Party organization

Türkiye, sağlık turizminde dünyanın en hızlı büyüyen merkezlerinden biri oldu. Ancak kontrolsüz girişimler, hizmet sonrası eksiklikler ve denetim yetersizlikleri, sektörün itibarına gölge düşürdü. Bugün artık sürdürülebilirlik, kalite ve vizyon odaklı bir stratejiye her zamankinden daha çok ihtiyaç var.

Türkiye'de parlamento seçimlerinde 1961'den beri d'Hondt sistemi uygulanmaktadır. Ayrıca parlamento seçimlerinde ulusal düzeyde uygulanan yüzde onluk seçim barajı mevcuttur. Ülkemizde uygulanan barajlı d'Hondt sistemi, büyük partiler lehine sonuçlar ortaya çıkarmaktadır. Ulusal düzeyde uygulanan yüzde onluk seçim barajı da küçük partilerin parlamentoya girmesini engelleyerek büyük partilerin aşırı temsil elde etmesini sağlamaktadır. Bu nedenle ülkemizde genel seçim sonuçlarıyla parlamento aritmetiği arasında bir adaletsizlik ortaya çıkmaktadır. Ülkemizde uzun yıllar boyunca temsilde adaletin sağlanamadığı bir parlamento yapısı ortaya çıkmıştır. Buna karşılık "İttifak Yasası" olarak bilinen yeni düzenlemeden sonraki ilk seçimler olan 24 Haziran 2018 seçimleri sonucunda parlamentoda temsilde adaletin neredeyse tam olarak sağlandığı görülmektedir. "İttifak Yasası" yüzde ondan daha az oya sahip küçük partilerin parlamentoya girmesinin önünü açmaktadır. Bu nedenle ittifak kurumu, ilk etapta temsilde adalet açısından olumlu bir düzenlemeymiş gibi görünmektedir. Buna karşılık ittifak kurumunun büyük ittifakların d'Hondt sisteminden faydalanarak daha fazla aşırı temsil elde etmesi ve ittifak içinde bulunmayan küçük partilerin adaletsizliğe uğrayabilmesi gibi olumsuz sonuçları da olabilecektir. Sonuç olarak bu makalede ittifak kurumunun temsilde adalet ilkesi açısından gerçekte nasıl bir anlam ifade ettiği inceleme altına alınmaktadır.

La géographie électorale du FN révèle depuis le début des années 1990 de fortes continuités, en particulier du point de vue de la structure régionale de ces votes. On observe certes des évolutions significatives, qui concernent la macro-géographie aussi bien que la microgéographie de ces votes. Toutefois, le processus de changement partisan impulsé par l'arrivée de Marine Le Pen à la tête du parti en 2011 ne s'est pas traduit par des évolutions significatives, à l'exception d'une hausse importante du niveau moyen des suffrages recueillis par le Front national. On ne saurait donc parler, de ce point de vue, d'un « nouveau » FN.

Este artigo discute parte dos resultados oriundos de pesquisa concluída em nível de mestrado. O objetivo desse texto é (i) apresentar o cenário partidário e eleitoral em Presidente Prudente dentro do recorte temporal pós-redemocratização do Brasil (1985), considerando os oito pleitos eleitorais deste período; (ii) discutir a presença dos grupos de poder e agentes político-territoriais nas disputas eleitorais através de dados secundários e de entrevistas realizadas durante a pesquisa e; (iii) qualificar as conexões entre os agentes nas redes de poder. Para tanto, utilizamos dados do Tribunal Superior Eleitoral -TSE e de entrevistas semiestruturadas com agentes de relevância nas redes de poder. Como resultados observou-se que há nítida presença dos principais grupos de poder nas eleições municipais, a saber: Grupo Lima, Grupo dos Empresários do Transporte e Terceira Via, bem como processos de reorganização que reorientam as ações políticas e territoriais desses grupos.

Esto se materializa cuando asistimos a la erosión del Mito, el Rito y los Símbolos, que se convierten en meros simulacros de una identidad perdida. Es parte de la naturaleza humana tener experiencias. Lejos del concepto platónico de conocimiento, donde la contemplación del mundo de las ideas traía sabiduría, prevalece el concepto aristotélico, que afirma que nada está en la inteligencia sin haber pasado primero por los sentidos. La experiencia, por lo tanto, es una parte integral de nuestra vida y, una vez vivida, es parte de nuestra herencia mental y existencial.

Ze względu na to, że publikacja dostępna jest w języku hiszpańskim, w recenzji umieszczono długie cytaty z niektórymi wnioskami i obserwacjami Martíneza Villegasa.

This paper contributes to the debate on party institutionalization by including new parties that lack both connections with existing parties and social movement structures, thus unlikely adepts to institutionalize. To that end, we explore two parliamentary-represented Pirate Parties, from Czechia and Luxembourg, that fit these criteria.

Utilizing original interviews with party elites to analyze the structural aspects of the internal party institutionalization. On the other hand, the article examines the external dimension of party institutionalization by focusing on voter loyalty and the party’s role within the party system. Additionally, it looks at the objective durability entailing the ability to survive shocks.

Our findings offer a comprehensive understanding of the degree of institutionalization of these two similarly successful parties. Particularly in the Czech case, the pragmatic focus on rules and regulations facilitated extensive base-level routinization. Together with early depersonalization and ability to survive shocks, such organizational setup resulted in a relatively high degree of institutionalization. In the Luxembourgish case, the focus on more developed intra-party democracy, together with lower coalition potential of the party associated with its anti-establishment image led to its lower capacity to institutionalize.

In conclusion, we provide theory-guided explanations for the institutionalization of these cases. Despite lacking origin in social movement structure, having movement-style founders seems to help these parties to institutionalize. However, genetic imprints do not explain the whole picture, our findings underline the role of pragmatic party elites and learning from successful practices and mistakes of other parties for the ability to adapt and institutionalize.

Nana Addo Dankwa Akufo­Addo, the 72­year­old flagbearer of the opposition party, the New Patriotic Party (NPP) was declared the winner of Ghana’s 2016 presidential elections by the Electoral Commission (EC) more than 48 hours after the elections took place. He defeated the incumbent, John Dramani Mahama of the National Democratic Party (NDC) by taking 53.85 per cent of the vote while Mahama had a 44.40 per cent share of the valid votes. These figures exclude the results of four constituencies, Afram Plains North, Upper West Akyem, Tuna­Sawla­ Kalba and Tamale Central, which were still being collated. The results of these four constituencies, totaling about 120,000 votes were considered insignificant in changing the overall outcome of the elections. The total turnout was 68.62 per cent even though the EC expected 80 per cent. This paper examines why the support of independent local parties has grown substantially in the Netherlands. These are parties that run in municipal council elections, but do not run in elections at higher levels, specifically the national level. Such parties saw their support double in the Netherlands between 1986 and 2010. Parties of this type have also grown in other Western European states. This paper examines two possible explanations: declining political trust on the level of voters and, on the supply side, the rise of parties that are not rooted at the local level. The evidence shows that the rise of independent local parties reflects the rise of national political parties that do not run in many municipal elections. This article examines the case of the Netherlands, pooling five surveys from the 1986-2010 period.

Metsamor Nükleer Santrali (Ermenistan NGS) ağır bir güvenlik endişesi yaratmaktadır.  Ermenistan, Metsamor’un taşıdığı yüksek risklere çözüm üretecek bağlayıcı uluslararası sözleşmelere zaten taraf olmamaktadır. Çevresel etki değerlendirmesi yoktur veya bilinmemektedir. Ermenistan yönetimi, Metsamor kaynaklı gerçekleşecek senaryolar yönünden şeffaf değildir. Bizce Metsamor için üç senaryo ortaya çıkmaktadır. Güvenlik ilkelerini yerine getirmediğinden teknoloji kaynaklı afet, ömrünü tamamlamış santralde insan kaynaklı afet, geçmişte 6.8 şiddetinde depreme maruz kalan santral bölgesinde yaşanılacak deprem sonrasındaki sızıntıdır. Deprem ve sızıntı dışındaki senaryolar maalesef Metsamor’a 16 km mesafedeki Türkiye’de hiç konuşulmamaktadır. Metsamor’un nükleer atıklarının Aras’a karışmasını önleyecek bir planın varlığından da haberdar değiliz.

Türkiye’nin kayıtsız kalması, “saldırı/ afet/kaza/sızıntı yaşanır mı diye” beklemesi; “Metsamor, ikinci Çernobil olursa Türkiye’nin hazırlıkları var mıdır?” sorusuna verilemeyen cevap, Devletin amaç ve görevleriyle bağdaşmamaktadır. Metsamor zaman kaybetmeksizin kapatılması gereken bir santraldir. Türkiye’nin uluslararası kuruluşlar nezdinde Metsamor üzerindeki haklarını araması, Türkiye’nin ülkesi ve milletine karşı ulusal çevre hakkındaki ödevlerini kamu yararı çerçevesinde yerine getireceği hukuki bir adımdır. Yasama ve yürütme organlarının Türkiye’nin Anayasal çevre düzenine göre hareket etmesi gerekir. Gelişmeler hangi yönde olursa olsun Türk kamuoyunun bilgilendirilmesi, afet öncesi ve sonrası için hükümetin ve ilgili kurumlarının öngörü ve planlama faaliyetlerine başlaması; kararlaştırılan tedbirlerin uygulanması, sağlıklı ve dengeli bir çevrede yaşama hakkının gerçekleştirilmesi adına Türkiye’nin vatandaşlarına karşı yükümlülüğünü yerine getirecek ulusal çevre stratejisi ve yönetiminin varlığına ihtiyaç duyulmaktadır.

This paper offers an in-depth analysis of electoral volatility in Albania from 1991 to 2021, a transformative period from a communist regime to a democratic multiparty system. It diverges from Central and Eastern European trends by examining Albania's unique political dynamics and the factors influencing electoral behavior and volatility. Utilizing the Pedersen Index, the study methodically evaluates various determinants impacting party electoral volatility in Albania. The research underscores the significance of high membership rates and robust ground organization within major political parties as key contributors to low volatility levels in Albania's party system, thus providing insight into the intricacies and idiosyncrasies of Albania's political landscape.

Türkiye Sağlık Sektöründe Yerli ve Milli Üretimin Geliştirilmesi Raporu;

Sağlık sektörü Türkiye'nin en önemli cari açık kalemlerinden birisidir. Bu handikabın giderilmesi ve sağlık sektöründe yerli üretimin artırılması için son yıllarda önemli çalışmalar yapılmış ve konu ile ilgili mevzuatlar oluşturulmuştur.

Ne yazık ki 2024 yılı sonu itibariyle Sağlık sektöründe; ilaç da 3 Milyar 920 Milyon USD civarında, Tıbbi cihazda 1 Milyar 883 Milyon USD civarında ve aşıda ise 200 milyon USD civarında toplamda 6 Milyar USD (Yaklaşık 240 Milyar TL) civarında bir cari açık verilmiştir.

      Bu raporun amacı; Ülkemizde katma değeri yüksek sağlık sektöründe kullanılacak ürün ve cihazların üretimi için yerli sektörün sorunlarına çözüm önerisi sunup sürdürülebilir ve rekabetçi bir ilaç, aşı ve tıbbi cihaz pazarı oluşturmaya katkıda bulunmaktır.

Bu raporu Ülkemiz için oldukça anlamlı olan 15 Temmuz günü yayınlıyorum. Bilindiği üzere 15 Temmuz, milletimizin kararlılığıyla yazılan onurlu bir direnişin ve ölümsüz bir zaferin adıdır. Türkiye’de 15 Temmuz 2016 tarihindeki hain darbe girişimi, kahramanca bir direnişle engellenmiştir. O gece, vatanseverlerimiz tanklara karşı dimdik durmuş, kurşunlara yürümüş, bölünmez bir bütün olarak karanlığa geçit vermemiştir. Orta Vadeli Program ve Madencilik
Merkezi yönetim bütçesi hazırlık sürecini başlatan Orta Vadeli Program (OVP), makro politikaları, ilkeleri, hedef ve gösterge niteliğindeki temel ekonomik büyüklükleri, gelecek üç yıla ilişkin toplam gelir ve gider tahminlerini, bütçe dengesi ve borçlanma durumuna dair politikalar hafta başında (06.09.2023) açıklandı. Açıklanan programa göre hükümetin önümüzdeki üç yıldaki dört temel hedefi "afet yaralarının sarılması, enflasyonun tek haneye düşürülmesi, yatırım, istihdam, üretim ve ihracat perspektifinde büyüme ve istihdamın devam ettirilmesi ve sosyal adalet ve refahının güçlendirilmesi" olarak sıralanmıştır. Ekonomide 3 yıllık yol haritasını belirleyen Orta Vadeli Programa göre, enflasyonun 2026'da tek haneye düşürülmesi hedefleniyor. Büyümenin 2026'da % 5'e çıkarılması öngörülen programda kişi başı gelirin 14.855 dolara çıkarılması planlanıyor.

In questo saggio si propone il racconto diretto di un operaio siciliano che si formerà come sindacalista alla Mercedes e troverà in Germania l'occasione per un riscatto dalle umiliazioni subite nella terra d'origine.

Discussion of new forms of party organisation have largely focused on the ways in which institutionalised parties have adapted to pressures towards 'catch-all' or 'electoralprofessional' behaviour. This article examines the ways in which new parties respond to these pressures. A model of the 'party as business firm' is generated from rational choice assumptions and it is suggested that such a model can emerge when new party systems are created in advanced societies. Two cases of political parties which resemble the business firm model in important ways are analysed in order to gauge the consequences of this type of party organisation: UCD in Spain and Forza Italia in Italy. On the basis of this analysis it is argued that business firm parties are likely to be electorally unstable and politically incoherent, and also prone to serving particularistic interests.

This concluding essay to our theme issue on Belgium and the Cold War identifies avenues for further research into the multifarious ways the East-West conflict impacted Belgian politics, the economy and society at large. Special attention goes to the prehistory of the studied phenomena, to the resonance of the Global Cold War in Belgium, and to the long lasting impact of the conflict on the fabric of Belgian civil society. Both the form and content of political mobilization in today's digital age, are indeed reminiscent of the Cold War period, along with some its most persistent 'floating signifiers', concepts which derive their meaning precisely from the social contexts in which they are used (such as 'decolonisation', 'solidarity', 'peace', etc.). In order to grasp these dimensions, the concept of 'ideology', it will be argued, is best understood as a set of discursive practices tied to a plethora of (fleeting) 'political subjectivities'.

A constituição de 1988 claramente se por um processo descentralizador, dando mais responsabilidade e autonomia aos municípios, além da valorização das Câmaras Municipais reforçando seu poder político. Com a descentralização político-administrativa o Brasil enfrentou uma intensa criação de novas unidades administrativas municipais. Com essa atual organização dos entes federados as disputas políticas ganharam novos elementos, tornando ainda mais complexo os fatores relevantes das competições eleitorais. A competição é um fator fundamental para a manutenção da democracia, uma vez que sem ela os processos democráticos não fariam sentido. Um grande número de fatores pode influenciar o processo de competição, tais como: PIB municipal, número de eleitores, número cadeiras no legislativo, desigualdade, desenvolvimento econômico, etc. Com a mensuração desses fatores e a disseminação dos programas estatísticos, começa uma produção de novos métodos e índices capazes de resumirem informações e apresentarem tendências, sabendo que o simples cálculos desses índices, por si só, não nos permitem conhecer toda a complexidade das disputas eleitorais. Todavia, o objetivo deste projeto é combinar o índice de Fracionalização das eleições majoritárias e proporcionais com dados sócio-demográficos e institucionais, analisando a maior ou menor competição eleitoral em relação à complexidade dos municípios. O índice de Fracionalização (F) foi sugerido pelo cientista político Douglas Rae, capaz de mensurar a dispersão/concentração de votos em determinada eleição. O índice F é interpretado em termos de pares discordantes, revelando qual é a probabilidade de dois eleitores de uma mesma eleição aleatoriamente escolhidos tenham votado em candidatos de partidos diferentes.

Invece in Francia, e soprattutto nella regione parigina, la totalità dei compagni, emigrati per sfuggire alla reazione fascista e riuniti nei Gruppi di lavoro del PCF, erano rimasti fedeli alla Sinistra, nonostante le forti pressioni di inviati del CC del PCI coadiuvati dai quadri della burocrazia del PCF, allora in fase di completa "bolscevizzazione ".

Con la collaborazione diretta della Sinistra italiana essi avevano elaborato le tesi di sinistra (Plateforme de la Gauche) per il Congresso del PCF a Clichy, di cui avevano fatto ampia diffusione in assemblee e raduni di compagni francesi. Partecipavano inoltre attivamente alla discussione pre-congressuale del PCI sul quotidiano L'Unità, recando il frutto delle loro esperienze nel PCF.

I Magazzini Generali, l'ente parastatale costituito nel 1925 con attribuzioni di sovrintendenza ai flussi commerciali e di manutenzione delle strutture portuali, aveva avuto fino a quel momento la fonte fondamentale di sussistenza nei finanziamenti pubblici. Secondo Gaeta, il mantenimento dei sussidi costituiva una «assoluta necessità» a fronte della recrudescenza della «secolare lotta» fra Trieste e Amburgo, cui si era di recente aggiunta l'agguerrita concorrenza del nuovo porto di Danzica-Gdynia, apertamente sostenuto dal governo polacco, e della via fluviale danubiana, fortemente migliorata nell'organizzazione dei servizi. L'intreccio di interdipendenze che stava a fondamento di un'economia marittima andava compreso nella sua specificità: «Insieme con i Magazzini Generali, l'Armamento, i lavoratori portuali, gli agenti marittimi, le Assicurazioni e infine tutto il mondo marittimo-commerciale triestino, anche l'Erario e soprattutto le Ferrovie dello Stato sono stati vulnerati nei loro interessi, che non sono trascurabili». A confronto con il trattamento riservato agli altri porti italiani, in particolare i due porti altoadriatici di Venezia e Fiume, secondo Gaeta «l'Erario è verso l'Azienda dei Magazzini Generali di Trieste di gran lunga più severo», nonostante il traffico ferroviario del porto di Trieste avesse subito una perdita maggiore rispetto a quella registrata a Venezia: Ciò è dovuto essenzialmente al fatto che Venezia, partecipando ai traffici internazionali soltanto in minima misura, ha potuto difendere meglio le sue posizioni grazie alla maggiore resistenza che l'economia nazionale ha opposto e oppone tuttora alla persistente crisi economica, nonché al crescente sviluppo del porto industriale di Marghera (petrolio, benzina, olii minerali e residui, materiali metallici, metalli greggi, piriti e ceneri di pirite, fertilizzanti ecc.) e l'allargamento del retroterra verso la Lombardia. The Belgian federal elections held on 9 June 2024 marked a turning point in the country’s political history. As the first post-pandemic federal vote, one of the lowest turnouts was recorded since compulsory voting was introduced in 1893. An unprecedented share of voters supported radical parties, reflecting increased polarisation and a notable shift to the right. In Flanders, N-VA outperformed expectations, while VB’s anticipated breakthrough fell short. In French-speaking Belgium, the MR surged, while PS and Ecolo suffered historic defeats. These shifts led to the collapse of the incumbent ‘Vivaldi’ coalition and a fragmented parliamentary outcome. Ultimately, a new ‘Arizona’ coalition was formed, led by Bart De Wever, who became the first Belgian Prime Minister with a declared commitment to Flemish independence. This report provides an overview of the election campaign, the results that followed, voters’ underlying motivations, and the broader implications for federal governance in an increasingly divided political landscape.

Esta investigacion busca responder como se hace politica en los sectores urbanomarginales de Guayaquil en el contexto del gobierno de la "Revolucion Ciudadana". Para ello, se disena y sujeta a prueba un modelo analitico que permite interpretar un conjunto de datos producidos etnograficamente, en dialogo y oposicion con el punto de vista escolastico de la sociologia politica ecuatoriana. A partir de ahi, se generan reflexiones sociologicamente fundamentadas que aportan a la discusion sobre el como se establecen y se reproducen un conjunto de practicas y relaciones entre “sociedad” y “Estado”. The aim of this research was to gather and analyse the stances of relevant stakeholders in the EU-led Belgrade-Pristina dialogue and the normalisation of the relations process between Kosovo and Serbia. The paper revealed there are four distinctive narratives of the dialogue and expectations for the final outcome among the different actors in Kosovo and Serbia. Most of actors in Kosovo perceive dialogue as a method of state-building and expect mutual recognition as the final outcome of the normalisation process. On the contrary, in Serbia, most of the stakeholders in the process do not see the dialogue and normalisation in the same vein. Especially for the government of Serbia, the final outcome does not include the recognition of Kosovo’s independence. Rather, the dialogue is settled within the UNSC 1244 (1999) and does not question Serbia’s sovereignty. These two diametrically opposite stances create tension in the dialogue, which has been only stimulated by the EU’s constructive ambiguity approach. Ohrid Agreement (2023) brought new developments in bilateral relations, thus creating a third narrative focused on functional recognition. This narrative is supported mostly by stakeholders from Kosovska Mitrovica but received significant support in Belgrade and Pristina as well. The fourth narrative revolves around de facto recognition but denies Kosovo’s membership in all international organisations. This
narrative receives the most support in Belgrade only. Understanding different narratives is absolutely necessary to overcome the ongoing dialogue crisis and enable progress in the normalisation process. Settling an actor in one of the narratives can explain and predict its behaviour. Alongside narratives of the outcome, the research found that the dialogue itself faces a crisis. At the same time, the future of the Ohrid Agreement might be questionable. Association/Community of Serb Majority Municipalities is a necessary step for moving forward in the dialogue, yet at the same time, it is a stumbling block and burdens the dialogue. Finally, the Banjska incident served as a warning, all the while, potential for conflict should not be neglected.

This study examines factionalism within Ghana's New Patriotic Party (NPP), focusing on its impact on party coherence and candidate selection. It investigates the departure of Alan Kyerematen, prompted by alleged manipulation in candidate processes. Using a case study approach, the research analyzes the NPP's organizational dynamics, highlighting the influence of tradition, personal values, and psychological traits in selecting candidates. The emergence of Dr. Bawumia as the NPP's flagbearer is also explored. Findings indicate that factionalized leadership fosters internal conflict and shifts selection criteria from longevity to popularity and behavioral relations. This research enhances understanding of party politics in Ghana, offering insights into party cohesion, candidate selection, and the risks of party splits.

Çalışma, Türkiye-AB Gümrük Birliği süreci üzerine bugüne kadar yapılmış akademik çalışmaların genel olarak bize olası etkisine dair bazı teknik analizler sağlaması nedeniyle önemli bir araştırma boşluğunu doldurduğunu iddia ediyor. Bu nedenle bu çalışmalara genel bir bakış, öncelikle bu boşluğu belirlemek için iyi bir başlangıç olacaktır.
