Purpose-This paper aims to understand the discrepancy between Germany's immediate positive response to the so-called "Europe 2015's refugee crisis" and the strict asylum legislation adopted in Germany in the following year. Design/methodology/approach-The discrepancy is attributed to external and internal forces. The external force is Germany's obligation to adhere to the Common European Asylum System. The internal force is the role of the different policy actors. The paper focuses on the role of the media as an example of a private policy actor. Through adopting the theory of the social construction of target populations, the paper studies how the media constructs "asylum seekers", the target of the new asylum legislation. The role of the media is analyzed using the methodology of qualitative content analysis of a selected number of newspaper articles. Findings-The majority of the studied articles problematized receiving and hosting refugees and focused on the reason behind migration differentiating between asylum seekers fleeing conflict areas and all others who might be abusing the asylum channel. The findings of the content analysis, as such, resonate with the amendments that focused on facilitating the integration of accepted "refugees" but restricted further entry. As such, it could be argued that these findings explain the influence of the media on the amendments and as such provide an explanation to the discrepancy between the initial response and the amendments. Research limitations/implications-The analysis focused on one newspaper. The findings, as such, are not representative. The aim is only to provide an example of how the German media dealt with the refugee crisis and to suggest using the theory chosen by the paper to analyze the link between asylum legislation and the construction of asylum seekers. To understand how asylum legislation is influenced by how asylum seekers are constructed, more studies are needed. Such studies could analyze the role played by other media outputs and/or the role played by other policy actors in constructing the target of the policy. Originality/value-The media's response is based on analyzing a sample of newspaper articles published by a German newspaper following the so-called 2015 refugee crisis. Accordingly, the findings represent an original endeavor to understand how the media reacted to the crisis.

Tangible fixed assets are fundamental to the organization; thus, the International Accounting Standards Board (IASB) issued International Accounting Standard 16, (IAS 16—Property, Land and Equipment), which includes regulations that organize the recognition, measurement and disclosure of those assets. Later versions of the standard improved and updated the standard. The research aims at studying the extent of commitment of Lebanese accountants to implementing IAS 16. The researchers used a descriptive, analytical approach to tackle their topic. A well-structured five-point Likert style questionnaire was used to collect data. The samples were all members of the Lebanese Association of Certified Public Accountants (LACPA). The results of the study showed a difference of statistical significance within the opinions of the study samples about the extent of commitment of LACPA members to applying IAS 16. The measurement of the real defect concentration by Photo-induced current transient spectroscopy method (PICTS) is still unattainable owing to the presence of reflecting metal layer contacts that avoid the knowledge of the real absorbed photons number and then the real photogenerated current in the sample. The combination of the two methods PICTS and space charge limited current (SCLC) allows to the extraction of the mean apparent absorption coefficient of the excitation light in the considered sample, as a consequence that leads to solve few main problems like: the scaling of PICTS spectra in term of real defect concentration and the v~product evolution.

This chapter analyzes human trafficking in the MENA region using the concepts of convergence and displacement. In order to examine how these concepts take form in this sui generis region, we chose two countries to analyze: the United Arab Emirates (UAE) and Egypt. We argue that these countries constitute ideal case studies for several reasons, including that the UAE was the first Arab country to introduce legislation against human trafficking, while Egypt is one of the current leaders in terms of combating human trafficking in the region. Convergence can be defined as the confluence of criminal activity centered around a place, time, target or tactic. We find in the Kafala System such scheme, and we argue that not because it is a State-sponsored system, it is less illicit. In fact, when holding the UAE to international standards, we see how the State is both an enabler of and an accomplice to human trafficking and various forms of human rights violations. Crime displacement pertains to changes in the ways that offenders carry out their criminal activities, which ordinarily take the form of a strategy or response to adapt to—or overcome—unfavorable or changing conditions. Given that the Egyptian government is taking significant steps towards preventing, protecting and prosecuting human trafficking within its territory, the data suggests that certain criminal activity might be displacing common forms of exploitation in the country. In this vein, the UNODC’s Global Reports (2012-2020) indicate that sexual exploitation and forced labor are in decline, while child exploitation in various forms is on the rise. We bring the chapter to a close by formulating some concluding remarks, which should not be viewed as conclusions per se, but rather as setting the stage for a broader dialogue.

Civil society organizations continue to work to advance
digital rights and inclusion in Africa, ensuring best practices
are adopted into policy and legislation. This report analyses
the state of digital rights and inclusion in Egypt, examining
violations and gaps, investigating the use and application of
policy and legislation, highlighting milestones and
proffering recommendations for the digital landscape in

يُعد التحقيق البرلمانى من أخطر  و أهم الأدوات التى يملكها البرلمان للقيام بوظيفته الرقابية ، تناولت تلك الدراسة أثر التنظيم التشريعى واللائحى للجان تقصى الحقائق على فاعليتها، بالرغم من أنها أداة خاصة وذو طبيعة مؤقتة إلا أنها تُعد أكثر فاعليه من غيرها من الأدوات الرقابية إذا ما تم تفعيل دورها ، وغل يد القيود السياسيه عنها  التى تمنع تشكيلها من البداية أو تعطيل أعمالها ، تُعد لجان تقصى الحقائق أداة البرلمان الفاعله لمكافحة فساد الأجهزة الإداريه ، ومدخل المساءلة القانونيه والسياسيه للسلطة التنفيذيه. لكن تعكس الممارسه السياسيه فى معظم البرلمانات العربيه الإتجاه نحو الحد من فاعليه لجان التحقيق البرلمانى من ناحيه ، وإستخدامها بشكل إنتقائى فى العديد من الحالات التى تم فيها تشكيلها.

أن ظورهر الأرهاب والتطرف والعنف الدينى والأخبار الكاذبة والشائعات وتزييف الوعى والتشكيك فى الثوابت هى جميعها ظواهر فكريه ثقافية ، تُستخدم فيها أسلحة مستحدثه تستهدف الفكر والوعى لدى المواطن. لذلك بات من الضروري مواجهة تلك الظواهر بذات السلاح المستخدم وهو سلاح الفكر والوعى والثقافه . وتُعد ثقافة القانون واحده من أشد الأسلحة تأثيراً التى يجب إستخدامها لمواجهة تلك الظواهر. 

شهد العالم خلال العقد السابق العديد من المتغييرات السياسية والإجتماعيه التى أثرت بشكل مباشر على تفاعل الاشخاص مع تلك المتغييرات ، وأدى التطور السريع المتلاحق لتكنولوجيا الاتصالات و المعلومات ،إلى إحداث تغييرات جوهرية فى أنماط التفكير بين المواطنين ودرجة تعاطيهم مع مختلف الموضوعات.وأضحت وسائل التواصل الإجتماعى آليه حيويه مؤثرة بشكل كبير وخطير فى أنماط التفكير وتشكيل الوعى لدى الأشخاص .
كانت لتلك التغييرات أثراً عظيماً على المجتمع العربى ، أثرت وغيرت فى أنماط تفكير المواطن العربى ،وكانت لوسائل التواصل الاجتماعى عظيم الأثر فى الحراك السياسيى الذي حدث فى الدول العربيه ابان بدء ما يسمى إعلامياً ثورات الربيع العربى،وكان لتلك الوسائل الأثر العظيم فى الحشد السياسي. كما تم إستخدام تلك الوسائل لبث الأشاعات والأخبار الكاذبة ،وحشد وتجنيد الشباب فى الجماعات المتطرفه التى انتشرت فى المنطقه العربية ،بمعنى أخر أدى التطور التكنولوجى لظهور جرائم مستحدثه والمتمثله فى إستخدام الأنترنت ووسائل التواصل الأجتماعى فى ظهور جرائم الأرهاب السيبرانى وأستخدام تلك الوسائل الحديثه نسبياً فى تجنيد الأرهابين و بث الاشاعات و الخبار الكاذبة التى تؤدي إلى التشكيك فى الثوابت بغرض التأثير فى وعى المواطن العربى و تجنيدة .
وهنا بدء البحث عن سُبل التصدى لتلك التغييرات والجرائم المستحدثه ، والتى تُعرف بالجرائم السيبرانية ،وظهور مصطلح الأمن السيبرانى للتصدى لتلك الهجمات. وهنا كان التساؤل هل للقانون دوراً يلعبه للتصدى لتلك المستجدات ، فهل يكون التصدى بوجود القانون الذى يُجرم تلك الأفعال هل وجود القانون كافياً  أم يحتاج  الأمر توافر إلى ثقافه لدى المجتمع أم يحتاج توافرهما معاً القانون والثقافه  أى يلزم وجود ثقافه قانونية. نرى وجود قانون غير كافى للتعامل مع المستجدات فيحب توافر الثقافه القانونية لدى المجتمع ،لكن هل البيئة العربية ملائمة لإستعاب تلك الثقافه.

سعت  تلك الدراسة لتناول البيئة العربية ومدى ملائمتها للثقافه القانون،أن وجود ثقافة القانون لدى المجتمع يؤثر بشكل كبير على تفاعلات وتعاملات الأشخاص ونمط تفكيرهم وتعاطيهم مع مختلف الموضوعات.

This report introduces findings from ten digital rights landscape country reports on Egypt. They analyse how the openings and closings of online civic space affect citizens’ digital rights. They show that: (1) when civic space closes offline citizens often respond by opening civic space online; (2) when civic space opens online governments often take measures to close online space; and (3) the resulting reduction in digital rights makes it impossible to achieve the kind of inclusive governance defined in the Sustainable Development Goals (SDGs).

Lange Zeit wurde Migration aus dem südlichen Afrika nach Europa, auch in der Wissenschaft, als ein vorrangig männliches Phänomen angesehen. Afrikanische (subsaharische) Frauen wurden häufig nur als nachziehende Ehegattinnen oder Familienangehörige betrachtet. Spätestens seit dem Millennium ist die "Feminisierung der Migration" als eines der wichtigsten Merkmale der neuen Migrationsbewegungen in Afrika anerkannt (vgl. Adepojou 2004;. 1 Generell ist weltweit der Anteil von Migrantinnen wie auch der allein migrierenden Frauen in den vergangenen Dekaden enorm angestiegen (vgl. Castles/ Miller ). 2 Die Motive für die Migration von Frauen sind divers: sie reichen von Flucht vor Krieg, Vertreibung, sozialer, genderspezifischer und politischer Benachteiligung oder Verfolgung bis hin zu Studium und Arbeitssuche. Frauen migrieren, weil sie bessere Lebenschancen und Überlebenschancen für sich und ihre Familie suchen, weil sie aus starren Familienverhältnissen, aus Beziehungsproblemen ausbrechen oder sich selbst verwirklichen wollen. Neuere Studien weisen auf die Zunahme von berufstätigen und gut ausgebildeten Frauen aus dem südlichen Afrika hin, die unabhängig migrieren oder als Familienernährerinnen Ehemann und Kinder zurücklassen, um für diese zu sorgen (vgl. Adepojou 2004: 5).
