experimenters and participants, and 3) unpredictability of outcomes. We look at how experiments are understood in transition management and reflexive governance e two influential theories in current thinking about sustainability transformations that highlight the importance of experimentation. We shed light on implicit assumptions within experimentation for sustainability, especially regarding normativity, unintended outcomes and the roles of different actors. The analysis points towards a need to better understand experiments that directly deal with the (multi-level) governance setup to enable sustainability transformations. Overall, we argue that being aware of the nature of experiments allows specifying experimental processes, distinguishing them from other types of learning, and helps develop strategies to apply experimentation in meaningful ways in sustainability transformations.

Purpose-This study aims to apply the Delphi method to explore the possibilities for implementing agility management concepts in Slovenian health-care organisations. Design/methodology/approach-The research is based on a qualitative Delphi study encompassing 15 employees in different Slovenian health-care organisations. Findings-Slovenian health-care organisations need to be more agile currently. For this reason, it is necessary to begin with organisational changes and organisational learning concepts to educate employees about the meaning and content of agile processes. It is essential to ensure that accepting employee mistakes and offering help to employees becomes normal practice, and it is necessary to ensure the greater trust of the management towards the employees. Originality/value-The research empowers health-care professionals with new management and leadership concepts, such as agile management, sustainable leadership and leadership development methods in health care.

El EITL de la Universidad de Oviedo es un espacio abierto para que personas diversas (en edad, profesión, experiencia, procedencia, formación, género, etc.) puedan encontrarse, trabajar y equivocarse juntas en torno a ideas o problemas que van a desarrollar a través de un proceso de experimentación y prototipado. En ese proceso cuentan con el acompañamiento de diferentes profesionales (mentores, mediadores y facilitadores) y con los medios que aporta la Universidad. El laboratorio es, ante todo, un espacio de aprendizaje. Pero también un lugar donde el diálogo fluido y horizontal de saberes, el pensamiento disruptivo y las dinámicas creativas puedan generar ideas, procesos y conocimientos innovadores, aplicables, desarrollables y/o reproducibles.

Las administraciones públicas necesitan espacios de cocreación, diseño y experimentación diferentes a los habituales, muy formalizados y jerárquicos, en los que la colaboración, la empatía, la comunicación y la creatividad encuentran barreras y dificultades de distinto tipo. Lo más irrelevante es cómo denominemos a estos espacios, aunque últimamente es muy conocida la proliferación de laboratorios de innovación promovidas por y en el sector público, con distintas configuraciones, según prevalezca el diseño centrado en el usuario o ciudadano, o en las autoridades o los profesionales públicos. En este seminario de grado, exploraremos la articulación entre la analítica y ciencia de datos, la inteligencia artificial, el fenómeno en constante crecimiento de la Web 3. Estos tres macroprocesos tecnológicos y sociales presentan puentes intrínsecos (no podemos contar con inteligencia artificial sin una ingente producción y recolección de datos), pero otros extrínsecos (como la implementación de inteligencia artificial en ecosistemas descentralizados de la Web 3). Creemos que, por tratarse de un seminario de la Carrera de Ciencia Política, ordenar estos fenómenos hacia una perspectiva de tecnopoder extiende la visión hacia un fenómeno que dista de ser solo técnico. Y, para que la teoría no vede la práctica, anclamos estos vastos universos de sentido y conocimiento en algunos casos especialmente seleccionados, y así poder ingresar no sólo el poder, sino también la lógica estatal a nuestro trabajo.

El diseño de este laboratorio puede resultar peculiar teniendo en cuenta su incardinación en el INAP no como una unidad orgánica, sino como una función transversal para apoyar y dar soporte con todos sus medios y recursos a proyectos de innovación impulsados por emprendedores públicos (cualquiera que sea su configuración jurídica), que pretendan resolver problemas públicos y generen resultados tangibles y mensurables. / Public administrations need spaces for co-creation, design and experimentation different from the usual, very formalized and hierarchical, in which collaboration, empathy, communication and creativity encounter barriers and difficulties of different kinds. The most irrelevant thing is what we call these spaces, although lately the proliferation of innovation laboratories promoted by and in the public sector, with different configurations, according to the prevailing design centered on the user or citizen, or on the authorities or public professionals, is well known. The National Institute of Public Administration (INAP), currently under the Ministry of Finance and Public Function, has joined this search for new spaces for design in 2022, following the study “13 proposals for the reform of the State Administration”, produced and published in the INAP, with the creation of the Public Innovation Labotatory. The design of this laboratory can be peculiar considering its incardination in the INAP not as an organic unit, but as a transversal function to support with all its means and resources innovation projects promoted by public entrepreneurs (whatever their legal configuration), which intend to solve public problems and generate tangible and measurable results.

A framework was trialled in a bioengineering design course to assist and guide inclusive design around the theme of rehabilitation. Students were encouraged to adapt and use it as a touchstone at key points in their projects. Some students participating in the study had lived experience with rehabilitation and some also with inclusive design. The framework aids to develop empathic and care behaviours during a design process. For example, students understood that inclusive design solutions for preventing injury have to take into consideration people’s life situations (e.g. Designing for middle-age women with family obligations who are also the breadwinners) or a person with vision impairment have to be uncomplicated, flexible, non-stigmatising, reliable. The framework allowed the students to keep the health and wellbeing of their users at the forefront of the design process, which enhanced the design outcomes at the end of the project. Feedback via interviews and surveys on its effectiveness demonstrated how such a tool is needed. However, it was clear that it is not a self-learning tool and teacher intervention, explanation, and encouragement is required from the owner of the framework to be fully utilised.

Initiatives pursuing sustainability transitions of small-scale communities offer rich learning opportunities on: to what extent they are making progress toward sustainability; what success depends on; and how success can be replicated in other communities. Yet, there is little empirical research addressing these questions. This article presents a cross-case analysis of sustainability transition initiatives in four small U.K. communities that tentatively identifies factors influencing transition outcomes as well as strategies to improve transition effectiveness. Our findings suggest a wide range of factors to be important including socio-demographics, community governance, community capacity, organization and management, resources, and mobilization. The article demonstrates how empirical studies of this nature can successively build a broad knowledge base to support effective community transition practices.

BIOGRAPHIES Dimitri Schuurman holds a PhD (2015) and Master's in Communication Sciences (2003) from Ghent University in Belgium. He joined the research group iMinds-MICT-Ghent University in 2005 and started working at iMinds Living Labs in 2009. Together with his iMinds colleagues, Dimitri developed a specific living lab offering targeted at startups and SMEs, in which he has managed over 50 innovation projects. As a senior researcher, Dimitri is currently responsible for the methodology and academic valorization of living lab projects. He also coordinates a dynamic team of living lab researchers from iMinds-MICT-Ghent University. His main interests and research topics are situated in the domains of open innovation, user innovation, and innovation management. In early 2015, he finished his PhD entitled Bridging the Gap between Open and User Innovation? Exploring the Value of Living Labs as a Means to Structure User Contribution and Manage Distributed Innovation.

Innovation labs are increasingly adopted as an organizational and management initiative to catalyse innovation and support the development of an organizational innovation capacity. Despite the growing attention to the role of innovation labs, the extant studies appear scattered. There is a lack of a comprehensive understanding of their relevance as innovation spaces for developing and sustaining organisations' innovation processes. For this reason, this study aims to expand and update the existing understanding of innovation labs by demonstrating their evolution from closed innovation spaces within large firms to organisational catalysts that foster open, collaborative and user-driven innovation dynamics. Adopting a Systematic Literature Review (SLR) based on 152 peer-reviewed journal articles, the study provides an integrative picture of the current literature on innovation labs. In particular, the study proposes a reference framework distinguishing Innovation Labs' typologies and critical dimensions, a comprehensive definition of an innovation lab, a framework to assess the maturity level of innovation labs, and a research agenda to advance the understanding of innovation labs further.

This paper presents a framework for analysing the degree of consideration of sustainability principles in Strategic environmental assessment (SEA), and demonstrates its application to a sample of SEA of Italian urban plans. The framework is based on Gibson's (2006) sustainability principles, which are linked to a number of guidance criteria and eventually to review questions, resulting from an extensive literature review. A total of 71 questions are included in the framework, which gives particular emphasis to key concepts, such as intragenerational and intergenerational equity. The framework was applied to review the Environmental Report of the urban plans of 15 major Italian cities. The results of this review show that, even if sustainability is commonly considered as a pivotal concept, there is still work to be done in order to effectively integrate sustainability principles into SEA. In particular, most of the attention is given to mitigation and compensation measures, rather than to actual attempts to propose more sustainable planning decisions in the first place. Concerning the proposed framework of analysis, further research is required to clarify equity concerns and particularly to identify suitable indicators for operationalizing the concepts of intra/inter-generational equity in decision-making.

The consequences of nuclear accidents touch many aspects of society, and thus lead to challenges for multiple actors across spatial and temporal scales. Here, we highlight unused potential of communication, collaboration and knowledge co-production for response after nuclear accidents. This potential can be harnessed by a transdisciplinary research approach including all relevant actors on a regional scale such as nuclear industry, government officials, civil society and scientific researchers. Transdisciplinary research approaches on regional scale could enhance implementation of proper mid-and long-term remediation measures and build capacity to cope up with the impacts after nuclear accidents.

We argue that the increasing use of experimental approaches in transition and transformational research on potential sustainability solutions could substantially profit from application of the principles of stratification and stratified experimental design. We illustrate our proposition with two worked examples of hypothetical transition experiments and argue that the use of stratification can produce three essential benefits in transition experiments: (1) increased methodological validity and better comparability of experimental results, (2) potential scalability of sustainability solutions tested and (3) better assessment of potential transferability of sustainability solutions to other systems. Moreover, stratification and stratified design of transition experiments might be employed to address some of the recently raised criticisms regarding reproducibility of results and the appropriate use of statistical methodology in scientific experimentation in general and transition experimentation in particular.

Public sector innovation labs are becoming an increasingly visible instrument in public sector innovation and experimentation. Proponents of these labs claim they can play an important role in addressing pressing social challenges, changing government structures and thereby shaping ideas and practices of future governance. Whilst some research has been carried out on public innovation labs, the focus of inquiry has been primarily on the emergence, models and activities of labs in Europe and North America. This paper attempts to contribute to this growing body of research by bringing forth some of the particularities of this phenomenon as it emerges in Latin America. Using as starting point three experimental interests identified in the available literature, namely increasing flexibilization of public procedures, developing methods for citizen engagement and experimental development of public policies, the paper presents insights and observations from a study of ten public sector innovation labs in Latin America. In particular, our focus is on how these interests are confronted with different realities and therefore what kind of challenges the labs face. Experimentation in Latin America seems to concern not only flexibilization, engagement and public policies; it also includes juggling with the tensions arising from budgetary constraints, the need to weave networks of regional labs to collaborate and finally the need to align their agendas to those of other institutions, while being accountable to different levels of society. This places Latin American labs in a different light than their European and North American counterparts.

The introduction of makerspaces in Science, Technology, Engineering, and Math education caused new challenges in research: learning in this innovative environment and the exchange of knowledge. The collaboration is the essence of most parts of activities in these spaces, and the exchange of information is the way to learning. It is usual to analyze the collaboration only among human actors. It is also usual to forget the role of non-human actors in this process. This paper analyzes the role of human and non-human actors in a maker activity. The teachers and researchers proposed a challenge to High School students in Brazil where the students were instructed to build a bag to transport some screws. During the process, some videos were made and later tools of video analyses and Social Network Analyses were used to produce topologies of information exchanges among the teacher, students, and artifacts. Se busca mostrar estrategias y casos exitosos de colaboración entre universidades y organizaciones del entorno que han generado innovación a partir de su interacción. Para esto, se revisó literatura en bases de datos científicas que muestran innovaciones colaborativas en países de la región y en otros países. También se obtuvo información en páginas web de diez universidades destacadas en el Ranking Web de Universidades del Mundo 2011. Los resultados muestran que se han establecido actividades de cooperación entre universidades y otros actores a través de investigación colaborativa, desarrollo tecnológico y emprendimiento.

The introduction of makerspaces in Science, Technology, Engineering, and Math education caused new challenges in research: learning in this innovative environment and the exchange of knowledge. The collaboration is the essence of most parts of activities in these spaces, and the exchange of information is the way to learning. It is usual to analyze the collaboration only among human actors. It is also usual to forget the role of non-human actors in this process. This paper analyzes the role of human and non-human actors in a maker activity. The teachers and researchers proposed a challenge to High School students in Brazil where the students were instructed to build a bag to transport some screws. During the process, some videos were made and later tools of video analyses and Social Network Analyses were used to produce topologies of information exchanges among the teacher, students, and artifacts.
