The New Public Management (NPM) paradigm, which dominated public sector reforms in the late 20th century, emphasized efficiency, market-oriented practices, and managerialism. While NPM introduced valuable concepts such as performance measurement and customer service orientation, its limitations have become increasingly apparent. Critics argue that NPM's focus on efficiency often leads to fragmentation within public organizations, undermining collaboration and diminishing the human aspect of public administration. This has prompted the emergence of post-New Public Management (post-NPM) approaches that seek to address these shortcomings by emphasizing collaboration, trust, and the intrinsic value of public service. This article explores the post-NPM perspective on personnel management within the public sector, focusing on the evolving roles of public employees. It argues that the post-NPM framework shifts the focus from rigid managerial control to empowering employees, fostering innovation, and enhancing public value. By prioritizing horizontal coordination and inter-organizational collaboration, post-NPM recognizes the importance of a more integrated approach to governance that leverages the expertise of public employees. This transformation not only enhances employee engagement but also improves service delivery outcomes for citizens. In conclusion, this article highlights the implications of adopting a post-NPM approach for future research and practice in personnel management. It underscores the need for a paradigm shift that values public employees as essential contributors to effective governance and service delivery, ultimately leading to a more responsive and accountable public sector.

La autora de este CUINAP realizó una presentación para el INAP introduciendo distintos aspectos que hacen a la construcción de un Estado fuerte y presente. Esta edición consiste en la transcripción de dicha exposición, que permite a las y los lectores acceder a ciertos elementos fundamentales para comprender el accionar estatal. Comienza introduciendo una problematización de la concepción del Estado como motor del desarrollo y, a la vez, un elemento generador de justicia social. Este proyecto de equidad es el que guía las consideraciones elaboradas en el texto, que se estructuran en torno a tres ejes principales: el nuevo contrato social ciudadano, las capacidades estatales y el Mapa de la Acción Estatal.

This report delivers a comprehensive and critical evaluation of the global implementation of the Sustainable Development Goals (SDGs) as the 2030 deadline approaches. The analysis incorporates the latest empirical data, peer-reviewed scholarship, and the findings of official international assessments. Evidence presented herein demonstrates that, whilst the SDGs have catalysed important gains in areas such as education access, child and maternal health, digital inclusion, and renewable energy adoption, the overall pace of progress remains manifestly insufficient to attain the targets in the remaining five years.

Addressing the climate crisis requires innovative governance mechanisms that integrate citizen participation with environmental, social, and economic dimensions of sustainability. While democratic innovations have gained traction in climate governance, their capacity to drive systemic environmental change remains underexplored. This study identifies how they contribute to environmental sustainability by mapping their linkages to specific Sustainable Development Goals. Based on a systematic literature review, the study examines the environmental dimensions of democratic innovations and the policy domains through which they incorporate sustainability goals. Findings reveal that democratic innovations influence public perception and policy, revealing their capacity to reshape governance frameworks and align local priorities with climate policies. However, institutional constraints, fragmented policy uptake, and varying national governance capacities hinder their full potential. Strengthening the political embedding of participatory processes and fostering cross-sectoral integration is essential to ensure that democratic innovations contribute to long-term and transformative sustainability transitions.

This paper presents the findings from a case study where a designer worked within three Voluntary Community Sector (VCS) organisations using a Design for Service (DfS) approach. The authors identify four organisational features that enable transformational change in this setting: understanding the role and remit of DfS; being receptive to change; valuing both process and outcomes; and the affinity between the existing organisational culture and DfS approach. These findings are discussed as a precursor to establishing the capacity of a DfS approach to effect transformational change in the development of public services in the VCS. It is hoped that this will help to influence the development and design of public services in the VCS in the future, whilst also informing the future practice of service design practitioners operating in this sector.

Seringkali diartikulasikan sebagai tuntutan politik tanpa melihat urgensi administratif sehingga cenderung mengesampingkan hakekat otonomi daerah dan tujuan desentralisasi. Otonomi daerah masih dipahami sebatas hak daerah memperoleh otonomi, tanpa memperhitungkan kapasitas daerah dalam berotonomi. Tujuan penelitian ini mendeskripsikan dan menganalisis latar belakang tuntutan pembentukan, proses pembentukan, dan partisipasi masyarakat dalam proses pembentukan daerah otonom di Kabupaten Bolaang Mongondow Timur. Penelitian menggunakan metode kualitatif dengan teknik analisa model Mills dan Huberman melalui langkah pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan; pertama, latar belakang tuntutan pembentukan sebagai upaya lokalisasi kekuasaan untuk menciptakan pusat kekuasaan baru di daerah dan faktor gerakan sosial yang dipicu konflik sosial berbasis etnik, gerakan reaksioner, pembandingan dengan pencapaian daerah lain, serta adanya peluang politik. Kedua, proses pembentukan terbagi dalam tiga tahap yakni sosialisasi dan konsolidasi elit, pemekaran desa dan kecamatan, serta pendekatan dan komunikasi politik di semua tingkatan. Pada aspek keterpenuhan syarat sebagaimana diatur UU 32/2004 dan PP 78/2007, daerah ini telah memenuhi syarat administratif dan fisik namun belum memenuhi syarat teknis. Ketiga, partisipasi masyarakat dilakukan dalam bentuk musyawarah, pengumpulan dana dan hibah tanah atau bangunan, serta pemasangan atribut pemekaran, sehingga secara keseluruhan telah ada pertanda partisipasi walaupun belum sampai pada derajat kendali warga.

En el presente trabajo se busca identificar las principales dimensiones del fenómeno de virtualización organizacional que se observa en nuestros días y que generan cambios estructurales en la configuración de las organizaciones tradicionales. El resultado de dicho análisis, permitirá tener una primera apreciación acerca de la magnitud de los impactos en las organizaciones a medida que intensifiquen sus procesos de digitalización y virtualización. Finalmente se concluye en la necesidad de profundizar en el estudio sobre el impacto de los procesos de virtualización sobre los modelos teóricos tradicionales de estructura organizacional, a los fines de realizar una primera aproximación sobre aspectos a considerar para el desarrollo de nuevos paradigmas que contengan a las organizaciones virtuales y brinden herramientas para su gestión.

Jika pernyataan "Guru itu Beban Negara!" terdengar tajam karena mengkritik biaya dan efisiensi, maka pisau bedah pemikiran Ivan Illich dalam buku ini menembus jauh lebih dalam hingga ke jantung persoalan. Illich tidak sekadar mengeluh, ia membongkar fondasi. Baginya, masalahnya bukan pada mahal atau tidaknya guru, melainkan pada institusi "sekolah" itu sendiri yang telah menjadi agama dunia baru—sebuah ritual suci yang secara keliru kita yakini sebagai satu-satunya jalan menuju pengetahuan. Buku ini berargumen bahwa sekolah, dengan "kurikulum tersembunyi"-nya, justru secara sistematis memadamkan hasrat belajar alami, menciptakan ketergantungan pada otoritas, mengubah pengetahuan menjadi komoditas, dan melegitimasi ketidakadilan sosial dengan ijazah. Jika kritik pada guru hanya menggores permukaan, kritik Illich membongkar seluruh mesin yang menjadikan guru dan murid sebagai roda penggerak dalam pabrik kepatuhan massal.

La inteligencia artificial (IA), es hoy un tema de agenda pública. Si bien se ha desarrollado a lo largo del tiempo, actualmente se verifica un salto cualitativo, por su capacidad de producir cosas nuevas y generar aprendizaje. La IA está generando nuevas realidades y comenzó a ser accesible en la cotidianeidad de las personas. Por otra parte, se configura según la disponibilidad de inmensos volúmenes de datos que surgen de los comportamientos humanos. Por ende, esta tecnología se encuentra socialmente construida y cuenta con la capacidad de reproducir hábitos, valores y discursos, que surgen de la misma sociedad.

El actual gobierno argentino ha desplegado una agenda de desmantelamiento estatal que no encuentra precedentes recientes en términos de su alcance y sistematicidad: eliminación de organismos, despidos masivos, cierre de dependencias estratégicas, paralización de políticas públicas y vaciamiento de capacidades técnicas y operativas en múltiples niveles. Aunque esta ofensiva no se enmarca en las tradicionales agendas de modernización ni en marcos reconocibles de innovación pública, se presenta y legitima discursivamente a través de un léxico tecnocrático que invoca ideas como transformación, desregulación, eficiencia y digitalización.
Esta ponencia propone una lectura crítica de ese uso del lenguaje tecnocrático, entendido no tanto como un reflejo de intenciones transformadoras, sino más bien como una coartada simbólica que reviste de racionalidad modernizadora un proceso orientado, en los hechos, a la supresión de capacidades estatales. Más que de una política de reforma institucional dirigida a mejorar el desempeño del Estado, se trata de una operación deliberada de desarticulación, que convierte al aparato estatal en enemigo público y presenta su debilitamiento como un gesto virtuoso. La tecnología, en este marco, deja de ser una herramienta de fortalecimiento organizacional para convertirse en sustituto simbólico del lazo institucional; plataformas, algoritmos o soluciones se exhiben como vías supuestamente más eficientes para reemplazar estructuras públicas y funciones históricas del Estado.
A partir del análisis de medidas concretas y de los discursos que las acompañan, se sostiene que esta retórica encubre una pérdida estructural de capacidades y, al mismo tiempo, desafía los supuestos centrales del campo de la innovación pública. Entre ellos, el supuesto de que innovar implica construir (y no suprimir) capacidades; que transformar el Estado supone fortalecerlo, no desarmarlo; y que la tecnología debe estar al servicio de lo público, no utilizada para reemplazarlo. Desde esta perspectiva, el gobierno libertario desinstitucionaliza y, al hacerlo, desplaza el sentido mismo de la transformación estatal, reconfigurándola como una empresa de desarme en nombre de una libertad abstracta.
Frente a este desplazamiento simbólico, la ponencia plantea que el campo de la innovación pública enfrenta un reto crucial: repolitizar su lenguaje, más allá de lo técnico, interrogando quién innova, con qué fines y con qué consecuencias. Recuperar una concepción sustantiva de la innovación implica desligarla de enfoques despolitizados y volver a situarla en lo común: en las formas colectivas, comunitarias y compartidas que sostienen la posibilidad de lo público.

While employee empowerment is widely recognized as a catalyst for innovative behavior, the mediating mechanisms underlying this relationship are not well understood. This study examines the potential encouraging and discouraging pathways through which empowerment practices influence innovative behavior. Specifically, it is hypothesized that providing information about goals and performance and providing access to job-related knowledge and skills will be positively related to innovative behavior by enhancing employee self-efficacy. Conversely, it is proposed that granting discretion to change work processes and offering rewards based on performance will be negatively associated with innovative behavior due to increased job-induced stress. Using data collected from 637 street-level bureaucrats working in Ugandan local governments, the study found that providing information about goals and performance and granting access to job-related knowledge and skills enhance self-efficacy, which, in turn, promotes innovative behavior. In contrast, offering performance-based rewards was found to increase job-induced stress, thereby reducing innovative behavior. Contrary to the hypothesis, granting discretion to change work processes decreased job-induced stress and increased innovative behavior. These findings underscore the importance of carefully designing and implementing empowerment practices, taking into account their mediating mechanisms, to effectively promote innovative behavior among public employees.

This paper sees a smart city not as a status of how smart a city is but as a city's effort to make itself smart. The connotation of a smart city represents city innovation in management and policy as well as technology. Since the unique context of each city shapes the technological, organizational and policy aspects of that city, a smart city can be considered a contextualized interplay among technological innovation, managerial and organizational innovation, and policy innovation. However, only little research discusses innovation in management and policy while the literature of technology innovation is abundant. This paper aims to fill the research gap by building a comprehensive framework to view the smart city movement as innovation comprised of technology, management and policy. We also discuss inevitable risks from innovation, strategies to innovate while avoiding risks, and contexts underlying innovation and risks.

Propósito Central do Trabalho Brazil has experienced a boom of independent regulatory agencies (IRAs) since the middle 1990s. Over the last twenty years, more than sixty IRAs were created in the three levels of government. From these, more than forty are located at the subnational levels and are responsible for regulating the sanitation sector. Although this may indicate a convergence in the Brazilian agencification process, the outputs of this process are quite distinct. In practice, four different types of IRAs emerged in the Brazilian sanitation sector: (i) multisectorial state agency; (ii) state sanitation agency; (iii) regulatory consortium; and (iv) municipal sanitation agency. The CHALLENGE game is a policy simulation designed to engage participants in refugee education decision-making, highlighting tensions between economic constraints, ethical imperatives, and policy frameworks. Findings reveal a shift in participant perspectives, where initial budget-driven decisions evolved into more profound moral and ideological debates. While some participants prioritized financial feasibility, later reflections exposed guilt and regret over limiting refugee inclusion. Drawing on Flanagan's critical play and Landers' gamified learning, the study demonstrates how structured decision-making can reinforce dominant discourses while fostering essential engagement. However, rigid budget constraints restricted transformative thinking. Future iterations should incorporate rule-breaking mechanics to allow alternative policy solutions, disrupt conventional limitations, and encourage systemic reimagination. By expanding player agency, CHALLENGE can move beyond simulating policy dilemmas to actively challenging them, making it a more effective tool for education, advocacy, and policy innovation.

As we mark the anniversary of the publication of the 2030 Agenda mid-term report, the world's nations stand at a crossroads. While off-track in achieving most Sustainable Development Goals (SDGs), multiple crises have further exposed deep inequalities and vulnerabilities in the current dominant approach centred on economic growth and resource allocations. In this editorial paper, scholars of the human development and capabilities approach and editors of the Journal of Human Development and Capabilities, express our deep concern at the lack of progress towards the SDGs. We argue for prioritizing human development rather than economic growth and for putting human agency at the centre of development policy. This agency-centric approach includes the implementation of feedback systems for assessing human development progress through broader grassroots participation and relies critically on strengthening state capacities, safeguarding human rights, and promoting democracy.

Considerado desde siempre un recurso importante, es en la última década cuando la gestión estratégica del conocimiento se convierte en una realidad con destacado protagonismo. Así, en el terreno de la planificación y del desarrollo urbano, la asociación entre conocimiento y la competitividad territorial conduce actualmente a una proliferación de ciudades que se autodenominan como ciudades del conocimiento. Pero éstas se asocian, a menudo, a ciudades-región o aglomeraciones urbanas de grandes dimensiones, excluyendo del debate áreas hoy fundamentales en el sistema urbano europeo, como son las ciudades intermedias. En este artículo se propone una revisión crítica de los muchos conceptos alusivos a esta creciente importancia del conocimiento en el desarrollo urbano, se identifican algunos componentes del desarrollo urbano relacionados con el conocimiento y se proponen indicadores para su medición. Finalmente, se propone una reflexión sobre las oportunidades y limitaciones de las ciudades intermedias para integrar el grupo de las ciudades que avanzan hacia formas de desarrollo basadas en el conocimiento. Pemekaran daerah di Indonesia, sebagai implikasi reformasi 1998, ditujukan untuk mendekatkan pelayanan publik, mempercepat pembangunan, dan memperkuat demokrasi lokal. Namun, studi ini mengungkap bahwa 80% daerah otonom baru (DOB) gagal meningkatkan kesejahteraan masyarakat (Kemendagri). Analisis multidimensi—melalui studi kasus Provinsi Banten, Cirebon, dan Kabupaten Bogor Barat—menunjukkan kompleksitas tantangan: ketergantungan fiskal (sebagian besar DOB masuk kategori "Tidak Mandiri" dalam Indeks Kemandirian Fiskal), konflik aset pasca-pemekaran (e.g., Kota Sungai Penuh vs. Kabupaten Kerinci), serta lemahnya kapasitas birokrasi. Faktor pendorong seperti insentif fiskal, identitas lokal, dan elit politik justru kerap mengaburkan tujuan substantif pemekaran. Rekomendasi kebijakan mencakup: (1) reformasi regulasi (evaluasi wajib pasca-pemekaran dan pendampingan teknis), (2) penguatan kapasitas kelembagaan dan SDM aparatur, serta (3) pembelajaran dari model konsolidasi daerah ala Jepang/Swedia. Simpulan akhir menegaskan: pemekaran bukan solusi instan, melainkan memerlukan kesiapan holistik agar tak sekadar menjadi "ilusi" kesejahteraan.

Pemekaran daerah merupakan bagian dari strategi desentralisasi dan reformasi birokrasi dalam rangka meningkatkan efisiensi dan efektivitas pelayanan publik. Dalam beberapa dekade terakhir, pemekaran wilayah di Indonesia telah menghasilkan banyak daerah otonom baru dengan tujuan untuk mendekatkan pelayanan kepada masyarakat, mempercepat pembangunan, dan meningkatkan kesejahteraan lokal. Namun, proses ini tidak selalu berjalan mulus. Berbagai tantangan baik dari sisi kelembagaan, keuangan, hingga sosial-politik turut memengaruhi hasil pemekaran tersebut. Oleh karena itu, perlu dilakukan kajian menyeluruh terhadap pengertian, faktor pendorong, hingga dampak yang ditimbulkan dari pemekaran wilayah sebagaimana dijelaskan dalam Bab XI buku 'Pengembangan Wilayah'. Kajian ini akan membantu kita memahami bagaimana pemekaran dapat menjadi alat pembangunan yang efektif, dan bukan sekadar pemisahan administratif.

Pemekaran daerah merupakan bagian dari kebijakan otonomi daerah yang bertujuan untuk meningkatkan pelayanan publik dan pemerataan pembangunan. Dengan dasar hukum UU No. 23 Tahun 2014, kebijakan ini diharapkan mampu mempercepat pembangunan wilayah dan meningkatkan kesejahteraan masyarakat. Namun, dalam praktiknya, pemekaran sering menghadapi tantangan seperti keterbatasan sumber daya dan kepentingan politik. Oleh karena itu, evaluasi berkelanjutan sangat diperlukan agar pemekaran benar-benar memberikan manfaat nyata.

El gobierno abierto se ha erigido como un modelo de gestión del Estado basado en la transparencia y la rendición de cuentas, así como la participación y la colaboración entre distintos actores para la resolución de problemas públicos. ¿Qué rol tiene la ética en este modo de actuar gubernamental? En el presente artículo entregamos elementos conceptuales respecto de la relación entre ética y gobierno abierto, para luego situar la discusión en el gobierno abierto como fuente de
nuevos dilemas éticos a los que se debe enfrentar una o un funcionario público.
En el capítulo se argumenta que la ética es un objetivo implícito en el desarrollo
y consolidación de un gobierno abierto, ya que, por otro lado, un gobierno cerrado ha sido fuente de corrupción y malas prácticas. Junto con resaltar las dimensiones éticas del gobierno abierto se propone complementar el enfoque con
la llamada gestión ética de las instituciones públicas, para generar las condiciones adecuadas para un gobierno basado en la integridad.

The Gamification has been a primary driver of user motivation and engagement by pioneering the adoption of game-like elements, including leaderboards, challenges, and reward programs, into non-traditionally game-oriented settings. This research explores the dynamic impact of gamification strategies on levels of participation and user experience with a special focus on virtual and live events. Through the application of findings based on a variety of industries ranging from education to tourism, energy, customer service, and health care this article makes it explicit how gamification can be utilized to effectively drive behavior change and foster sustained engagement. Leaderboards facilitate healthy rivalry and facilitate social comparison, while challenges establish structured goals that facilitate user focus and progress. Reward programs, which can include virtual badges, points, or tangible rewards, are utilized to facilitate healthy behaviors and foster user retention. The research provides successful case studies and systematic reviews showing statistically significant increases in user interaction and satisfaction. Furthermore, it explores the psychological foundations of gamification, with a focus on intrinsic and extrinsic drivers. The research also evaluates technological architectures that facilitate gamified sites, including mobile applications and interactive websites, along with the implications of these tools for designers who seek to provide immersive and meaningful engagement. Finally, it provides recommendations for best practices in the integration of gamification components for facilitating engagement in various domains and audience segments.

Digital image alterations (morphing) of identity document photos is a major concern, and may potentially allow citizens with malicious intent to enroll for identity document(s) later in order to be used by another individual. Taking the photo in the application office —live enrollment —can address this issue. However, this is a break with tradition and entails a sizeable overhaul in the public sector, which can be reluctant to change and often lacks the necessary formal methods that ensure a smooth transition. The objective of this paper is to map the main barriers and drivers related to live enrollment based on theoretical research and interviews conducted with high-ranking officers at passport authorities in Estonia, Kosovo, Norway, and Sweden. This research is a Systematic Literature Review (SLR) which is conducted with the aim of analyzing the role of the organizational structure of the Health Center in improving health services, especially in the era of decentralization. The method used by the author is a qualitative method with the PRISMA approach, which includes identification of screening and inclusion of literature from various trusted sources such as journals and research articles. The results of the study indicate that adaptation in organizational structure, synergistic effects of communication, coordination between organizations, and political adaptation in the context of decentralization have a significant impact on the quality of public services provided. Decentralization itself actually gives a region the opportunity to adapt health policies from and to local needs. An effective organizational structure allows for clear distribution of tasks, proper communication, and optimal use of local resources. In this systematic literature review, the importance of a fixed organizational design to determine the efficiency of Health Center services and the need for an organizational structure will contribute to more autonomy and be able to meet the needs of the community.

In recent years, certain areas of Argentina have gained attraction for their natural resources endowment, exhibiting productive processes led by multinational companies and linked to global value chains in the cycle of financialized capitalism. Some issues must be pointed out among the outstanding cases: large-scale mining, hydrocarbon activity with the development of unconventional reservoirs and the expansion of agribusiness in the north of the country.This paper analyzes the clash of interests, tensions and disputes that occur in these new realities traversed by metal mining (San Juan); the intensification of the hydrocarbon sector (Neuquen Basin) and the land-grabbing in extra-Pampean areas.

Innovation is considered to be a sine qua non to improve efficiency and effectiveness in government and respond to citizens’ increasing demand for better services. This paper draws together literature related to innovation in the public sector. A qualitative analysis was conducted to establish the key aspects related to innovation raised by senior managers within the Australian Public Service (APS). This study used content analysis of transcripts from senior manager presentations in Innovation Month seminars from 2014 to 2016. The content indicated senior managers’ perceptions of innovation in the APS in terms of four aspects: drivers of innovation; barriers to innovation; innovation characteristics; and typology of innovation. This paper identifies a number of the theoretical principles that apply to PPP contracts, introducing new case studies and policy discussions relevant for Europe and elsewhere. It discusses to what extent these contracts can and should be applied in the waste sector and performs a comparison between the purely contractual and the institutionalised models of PPP arrangements. We analyse four case studies in the 'wholesale' waste market in Portugal and examine the implementation and degree of success of these partnerships in the field. It seems that public authorities are failing to secure an adequate level of protection of the public interest. Drawing on the empirical evidence, we present some guidelines that can lead to better regulatory contracts for waste services.

The second Trump administration has initiated unprecedented reforms of the federal civil service system. On inauguration day, 20 January 2025, President Trump established the Department of Government Efficiency (DOGE), launching a dramatic transformation of federal workforce management. Within its first month, the administration has implemented a three-pronged strategy: a near-total hiring freeze, a deferred resignation programme, and widespread terminations without regard for individual performance or position criticality. The scale and speed of these reductions are without precedent in American administrative history .1 The most controversial aspect of these reforms is the "Schedule Policy/Career" classification, a revised version of Schedule F that would create a new category of readily dismissible political appointees. This change could expand the number of political appointments more than tenfold, affecting approximately 50,000 federal employees. These reforms reflect Trump's first-term experiences, where his policy agenda was reportedly impeded by what his allies termed the "deep state" -career civil servants resistant to his directives . The administration's clear aim is to replace career bureaucrats with officials more aligned with its agenda. While such reforms might yield short-term efficiency gains and expenditure cuts, they raise serious concerns about the long-term consequences for bureaucratic autonomy and institutional capacity. The fundamental question is whether these changes will truly create an "efficient government" and "make America great again" or instead undermine the professional foundations of American public administration. To address this question, we must consider why professional bureaucracies are essential to modern governance. Effective policy implementation requires both political direction and administrative expertise. While elected officials establish broad policy goals, they lack the specialised knowledge needed for the thousands of technical decisions that government operations demand daily. Career civil servants bridge this gap, providing the expertise and continuity necessary for effective public service delivery. Career civil servants' expertise becomes evident when we examine the complex tasks of modern governance. Daily operations include activities like collecting pension premiums, analysing economic data, implementing financial regulations, and managing defence procurement. These functions demand not just specialised knowledge but years of practical experience and institutional understanding -qualities that cannot be rapidly replaced or replicated.

El libro empieza por una descripción comparada histórica y actual del estado de la seguridad ciudadana y el delito a nivel mundial. Después repasa los principales conceptos, teorías y estudios científicos que procuran explicar esa situación de seguridad y delito. En base a una ordenación de estas teorías en ejes descriptivos, presenta un modelo teórico general que integra los factores más sólidos de las mejores teorías en su capacidad para explicar el estado de la seguridad ciudadana actual en nuestra sociedad diversa. A continuación se compara los modelos prevalentes históricos y actuales de intervención sobre la seguridad ciudadana y analizaremos hasta qué punto son capaces de responder a las teorías y retos reales de la seguridad ciudadana actual en nuestra sociedad diversa y compleja. Se detiene en analizar las buenas prácticas, innovaciones, y tendencias actuales a nivel internacional que avanzan en materias relacionadas con la seguridad ciudadana para lograr abordar estos retos. Se valora tanto las prácticas prevalentes como las nuevas desde un enfoque tanto teórico como empírico. Con ello se concretan los fundamentos de un modelo general tanto descriptivo como de intervención en materia de seguridad ciudadana en la sociedad diversa. Para describir las características de un territorio urbano alto en diversidad y contrastar el nuevo modelo, se presenta un estudio de caso realizado en el Distrito Centro de Madrid (España). El análisis comparativo de los resultados a nivel internacional permite delinear unas conclusiones y planteamientos prácticos sobre una metodología de seguridad ciudadana centrada en la sociedad diversa. Previous comparative studies of countries have relied on cross-sectional regression analyses and suggested a correlation between meritocratic bureaucracy and national innovation. We sought to validate this assumption by examining the relationship between merit-based recruitment practices and objective global innovation in twenty-nine African economies over the past twelve years. However, this study's analysis based on panel model estimates consistently indicated a mixed and statistically insignificant relationship between meritocratic bureaucracy and national innovation. Further analysis revealed that the relationship was strong for certain African economies during specific years but reversed for others. This ambiguity in the findings raises doubts about the long-term existence of the projected relationship between meritocratic bureaucracy and national innovation performance. The implications of this study point to the need to explore other contextual explanatory factors.

Para abordarlo, se presentan las nociones de territorio y desarrollo territorial, destacando que la Gobernanza local o territorial desempeña un papel esencial como eje coordinador en este proceso. En consecuencia, el objetivo general es ofrecer una definición de gobernanza local o territorial. La conclusión principal señala que esta gobernanza es un proceso político que se materializa en un modelo específico de gestión pública a nivel estatal local. En este marco, el gobierno local asume la responsabilidad de coordinar interacciones y acciones conjuntas con actores sociales tanto internos como externos al territorio, mediante relaciones interdependientes en un contexto descentralizado y colaborativo. Este enfoque, basado en una lógica de redes, busca fortalecer un tejido social denso que permita definir, de manera participativa y deliberativa, objetivos y metas colectivas.
