This paper examines the evolution of IST in healthcare. The author introduces concepts associated with maturity models, addresses the generic maturity model for IST management, and presents the main maturity models, specifically focusing on the management of IST in healthcare. Widespread and detailed maturity models are not fully available, and the opportunity to develop new maturity models that focus on IST management in healthcare still exists.

El mundo comercial, al igual que el resto de sectores en el siglo XXI, ha sufrido una notable transformación. Las estrategias de ventas van perdiendo fuerza, por un lado debido al poder adquirido por los consumidores, que demandan llevar ellos la voz cantante en cualquier actividad comercial, y no les falta razón. Cada vez son más las ofertas disponibles, y cada día tienen más acceso a información sobre ellos, comparativas, productos, opiniones, convirtiéndose en verdaderos expertos en aquellos productos que desean consumir. Atrás quedaron aquellos días en los que el vendedor era el que informaba sobre las características del producto y aconsejaba al cliente cual era el más apropiado para él. Hoy el consumidor sabe que es lo que quiere y como lo que quiere, y el vendedor es un dependiente que sólo factura el producto. Por este motivo, las tecnologías de la información que han revolucionado nuestras vidas, también han revolucionado las estrategias de las ventas, los comerciales invierten tiempo en aprender numerosas técnicas de ventas para aumentar sus posibilidades de negocios, porque buscan saber cómo vender más.

The aim of this study is to investigate how students respond to learning activities using elearning. Researchers analyzed students' responses based on four aspects of activity, including attendance discipline, assignment collection accuracy, enthusiastic use of e-learning teaching materials, and participation in group discussions. The research method used in this study is a quantitative descriptive method and usability testing method. The data analysis technique used is descriptive percentage. The sample for this study consisted of 100 students from the informatics education study program, including the batches of 2019, 2020, and 2021. The results showed that the average response rate of students towards e-learning activities was 67.19% for the year 2019, 81.32% for the year 2020, and 78.59% for the year 2021. Based on the findings, it can be concluded that students from all three batches responded positively to the e-learning activities.

Participatory management establishes a dynamic of democratization of the public administration, since it associates planning and widespread participation, through political definitions and adjustments and changes. Its purpose is to discuss and define the population, in a democratic way, the distribution of investment resources. Major challenges put pressure on governments at the federal, state, and municipal levels, requiring them to be more creative and effective ways of achieving results, from the employment of increasingly scarce resources and an increasingly demanding and participatory population. Considering that the process of managing public resources is defined in the budget, it is necessary that it contains all the elements that facilitate and allow a correct application of these, among the universe of interests presented by the population through the participatory management process. Moreover, we propose a model for the management of optimization of the Public Budget, whose objective is to provide the administrator with the instruments necessary to optimize the application of available public resources. The methodology in the analysis of the feasibility, and the application of a multicriteria structured model and mathematical programming applied to the public budget, having as a case study a macro view of the budget for Municipal City Halls.

Mergers and acquisitions have become a normal business occurrence for companies large and small. Integration of entities following mergers and acquisitions are often more painful and less successful than they could be. The integration of information technology functions plays a vital role in the ultimate results of such a merger by actualizing product and customer synergies, establishing best practices drawing from the best of each organization, and providing smooth transition to integrated reporting and decision systems. This study proposes to investigate best practice for information technology leaders for integration of functions following mergers and acquisitions, considering outcomes and metrics, pre-merger activities, human resources, culture, learning and other key issues. Results are presented as the distillation of comments extracted from a wide variety of perspectives, organizational situations, and personal reflections by MIS professionals. Additional observations are noted, and several emergent questions aimed at furthering our understanding of this phenomenon are presented.

The Adriatic coast is characterized by the presence of a highly diversified lagoon system. That is considered to be a high tourism potential and a basis for a more sustainable development of the economy of the area in which they are found. We examine whether male investors are biased against female entrepreneurs. To do so, we use a proprietary dataset from AngelList covering fundraising startups. We find that female founders are less successful with male investors compared to observably similar male founders. In contrast, the same female founders are more successful than male founders with female investors. The results do not appear to be driven by differences across founder gender in startup quality, sector focus, or risk. Given that investors are predominately male, our results suggest that an increase in female investors is likely necessary to support an increase in female entrepreneurship.

Developing and middle-income countries increasingly emphasize higher education and entrepreneurship in their long-term development strategy. Thus, our work focuses on the influence of higher education institutions (HEIs) on startup ecosystems in Brazil, an emerging economy. As traditional data to perform this type of study, such as surveys, are challenging to get, we propose an alternative approach. Given the growing capability of social media databases such as Crunchbase and LinkedIn to provide startup and individual-level data, we draw on computational methods to mine data for social network analysis. Our approach enables different types of analysis. First, we describe regional variability in entrepreneurial network characteristics. Then we examine the influence of elite HEIs in economic hubs on entrepreneur networks. Startup companies solve many of today’s most challenging problems, such as the decarbonisation of the economy or the development of novel life-saving vaccines. Startups are a vital source of innovation, yet the most innovative are also the least likely to survive. The probability of success of startups has been shown to relate to several firm-level factors such as industry, location and the economy of the day. Still, attention has increasingly considered internal factors relating to the firm’s founding team, including their previous experiences and failures, their centrality in a global network of other founders and investors, as well as the team’s size. The effects of founders’ personalities on the success of new ventures are, however, mainly unknown. Over the last years, human resource management (HRM) has experienced significant transformations. The focus has passed from the administrative management tasks to becoming a strategic partner of the overall organization strategy, largely with the strong support of information technologies' evolution in this field of knowledge area. The extended use of information systems has a deep effect in the way HRM is managed nowadays. It boosted a major transformation of human resources (HR) processes and practices within organizations, namely on how they collect, store, use, and share information. Several HRM processes have become more efficient and the impact of this service level improvement allowed a greater involvement of HR in the business strategy. This new role in business strategy adds significant changes to HR function and to its professionals. Along this chapter, we discuss the effects of information systems in HRM, considering the existing literature on the topic, and describe the benefits and possible limitations of using them. We also provide an overview of some applications of technology in functional areas of HRM, within organizations.

Information and communication technology has deepened the problem of workplace surveillance by expanding the capacity to measure and monitor worker activity. Partly because of inadequate government attention to privacy protection and partly because the government itself has used security concerns to overturn privacy protections, civil society organizations and movements have increasingly taken an active role to secure the right to privacy. This paper assesses the extent to which trade unions in Canada have made privacy a sufficiently serious concern to see that privacy protections are incorporated into collective agreements. It assesses the progress made since Bryant's 1995 study which found practically no reference to electronic privacy protection in Canadian agreements. The paper concludes by identifying best practice language for unions negotiating to incorporate privacy, surveillance, and monitoring language in their collective agreements.

This article presents an attempt to develop an integrated overall management information system (MIS) growth and integration theory for the small organization. On the basis of experience gained from the design of a pedagogical MIS (PMIS) on a national scale, the school is used as a case in point. Nolan's six-stage data processing theory is adapted and condensed into a three-stage theory that suits the small organization's unique characteristics and needs and matches the recent developments in information technology. The three-stage theory enables the small organization to enter the data resource era in a rapid, orderly manner and achieve improved performance through information integration. The three dimensions that facilitate information integration progress (i.e. EDP evolution, computerized tools, and user types) are presented, analyzed, and characterized. The perception that organizations are developing very different organizational structures from those identified by Mintzberg (1979) has been steadily gaining ground. For example, the Colruyt Company has been developing a new organizational form since its start-up in 1965, which was distinctly different from any of the five basic forms identified by Mintzberg (1970) a decade later. This article shows how the Colruyt Company differs from its counterparts in terms of corporate core beliefs and values, employee involvement, managerial strategy and the application of information technology. The outcome of our research will be of value to other companies that desire to pursue innovative approaches similar to those followed by the Colruyt Company.

19 potato cultivars were studied in the stage of vegetation in 2010, on two agro-ecological regions of Kosovo. The points of re-search were the vegetation period, rudiment per hectare, dry ma-tter and others. Results analysed have shown differences between cultivars in all parameters analysed in comparison with the indi-cating standard. 

Beckground: Francisella tularensis is a gram-negative zoonotic pathogen primarily of animals and occasionally of humans. The disease is now recognized as tularemia in most parts of the world, but it has been called rabbit fever, deer-fly fever, and market men’s disease in the United States; wild hare disease (yato-byo) and Ohara’s disease in Japan; and water-rat trappers’ disease in Russia. Tularemia continues to be responsible for significant morbidity and mortality, despite the availability of numerous antibiotics active against the organism. The first cases of tularaemia in Kosovo are reported in the south-western part of Kosovo, in the region of Gjakova in April 2000 in the village of Brovina - 22 patients who were infected through contaminated well water. In recent years, Business Intelligence (BI) has begun to play a critical role for businesses in terms of organizational development, helping them both to improve performance and to establish competitive advantages. However, there are many obstacles to the successful implementation of BI. This paper will discuss the challenges of BI, examining whether the reasons for failed implementation have been predominantly from BI capabilities or implementation strategy which is based on business-driven or technical. A suitable conceptual framework for the study of BI has been suggested according to set techniques and strategies which match the purpose of this research.

In the healthcare domain, maturity models have also been used to address a wide variety of challenges and the high demand for hospital IS (HIS) implementations. The increasing volume of data, is exceeded the ability of health organizations to process it for improving clinical and financial efficiencies and quality of care. It is believed that careful and attentive use of Data Analytics in healthcare can transform data into knowledge that can improve patient outcomes and operational efficiency. A maturity model in this conjuncture, is a way of identifying strengths and weaknesses of the HIS maturity and thus, find a way for improvement and evolution. This paper presents a proposal to measure Hospitals Information Systems maturity with regard to Data Analytics. The outcome of this paper is a maturity model, which includes six stages of HIS growth and maturity progression.

We analyze longitudinal data on innovative start-up projects and apply Lazear's jack-of-alltrades theory to investigate the effect of nascent entrepreneurs' balanced skills on their progress in the venture creation process. Our results suggest that those nascent entrepreneurs who exhibit a sufficiently broad set of skills undertake more gestation activities towards an operational new venture. This supports the notion that a balanced skill set is an important determinant of entrepreneurial market entry.

The United Nation's sustainable development goal for 2030 is to eradicate the global malaria epidemic, primarily as the disease continues to be one of the major concerns for public health in sub-Saharan Africa. In 2015, the region accounted for 90% of malaria deaths. Mozambique recorded a malaria mortality rate of 42.75 (per 100,000). In Chimoio, Mozambique's fifth largest city, malaria is the fourth leading cause of death (9.4%). Few data on malaria mortality exists in Mozambique, particularly in relation to Chimoio. The objective of this study was to characterize malaria mortality trends and its spatial distribution in Chimoio. Background: In Africa, urban malaria is a major concern, since the towns and especially their suburbs are growing quickly. In Mozambique, malaria represents 45 % of all cases of outpatient visits and 56 % of inpatient visits at paediatric clinics. Malaria is a major public health burden in Chimoio Mozambique and few studies on malaria exist. Methods: The study was carried out to establish the spatiality and temporality of malaria and describe socio-demographic characteristics of malaria patients in Chimoio. Weekly malaria data for 9 years (2006-2014) were collected from the district Epidemiological Bulletin and incidence by season, age, gender, and residence was calculated. SPSS version 20 was used for statistical analysis and ArcGis 10.1 was used to produce maps. Results: The annual overall average of malaria incidence was 20.1 % and the attributable fraction (AF) of malaria was 16 %. There were differences in weekly and yearly malaria occurrences throughout the period. There was no difference in malaria cases between male and female patients. Children under 5 years of age are three times more prone to malaria than adults (p < 0.05). Three temporal clusters of malaria were identified: cluster 1, weeks 25-47 with average weekly cases of 618 (sd = 251.9), cluster 2, weeks 18-24 and 48-51 with average weekly cases of 1066 (sd = 317.4). cluster 3, weeks 1-17 and 52 with average weekly cases of 1587 (sd = 722.4). Similarly, three different clusters were identified according to residential areas: cluster 1 (10 %) mostly urban, cluster 2 (22 %) mostly suburbs, cluster 3 (28 %) mostly rural areas. Conclusion: Malaria is increasing in the suburbs, and rural areas present more cases of malaria compared to urban areas. This article is an initial step to understand the dynamics of malaria in Chimoio. Results suggest that malaria varies in time and space, and that precision public health strategy should be used to control malaria occurrence. Studies on weather factors affecting malaria cases, bed net usage, and others should be undertaken.

From the beginning of its use, the term information resource management (lRM) has had a wide range of meanings. This is due, in part, to its independent development in three different sectors of the information processing community: database management, records management and data processing management. This paper traces the origins and evolution of the concept of information resource management through a review of the IRM literature over the past fifteen years. The methodology involved examining definitions of IRM along the following dimensions: disciplinary perspective, management scope, societal sector, vocabulary and goals. It was found that while the IRM concept evolved in three different arenas with little interaction occurring among them, the current view of IRM represents a convergence of perspectives. IRM, today, has three goals: to maintain a global view of corporate data, to position the chief information officer at a high level in the corporate hierarchy, and to integrate both information and the information technologies. The future success of IRM will depend upon its ability to incorporate end users into the information management framework.

Adopting a careers perspective of entrepreneurship, we theorize new venture creation as a phase transition in the course of a career. We then analyze individuals&#39; transitions to founding high-potential startups or entering self-employment in the high-technology ecology in the United States. We first show that machine learning models applied to the identity claims of hundreds of thousands of entrepreneurs can successfully classify types of entrepreneurial activity in the tech sector. Next, in an extensive risk set comprising two million career histories of could-be entrepreneurs, we show that the human capital and career-based antecedents of these two types of entrepreneurship are not just distinct—they typically are diametrically opposed. Results show that not only do these different groups of entrepreneurs, so-called &quot;hobos and highfliers&quot;, exhibit stark differences in identity claims, but the individuals who create these ventures depart from fundamentally different s...

In the last five decades, maturity models have been introduced as reference frameworks for Information System (IS) management in organizations within different industries. In the healthcare domain, maturity models have also been used to address a wide variety of challenges and the high demand for hospital IS (HIS) implementations. The increasing volume of data, is exceeded the ability of health organizations to process it for improving clinical and financial efficiencies and quality of care. It is believed that careful and attentive use of Data Analytics in healthcare can transform data into knowledge that can improve patient outcomes and operational efficiency. A maturity model in this conjuncture, is a way of identifying strengths and weaknesses of the HIS maturity and thus, find a way for improvement and evolution. This paper presents a proposal to measure Hospitals Information Systems maturity with regard to Data Analytics. The outcome of this paper is a maturity model, which includes six stages of HIS growth and maturity progression.
