The article addresses the issue of cultural identification of Minsk as an Eastern European post-Soviet capital. In order to understand the city's present it is necessary to consider the radical changes it underwent in the 20th century, including almost a total destruction, radical change in ethnic structure, rapid after-war spatial expansion and, lately, the intensive symbolic production as a post-Soviet capital. To identify the characteristic features of Minsk through the sociological lens, cultural theory as well as historical reconstruction and cross-national comparison are employed. The article seeks to reflect the organisation of space and cultural narrative produced in Minsk today, as well as to consider the common strategies of thinking about Minsk. The changing statuses of Minsk and its symbolic role in the last century necessitate a profound reconceptualization of Minsk as a phenomenon. The authors argue that the analysis of the ongoing changes in post-Soviet capitals (both in and out of the European Union (EU)) presupposes the reconstruction of their socio-cultural context.

Предлагаемое исследование ценностно-нормативных систем украинского и белорусского социумов выявляет специфику изменения соответствующих систем под влиянием трансформационных процессов в восточноевропейском Пограничье. Использование широкого спектра эмпирических данных из разных исследовательских источников позволяет значительно расширить представления об изменениях и скрытом потенциале этих социумов в общеевропейском контексте.

Статья посвящена проблеме выявления общего и особенного в системе политических цен-
ностей в разных политических культурах. Авторы на примере трех стран-соседей показывают, что хотя
ценности свободы, равенства, социальной справедливости, демократии являются общими для населения
России, Беларуси, Польши, имеются значимые различия в интерпретации их содержания в контексте
национальной культуры.  Значение сравнительного анализа состоит в том, чтобы выявить и объяснить различия в понимании поли-
тических ценностей у представителей разных культур, что поможет им вести продуктивный диалог

The paper aims to describe the results of a research project on green consumption conducted in Bucharest, Romania, and Minsk, Belarus, in 2010 and 2011. A total of 30 structured interviews were carried out in the two cities. Using the theoretical framework of Beck's risk society concept and Inglehart's theory on the cultural value shift in advanced societies, the authors found that, regardless of their important political and economic differences, some of the individuals in the two Eastern European cities tend to display a level of risk awareness and risk avoidance behaviour similar to the risk society pattern. Rather than being the effect of a post-materialist value orientation associated with material wealth, the observed regional model of green consumption suggests a form of precautionary consumption that appears to be more than a passing fad. This finding has to be further researched in other countries of Eastern Europe, before any broader conclusions about risk society-related behaviour can be formulated.
