Setting the Stage for Debate
The Plat of Zion and Urban Development in Salt Lake City

Not only is the story unusual and well documented, but the plan and layout of the city remain one-of-a-kind. Any observant visitor will note the unusual width of the streets and sometimes hear the persistent myth, attributed to Brigham Young, that they were designed to be large enough to turn around a team of oxen.1 But Salt Lake City has many other unique qualities in its physical plan, which are hard to discover without research. These include its vast extent, the very large blocks, and the very large initial lots, which were driven by religious intentions as well as the model of the Plat of Zion.

Tradução do título, resumo e palavras-chave The epistemology of urban morphology Abstract.A very broad conceptual diagram of the epistemology of the field of urban morphology is provided as a first step to illustrating the potential connections between different schools of thought. A study of the methods of generating knowledge in this field shows that there are many conceptual and methodological practices that are shared. This shared epistemology can become a basis for comparing the kinds of theories and knowledge generated by different schools of thought. The methods used, the bases for judging their validity, and the scope ofinquiresare considered. A systematic definition of the elements that morphologists use for their interpretations is proposed.

Introduction: The Debate on Design Review

Although it is a new phenomena, its adoption by local jurisdictions is growing at a rate that compares to the rapid adoption of zoning in the 1930s. I have recently completed a national survey of planning agencies in more than 370 cities and towns on the topic of their design review processes; 83 percent of the towns surveyed had some form of design review. My initial assumption—that aesthetic review was primarily restricted to historic districts and structures—proved to be wrong. Only twelve respondents reserved design review exclusively for historic structures or districts. Therefore, we can conclude that more than 85 percent of the cities and towns in this country have moved into the arena of design review of ordinary, nonhistoric development projects. This widespread use of design review is also new: 60 percent of the respondents with design review have introduced it in the last twelve years, 10 percent in the last two years.

It is argued that the process is often essentially negative, aimed at the maintenance of existing architectural and cultural norms. The article contrasts the uniform, historical appearance aimed at by the design review process with the improvised, pluralistic development of the ‘jazz city’.
Urban Morphology as a Research Method

It is characterized by more or less specific methodologies including 1) defining and measuring urban form data, 2) a comparison of data over time or space--recognizing patterns, including form patterns, hierarchies of scale, and change of form over time; and 3) theorizing autonomous theories of change, that is, recognizing and documenting patterns of change that happen in more than one place and under different conditions. At any point in the research, the formal data and measurements, maps, and drawings can be used to correlate with other research data (land use, historic events, population, for example) and as a background or inspiration for urban design.
