The introduction of new energy technologies may lead to public resistance and contestation. It is often argued that this phenomenon is caused by an inadequate inclusion of relevant public values in the design of technology. In this paper we examine the applicability of the value sensitive design (VSD) approach. While VSD was primarily introduced for incorporating values in technological design, our focus in this paper is expanded towards the design of the institutions surrounding these technologies, as well as the design of stakeholder participation. One important methodological challenge of VSD is to identify the relevant values related to new technological developments. This study organizes existing research on the public value of e-government in order to investigate the current state and what value e-government is supposed to yield. The two questions that guided the research were: (1) What is the current state of research on the public value of e-government? And (2) What value is e-government supposed to yield? Six, sometimes overlapping, values were found: Improved public services; improved administrative efficiency; Open Government (OG) capabilities; improved ethical behaviour and professionalism; improved trust and confidence in government; and improved social value and well-being. These six public value dimensions were thereafter generalized into three overarching, and also overlapping, public value dimensions of Improved Public Services, Improved Administration, and Improved Social Value. The improved public services dimension influences other dimensions. Hence, this literature study theorizes a descriptive and multidimensional framework that can improve our understanding of the public value of e-government from different viewpoints, and the overlap between them in actual e-government designs and implementations. Regarding the current state of research on the public value this study found a lack of research on the public value of e-government, especially, in the context of developing countries -and more importantly -a total absence of this kind of research in the Least Developed Countries (LDCs). There is also a lack of comparative studies at national, regional, and project level; and a lack of research on the generative perspective.

Covid-19 is the first global pandemic of its scale to have happened in a platform society. All over the world, platforms began to play a key role in addressing the pandemic and this was no different in Sri Lanka. Although internet access and usage is low in Sri lanka, with only 34% internet penetration (ITU, 2017) and only 40% of the population with digital literacy (ITU, 2017), the immediate aftermath of the pandemic saw a number of platform mediated responses. Some of these responses were aimed at disseminating timely and accurate information about the outbreak in Sri Lanka while most were responses to the 3-month long Covid-19 lockdown that was enforced through an islandwide curfew. These were initiated by a variety of actors such as the state, private companies, individual citizens, academia, media, and others. This dissertation explores the platform intermediation of the Covid-19 response in Sri Lanka amounts to platform urbanism and inquires whether platform urbanism during a crisis can reshape public values and perceptions, and power dynamics between the state, private companies and citizens. It does so through a repository of platform-mediated responses during the lockdown and a content analysis of tweets in reference to selected responses. This research finds that platform urbanism during a crisis reinforces neoliberal policies and worldviews that conflate economic value with public value. It also finds that a lot of scholarship on platforms continues to be framed within the Global North with a focus on global platforms, contributing to a world-making that is othering the realities of the Global South and developing countries.

Indonesia faces challenges in enhancing global competitiveness and achieving developed-nation status by 2045. A key initiative within this vision is implementing a sustainable green bureaucracy. This article explores relevant talent management policies as essential instruments in achieving a green bureaucracy, focusing on managing high-competency human resources to address climate change and optimize environmentally oriented governance systems. The study highlights the importance of implementing a merit-based system and public sector talent management tailored to the strategic needs of each institution, including the formation of a talent pool, competency mapping, and succession planning. Through a competency-based approach, this policy aims not only to improve the effectiveness of civil servants (ASN) but also to encourage innovation in environmentally responsive governance adapted to the digital era. The successful implementation of this policy requires cross-sectoral synergy and strong commitment from institutional leaders to ensure that Indonesia can realize a sustainable green bureaucracy.

How can Latin American students learn more effectively how different governments address similar public problems? This region shares similarities in terms of culture and history. However, Latin American students study only their public policies and public administration based on the notion that each administrative system has its own particularities. This paper analyzes the results of a comparative learning experience among undergraduate students of two universities in the region, taking advantage of the "virtual" classroom that emerged amid the COVID-19 crisis. In this context, we developed a semester-long group project with students from two universities: Chile and Colombia. The results presented in this paper show that the activity was successful and meaningful for the students. This article intends to present this pedagogical experience and add to the limited literature on the pedagogy of public administration in Latin America, particularly the application of active learning techniques in a public affairs classroom.

Les valeurs publiques sont généralement définies comme des « jugements » ou des préférences publiques orientant les actions et comportements des acteurs publics. D’importants travaux les concernant décrivent l’existence de constellations de valeurs publiques (Jorgensen et Bozeman, 2007) disposant de leur propre hiérarchie. Par contre, peu de travaux définissent comment ces assemblages de valeurs publiques fonctionnent. Une quasi-expérience, menée auprès de deux groupes de managers publics marocains, nous permet de mettre en lumière, à partir de deux dynamiques de fonctionnement, les articulations des valeurs publiques au sein de ces assemblages.

In this paper, we analyze some values and power indices from a different point of view that are well-defined in the social context where the goods are public. In particular, we consider the Public Good index (Holler, 1982), the Public Good value (Holler and Li, 1995), the Public Help index (Bertini et al., 2008), the König and Bräuninger index (1998) also called the Zipke index (Nevison et al., 1978), and the Rae index (1969). The aims of this paper are: to propose an extension of the Public Help index to cooperative games; to introduce a new power index with its extension to a game value; and to provide some characterizations of the new index and values.

The Covid-19 pandemic has had a tremendous impact on various sectors. The Micro, Small, and Medium Enterprises (MSMEs) have felt a tremendous impact. Limited capital and the lack of market access have further aggravated MSMEs throughout the country. Sleman Regency of Yogyakarta Special Region is not an exception. In 2021, there were 68,382 MSMEs in the regency. The social restriction policy and the recommendation to stay at home during the pandemic have had a very significant impact on the survival of MSMEs in the regency. This study focuses on modeling community empowerment programs for MSMEs affected by Covid-19 in DIY. Pandemic Covid-19 that have occurred since the end of 2019 has impacted the cessation of activity of MSMEs in DIY. The absence of activity in the tourist area, the implementation of online learning has a slight influence on this condition. The research method used in this research is descriptive exploratory qualitative research method. The purpose of this research is to determine the appropriate empowerment model for MSMEs during the Covid-19 pandemic and to contribute in the form of an academic policy paper for relevant stakeholders. This study uses a desk study and interview technique. Desk studies are carried out through secondary data tracking. Interviews were conducted with regional apparatus organizations (OPD) which handle MSMEs and MSMEs' actors. From the research conducted, it is known that the efforts made by the Provincial / Regency / City Governments within the scope of DIY or CSO in order to help MSMEs actors to survive in this pandemic situation if they are framed by using the empowerment models are used the second and third models. The second model seeks to strengthen the potential or power possessed by the community by implementing concrete steps, accommodating various inputs, providing good infrastructure and facilities. The third model seeks to empower the community in the sense of protecting and defending the interests of the weak community. From the research it conclude that the model of empowering MSMEs affected by Covid-19 in DIY, both carried out by the local government and by CSO such as Muhammadiyah / 'Aisyiyah is done to strengthen the potential or power possessed by MSMEs by implementing real steps, accommodating various inputs, providing infrastructure and facilities good and empowering the community in the sense of protecting and defending the interests of MSMEs.

The Covid-19 pandemic has forced the Government to set a large-scale social restriction policy. This policy impacts all areas of life, including economic growth and employment in East Java, especially income sustainability. This study aimed to identify the influence of sociodemography on the increase in worker income during the Covid-19 period in East Java. The data from this study is secondary data from the results of SAKERNAS 2020 obtained from BPS. The data were analyzed using the Multiple Regression Analysis methods. The results of this study indicate that the dependent variable, Covid, Gender, Age, Working Hours, Work From Home, Internet, Promotion, Formal Sector, and transactions significantly affect workers' income during the pandemic. In contrast, the dependent variable communication does not substantially affect workers' pay during the pandemic.

In Indonesia, there is a lot of tourism potential that attracts both domestic and foreign tourists. One of the cities in Indonesia that is developing its tourism is Batu City. Batu is known as one of the leading tourist cities in Indonesia because of the potential for extraordinary natural beauty. The development and development of tourism in Batu City which is very fast indeed has a positive impact on economic growth, but on the other hand there is massive exploitation of nature which has an impact on environmental sustainability. This can be seen from the flash flood disaster that occurred in Batu City in November 2021.This research uses a descriptive method. And this research used a qualitative approach. Data analysis in this study uses an interactive data analysis model from Miles and Hubberman, namely: data collection, data reduction, data presentation, and conclusion drawing/verification. The results of this study are, in an effort to reduce the impact of environmental degradation due to tourism development in Batu City, collaboration between stakeholders is needed. The success of a Collaborative Governance according to Goldsmith & Kettl can be measured through several indicators, namely: tipe networked structure; commitment to a common purpose; trust among the participants; governance; access to authority; distributive accountability; information sharing; and access to resources.

This study examines the effectiveness and challenges of implementing talent management in the DKI Jakarta Provincial Government. The study has two research questions: first, how is the policy implemented; second, what is the ideal model for talent management? This research used qualitative research. Data was collected through interviews and secondary data. The results showed that the talent management policy in the DKI Jakarta Provincial Government is still in the infrastructure development stage, even though it already has a concept for implementing talent development and talent retention. This study suggests that talent management policies implement a new model to improve organizational performance in DKI Jakarta.

We conducted this study to examine and explore the effect of developing human resources, competence, and motivation on Organizational Citizenship Behavior (OCB) and the Performance of State Civil Apparatus. This study uses a quantitative approach involving 320 respondents. Our research data was collected by distributing questionnaires directly to respondents. The results of this study indicate that the development of human resources has a positive and significant effect on Organizational Citizenship Behavior. This study discusses collaboration and community participation in tourism development in Malino Village, Gowa Regency. Malino Village has the best tourism destinations in South Sulawesi, and its management involves several parties. However, the involvement of these parties has not been well established in the cooperative relationship. Community involvement in tourism management is also considered to be still lacking. To realize tourism development in Malino Village requires collaboration between every party involved and community involvement. The data that is the study material in this study was obtained from the results of interviews, observations, and literature studies. Existing data were analyzed using Interactive Model Analysis. From the results of the analysis, it is known that the Gowa Regency Government does not have a collaborative foundation in tourism development. The cooperative relationship that exists is not based on the goal of overcoming tourism problems in Malino Village. Cooperation is carried out based on the interests of each. Community support in the development of tourism is realized by managing and maintaining the facilities and infrastructure to support the implementation of tourism prepared by the government. In order for the development of tourism in Malino village to be implemented properly, the Gowa Regency government should carry out collaboration in the form of business clusters.

Health management and information systems (HMIS) provide valuable data for monitoring and evaluating health services, identifying unmet needs, establishing local priorities, and measuring the performance of health programs. Considerable investments have been made in implementing technical approaches to improve HMIS performance, however, growing evidence suggest that focusing on these approaches alone is insufficient. A recent HMIS policy reform in Uttar Pradesh, India, implementing a series of technical approaches to improve the quality and use of HMIS data in decision-making, offered a unique opportunity to examine how organizational factors, including organizational culture, shape the implementation of formal policy guidelines and influence overall HMIS performance. The first paper qualitatively examines how organizational factors, for example, hierarchy and distribution of power, influence HMIS implementation processes, and in turn performance, from the perspectives of policy implementers. The second paper quantitatively examines how data quality varies among HMIS indicators that are used in performance metrics (like district rankings), that are associated with financial incentives and that are only collected for routine monitoring. The final paper describes the types of HMIS data manipulation observed in Uttar Pradesh (UP), and their underlying drivers. Results demonstrate that issues of weak HMIS implementation are not merely a reflection of insufficient resources or lack of technical guidelines. We found challenges associated with working within a strict hierarchy. Performance pressures and punitive work culture resulted in weak enforcement of data quality mechanisms and created perverse incentives to manipulate district ranking indicators to show high achievement of performance metrics. The HMIS data quality analysis corroborated these assessments and presented evidence to show the potential overreporting iii of HMIS indicators that are associated with performance measures like district rankings and financial incentives. Looking ahead, stakeholder engagements would be critical for identifying context-appropriate strategies to: (i) align health actors on HMIS goals, so that the goal of high data quality is not at odds with the goal of achieving a high district ranking; (ii) strengthen the integrity of data-related processes at all levels; and (iii) to implement system-wide policies that make data manipulation an anomaly.

This investigation was prompted by the conditions of the COVID-19 pandemic, which created very rapid changes in the bureaucratic environment. This initial study is intended to explain how the Indonesian bureaucracy responds to changes due to the pandemic. A literature study is used to aggregate some of the findings of the latest research in Indonesia and official and accountable reports on bureaucratic governance. General results show that the bureaucracy in Indonesia is still stuttering in carrying out its functions. When the public requires quick and fair service, bureaucratic formalism, as an effect of Weberian bureaucracy, finds its contradiction. Still, the response required by the public does not accompany it. Further studies must be initiated to formulate an agile and public-centered bureaucratic model in the post-pandemic era. Family resilience is an important component of social development. Family resilience refers to a condition where a family can survive and make adjustments to face problems and disturbances. Problems in family life as a result of the dynamics of social, political, economic, and cultural changes become a challenge for family resilience. This study aims to determine how the implementation of the family resilience policy in Kutawaringin District, Bandung Regency to encourage physical, social, and psychological family resilience. The research method used is qualitative. The data in this study came from primary data and secondary data. Data obtained through observation and interviews with informants. The results of the research show that there have been many policies to improve family resilience in Kutawaringin District, including the Family Planning Program, the Adolescent Reproductive Health Program, the Child Growth, and Care Program, the Gender and Child Mainstreaming Institutional Strengthening Program, and the Program for Improving the Quality of Life and Protection of Women. Also, there are still families who experience vulnerability. This is due to a large number of early marriages, high stunting rates, health conditions, and low levels of education. For this reason, continuous education and socialization are needed regarding how to increase family resilience, as well as exploring potential and expertise so that the community can be empowered.

While the available resource in terms of waste process heat in the UK is substantial, there are a wide variety of issues to consider and barriers to overcome in order to realise its potential. This paper discusses one particular factor, namely public opinion. We describe the results of two focus groups with a potential domestic client group, namely elderly people, and the postal questionnaire responses of 323 individuals living in the proximity of a large potential heat source, namely the Corus steelworks in Port Talbot, Wales. While those questioned were broadly supportive of the idea of district heating, particularly if this would involve reductions in domestic heating costs, both the qualitative and quantitative work revealed significant concern about contractual lock-in. In contrast, the stability of long-term demand is highly valued by those responsible for the supply-side. We also observe some gender differences in first reactions to district heating and the role of environmental commitment. We conclude that while the results imply that an appeal to the environmental performance of district heating with waste heat may facilitate acceptance, trust-building and price inducements will also be required to overcome end-user concerns.

In the recovery of MSMEs during the pandemic, the government cannot do it alone. Therefore, collaboration from various parties is needed. This study aims to analyze the impact of Collaborative Governance in the recovery of Micro, Small, and Medium Enterprises (MSMEs) in Jakarta during the COVID-19 pandemic by evaluating the Large-Scale Social Collaboration (LSSC) of MSMEs from June 2020 to June 2021. In addition, to analyze the extent to which Collaborative Governance is implemented in the LSSC of MSMEs program, the researcher used five important indicators based on Collaborative Governance theory. By using qualitative methods, the data obtained through in-depth interviews with several stakeholders involved and MSME owners as recipients of the program assistance. Data analysis was carried out using thematic analysis to obtain indicators that describe the program effectiveness from the implementers and indicators of the satisfaction of MSME actors with the assistance received through this program. Then, all these indicators are re-analyzed using the SWOT framework. The study found that Collaborative Governance has been running quite well, but stakeholders have not really involved MSME Activists in the Large-Scale Social Collaboration program as one of the steps in restoring MSMEs in Jakarta. In this finding, the researcher recommends several solutions such as, more massive publication and socialization is needed to invite more collaborators, the governance and mechanism of the LSSC of MSMEs program needs to be improved, as well as revitalizing the program. Therefore, the government also needs to implement some steps to maintain the sustainability of this program.

Archipelago governance, especially in the Riau Islands, is very complex and has not yet found a solution for its governance. This research aims to see the implementation of ideal maritime governance and how to support agile governance with a flexible system of apparatus work. The research method used is a qualitative method with a descriptive approach. The results of the research are that several factors need to be considered in maritime governance, including the authority of local governments, leadership, and resource management. In measuring the flexibility of the work system, the author uses several aspects of the approach, namely situation, approach, context, maturity, and performance. In this study, the authors provide recommendations for the formation of regulations governing the authority and governance of marine and archipelagic areas as well as the need to formulate regulations and work systems for ASN flexibility by making plans based on work and workload analysis and realizing infrastructure that supports the implementation of flexible work arrangements.

Gampong (village) or other names has a number of limitations, which include human resources, capital, and low-volume sustainably products. It is unfortunate referring thatvillage communityhas an authority and opportunity to grow and developtheirpotential. Besides, village community also has a greater social capital to create change through development. The aim of this study was to identify the strategies of the Kampung Belakang Village government in alleviating poverty through Village-Owned Enterprises (BUMG).This study used a qualitative method with a descriptive approach. The data collection techniques were performed using observations, interviews, focus group discussions, and documentation. The results of this study showed the strategies of the village officers inalleviating poverty, namely: 1) identification to potential and opportunities of village enterprise in cooperation with the village officers, 2) announcement of village officers about programs carried out in the village, 3) conducting development planning sessions involving all village stakeholders and community, 4) program implementation by involving the villagers as workers, 5) carrying out continuous supervision for implemented programs.

Bicycles are an alternative transportation as well as a means of exercising. Starting in May 2020 the public interest in cycling has increased. This has been seen since the Covid-19 pandemic. In the past, bicycle taxes were a source of Regional Cash Income, which is now known as Regional Original Income (PAD). The bicycle tax has the potential to increase PAD. This study aims to test and analyze how the public's perception of the bicycle tax as a source of PAD in the DIY Provincial APBD. The method used is a mixed method, namely testing quantitatively and qualitatively. Quantitative testing uses variables of knowledge (cognition) and experience with perceptions using descriptive statistical analysis tools and correlation tests. The qualitative method uses descriptive analysis tools with a codification model on the interview transcripts. The data was collected through filling out a questionnaire (google form) and interviews. The quantitative test results show that most respondents have a deal perception that bicycle tax can be used as a source of PAD in the DIY Provincial APBD. Meanwhile, the qualitative test results show that: (1) bicycle users should be appreciated for reducing carbon emissions; (2) it is necessary to improve the governance of local tax collection because it is not optimal yet; (3) regions must increase transparency and accountability in APBD management; and (4) enhancing the human resources of regional tax officials must be carried out, in order to explore the potential that can increase PAD.

This study aims to examine the impact of the social entrepreneurship program on the economic welfare of its beneficiaries. The Covid-19 pandemic has significantly affected the implementation of such programs, making it essential to understand how economic welfare has been affected during and after the pandemic. This study aims to determine the resilience of women entrepreneurs in the face of the COVID-19 pandemic. Womanpreneur resilience is the womanpreuner's ability to survive both in an uphill business and in a declining state. In a declining situation like this, where mobility is limited, the prohibition of crowding and keeping a distance makes womanpreneurs have to set a strategy to continue to carry out their business activities. The qualitative nature of this study necessitates the distribution of questionnaires to female entrepreneurs as well as the conduct of interviews to authenticate the survey results. There has been a shift in sales trends from offline to online, with things including masks, hand sanitizers, and disinfectants being sold. During the pandemic, everything was done to stay alive. 85 percent of entrepreneurs were found to have survived the pandemic.

Employing Holt, et al.’s (2007) Readiness for Change Theory, this study investigates the readiness level among the local and central government employees to embrace the unanticipated Telework policy during the COVID-19 pandemic. For this purpose, individual perceptions of 383 respondents (237 central and 146 local government employees) were analyzed using the Mann-Whitney test. The statistical results reveal that the respondents who represent central government employees show significantly higher readiness level than their colleagues from the local regions. In liberalization policies for network industries market design is primarily considered and approached as a technical and economic design problem. Market design should support an efficient, fair, robust and reliable provision of commodities. Pursuing these goals, technical and economic parameters of market design are commonly analyzed and combined, drawing on more or less explicit theoretical notions, resulting in specific and elaborate market design rules. A second and much less-stressed facet of market design is that these processes are important arenas in which stakeholders seek to influence the future contours of the market. A wide variety of opinions among stakeholders and experts exists with regard to these end-goals, the consequences of design choices and outcomes in terms of performance. Consequently, market designs are fiercely contested, highly politicized and arduous, lengthy processes. This article discusses research that was conducted to facilitate the design of a specific component of the new Dutch gas market balancing regime: the bid price ladder design to purchase and sell deficit and excess volumes of gas. The article concludes that market design processes can be considered complex wicked problems instead of economic and/or technical optimization problems. Finally, the article discusses the implications of this conclusion for the market design process.

Network companies fulfi ll a critical role in the energy transition. Th is article provides an empirical study of this role of a Dutch national gas network company connecting a biogas producer. Th is project requires choices about many intertwined technical and institutional variables. Choices involve multiple, potentially competing public values like safety, cost-effi ciency, sustainability and non-discrimination. A formal governance structure provides generic guidelines for network companies about how to act in the public interest, but we argue that unclarity remains on how to trade-off public values. In these instances, a network company seeks legitimacy for the choices that are made. Via an in-depth case study on the injection of biogas we explored how a network company interpreted its public role and how public value trade-off s were made. We conclude that legitimacy is sought and found in a mixture of formal and informal ways both inside the network company as well as outside. Although the governance regime allowed the network company to take a leading role in the innovative project, it failed as a starting point to claim legitimacy. Th ese fi ndings provide food for thought on how to institutionally embed the role of network companies in the energy transition.

The Ombudsman of the Republic of Indonesia oversees public services, particularly timely responses to reports. Since 2018, the Aceh Representative of the Indonesian Ombudsman handled 150 reports. It is interesting to investigate how well the Ombudsman dealt with these reports. This study examines the effectiveness of the Aceh Representative of the Indonesian Ombudsman in handling reported maladministration cases using a qualitative approach. The research data were gathered through interviews and document reviews by referring to Steer's (1976) formulation of organization effectiveness, which includes productivity, adaptability, communication, job satisfaction, and human resources. The productivity, communication, and flexibility indicators are adequately effective, although not directly involved in handling cases. The handling is limited to coordinative meetings with local authorities assigned to resolve the problems. However, the findings also reveal that job satisfaction indicators are ineffective, as evidenced by the absence of community satisfaction survey findings to assess their performance. Likewise, the results on the resource indicator were ineffective since the human resources were not allocated according to the Aceh Ombudsman's workload. Therefore, this study provides a meaningful contribution to improving the quality of services in maladministration handling by the Aceh Ombudsman Office in the future to cases reported by the citizens.
