PISA and TIMSS Result

Ova knjiga je nastala u okviru znanstvenog projekta Evaluacija nastavnih programa i razvoj modela kurikuluma za obvezno obrazovanje u Hrvatskoj. Projekt su financirali Ministarstvo znanosti, obrazovanja i športa Republike Hrvatske i Institut Otvoreno društvo -Hrvatska, kojima i ovom prilikom zahvaljujemo na potpori. Cilj projekta, čije rezultate u knjizi prezentiramo, je bio višestruk. 1. ustanoviti mišljenja učitelja, nastavnika, učenika i ravnatelja osnovnih škola o sadašnjim nastavnim programima za obvezno (osnovno) obrazovanje, njihovoj primjeni u školama te o promjenama u nacionalnom kurikulumu; 2. analizom projekata i dokumenata tijela Europske unije, OECD-a i UNESCO-a, nastojali smo steći uvid u razvojne tendencije u području obrazovanja i kurikuluma kako bi se i nastavni programi i njihove promjene u Hrvatskoj mogle sagledati u razvojnoj dimenziji; 3. Projektom smo također nastojali dobiti znanstveno utemeljene uvide koji će doprinjeti daljnjem razvoju teorijskih i metodoloških osnova za analizu kurikulumskog sustava u Hrvatsku. 4. Projekt ima i praktični značaj, odnosno cilj. Naime, u koncipiranju istraživanja pošli smo od stava da ćemo empirijskim uvidima u stanje sadašnjih nastavnih programa i analizom stanja i razvojnih trendova u području obrazovanja i kurikulumu na internacionalnoj, naročito europskoj, razini dobiti valjane indikatore za razvoj nacionalnog kurikuluma u Hrvatskoj. Preciznije, smatrali smo da ćemo ovakvim koncipiranjem projekta doprinjeti stvaranju analitičkih osnova za konstrukciju nacionalnog kurikuluma za obvezno obrazovanje u Hrvatskoj koji će biti usklađen sa suvremenim razvojnim trendovima u svijetu i istovremeno primjeren obrazovnom kontekstu i tradiciji u Hrvatskoj. Područje kurikuluma je kompleksno područje istraživanja koje ima društvenu, psihološku, ekonomsku, političku, kulturološku i ostale dimenzije, uslijed čega njegovo proučavanje zahtijeva sagledavanje problema iz različitih perspektiva, odnosno interdisciplinarni pristup. I na realizaciji ovog projekta bio je angažiran interdisciplinarni tim, sastavljen od znanstvenika različitih profila: sociologa, psihologa i filozofa. Tokom provođenja projekta također smo surađivali i s pedagozima i metodičarima iz različitih područja. Nadamo se da će ovakav pristup barem dijelom doprinjeti razvoju interdisciplinarnih istraživanja kurikulumskog sustava u Hrvatskoj.

The purpose of this study is to test the psychometric properties of the Indonesian version of the EPOCH Measure of Adolescent Well-being. Previous adaptations and criticisms have suggested that this measurement does not fit well with Indonesian culture. However, the successful adaptation of this measure to Chinese culture highlights the need to retest its validity in Indonesia. A total of 121 students from a public vocational school participated in a one-shot online survey of the Indonesian EPOCH Measure of Adolescent Well-being, which included data on demographics and self-reported generic skills. The fivefactor model was supported by confirmatory factor analysis and was found to be superior to both the one-factor and higher-order models. Furthermore, the measure revealed that adolescent well-being had a weak correlation with demographic constructs, but a strong correlation with generic skills. We conclude that the Indonesian version of the EPOCH Measure could be used as an assessment of adolescent well-being in Indonesia.

V diplomskem delu z naslovom »Uporaba uĉne metode razgovora pri pouku zgodovine« predstavljamo uĉno metodo razgovora, eno najpogosteje uporabljenih uĉnih metod v šolah pri pouku zgodovine. Pri tem izhajamo iz pojmovanja, da uĉna metoda razgovora omogoĉa uĉencem, da s postavljanjem vprašanj in odgovarjanjem nanje, z izraţanjem svojih izkušenj, misli, idej, domnev oblikujejo globlje razumevanje, hkrati pa si uĉenci uredijo svoje misli, jih organizirajo in tako ponotranjijo. Uĉenec v razgovoru dobi svojo moţnost za besedo, uĉitelj pa z njo pridobiva informacije o uĉencih, spremlja njihovo delo, preverja, ali so razumeli razlago, uĉno vsebino in navodila za samostojno delo. S premišljeno kvalitetno uporabo metode razgovora lahko doseţemo višjo miselno aktivnost uĉencev, hkrati pa ta metoda znatno prispeva k laţjemu in trdnejšemu osvajanju spretnosti zgodovinskega mišljenja. V empiriĉnem delu diplomske naloge predstavljamo rezultate raziskave, izvedene na treh osnovnih šolah in treh gimnazijah, kjer ugotovimo, da uĉitelji zelo pogosto uporabljajo metodo razgovora, vendar se nanjo posebej ne pripravljajo. Raziskava pokaţe, da uĉitelj z daljšo delovno dobo prejme manj vprašanj uĉencev/dijakov, sam pa zastavi veĉ vprašanj odprtega tipa. Uĉenci v osnovni šoli zastavijo veĉ vprašanj in od tega tudi veĉ organizacijskih vprašanj kot dijaki v gimnaziji. Uĉitelji v gimnazijah zastavljajo veĉ vprašanj odprtega tipa in z njimi prejmejo manj vprašanj uĉencev/dijakov. S prikazom analize odprtih in zaprtih ter manj zaţelenih vprašanj prikaţemo dejansko stanje oz. kvaliteto zastavljenih vprašanj v uĉni metodi razgovora opazovanih šol, vkljuĉenih v našo študijo primera na uĉno temo stari Grki. V empiriĉnem delu nato s pomoĉjo intervjuja z uĉitelji in ocenjevalnih obrazcev analiziramo dejavnike, ki poslediĉno vplivajo na metodo razgovora, in sicer oceno uĉnega okolja, oceno uĉne klime in oceno odzivov uĉitelja na vprašanja uĉencev. Pri tem ugotovimo, da kombinacija razliĉnih dejavnikov vpliva na kakovost izvajanja uĉne metode razgovora, konkretneje na število zastavljenih vprašanj uĉiteljev in uĉencev. S priĉujoĉo diplomsko nalogo ţelimo izpostaviti nujnost dodatnega izobraţevanja na podroĉju uporabe uĉne metode razgovora, tako za bodoĉe kot aktivne uĉitelje, saj bi lahko v pouk vnesli kvalitetnejšo uporabo uĉne metode razgovora oz. bi uĉitelji s takimi izobraţevanji pridobili ustreznejša znanja in izkušnje na podroĉju strategije postavljanja vprašanj.

Inquiry-based teaching is widely promoted as a cornerstone of 21st-century science education, rooted in historical traditions from Socratic dialogue to Dewey’s participatory learning. This study examines whether teachers’ self-reported emphasis on inquiry practices aligns with national science achievement in the 2023 Trends in International Mathematics and Science Study (TIMSS). I analyzed two datasets: Grade 4 (63 countries; five inquiry practices: asking questions, predicting outcomes, creating representations, using concepts to explain phenomena, conducting experiments) and Grade 8 (47 countries; eight practices, adding discussing data variation, using multiple sources of evidence, and arguing about science questions). The percentage of students whose teachers reported placing “a lot” of emphasis on each practice were given in TIMSS 2023 data. Using Spearman’s rank correlations, we tested associations among inquiry practices, between each practice and average national science achievement, and between a composite inquiry index and achievement. I also applied the Friedman test to assess within-country rank patterns of emphasis across practices. We found significant negative correlations between national average science achievement and teachers’ reported emphasis on inquiry at both grade levels. The findings highlight limitations of self-reported instructional measures in international assessments and underscore the importance of the unit of analysis; country-level correlations can diverge from individual- or classroom-level effects. Implications include cautious use of self-report indicators for cross-national comparisons and the need for multi-method validation of instructional practices.

This article reviews the legislation related to music education in Spain, from the 1970 to 2016, to explain how its progressive integration in the schools curricula has recently been suspended under the believe, expressed in the Parliment by the highest education authority, that certain subjects, music among them, deflect students’ attention from the important matters such as mathematics, science or language.

This article aims to analyse the efficiency of primary education schools in Morocco using the database "Trends in International Mathematics and Science Study" (TIMSS) in the fourth year of primary education compiled in 2019 by the International Association for the Evaluation of Educational Achievement (IEA). We used the methodology of Data Envelopment Analysis 'DEA' to determine the efficiency scores for each school. Also, the analysis of external factors that impact the efficiency scores is carried out using the Tobit econometric model. Particular attention is paid to the characteristics of the student and parents. The results of the DEA show that the average score efficiency is 60%, and the number of efficient schools is 17 schools which represent 6,44% of the total of schools. Moreover, the model Tobit confirms the hypothesis that the socioeconomic environment of the student has a significant impact on the efficiency of primary schools in Morocco.

transitando entre a teoria e a prática. O volume IV apresenta uma variedade de temas e abordagens, com

A seguir, apresentamos um resumo dos principais pontos abordados em cada capítulo:
Capítulo I: Educação, sociedade e o mundo multipolar: primeiras aproximações. O
capítulo discute a relação entre educação e sociedade no contexto de um mundo multipolar, marcado
pelo fim da hegemonia de potências econômicas tradicionais e pela ascensão de novas forças geopolíticas.
O autor argumenta que a educação desempenha um papel crucial nesse cenário, atuando como um espaço
de conservação e transformação social. A partir de uma perspectiva crítica, o capítulo explora como a
educação pode contribuir para a construção de um mundo mais justo e equitativo, em que a pluralidade
e a cooperação sejam valorizadas. Ele destaca ainda a importância do multilateralismo como um caminho
para superar os desafios globais e promover o desenvolvimento sustentável, com ênfase na
autodeterminação dos povos e no respeito à soberania de cada nação.
No Capítulo II: A pesquisa narrativa articulada à democracia pluralista: perspectivas e
possibilidades na educação, os autores defendem a pesquisa narrativa como uma metodologia
promissora para a investigação da educação. A pesquisa narrativa, fundamentada na teoria da experiência
de John Dewey, propõe uma abordagem que valoriza a subjetividade humana e a ética relacional. Os
autores argumentam que a pesquisa narrativa, ao se articular com a noção de democracia pluralista de
Chantal Mouffe, pode contribuir para a construção de uma educação mais democrática e emancipatória.
O capítulo apresenta o espaço tridimensional da pesquisa narrativa, composto pelas dimensões da
temporalidade, do pessoal-social e do lugar, como um instrumento para a análise das narrativas.
O Capítulo III: Escrito a giz… Entre desenhos, escritas e escuta porosa, apresenta o
projeto “Escrito a giz…”, desenvolvido por Ronaldo Luis Goulart Campello e Marta Bottini, que busca
estimular a criação artístico-literária em sala de aula. O projeto, que se insere no campo das práticas
pedagógicas menores, propõe atividades que valorizam a expressão individual e a subjetividade dos
estudantes. Os autores argumentam que a arte, por meio do desenho, da escrita e da escuta sensível, pode
contribuir para a construção de sentidos e para a transformação do cotidiano escolar. O capítulo explora
a relação entre desenho e escrita como formas de expressão que se complementam e se potencializam,
abrindo espaço para a emergência de processos de subjetivação singulares.
No Capítulo IV: A qualidade do ensino médio nas escolas públicas de tempo integral:
uma análise fenomenológica a partir de docentes, utilizando a fenomenologia como metodologia, os
autores buscam compreender como os professores vivenciam e significam a qualidade do ensino nesse
contexto específico. O capítulo apresenta a hipótese de que a qualidade do ensino médio ofertado nessas
escolas pode não atender aos parâmetros considerados aceitáveis pelos docentes. Os autores argumentam que a ampliação do tempo de permanência na escola não garante, por si só, a melhoria da qualidade do
ensino. É preciso que essa ampliação seja acompanhada de políticas públicas e de práticas pedagógicas
que valorizem a formação integral dos estudantes e o desenvolvimento de suas potencialidades.
Por fim, no Capítulo V: Metodologia Caso de Ensino: estratégia no ensino remoto, os
autores analisam uma metodologia como estratégia para o ensino remoto no contexto da pandemia de
COVID-19. A partir de um estudo de caso realizado na Academia Seara/Flora, da Escola Germinare, os
autores investigam como essa metodologia foi adaptada para o ensino remoto e como foi percebida pelos
estudantes. Os autores argumentam que a metodologia Caso de Ensino, por se basear em desafios de
negócios reais e por estimular a participação ativa dos alunos, pode ser uma ferramenta eficaz para o
ensino remoto. O capítulo discute os paralelos entre a metodologia Caso de Ensino e as metodologias
ativas, destacando a importância da prática, do dinamismo das aulas, da qualidade do desafio e do
engajamento dos alunos para o sucesso do processo de ensino-aprendizagem.
O e-book Educação: Entre Teoria e Prática Volume IV oferece uma rica contribuição para o
debate sobre a educação na contemporaneidade. A diversidade de temas e abordagens presentes nos
capítulos convida o leitor a uma reflexão crítica sobre os desafios e as possibilidades da educação em um

Children's Cognitive Skills: Are Cross-Country Comparisons Robust to Who Reports Family Background? * The international surveys of pupil achievement -PISA, TIMSS, and PIRLS -have been widely used to compare socioeconomic gradients in children's cognitive abilities across countries. Socioeconomic status is typically measured drawing on children's reports of family or home characteristics rather than information provided by their parents. There is a well established literature based on other survey sources on the measurement error that may result from child reports. But there has been very little work on the implications for the estimation of socioeconomic gradients in test scores in the international surveys, and especially their variation across countries. We investigate this issue drawing on data from PISA and PIRLS, focusing on three socioeconomic indicators for which both child and parental reports are present for some countries: father's occupation, parental education, and the number of books in the family home. Our results suggest that children's reports of their father's occupation provide a reliable basis on which to base comparisons across countries in socioeconomic gradients in reading test scores. The same is not true, however, for children's reports of the number of books in the home -a measure commonly used -while results for parental education are rather mixed.

This paper reports on the quantitative part of my doctoral study carried out in three state-funded secondary schools in England. Using Bourdieu’s trilogy of habitus, embodied cultural capital and field, I have explored the interaction of social class, gender, ethnicity and attitudes towards mathematics, and their impact on mathematical achievement. The findings suggest that although cultural capital correlates positively with mathematical achievement, social class and habitus, which has been operationalised as mathematics-related career aspirations, have a more significant impact on mathematical achievement.

Daisy-äänioppikirjoilla tarkoitetaan digitaalisessa muodossa olevaa painetun oppikirjan sisältöä ääneen luettuna. Tämän perustutkimuksen tavoitteena oli löytää äänioppikirjan toimivat, hyvät ominaisuudet ja toisaalta löytää uusia kehitysideoita äänioppikirjojen muotoon ja käyttöön. Tutkimusjoukko valittiin valtion erikoiskirjasto Celian rekisteritietojen perusteella. Tutkimus kohdistui kolmeen ryhmään eli suomen-ja ruotsinkielisiin perusopetuksen 1.-9. luokan oppilaisiin, jotka ovat käyttäneet vuosien 2011-2013 aikana äänioppikirjoja opiskelunsa tukena (N = 67), äänioppikirjoja käyttävien oppilaiden opettajiin ja erityisopettajiin (N= 359) sekä äänioppikirjoja käyttävien oppilaiden vanhempiin (N = 75). Tutkimus toteutettiin kyselytutkimuksena, jonka lisäksi haastateltiin oppilaita (N = 6) ja opettajia (N = 8). Tulosten mukaan ala-ja yläkoulun oppilaat käyttivät äänioppikirjoja tietokoneella ja Daisy-ohjelmalla ennen kaikkea kotona, osaksi syynä oli koulussa leimautumisen pelko, mutta suurin osa oppilaista käytti äänioppikirjoja pääasiassa kotitehtävien tukena ja kokeisiin valmistautuessa. Eniten hyötyä äänioppikirjoista nähtiin olevan reaaliaineissa, yleisin syy käyttää äänioppikirjoja olikin lukivaikeus, jolloin äänioppikirja auttoi olennaisen poimimisessa tekstistä ja pitkien tekstien lukemisessa. Äänioppikirjojen käyttö koettiin pääsääntöisesti helppona, pääasiassa vanhemmat auttoivat oikean kohdan löytymisessä. Äänioppikirjojen luentaan oltiin melko tyytyväisiä, luennan ominaisuuksista monotonisuus ja tylsä luentatyyli sekä liian tarkka kuvailu koettiin kuitenkin ongelmina. Kuvien ominaisuuksiin oltiin pääosin tyytyväisiä, mutta kuvien selostamista ei nähty tarpeelliseksi kaikille käyttäjille. Myös äänioppikirjan rakenne kaipasi vielä kehittämistä monen vastaajan mielestä. Äänioppikirjan nähtiin olevan tärkeä osa lukemista helpottavaa opetusmateriaalia ja kaikilta vastaajilta saatiin hyviä kehittämisideoita jatkotyöstämistä varten. viii ix Sisällys JOHDANTO .

Svrha ovog rada je usustaviti i kronološki prikazati elemente koji su utjecali na razvoj građanskog odgoja i obrazovanja od 1999. godine do danas u Republici Hrvatskoj. Rad prati relevantne dokumente i strategije u kojima se građanski odgoj i obrazovanje izričito navodi, objavljena istraživanja u području građanskog odgoja i obrazovanja te ključne dionike koji se nameću kao akteri u njegovoj provedbi. Počevši od poticaja, koji je došao iz Europe, da bi sve države kao prioritet trebale imati uvođenje odgoja i obrazovanja za ljudska prava i demokratsko građanstvo u odgojno-obrazovne sustave, rad prati na koji je način Republika Hrvatska odgovorila na te poticaje. U središtu su interesa pitanja kako je i je li sustav pokušao uključiti ovu temu u obrazovnu politiku Republike Hrvatske te tko je sve utjecao na te procese. Empirijsko istraživanje o provedbi građanskog odgoja i obrazovanje realizirano je u sklopu projekta „Pracenje provedbe građanskog odgoja i obrazovanja u hrvatskom odgojno-obrazovnom sustavu“. U ovom se izvjestaju prikazuju rezultati desk analize relevantne dokumentacije, kvalitativne analize misljenja i stavova predstavnika javnog i civilnog sektora te kvantitativne analize misljenja i stavova ucenika i nastavnika iz 40 skola u kojima se tijekom skolske godine 2014.-15. građanski odgoj i obrazovanje provodio kao zaseban izborni predmet ili međupredmetno. Na temelju rezultata istraživanja izrađene su preporuke za unaprjeđenje politike i prakse građanskog odgoja i obrazovanja upucene najvažnijim dionicima odgoja i obrazovanja. Across the linguistically diverse ASEAN (Association of Southeast Asian Nations) member states, English has been acknowledged as the sole official working language. It serves as a unifying medium in business, diplomacy, and education. This study explores emerging assessment practices and methodologies in English language teaching within the regional context over the last five years, considering Kachru's 3 Concentric Circles Model of the English Language. Using databases and following the PRISMA flow, the selected articles were verified by the three experts in English language teaching. A total of 12 published articles met the eligibility criteria: four from Malaysia, four from the Philippines, and four from Indonesia. With Braun and Clarke's thematic analysis steps, key factors influencing English language assessment were identified from the validated studies: benchmarking, learner autonomy, ICT integration, upskilling, and preparation for workforce demand. Based on these insights, the meth-synthesis proposes a new framework aimed at addressing the identified challenges. The findings of this study have significant implications for enhancing the quality of English language assessment across ASEAN countries.

Scientific literacy has become the term used to express the broad and encompassing purpose of science education. In the United States, for example, the statement "achieving scientific literacy for all students" has wide agreement and common use among educators. The use of the term in the U.S. most likely began with James Bryant Conant in the 1940s and was elaborated for educators in a 1958 article by Paul DeHart Hurd entitled "Science Literacy: Its Meaning for American Schools." Hurd described the purpose of scientific literacy as an understanding of science and its applications to social experience. Science had such a prominent role in society, Hurd argued, that economic, political, and personal decisions could not be made without some consideration of the science and technology involved . In the fifty years since Paul DeHart Hurd's article, scientific literacy has been used extensively to describe the purposes, policies, programs, and practices of science education. The term scientific literacy, however, is not the reality of science education. Academic researchers debate the real meaning of the term, classroom teachers claim their students are attaining scientific literacy, and national and international assessments provide evidence that somewhere between the abstract purpose and concrete practice the science education community has failed to achieve the goal, at least in the United States. This essay uses PISA 2006 as a contemporary perspective for scientific literacy and addresses several challenges to achieving high levels of scientific literacy. We can begin with the brief description from Paul DeHart Hurd's essay where he linked scientific literacy to social experience and provided a rationale in economic, political, and personal contexts. Hurd made a clear connection between science and citizenship. In contrast, scientific literacy is not exclusively preparation for a professional career, although Hurd's connection does not preclude scientific and technological careers. Scientific literacy as it is manifest in educational policies, programs, and practices has the explicit goal of preparing students for life and work as citizens. 117

rticolul de faţă prezintă rezultatele unei cercetări calitative -16 focus-grupuri cu cadrele didactice şi părinţii elevilor -în Şcoala Generală cu clasele I-VIII "Spiru Haret" din municipiul Medgidia, beneficiară a unei finanţări din fonduri nerambursabile prin proiectul "Un sprijin necesar elevilor de etnie roma şi turcă din judeţul Constanţa" 1 . Prin acest proiect a fost derulat un program de sprijin educaţional de tip "şcoală după şcoală" şi în alte şapte şcoli-martor din oraşele: Bacău, Buhuşi, Bucureşti, Medgidia şi Piteşti. Analiza se va concentra pe evaluarea factorilor care pot influenţa nivelul performanţelor educaţionale ale elevilor plecând de la premisa că impactul unui program educaţional poate fi potenţat sau, dimpotrivă, anulat prin o serie de caracteristici ale şcolii: relaţiile dintre familie şi şcoală, relaţiile dintre cadrele didactice, nivelul de pregătire şcolară şi profesională al acestora, atmosfera din şcoală etc. Rezultatele analizelor susţin rolul şcolii în determinarea nivelului performanţelor elevilor. Cuvinte-cheie: program educaţional de sprijin, efect şcoală, efect de compoziţie, performanţe educaţionale. Egalitatea de şanse în faţa educaţiei şi asigurarea unui învăţământ de calitate pentru toţi sunt, pentru majoritatea sistemelor de învăţământ din lume, obiective prioritare. Introducción: la educación de las jóvenes es clave para su desarrollo tanto personal como social, pero esta posee barreras y limitaciones que impiden participar de forma armónica en el mundo de la ciencia. Objetivo: analizar la situación de las estudiantes adolescentes de Ecuador en el área de Matemáticas a partir de la base de datos PISA-D y de grupos focales con docentes de secundaria. Metodología: es un estudio incrustado con un predominio del enfoque cuantitativo. En el cual, primero se realizó un modelo predictivo multinivel para posteriormente desarrollar dos grupos focales. La muestra estuvo conformada por 5664 estudiantes y 12 docentes de educación secundaria de un centro público del país. Resultados: se evidenció que las mujeres ecuatorianas a nivel individual obtienen un menor rendimiento en Matemáticas que los varones, pero a nivel centro los resultados no fueron significativos. Las posibles causas se asocian a la motivación, esfuerzo hacia los estudios y diversidad de grupos. Conclusión: aún las mujeres luchan contra un sistema que no ofrece oportunidades en la educación científica formal obligatoria, por lo que se sugiere la realización de más estudios sobre la inequidad de género. Además, se recomienda crear programas y políticas para lograr mayor equidad en Ecuador.

This essay introduces the special issue on competencies or 'twentyfirst century skills' as learning goals promoted by the OECD and other international organisations. The studies in this issue trace pathways through which competency-based approaches have been incorporated into national reforms, and explore how reform advocates, policy makers, educators, and experts have imagined 'key competencies' for compulsory education. Cases examine reforms in particular countries -Sweden, France, Russia, Kosovo, the United States, Uruguay, and Chinaas well as conceptualisations of competencies, 'civic competencies' and 'global competence' shaped by international experts. Based on these studies, this essay argues that the concept of competencies, central to the development of the OECD Programme for International Student Assessment (PISA), is a polysemous notion that has led to hybrid forms of discourse and policy implementation. It also highlights the significance of reform processes and specific actors in diverse settings, illuminating the complexity and contingency of competency-based reforms.

Education policymaking has gone global. The 2030 Agenda for Sustainable Development aims to galvanize efforts to promote sustainable development, decrease global inequalities, and realize universal quality education. Supporting these efforts, two leading international organizations, UNESCO and the OECD, have set out normative frameworks for their vision of global education. This paper examines the policy discourses of these organizations in light of SDG 4–Education. Specifically, through a comparative analysis of selected terms and underlying concepts in key policy documents, the paper distinguishes between UNESCO's notion of global citizenship and the OECD's framework for global competence. Ultimately, the authors discuss whether the organizations' agendas are aimed at a common global vision, or, alternatively, towards two distinct and divergent conceptualizations of an imagined future.

Introduction: Creative thinking is a growing focus in educational reforms
worldwide. Extensive research explores its development, measurement, various conceptions, and pedagogical approaches like creative teaching and teaching for creativity. A significant development in this area was the inclusion of creative thinking as an innovation domain in the 2022 Programme for International Student Assessment (PISA). The PISA 2022 assessment sought to evaluate the ability of 15-year-old students across 64 jurisdictions to generate, evaluate, and improve original and diverse ideas.

Methods: This paper examines the key findings of the PISA 2022 creative
thinking results from three high-performing jurisdictions in different parts of the world: Singapore, Canada, and Finland. We use Bronfenbrenner’s ecological perspective to understand the interplay of various systemic influences on students’ creative thinking abilities within these educational contexts.

Results: Our analysis, informed by Bronfenbrenner’s framework, highlights how different ecological systems may contribute to their observed outcomes.

Discussion: While acknowledging the complexities and potential pitfalls
of directly transferring educational policies between countries, this paper
discusses the implications of these findings for school education. We suggest that researchers, policymakers, and educators can gain valuable insights by examining the policies, contexts, and practices of these high-performing nations through an ecological lens, fostering a deeper understanding of how to nurture creative thinking in diverse educational settings.

În ultimele două decenii nevoia de măsurare și comparare a performanţei sistemelor educaţionale preuniversitare a găsit un răspuns interesant în testările internaţionale ale elevilor din clasele terminale ale învăţământului primar, respectiv a secundarului inferior (gimnaziul). TIMSS, PIRLS sau PISA sunt astăzi acronime recunoscute în mediul academic și în cel al actorilor din sistemele educaţionale din mai toate ţările planetei. Diferenţele înregistrate de ţări diferite în aceste testări periodice contribuie astfel substanţial la discuţia despre perfecţionarea sistemelor educaţionale, la identificarea de modele de urmat sau de evitat în designul politicilor educaţionale, în practicile şi aranjamentele instituţionale promovate prin acestea. Rezultatele testelor, fie că este vorba de TIMSS, PIRLS sau PISA, sunt acceptate ca reflectând suficient de bine nivelul achiziţiilor elevilor în sistemele educaţionale și felul în care acestea ii pregătesc pentru a se integra în societate. Ele permit, dincolo de unele interpretări eronate şi dezbateri despre calitatea măsurării, realizarea unor studii de calitate asupra factorilor ce determină performanţele sistemului de învăţământ (Gustafsson, 2008; Wang, 1998). Contestările asupra acurateţei rezultatelor la aceste teste sunt rare. Danemarca, spre exemplu, afirmă faptul că PISA nu include măsuri ale aspectelor legate de interacţiunile sociale, element important în curriculumul din ţara scandinavă. Cadrele didactice din România tind să afirme că testele în cauză nu ilustrează achiziţiile elevilor români, dat fiind că nu reflectă ceea ce se studiază în manualele de la noi. În cazul acestei obiecţii trebuie precizat că obiectivul testărilor în cauză este să identifice în ce măsură sistemele educaţionale sunt utile tinerelor generaţii pentru integrarea în societate, obiectivul central al învățământului de pretutindeni. Capacitatea de a rezolva problemele din manuale este în acest sens interesantă doar în măsura în care ea reprezintă un indiciu privind atingerea acestui obiectiv al educaţiei. O altă obiecţie ridicată frecvent în România, dar rareori în spaţiul public, este legată de determinarea culturală a conţinutului textelor. Acestea, se spune, avantajează elevii din spaţiul vestic (Europa Occidentală, America de Nord), testând în fapt cunoaşterea acestor culturi. Rezultatele la toate aceste teste infirmă ipoteza: ţările sud-est asiatice sunt cele mai performante. Mai mult, sunt ţări est-europene, precum Cehia, care se plasează adesea între societăţile care obţin mediile cele mai ridicate la aceste testări. În fine, ar fi util de spus și faptul că societăţi precum Germania sau SUA discută despre performanţele elevilor lor la aceste teste (Naumann, 2005, Common Core, 2008) şi iau în considerare ca element important în reforma educaţională. Coreea de Sud, una dintre ţările cu performanțele cele mai ridicate, are la rândul ei dezbateri despre posibilitatea ca aceste performanţe să nu reflecte adecvat competenţele elevilor săi, ci să depindă de capacitatea de a memora răspunsurile şi tipul de raţionament folosit pentru a răspunde corect la teste de genul respectiv. Această lungă introducere caută să plaseze testările internaționale ale achiziţiilor elevilor din ani terminali în două contexte diferite: pe de o parte subliniez importanţa şi recunoaşterea de care aceste teste se bucură în plan internaţional; pe de altă parte, resping argumentul nepotrivirii lor la specificul românesc. Intenţia materialului de faţă este de a descrie măsura în care valorile sociale dominante într-o societate oarecare au impact asupra performanţelor elevilor la aceste texte internaţionale. Ideea centrală este de a plasa şcoala în contextul mai larg al societăţii și de a vedea în ce măsură ea constituie un plus pe lângă acele moduri de a face care sunt (deja) deprinse prin interacţiunea cu familia sau cu prietenii.

I continui cambiamenti negli obiettivi e nelle politiche educative di ogni governo impediscono la configurazione di una scuola che prepari efficacemente i bambini e i giovani all'accesso alle università pubbliche. Questo saggio propone che il capitale utilizzato per le scuole pubbliche venga iniettato nel settore privato, offrendo finanziamenti per l'istruzione per le classi popolari in base alle leggi del mercato. Promuovere una sana competitività tra scuole comunitarie e scuole private nell'attrazione di studenti finanziati dallo Stato è la via d'uscita per superare un modello di istituzione scolastica che si è dimostrata-salvo rare eccezioni-incapace di offrire un'istruzione di qualità.

Language assessment has long become an independent academic discipline, producing and contributing to a large body of literature. However, key considerations in testing and assessment in the context of Teaching Turkish as a Foreign Language (TTFL) has been often neglected so far, leading to exams that lack evidence for validation. The present study aims to address this shortcoming by offering a standardized validation approach for assessing reading skills in Turkish proficiency exams, using several theoretically robust validity frameworks and cognitive models. The study particularly focussed on the development and validation of B2-C1 reading proficiency descriptors using a mixed-methods approach with the participation of 8 field experts. The findings from the study can provide guidance to item writers in the design and development of standardized test specifications and test items compatible with the levels intended to be assessed.

The purpose of this study is to investigate the presence of differential item functioning (DIF) between gender groups in PISA 2015 science items in nine selected countries. Moreover, the effect of socioeconomic status, reading ability, science self-efficacy and science motivation on the presence of gender-related DIF are examined, respectively. One cluster from computer-based assessment (CBA) is taken into consideration. The countries are selected among the ones that implemented CBA, on the basis of their rank in science achievement. Multiple Indicator Multiple Causes method (MIMIC) is used in our analysis. DIF analysis in the MIMIC involves fit comparisons of both full and reduced models to determine if the items can measure the latent trait equally among the specified groups. The MIMIC analysis is conducted in two steps. First, the items is being tested for showing DIF among gender groups. Then the socioeconomic status, the reading ability, the science self-efficacy and the motivation are added to the model to test gender-related DIF items and their effects, respectively. According to results of the study, gender-related DIF appeared in all of the selected countries vary between two and six items. In four of the countries none of the selected variables significantly affect the presence of genderrelated DIF. Instead, in the remaining countries the number of gender-related DIF items is reduced by adding different combinations of the selected variables to the model. The effect of variables which reduce the number of gender-related DIF items will discussed within each country.

Bu çalışma kapsamında PISA 2006 öğrenci anketinde yer alan fen bilimlerine ilişkin tutum maddeleri, cinsiyete göre ve kültüre göre değişen madde fonksiyonu gösterip göstermediğini incelenmektedir. Değişen madde fonksiyonu (DMF)'nun cinsiyetler arası farklılıklardan kaynaklanabileceği gibi, kültürel farklılıklardan ve testlerin başka bir dile çevrilmesinde karşılaşılan sorunlardan da kaynaklanabilmektedir. Bu nedenle araştırmanın çalışma grubu PISA uygulamasına katılan ABD'den 5611 öğrenci ve Türkiye'den 4942 öğrenci olarak belirlenmiştir. Cinsiyete göre yapılan analizlerde her iki yöntemde ortak ve önemli düzeyde DMF gösteren madde sayısı Türkiye'de 7, ABD' de 13'tür. Đki ülke arasında kültüre göre her iki yöntemde yapılan analizlerde 30 maddede önemli düzeyde DMF görülmüştür. Analizler sonucu iki yöntem karşılaştırıldığında, yöntemlerin DMF belirlemede bir uyum gösterdiği; ancak düzeylerinde farklılıklar olabileceği sonucuna varılmıştır.

When Turkey's mathematical literacy performance in PISA 2003 and 2012 is examined, it is seen that it has an increase of approximately 25 points between the two assessments. Despite this increase, the fact that the mathematics performance is below the OECD average leads to the need to determine what factors affect the mathematics performance of Turkish students. This study is aimed to investigate the factors affecting mathematics performance of Turkish students at school and school level. Initially Turkish sample consisted a total of 4848 students from 170 schools. As a result of examining the assumptions of the two-level hierarchical linear model; the data of 4236 students from 128 schools were included in the analysis. The results indicate that 64 % of the variability in mathematics achievement was found between schools. Variables associated with attitudes towards mathematics have significant effects on mathematics achievement. Mathematics self-efficacy has the most significant impacts on mathematics achievement after controlling remaining variables. For the school-level variables, proportion of mathematics teachers was found to be a strong predictor of a school's average mathematics achievement. However, it's been found that student-teacher ratio was the only negative predictor of mathematics achievement at school-level. School-level variables explained 44.1% of the variance in the between school difference in mean mathematics achievement.
