In this paper, we present a new approach for retrieving similar images based on color-spatial fea... more In this paper, we present a new approach for retrieving similar images based on color-spatial feature. We propose the Spiral Representation Spatial Feature for images, which is rotation and scaling invariant. The Spiral Representation Spatial Feature is based on bit signature approach. The feature is extracted based on the Spiral Extraction Method, where the sub area is extracted in a circular manner, starting from the inner square and read in counter clockwise direction. The starting point of every square is the left upper sub area. The derivation of the rotated spatial features is proposed to be used for retrieval of rotated images. As an additional to common matching of whole images, partial image matching has been introduced to compliment the whole image matching, where the same images with different sizes and scaled, are retrieved as similar images, and also to locate the similar image appeared as sub image in another whole image.

Such processes include, but not limited to, search, classify, discover, share and learn. Despite major advancements in various IT tools to support these processes, integrated systems that are underpinned by AI and ST to perform dedicated knowledge services still do not exist. This talk will comprehensively report on efforts by the Knowledge Management Research Centre (KMRC) at HKPolyU to leverage on the abovementioned technologies to perform search, classification, knowledge discovery, navigation, and learning, as well as applications for delivering knowledge services for individual knowledge workers and organizations. Examples of such services include automated knowledge audit, computational narrative simulation of scenarios, and an Intellectual Property Management System (IPMS).

The interaction between different cultures can be considered a multifaceted process of negotiation. It is well acknowledged that the use of Information and Communication Technologies (ICT) for indigenous cultural preservation and revitalization can lead to several challenges. In this context, Indigenous Knowledge (IK) represents a critical resource that needs to be focused towards specific processes and governance activities. The early efforts in knowledge management were on technologies to store, capture, and distribute knowledge, while the focus at present has shifted to make explicit, the tacit knowledge, but the development is more conceptual than practical. This study focuses on exploring the patterns of Indigenous Knowledge Management (IKM) and the supporting of a governance system of communities. Based on generic patterns of IKM, the goal of the research will be in developing an indigenous knowledge governance framework.

We proposed the Tacit-Implicit-Explicit (TIE) model to conceptualize the information and know-how engagement process with indigenous communities. The model is an extension of traditional knowledge creation models. It will provide an insight of the flow and absorption of new information and know-how in indigenous communities and will describe that on the base of new information, how the community flourishes innovation and knowledge creation? A case study of Bario-Buayan community information exchange and knowledge creation is presented while the research is still in progress to collect more case studies from communities and to validate the model.
