Research information management

Current trends such as Virtual Research Environments, Unified Communication and Collaboration and Social Media motivate the elaboration of collaboration facilities within Current Research Information Systems. In particular, federated scenarios demand for an enhancement in the way different CRIS or the researchers respectively exchange information. Besides covering the complete research process, the next generation of CRIS has to address these issues by allowing the researcher an efficient way to communicate. The session will focus on the new version of CONVERIS, which not only aims to introduce the methods and principles to cover the complete research process but also to elaborate collaboration features of CONVERIS.

We present a project for data integration about researchers resumes using open data standards languages such as RDF and OWL. We also use standard ontologies and vocabularies like FOAF, BIBO, SKOS etc. The data is collected from the Brazilian CNPq Lattes Platform and will be made available online as SPARQL endpoint and in a VIVO Application instance after the mapping from our data model to VIVO ontology.

The paper offers a comprehensive examination of the ethical considerations surrounding the management of research information within an organization. It includes a summary of survey findings and an overview of ongoing research efforts. Special attention is given to ethical standards pertaining to data quality, data models, and data formats, which are essential factors in organizing research knowledge. As open science continues to gain prominence, research ethics - such as integrity, openness, and transparency - become increasingly crucial. Adhering to these open science principles will play a pivotal role in determining future research funding. Hence, it is crucial to understand how current research information systems (CRIS), a particular type of knowledge organization systems, deal with matters concerning scientific misconduct and integrate ethical guidelines for both individuals and institutions into their data structures.

In the context of open science, universities, research-performing and funding organizations and authorities worldwide are moving towards more responsible research assessment (RRA). In 2022, the European Coalition for Advancing Research Assessment (CoARA) published an agreement with ten commitments, including the recognition of the “diversity of contributions to, and careers in, research”, the “focus on qualitative evaluation for which peer review is central, supported by responsible use of quantitative indicators”, and the “abandon (of) inappropriate uses in research assessment of journal- and publication-based metrics”. Research assessment (RA) is essential for research of the highest quality. The transformation of assessment indicators and procedures directly affects the underlying research information management infrastructures (also called current research information systems) which collect and store metadata on research activities and outputs. This entry investigates the impact of RRA on these systems, on their development and implementation, their data model and governance, including digital ethics.

While the topics of CRIS and FAIR are not new, after decades of research on CRIS, CRIS and their FAIRness remain a relatively overlooked dimension of CRIS. To address this problem, we conduct a systematic literature review (SLR) that connects the fragmented knowledge accumulated through the observation of CRIS development/maturing dynamics and attempts to make them or their elements FAIR. Based on the SLR we assemble the overarching framework that expands the theoretical foundations of CRIS and their FAIRness based on the existing practices.

• Open Access to scientific results-from publications to data-is high on the agenda of s c ienc e policy drivers. Since long there is no doubt that making your own research available on the web is the bes t way to gain v is ibility and impac t (Lawrenc e 2001). The Open Acc es s mov ement s tarted with calls for self-archiving (Harnad 2001), led to new technological solutions for scholarly communication (Macgregor et al. 2014), conquered the science political area (Budapest Open Ac c es s Initiativ e 2002), and has now reached the s tage of being implemented in ev aluation schemes. For the latter Current Research Information Systems (CRIS) play an increasing role. In Europe, OpenAire2020 and euroCRIS have joined forces to promote CERIF-an XML based data model-as a standard to exchange research information, and commercial parties (such as PURE and CONVERIS) have in principle agreed to make their systems CERIF compliant. • This pos ter dis c uss es the us e of CRIS for monitoring OA. In partic ular we disc us s different definitions of Open Access as implemented in technical systems, and the consequences of applying those different measures to determine the percentage of OA publications of a country. More partic ular, we present empirical analys is of growth, ins titutional and dis ciplinary distribution of Open Access publications based on NARCIS, the RIS portal into the Dutc h res earc h lands c ape. We dis cuss limitations and differenc es in OA c ounts due to different tec hnic al solutions. Bas ed on thos e empiric al ex plorations, we s ee a need of further methodological research about the metrics of Open Access prior to implementation of some metrics in evaluation schemes. At the same time, we demonstrate the potential of standardized and harmonized research information, and argue for further collaboration to create networked observatories of scholarly activities, in which Open Access is one important indicator.

Electronic publishing is one part of a much larger process. There is a research lifecycle from creation of a programme for funded research through research proposals, projects, outputs (including publications), exploitation (both for further scholarly work and for commercial or quality of life benefits) and creation of the next programme. Throughout this lifecycle information is the lifeblood; publications are used and created at all stages. The vision proposed brings together electronic research publications with associated datasets and software all contextualised by a CRIS (Current Research Information System) which provides information on projects, persons, organisational units, outputs (products, patents, publications), events, facilities, equipment and much more. Via the CRIS, research output can be linked to financial, project management and human resource data: indeed finally the cost of production of a publication can be compared against its benefit. Realising the vision requires advanced IT architectures including GRIDs and ambient computing. Against this vision current debates about subscription-based publishing and gold author-pays open access publishing, about grey literature and green open access self-archiving can be regarded with clarity and objectivity. The way ahead is clear: funders of research should mandate green self-archiving for the benefit of research and of the twin beneficial consequences: wealth creation and improvement in the quality of life. These benefits far outweigh any shortterm benefits from the publishing industry in profits or tax-take. There is still plenty of market opportunity for publishers and their doomsday predictions are unsustainable.

The end-user demands low effort threshold access to systems providing e-information, ebusiness and e-entertainment. Innovators and entrepreneurs require also equally low-energy access to heterogeneous information homogenized to a form and language familiar to them. On top of that, decision-makers-whether in a control room or government strategic planning-demand equally easy access to information that is statistically or inductively enhanced to knowledge, and access to modeling or simulation systems to allow 'what if?' requests. Researchers and technical workers have an additional requirement for rapid integration of information with statistical, induction, modelling and simulation systems to generate and verify hypotheses so generating data and information-to be used by others-which in turn advances knowledge. Access is required-and can now be provided-anytime, anyhow, anywhere through ambient computing technology. A new paradigm, GRIDs, provides the architectural framework. Where are the CRISs?

User demands to have access to complete and actual information about research may require integration of data from different CRISs. CRISs are rarely homogenous systems and problems of CRISs integration must be addressed from technological point of view. Implementation of CRIS providing access to heterogeneous data distributed among a number of CRISs is described. A few technologies-distributed databases, web services, semantic web are used for distributed CRIS to address different user requirements. Distributed databases serve to implement very efficient integration of homogenous systems, web services-to provide open access to research information, semantic web-to solve problems of integration semantically and structurally heterogeneous data sources and provide intelligent data retrieval interfaces. The problems of data completeness in distributed systems are addressed and CRIS-adequate solution for data completeness is suggested.

Metadata provides the human-and machine-accessible gateway to data, improves data to information, and provides the semantic context within which knowledge can be induced from information. Metadata is the means for using together scientific data from heterogeneous sources. A CRIS commonly holds data which, while useful in itself, commonly is also metadata describing more detailed data and information on projects, persons, organizations, products of R&D (patents, products, publications) equipment used for R&D and R&D funding. It is important, therefore, to classify the metadata formats used in various scientific repositories in order to understand their scope and interoperability, and their relationship to CERIF representing CRISs. Metadata formats are reviewed according to intention, abstraction level and technology criteria. The place of CERIF in CRISs in this wider sense (including scientific repositories) is considered and compared with other metadata models and formats. The superiority of CERIF (in formalism and flexibility) is demonstrated.

The recently released report Practices and Patterns in Research Information Management: Findings from a Global Survey, jointly produced by OCLC Research and euroCRIS, shines a light onto a relevant area of repository evolution, namely the ever increasing coupling of its workflows to those traditionally associated with Research Information Management (RIM, or CRIS) systems. Previous landscape analysis had already identified this trend a few years ago, and this comprehensive OCLC/euroCRIS exercise provides new evidence on repositories and RIM systems acting like a single integrated, interoperable system for the purpose of collecting and exposing the institutional research output. In academic and industrial research, writing a project proposal is one of the essential but time-consuming activities. Nevertheless, most proposals end in rejection. Moreover, research funding is getting more competitive these days. Funding agencies are increasingly looking for more extensive and more interdisciplinary research proposals. To increase the funding success rate, this PhD project focuses on three open challenges: poor data quality, inefficient funding discovery, and ineffective collaborative team building. We envision a Predictive Analyticsbased approach that involves analyzing research information and using statistical and machine learning models that can assure data quality, increase funding discovery efficiency and the effectiveness of collaboration building. Accordingly, the goal of this PhD project is to support decision-making process to maximize the funding success rates of universities.

In the context of the wide research environment we introduce the CERIF (Common European Research Information Format) data model which (a) has a richer structure than the usual metadata standards used in research information; (b) separates base entities from link entities thus providing flexibility in expressing role based temporal relationships; (c) defines a distinct semantic layer so that relationship roles in link entities and controlled value lists in base entities are separately managed and multiple vocabularies can be used and related to each other; (d) can generate the common metadata formats used in research information. CERIF is used widely and is an EU Recommendation to Member States. At the request of the European Commission, CERIF is maintained, developed and promoted by euroCRIS.

The integration of research information systems with existing university processes has tended towards information exchange models in which the CRIS ingests information from existing systems and takes on functions that were previously distributed across several independent solutions. This paper draws upon the experience of the implementation of a CRIS at the King Abdullah University of Science and Technology (KAUST) to posit a model in which functions remain distributed so as to take advantage of the strengths of each system. The functions discussed include institutional reporting, publications tracking, preservation of research outputs, provision of public access, researcher identity and profiling, and metrics analysis. The systems reviewed include a CRIS (Pure), a locally developed publications tracking system, a hosted DSpace repository, a locally developed ORCID integration, and a metrics dashboard (PlumX). The interactions between these systems forms a network of services to our research community, with each node connected to several others, and we discuss how we arrived at the current arrangement, as well as its drawbacks and advantages. The still limited use of standard data exchange formats like CERIF XML is discussed as a constraint that increases the costs of adding to and maintaining the network of services. At the same time we look at how increased standardization should make this distributed approach sustainable, allowing institutions like ours to mix and match complementary systems to achieve an optimal set of research information services for our needs.

The term "grey literature" is used for documents disseminated through non-traditional channels. As a general rule, these documents are accessible outside the book publishing and distribution system. In recent years, this kind of literature is in high demand, in so far that the "grey documents" often contain most up-to-date information. They are stored in institutional electronic archives-repositories. In the report is introduced the most popular electronic archive-Open Grey and the repositories of the Balkan countries, incl. Bulgaria.

This paper addresses a bibliometric methodology to discover the structure of the scientific 'landscape' in order to gain detailed insight into the development of R&D fields, their interaction, and the transfer of knowledge between them. This methodology is appropriate to visualize the position of R&D activities in relation to interdisciplinary R&D developments, and particularly in relation to socioeconomic problems. Furthermore, it allows the identification of the major actors. It even provides the possibility of foresight. We describe a first approach to apply bibliometric mapping as an instrument to investigate characteristics of knowledge transfer.

(OA) has many tendrils running across the wider research information landscape. There are more researchers, organizations, and systems than ever before engaging with (or being asked to engage with) OA throughout the research ecosystem. However, too often OA activities and processes within repositories remain siloed from research information management systems (RIMS) and tasks, creating an undue burden of time and duplicating effort, thereby undermining the overall effectiveness of OA. By investing in interoperable metadata standards and practices, and creating a networked landscape of systems and community, technology ecosystems can be created that encourage researchers to make even more of their research open while streamlining research information management activities. By unifying the community around a more sustainable, systems-agnostic approach focused on flexible interoperability, it is possible to create an environment in which organizations can choose the tools relevant to their needs, bring those tools together in a complementary dynamic, and maximize data reuse.

Deploying NREN infrastructures is considered a crucial step for fostering Science and Technology in Africa as it will allow to support advanced services for sharing science. For managing science components and players, the Current Research Information System (CRIS) has been proposed and adopted internationally. Understanding these concepts and applying them in the science ecosystem of developing countries will allow to foster science management in these countries, saving years of progress. Facing the above, this paper discusses the challenges and strategies for the implementation of technological platforms for accessing science, taking Mozambique and its NREN as the primary goal. Answering questions such as "What is the current state of Science and Technology in Mozambique? What are the challenges and strategies to put Mozambique a step forward in science development?" is the aim of this research work. The proposals envisioned in this paper are sustained by the analysis of worldwide initiatives and recommendations regarding open access to science, CRIS inputs, the Portuguese and African context, and the Mozambican science and education ecosystem. This work also aims to provide insights for other developing countries by identifying good practices and international cooperation opportunities.

Industry-specific applied science has suffered greatly from the reforms and recession during 1990 th and was practically destroyed.

This assessment was part of a national project to evaluate the performance of all Russian scientific organizations carrying out research, development and technological work. The authors participated in the adjustment of the methodology of the quantitative part of the assessment, the calculation of the indicators and the analysis of the results. The subject of this work is a review of the evolution of approaches to research assessment and evaluation in Russia in recent years, the analysis of the positive and negative aspects of the selected methods.

In this presentation we describe a set of initiatives adopted to develop an integrated network of repositories. In particular, we focus on the guidelines, tools, services and open access practices, Furthermore, we demonstrate how such network can be easily implemented in other contexts and and can interact with other systems of the science management ecosystem.

PTCRIS (Portuguese Current Research Information System-https://ptcris.pt/) is a program aiming at the creation and sustained development of a national integrated information ecosystem to support research management, according to the best international standards and practices. This ecosystem includes outcomes and outputs modules, in particular institutional repositories managed by the nationwide service RCAAP (Scientific Open Access Repository of Portugalhttp://www.rcaap.pt/). In order to achieve such vision, PTCRIS has two main goals. The first one is to define a regulatory framework based on the best international standards and practices. The second is to foster the adoption of such framework in the various information systems, both national (including RCAAP) and local (at the institution level). This paper reports the context, strategy and work developed thus far to make the Portuguese repositories network (RCAAP), with more than 40 repositories, compliant with the national research ecosystem (PTCRIS) by adopting its regulatory framework. Integrating RCAAP within the PTCRIS ecosystem will greatly contribute to promote open scholarship, open data and open science.

In 2012. INBO decided to manage and disclose its research information by integrating its research output (papers. reports) with several other relevant data sources. To this purpose. an implementation project with Atira (Denmark) was started to deploy PURE as Current Research Information System (CRIS). This CRIS is based on the 'Common European Research Information Format (CERIF)' which allows a straightforward data exchange among European organizations. The system. however. also offers several useful services to INBO's own scientific and managerial levels. This paper describes the practical implementation of PURE at INBO. and its main characteristics.

Nowadays, there is full consensus that the promotion of Science, Technology and Innovation (STI) has a positive impact on the economic growth of a country. In Peru, the National System of STI doesn't have enough information for decision-making, because it doesn't have an information system to manage (collect, systematize, store and communicate) the data generated during execution of each activity carried out. In this context, CONCYTEC (public body in charge of the development of policies, regulations and promotion of activities related to the STI) is planning to build a tool to cover this need, project that has financial support from the World Bank. To fulfill this task in order to cover the needs of all the actors involved in STI in the country, a study was carried out at a national level to know the current state of the processes and the computer supports of the research centers, research institutes and universities of the country to know their needs, and be able to pursue a common goal. We visited 20 public universities, 23 private universities and 10 research institutes. Through these visits, it was possible to know their needs, institutional objectives, type of decisions they make, the level of implementation of their current management systems of research activities and what kind of systems are being used (open-source products, commercial products or in-house systems) and how these systems interoperate with other ones, the type of content they store, and the type of indicators they need to generate as part of their management activities, as well as their degree of satisfaction with respect to the they have for decision making. The information collected was compared with the benefits of different CRIS alternatives existing in the market in order to establish the path we will follow as a country. The decision taken is aligned with the needs of the institutions visited, with the needs that we have as a State, and with the project "Improvement and Expansion of the Services of the National System of Science, Technology and Innovation" financed by the World Bank.

Summary In today's world of growing complexity in science, there is a need for systems to assist researchers, administrators, strategists, opinion-formers, entrepreneurs and innovators and also the general public. Systems are needed to provide both information for decision-making and support to the process of knowledge-creation. Here we investigate the former, proposing a call to action in Europe.
