Arab countries are entering a new phase of economic development with an emphasis on the crucial role of innovation and technology in promoting sustainable development,  and close the gaps with the rest of the world as quickly as possible.
Technological capabilities and innovation have always been a fundamental component of economic growth and welfare.
The word of innovation  uses a lot to describe something new, amazing or unique, even we talk  about  superior ideas or arts, without distinction between these things especially from it's nature, in the fact not every thing new or amazing is called innovation that can make the abilities of industrial firms and whole economy become more strong.
The term of innovation was used for the first time by Schumpeter, he  was among the first authors to stress the important role of innovation in his book "The Theory  of  Economic  Development"  (1934).    There,  he  not  only described economic development as the disruption of the regular circular flow  caused  by  the  introduction  of novelties, but he also dedicated a large part of his presentation to the description of the entrepreneur as the economic actor who kicks off economic development (Hanusch and Pyka, 2006).
This study could achieve some results, and suggest that despite some important achievements in the field of the study, there are still big challenges facing the Arab countries to make a high jump  towards innovation and technology economies and better societies.
To achieve the goals of the study, it's divided to an introduction and literature review, section 3 provides a summary of  Socio-economic characteristics of  GCC and  Rest of Arab countries.

Abstract:
This paper studies  the reality of the research and studies Centers in the University of Basrah, The Research and Studies Centers are one of the effective situations in making decisions in all fields of life such as political, economical and security. So these centers offers a big services to it's societies in making plans and forecast the future, beside try to solve the problems which faces the economic and social development. For that the research and studies centers became very  important  in the advanced  countries, but in Iraq it still undeveloped and there are a lot of problems faces these centers , this research try to find out these problems and suggest how to solve it by using questionnaire to the staff of these centers
(1) Introduction
Conducts scientific research centers based on the needs of the various sectors of society, whether on its own initiative to develop solutions to the problems.
The reality of scientific research in Iraq parochialism and humility as Iraq occupies the rear at the global level according to the indicators used to measure the progress of states in the field of scientific research, for example spending of R&D as a percentage of GDP in Iraq is (0.1%)  in 2010, and this is very low compared to the world average of (2.3%), and the average of developing countries of (1.5%) . For Iraq there were only one  patent registered in the Patent Office and the U.S trademark for the period 2000 to 2005.
At this paper the researcher try to find out what are the most problems facing the researchers at research centers in University of Basrah by using questionnaire, the  study population were all researchers working in the centers of studies and research at the University of Basrah which they are (224) researchers, has been survey of a sample is estimated at (75) researchers make up (33.48%) of the study sample, the sample included all the centers of studies and research at the University of Basrah.

First: Concept and importance of scientific research.
Second: Scientific research centers and the ingredients of success. 
Third: Legislative framework for the study centers of the Ministry of Higher Education and Scientific Research in Iraq.
Fourth: The reality of scientific research in Iraq.
Fifth: Field impediments to scientific research in the study centers at the University of Basrah.
Sixth: Conclusions and Recommendations. 
(2) Aim of the project:
The main aim of this project is to find out most important problems faces the research centers at University  of  Basrah, and this will lead to put the right strategy to develop the scientific research sector especially at University of  Basrah and generally in Iraq.

o "The scientific activity in studies and research centers at University of  Basrah faces a lot of financial, managerial and regulation barriers"
o Methodology:
o This paper used the descriptive analytical method.
Results:
1- The absence of official concern in scientific research in Iraq and we can see this through lack of strategic plans and tools to develop it.
2- Research centers at University of Basrah depend almost entirely on direct government funding with the absence of other sources of funding and support.

3- Researchers at research centers at University of Basrah suffers from frequent complications and length of administrative, legal and financial  procedures.
4- There is a clear lack in the number of researchers from the campaign of scientific degrees and titles supreme –Ph.D, professors and assistant professors.
5- At the time should research centers providing distinguished researchers by attracting qualified manpower and develop it, the brain drain from Iraq are of the highest rates in the world.
6- The research has some recommendation like: Universities should ensure that travel funds are available for staff to attend international conferences, Access to essential published material
not held locally and not available electronically          should be facilitated by a travel fund, Work collaboratively both  internally and internationally

Abstract:
The natural gas is one of the most important resources for energy, and in a lot of countries it become the main second resource after oil. We can notice that there is a rising in depending on natural gas in a lot of social and industry sectors. In 2009 the International reservation from natural gas was more than (187 Billion Quebec Meter).
The experiment of Qatar in producing and industrialization of natural gas was one of the most successfully experiments in the world, Qatar become at the third stage internationally in the reservation of natural Gas and it's producing was rise from (27 Billion Quebec Meter) in 2001 to (77 Billion Quebec Meter), also the producing of liquid natural gas was rising from (18.6 Billion Quebec Meter) in 2002 to  (41.84 Billion Quebec Meter) in 2007 and in this quantity Qatar become the first internationally in producing and exporting liquid natural gas.

The tourism industry is modern and sophisticated industry, It is one of industries that contribute to creating jobs and new careers. Tourism activities covers variety of segments and contribute significantly to national income as a result of marketing and product development to meet the changing needs of customers

Iraq has tourist attractions based on natural and human resources There is hardly any country in the world containing such elements of Iraq's tourism in different fields of tourism (Religious, Antiquities, health tourism, Marsh Lands, and entertainment).

Kurdistan region is now in transform stage from close economy to open economy, and FDI playing a vital role to achieve the economic and social goals for the region.
Goal of the research:
Explain the status quo of Environment Investment in Kurdistan Region during the period (2006-2010) and how to develop it.
Ways:
1- Prepare the suitable climate investment and marketing the region as an attractive area for local and FDI.
2-Develop the Infrastructure of the Region.
3-Develop the human resources in the region.

تقع البصرة على ضفاف شط العرب على بعد حوالي 67 كم من الخليج العربي . تبعد عن العاصمة بغداد بحوالي 549 كم ، وتوصف بأنها ثغر العراق ، وهي المنفذ الوحيد له للاتصال بالعالم الخارجي بحراً عبر ثلاثة خطوط ملاحية عالمية عن طريق مينائي أم قصر والفاو . ترتبط البصرة جوا عبر مطارها الدولي بعدد من العواصم العالمية ، فيما ترتبط بخمسة طرق برية منها أربعة للسيارات والخامس طريق للقطار السريع ، وبطريقين نهريين بالعاصمة والمحافظات الأخرى عبر نهري دجلة والفرات .
تجاور البصرة ثلاث دول هي الكويت ، السعودية ، إيران ، وهو ما عزز موقعها كأهم مركز تجاري في العراق . تضم البصرة حوالي (65) مليار برميل نفط خام كاحتياطي مؤكد . هو ما يتجاوز نصف الاحتياطي النفطي في العراق .

تعد البصرة من أهم المراكز الاقتصادية في العراق ، نظرا لإمكاناتها الزراعية والصناعية والتجارية، التي تؤهلها لأن تكون أحدى أهم المدن الخليجية . إن لم تكن أهمها على الإطلاق.

على الرغم من أن تاريخ وجود العمالة الأجنبية في دول مجلس التعاون يعود إلى الأربعينات من القرن الماضي إلا أن أعدادها ارتفعت بشكل كبير منذ بداية السبعينات وخصوصا بعد الطفرة النفطية الأولى في أسعار النفط عام 1973، واستمر هذا التزايد إلى وقتنا الحاضر، نتيجة حاجة دول المجلس لتلك العمالة من أجل انجاز مشاريعها التنموية والاستثمارية ولعدم قدرة الأيدي العاملة المحلية لتغطية تلك الحاجة.
أهمية البحث:
أدى ارتفاع أعداد القوى العاملة الأجنبية في دول مجلس التعاون إلى آثار سلبية عديدة على الجوانب الاجتماعية والسياسية والاقتصادية، لذا فان هذه الدول بدأت بإتباع سياسات تهف إلى تقليل نسبة العمالة الوافدة إليها واستخدام برامج لتوطين العمالة المحلية ، لكن هذه البرامج والسياسات ما زالت دون المستوى المطلوب لتحقيق هذه الأهداف.
مشكلة البحث:
زيادة حجم القوى العاملة الأجنبية داخل اقتصادات دول مجلس التعاون يقابله انخفاض واضح في أعداد القوى العاملة الوطنية أو عزوفهم عن العمل في بعض المجالات بسبب العادات والتقاليد الاجتماعية.
أهداف البحث:
تتمثل أهداف البحث في الآتي:
1- دراسة واقع البطالة والهجرة في دول مجلس التعاون الخليجي.
2- استعراض سبل حل مشكلة البطالة بين المواطنين وتحليل الجهود التي بذلتها هذه الدول في سبيل حل تلك المشكلة.

يمر إقليم كردستان بمرحلة انتقالية حاسمة اقتصاديا ستكون لها آثار مهمة على مستقبل اقتصاد الإقليم، وتتضح أهمية هذه المرحلة بما يشهده الإقليم حاليا من تحولات كبيرة تشهدها البنية التحتية، والإصلاحات التشريعية الواسعة والمتلاحقة التي طالت الكثير من الجوانب السياسية والاقتصادية والاجتماعية، فضلا عن القوانين المستحدثة وفي مقدمتها قانون الاستثمار الذي أصدره الإقليم في عام 2006 بهدف توفير الأموال اللازمة للتنمية الاقتصادية والاجتماعية التي يهدف الإقليم لتحقيقها خلال السنوات القادمة، فضلا عن أن ذلك يتطلب تطوير البيئة الاستثمارية فكلما تحسنت البيئة الاستثمارية كلما كان أثر الاستثمارات الأجنبية المباشرة على النمو الاقتصادي أسرع وأقوى ، فالحرية الاقتصادية وبساطة الإجراءات ووجود أسواق مالية متطورة وارتفاع مستوى التعليم والتدريب وانخفاض مؤشرات الفساد تزيد بشكل كبير من مساهمة الاستثمارات الأجنبية المباشرة في النمو الاقتصادي.

العلاقة بين الاستثمار الأجنبي المباشر وتطوير القدرات العلمية والبشرية هي علاقة طردية، فكلما توافر رأس المال البشري المدرب والمؤهل في بلد معين كلما ارتفعت قدرة ذلك البلد على جذب الاستثمار الأجنبي المباشر.
    ولم يكن نجاح ماليزيا في تطوير اقتصادها وزيادة قدرتها على جذب الاستثمار الأجنبي المباشر إلا نتيجة عوامل عديدة أبرزها اهتمامها بتنمية المورد البشري وتطويره من خلال زيادة مخصصات الإنفاق على قطاعي التعليم والصحة، مما أدى إلى نجاحها في تأسيس نظام تعليمي متطور ساعدها على توفير قدرات علمية مؤهلة استطاعت جذب الشركات الاستثمارية العالمية إلى ماليزيا وبالتالي أسهم وبشكل كبير بحدوث تحولات هيكلية جذرية في الاقتصاد الماليزي، وأصبح القطاع الصناعي هو العصب الرئيس لهذا الاقتصاد بدلا من القطاع الزراعي الذي احتل هذه المكانة سابقا، فضلا عن احتلال ماليزيا لمراتب متقدمة عالميا في مجال تصنيع أشباه الموصلات والرقائق الالكترونية، وتوظف القدرات العلمية اليوم كأداة مهمة لبلوغ مرحلة الاقتصاد المعرفي القائم على تقنية المعلومات والاتصالات.

يركز هذا البحث على دور وأهمية الطاقة المتجددة في تحقيق التنمية المستدامة في دولة الإمارات العربية المتحدة، و تبرز مشكله البحث من انه على الرغم من وجود مصادر الطاقة التقليدية في دولة الإمارات وخاصة النفط الخام والغاز الطبيعي. إلا إن هذه المصادر قابلة للنضوب بسبب  استنزافها فضلا عن مخاطرها على تلويث البيئة, والسؤال هو كيف يمكن استثمار مصادر المتجددة في الإمارات بشكل أفضل بحيث تكون مصادر مستدامة وصديقة البيئة.
  توصل البحث الى مجموعة من الاستنتاجات أهمها أن دولة الامارات تولي اهتماماً فعلياً بمجال الطاقة المتجددة وذلك لتحقيق مجموعة من الفوائد اهمها  توسيع دور مصادر الطاقة المتجددة في تنويع الاقتصاد المحلي ومصادر الدخل، إضافة إلى كونها الحل الفعلي والأمثل للحد من ظاهرة تغير المناخ.
اما اهم التوصيات التي وضعها البحث فكانت تشجيع التعاون و التبادل العلمي مع الدول المتقدمة في هذا المجال والاستفادة من خبراتها من خلال عقد الندوات واللقاءات الدورية على أن يكون ذلك مبنياً على أساس المساواة والمنفعة المتبادلة . فضلا عن تقديم دعم المادي والمعنوي  للمواطنين اللذين يستعملون الطاقة الشمسية في منازلهم.

Innovation means creating better quality products and services, which together create a better quality of life.The purpose of this research is to explain why the Gulf Cooperation Council (GCC) countries are still struggling in the field of innovation in spite of the fact that the council is made up of rich countries with high per capita income.The aim of this paper is to explain the reality of the situation with regard to innovation in the GCC countries and to identify the main obstacles and challenges facing these countries. The main finding, based on qualitative research methods, is that there are numerous obstacles facing GGC countries, obstacles such as low investment in research and development as a percentage of GDP, a very low number of high-tech exports as a percentage of manufactured exports and a low proportion of workers employed in knowledge-intensive activities.These findings confirm that the GCC governments need to make great efforts to develop innovation especially with regard to the indicators mentioned above.

Corruption is one of the most important economic problems that concern to planners and policymakers in many countries, including Arab Countries, which all have corruption, but it differs in size and effects, as a result of different combination of political, economic, and social for each country.
Indeed, in fact that corruption is not the result of this era, but is as old as
humanity. However, it has expanded its scope in recent years, especially in the Arab Countries prompting many researchers to the difference of their curriculum to explore the causes and effects of corruption and methods of treatment.
This research will focus on the clarification of the causes of corruption in the various Arab Countries and implications, and then presents a remedies to mitigate corruption then eliminate it.

خلال المئتي عام السابقتين كان هناك ابتكارين رئيسيين مهمين، الأول هو الثورة الصناعية التي جلبت لنا الآلات والمصانع والكهرباء والقطارات والطائرات وهذه الثورة أدت إلى تغيير حياة الناس إلى واقع لم يكن موجود سابقا وأسهم انتشار المعدات والآلات والمصانع في تشغيل الملايين من الأيدي العاملة ومهدت إلى الابتكار الثاني وهو ثورة الانترنت التي جلبت لنا قوة الكمبيوتر وشبكات البيانات وإمكانية الوصول إلى المعلومات بسهولة ويسر، وهذه الثورة غيرت حياة الناس أيضا ولم تعد كما كانت قبل ظهور هذه الثورة فالنسبة الأكبر من الناس الآن يستخدمون الانترنت في معظم مجالات حياتهم بدءا من التعليم والتجارة والطب والصناعة فضلا عن دخولها في صلب الاحتياجات اليومية مثل حجز وسائل النقل عبر الانترنت وحجز الفنادق والتسوق عبر الانترنت  والتواصل مع الأصدقاء والأقرباء بغض النظر عن المسافة التي تفصلهم عن بعضهم البعض.

Renewable Energy achieve  a lot of  goals one of most important of  these  goals is environmental protection, prompting many countries to pay attention to the development of this source of energy and put it seeks to achieve target,  and it became a choice to go towards renewable energy production by non-traditional sources inevitable in light of the success of many international experiences, they are, as well as numerous features  that characterize, especially taking into account the safety standards have declined, pointing at the total value of the registration costs 14-12 cents to generate a kilowatt, Which is unable to provide nuclear reactors sector that some countries in the region plans to launch over the next two decades, or generate this amount of energy, and employment opportunities without risk.
Highlights the problem of the research by asking the following: (despite the presence of traditional energy sources in the Gulf Cooperation Council (GCC), in particular, crude oil, natural gas, However, these sources are depleted due to depletion as well as the risk of polluting the environment, the question is how you can invest in renewable sources of these countries better so that they are sustainable sources and environment-friendly).
The importance of this research lies in the importance of the subject of renewable energy, which has become one of the most important areas raised in the twenty-first century and for economic and environmental reasons, At the importance of access to sustainable energy (renewable) and clean as collateral security for the present and for the future.

The aim of this paper is to examine the economic costs of the years of Islamic State of Iraq and Syria (ISIS) invasion to Iraqi governorates by assessing the Iraqi economy before and after the encroachment and to provide an overall view of the challenges and opportunities facing the Iraqi economy after the conflict. It uses a simple descriptive method of data analysis using analytical tools such as percentages, tables, and figures to achieve the objectives of the inquiry. Data for the study were generated from national and international references. The results show that the conflict, along with falling international oil prices, resulted in a weakened financial system, lower levels of gross domestic product, and higher poverty. A substantial increase in the unemployment rate, debilitated education, and large damages to infrastructure were also experienced. The study is one of the first studies to clarify and calculate the losses of the Iraqi economy in all its aspects because of the occupation of ISIS.
