This article offers a historical materialist analysis of the Autonomous Administration of North and East Syria (AANES). It argues that the dominant binary-framing Rojava either as a radical democratic experiment or a US proxy-obscures a more fundamental dynamic: the systematic manipulation of legitimate Kurdish and Arab national questions by US-led imperialism. Drawing on Arab anti-imperialist thought, particularly Mahdi Amel, Samir Amin, and Ghassan Kanafani, the article traces how imperial powers have weaponized internal contradictions to prevent unified sovereignty and autonomous development. In the Arab-Iranian region, this manifests through what is here called the US-Israeli-Gulf axis of accumulation: a unified geopoliticaleconomic bloc that manages regional contradictions through military domination, economic normalization, and fragmentation. The analysis reveals an 'inverted use-value' where imperial powers derive value not from resources themselves but from their systematic denial to targeted states. Through a periodized analysis of colonial border-making (1916-1946), Ba'athist state-led development (1947-1978), neoliberal restructuring (1970-2010), and USengineered destabilization (2011-2016), the article demonstrates how the AANES became structurally integrated into imperial circuits. While democratic confederalism's commitments to women's liberation, ecology, and radical democracy offer meaningful advances, ongoing collaboration with US-led imperial dedevelopment strategies constrains their liberatory potential.

Com base nas categorias teóricas desenvolvidas por Karl Marx em O Capital, realiza-se uma análise das relações de produção da arte na produção de capital. Através da interpelação entre processos de produção e relações sociais por estes determinadas, busca-se responder a questão: quem são os sujeitos sociais que produzem arte nessas condições específicas e por que é importante saber? Ao investigar o produto do trabalho artístico como solidificação de relações sociais específicas, encontra-se os sujeitos sociais. Como sujeitos sociais específicos, os artistas, ao lado dos demais trabalhadores, executam suas funções não por consciência das mesmas, mas por condição de existência nas mesmas.

Non siamo più nel capitalismo come lo conoscevamo. Il processo storico che stiamo vivendo rappresenta una trasformazione radicale: il passaggio dall'economia capitalista tradizionale al "capitalismo finanziario sistemico", che nella sua forma più evoluta si manifesta come necrocapitalismo. Intendiamoci: non è finito lo sfruttamento, né la disparità o la produzione. Nella storia queste dinamiche ci sono sempre state. Tuttavia, è necessario chiarire la categoria "capitalismo" come la intendeva Marx e non solo, per comprendere la trasformazione epocale che stiamo vivendo. Nota: Come Occidente questa analisi è più aderente e chiara, non si prende in considerazione India e Cina più complessi, e con le variabili dazi, i conflitti USA-CINA e le contraddizioni dentro il sistema finanziario globale che possono rallentare o accelerare il fenomeno, che tuttavia a oggi, resta la tendenza inarrestabile.

During the last two decades, the urban transport describes a change of paradigm, usually called as the "mobility turn". This change involves referential concepts, such as sustainability, and equity-as a goal of public policies-climbs within a rights approach framework. Under this paradigm, one of the most adopted policies for urban transport is the Bus Rapid Transit (BRT), a Latin America innovation, exported for the world. There are several studies on this but still is difficult have economic analysis, specially based on Political Economy.

Il volume, prendendo le mosse da una disamina del problema teorico della costituzionalizzazione dell’economia e del lavoro nella sua evoluzione storica, ambisce a prospettare la possibilità di configurare l’obiettivo costituzionalmente rilevante della piena occupazione e ad offrire un’interpretazione della c.d. costituzione economica dalla forte carica finalistica, orientata al perseguimento di tale obiettivo.
Questa proposta muove da una configurazione teorica della costituzione economica come parte della costituzione in senso materiale (mortatianamente intesa); si àncora alla scelta costituzionale di fondare la Repubblica democratica sul lavoro (art. 1) e al vincolo di scopo discendente dall’art. 4 Cost.; comporta un’interpretazione degli artt. 41 ss. nell’ottica di un disegno costituzionale di “economia mista finalisticamente orientata”.
Tale opzione è parsa adatta per inquadrare le trasformazioni della costituzione economica, sullo sfondo dei processi di globalizzazione e di integrazione europea, nell’ambito della categoria dei “mutamenti costituzionali”, evidenziando, in particolare, come il perseguimento dell’obiettivo costituzionale della piena occupazione sia stato non soltanto reso progressivamente ineffettivo ma anche giuridicamente ostacolato da un (nuovo) regime (giuridico-economico) internazionale e sovranazionale caratterizzato dalla libera circolazione dei capitali, dalla primazia dell’obiettivo della stabilità dei prezzi nella disciplina della politica monetaria e dalla stessa rigida separazione tra politica monetaria e politica economica. Di qui (anche) il tentativo, condotto non senza problematizzazione, di configurare l’obiettivo della piena occupazione alla stregua di un controlimite.
La stessa prospettiva analitica, infine, è impiegata per indagare criticamente le più recenti trasformazioni del governo dell’economia nel sistema euro-nazionale.

The Paper critically examines the impact of large-scale development and resettlement projects in post-independence India, with a particular focus on the social, economic, and gendered consequences for displaced populations. It highlights how, despite the intentions of modern development—such as the construction of dams, mining, industrial projects, and infrastructure—millions of people, primarily from marginalized and tribal communities, have been uprooted from their ancestral lands.
Key findings include:
• Displacement and Marginalization: Development projects have led to the displacement of millions, often without adequate rehabilitation or compensation. Most displaced persons (DPs) belong to marginalized groups, including women, children, and lower castes, who face persistent exclusion from land rights and livelihoods.
• Inadequate Rehabilitation: The majority of resettlement and rehabilitation (R&R) policies have failed to restore the socio-economic status of the displaced. Only a small fraction of those displaced have been properly rehabilitated, resulting in chronic poverty, loss of community, and social disintegration.
• Gendered Impacts: Women and girls are disproportionately affected by displacement, losing both land rights and social security. Patriarchal norms further marginalize displaced women, who are rarely recognized as independent landowners or beneficiaries in rehabilitation schemes.
• Policy and Implementation Gaps: There is a significant disconnect between policy intentions and actual outcomes. Official records often underreport the number of displaced, and compensation or land allotment is frequently delayed or denied. The lack of gender-sensitive and community-focused policies exacerbates the vulnerability of affected populations.
• Environmental and Social Costs: Besides social disruption, development-induced displacement has also led to environmental degradation and loss of traditional livelihoods, further undermining the well-being of displaced communities.
The Paper concludes that while development is essential, it should not come at the cost of the most vulnerable. There is a pressing need for more inclusive, transparent, and accountable policies that prioritize the rights and rehabilitation of displaced persons, especially women and marginalized groups.

L'emergenza pandemica, vista dalla prospettiva delle sue conseguenze economiche, ha portato in primo piano un problema sistemico che spesso, per ideologia o per ignoranza, nel dibattito pubblico viene lasciato sotto traccia: la questione del debito privato. Una ricostruzione delle vicende italiane degli ultimi quarant’anni può essere d’aiuto a mettere a fuoco le relazioni tra il disavanzo pubblico, il contesto istituzionale in cui questo si realizza, e la dinamica dell’indebitamento privato. Lo scopo è quello
di riflettere sulle strategie possibili che si aprono una volta che si riconosce, per quanto obtorto collo, non solo la dignità, ma anche la necessità, l’urgenza e la razionalità di interventi della politica fiscale in disavanzo.

This note draws inspiration from Riccardo Bellofiore's recent monograph dedicated to Claudio Napoleoni. It examines Napoleoni's reflections on key issues within Marxist theory, including the theory of value, alienation and exploitation, rent within the Italian economy, the status of economic science, and the pathways to human emancipation. The interpretative framework proposed by Bellofiore is also analyzed, along with his attempt to reconstruct Marx's approach.

The paper analyzes the problems of low growth, unemployment, especially youth unemployment, and high public debt afflicting the Italian economy even before the global financial crisis. These problems certainly have worsened as a result of the crisis itself. The aim of the present work is to formulate some economic policy proposals to try to overcome this difficult situation of crisis where the Italian economy now stands.

L’Unione europea ha vissuto due gravi crisi economiche nel giro di un decennio: la crisi finanziaria globale del 2008 e la pandemia di Covid-19, che ha messo a dura prova i sistemi economici e sociali di tutti i suoi Stati membri. In entrambi i casi, la risposta principale da parte delle istituzioni europee è stata l’adozione di politiche di austerità. La crisi del 2008 ha visto l’introduzione di misure drastiche in vari paesi, con la Grecia come principale “teatro di conflitto”, e la pandemia di Covid-19 ha portato a una seconda ondata di austerità in tutta l’Eurozona. Queste politiche hanno avuto impatti devastanti sulla crescita economica e sulla coesione sociale, ma la risposta alla pandemia ha cercato di correggere alcuni degli errori passati, attraverso un piano di stimolo economico ambizioso. Tuttavia, le politiche di austerità non sono state completamente abbandonate e la sostenibilità della ripresa dipenderà dalla capacità dell’Europa di conciliare il rigore fiscale con l’investimento in crescita sostenibile e inclusiva.
L’analisi comparativa delle politiche adottate durante la crisi del 2008 e durante la risposta pandemica evidenzia significative differenze nell’approccio economico dell’Unione europea, ma anche continuità nelle sfide sociali ed economiche, in particolare per i paesi più vulnerabili come la Grecia. Il piano da 750 miliardi di euro dell’UE (NextGenerationEU) ha incluso un ampio programma di finanziamenti per la transizione verde e la digitalizzazione. La Grecia, uno dei paesi più colpiti dalla crisi globale economica del 2008 e dalle misure di austerità, ha ricevuto una porzione significativa di questi fondi, destinati principalmente alla ristrutturazione delle infrastrutture, all’implementazione di tecnologie verdi e alla modernizzazione del settore pubblico. Una parte di questi fondi, però, è stata destinata a riforme strutturali che, se da un lato hanno cercato di stimolare la crescita, dall’altro hanno continuato a sostenere il rigore fiscale e la necessità di rispettare i vincoli di bilancio imposti dai prestiti della Troika.

Con le decisioni circa il lancio dell'Euro e l'identifica-zione degli undici paesi fondatori della moneta unica, l'Unione europea ha riaffermato con forza la sua volontà di unità, rilanciando il suo ruolo di grande protagonista della scena economica e politica internazionale. Egli identifica quattro cause principali della crisi: 1) la finanziarizzazione dell'economia; 2) il crescente indebitamento privato e pubblico; 3) gli squilibri strutturali commerciali e dei movimenti di capitale mondiali (in USA, Asia, sud America e in Europa). L'esistenza di paesi strutturalmente in deficit e in surplus commerciale, di paesi debitori e creditori; 4) il ruolo della teoria economica e in particolare il ritorno al laissez-faire/liberismo (monetarismo; critiche ai Keynesiani più che a Keynes che, secondo Lunghini, non è un Keynesiano «bastardo»); il ritorno alla "Treasury view", al "Washington consensus" e al "Bruxelles consensus". Nelle Note, queste quattro cause vengono analizzate in dettaglio. *** ABSTRACT.-The notes in memory of Giorgio Lunghini deal with his approach to economic theory and in particular with his investigation of the causes of the great economic crisis of the 2007-2013 years. He identifies four main causes of the crisis: 1) the financialization of the world economy; 2) the growing debt of the private and public sectors; 3) the global trade and capital movement imbalances (in USA, Asia, South America and Europe); the existence of countries which are in a structural trade deficit and surplus; the sharp division between debtor and creditor countries; 4) the role of economic theory e in particular the return to the laissez-faire doctrine and liberalism (monetarism; the critiques to "bastard" Keynesians rather than Keynes who, in Lunghini's view, is not a Keynesian); the return to the "Treasury view", the "Washington consensus" and "Bruxelles consensus". In the Notes, these four causes are analysed in detail.

E’ a nostro avviso positivo che autori come Blanchard e Summers giudichino necessario un cambiamento nell’analisi del funzionamento dei sistemi economici, e mentre rispetto all’alternativa tra “evoluzione” e “rivoluzione” da essi prospettata  opteremmo certamente per la seconda, riteniamo che il rinnovamento richiesto sia di grado ancora superiore a quanto gli autori contemplino. Forti ragioni teoriche, oltre che empiriche, spingono ad abbandonare definitivamente l’idea, propria dell’analisi tradizionale, secondo cui in un’economia di mercato esisterebbero forze in grado di mantenere i livelli di attivita vicini al “prodotto potenziale”, con le conseguenti implicazioni per la politica economica, e in particolare fiscale. The private sector has become an important part of the peace and conflict landscape, including the business case that multinational corporations (MNCs) make for peacebuilding support. This article uses the Indonesian context to explore the foreign MNC-conflict relationship in the manufacturing sector and to challenge the inherent value of this business case across all business sectors. We analyze the effects of various dimensions of corporate investment-based presence on violent conflicts, utilizing a cross-sectional model at the district level. We find that in industrial subsectors that are upward in the value chain, intensive in raw materials and low-skilled work (e.g., Heavy Industries, Food & Tobacco), foreign firm presence exacerbates local violent conflicts. Results in other sectors further down the value chain confirm the potentially positive role of MNCs in peacebuilding. These findings are also relevant for the wider CSR literature in that relationships between host countries and MNCs in fragile or conflict-affected areas are more complex than previously acknowledged, and call for additional research into sector-specific variances on business impacts in fragile and conflict-affected settings.

Since the mid-1990s, the increased commercialization of civil wars has gained unprecedented academic and policy attention. A large number of scholarly and policy studies have been produced that allow for a better understanding of the political economy of many contemporary conflicts, particularly those characterized by the predatory exploitation of lucrative natural resources and the pervasive criminalization of economic life. 1 What many of today's armed conflicts have in common, these studies show, is their increasing "self-financing nature." 2 As superpower patronage declined with the end of the Cold War, both rebel groups and governments in numerous conflict theaters have sought out alternative sources of revenue to sustain their military campaigns. 3 Facilitated by economic globalization and financial market liberalization, many of the resulting war economies are centered on the exploitation of and trade in natural resources, such as oil, timber, precious minerals and gemstones, and narcotic crops. 4 The revenues generated through such "conflict trade" help to procure readily available weapons and military materiel, to hire mercenaries, to line the pockets of corrupt warlords and government officials, and to buy support of neighboring regimes. Numerous examples abound. During Cambodia's civil war, both the government and the Khmer Rouge sold gemstones and timber on Asian and European markets 5 ; in Colombia, the guerrillas and paramilitaries have increasingly engaged in the production and trafficking of narcotics and in laundering their ill-gotten proceeds through elaborate quasi-criminal networks 6 ; and Liberia's warlord-turned-president Charles Taylor controlled a large part of that country's trade in timber and smuggled diamonds to finance his violent rebellion and subsequent sponsorship of the Revolutionary United Front (RUF)

L’Europa si accinge in questi mesi alla revisione delle proprie discusse istituzioni di governance economica, una sorta di Maastricht 2.0. Le attese per l’Italia non sono positive: la Germania sostiene che le regole vadano riviste non perché non hanno funzionato, ma perché non sono state rispettate, proponendo l’irrigidimento dei vincoli di bilancio e relegandone il controllo ai tecnocrati e all’arbitrio dei mercati. The paper proposes a quantitative assessment of the impact of demand-side factors, i.e. growth, composition and distribution of income, in the determination of changes in the aggregate balance of employment. The level of employment "justified" in an economic system is here derived from the application of a simple model which we have called, following the seminal contribution of R. Con il Superbonus 110 hanno avuto benefici solo i privati che ne hanno usufruito e le imprese che ci hanno lavorato, ma i costi sono stati scaricati sulla fiscalità generale, cioè sulla collettività. La soluzione reale consiste nel limitare il ruolo dello Stato nell'economia, cominciando ad abbassare la spesa pubblica […] Occorre, per dirla in modo semplice, “distribuire di meno” dal centro e “lasciare più risorse” nelle tasche dei cittadini: saranno loro a scegliere liberamente consumi, risparmi e investimenti in base alle proprie possibilità, priorità e preferenze. Le questioni interrelate, che qui affronto brevemente, con riferimento alla situazione economica italiana, sono due: la politica della crescita, misurata dalla dinamica del Pil, e quella del debito pubblico, finalizzata al controllo del suo rapporto con il Pil, da cui dipende la stabilità finanziaria del Paese. I traguardi immediati da perseguire sono due: a) tornare alla crescita (unico modo per creare reddito ed occupazione); b) risolvere, nel medio e lungo periodo, il problema dei debiti delle pubbliche amministrazioni.

Nowadays there is a huge movement towards the implementation of real policies that encourage new and better strategies to render it mainstream. CSR has a vast number of issues involved, nonetheless this article focuses on Corporate Social Policies and its relation to co-development, as a new partnership to solve some problems that have resulted due to international migrations. Many corporations have defined CSR as how to grow profit with honour, and increasingly governments have realized, it is a way of supporting public policies (co-development).

During the crisis the Italian industry suffered a sharp contraction of output and employment. An opposite trend showed the New Member States (NMS) in Eastern Europe, to which continued the process of industrial relocation of Italian firms. The analysis of Unit Labor Cost (ULC), measured in Purchasing Power Parity, shows that this competitive gap stems from two factors. The first is of real character and relates to the low growth of labor productivity in the Italian industry. Several studies show that large revenues from extractive industries may undermine economic, political and social development in developing countries; a problem coined as the paradox of plenty'. This article explores whether four major oil companies accept this claim and how they have responded to this challenge. In brief, empirical evidence suggests that the companies recognise broader social concerns to varying degrees, but none of them fully accept the paradox of plenty' problem. There are also important differences in organisational response, pertaining most notably to transparency of investments and how social concerns are integrated in corporate management systems. There is, however, no widely accepted corporate solution to the paradox of plenty'. The problem calls for innovative rather than proactive corporate responses.

The aim of this essay is to assess how the debate on the Great Depression of 1929 changed Italian economic culture in the transition from Fascism to the Republic. The essay is divided into three paragraphs. In the first, we will look at the international debate dominated by the dispute between Hayek and Keynes and by Röpke’s synthesis. In the second, we will analyse the debate in Italy, which is characterised by the convergent synthesis proposed by Bresciani Turroni, Einaudi and Fanno. The last section will outline the economic policy choices of the Fascist regime and the legacy of the debate on the great crisis in the period of post-war reconstruction

The paper connects the eurobonds issue to the political aspects of the current eurozone crisis. It firstly emphasizes that the possible future issuance of Eurobonds, or the refusal to do so, represent signs of the emergence of cooperative or, alternatively, non-cooperative behaviors among eurozone countries. Such a dichotomy, in turn, appears as a clear proof of the political roots of the crisis. Accordingly to this perspective, the persistent demand for a full European political integration as the decisive step out of the crisis is reviewed by analyzing a list of works, particularly the conclusions of the Reflection Group on the future of the European Union and the concluding remarks of the Governor of the Bank of Italy.

We analyse the evolution of the European crisis, its intellectual roots and causes, and the consequence of the austerity economic policies: we rely on our previous econometric estimates, which show a positive impact of public investments as a jump start for private investments and employment. US and European economic impact on growth and public debt are assessed. According to our estimates the European economic crisis in Southern European countries has been precipitated by the sudden consumption drop caused by the austerity policies: the consequences of these policies have been widespread causing an economic and social fracture within the European countries, an upsurge of unemployment and poverty, and a slump of births.
