The concern with sustainable public purchases has been gaining strength over the years. However, several barriers are found to implementing this practice. At the same time, blockchain advances as technology part of the innovation of industry 4.0 and as a proposal to solve these difficulties. The study aimed to identify the perception of public procurement managers on the use of information systems with characteristic features of this technology, to reduce these barriers and elaborate a proposal for the use of blockchain in open innovation systems. The research developed is qualitative, quantitative and applied, being carried out through the application of a structured questionnaire to purchasing managers using the 92 prefectures of the State of Rio de Janeiro, located in Brazil, with subsequent analysis through descriptive statistics. The results of this work present relevant findings for public procurement through innovation and blockchain technology with the possibility of tracking the entire supply chain, allowing the verification of possible environmental and social damages such as the use of child or slave labor, the use of deforestation wood, counterfeit products, unethical agents, in addition to providing more transparency to the process of acquisition.

OBJECTIVE: This research aims to analyse the teleworking management practices to subside organizations and leaders to improve their performance and enhance workers quality of life. METHODS: A survey was carried out with teleworkers to obtain their perception of the analyzed factors, using the survey monkey tool. The collected data were analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM). RESULTS: The validated model for the practices analysis is composed of the constructs: business management, physical and people infrastructure, leadership, self-esteem, and job satisfaction. Based on the analysis carried out, it is suggested that organizations establish organizational telework policies, follow government policies and provide communication and competence plans. Moreover, it is crucial providing technologies and support to them and develop people management practices in teleworking. Leaders must provide confidence, a teleworking culture, professional advancement, integration, well-being, negotiation of goals and a training plan. The teleworker's satisfaction is due to the sustainability related to the work model and its choice defined by personal motivation, balance between personal and professional life and a sense of belonging. CONCLUSIONS: All variables observed, linked to the constructs and validated, can be considered by managers to improve human resource management and obtain better productivity results.

People perfectly recognize that life quality depends today on their science and technology regional advances. An increase in the economic and cultural levels (progress) is only possible if the development of human resources have a high priority. The Technology Transfer has a central position in these problems and the cooperation between R&D institutions and enterprises, from its surrounding environment, is one of the most important instruments to govern the process. Today, the science becomes a more important human activity, and questions related to the science are criteria of its maturity [nov91]. This scenario of science and technology change/evolution, seen in conjunction with the R&D institutions and companies, as key players in scientific and technology system, begins to takes effect in those institutions. It instigated scientific interest to figure out if the actors that participate in this process, the used mechanisms and the procedures are aligned toward the most adequate direction. Moreover, today, it is impossible study the relationships between the most important actors without taking into account the most important interface structure to manage the processes - the TTO. In some cases called Office of Technology Commercialization (OTC) – meaning an increase in commercial philosophy leading by profit. The article shows the results of a research that gathered information from some US TTOs, most of then in the State of Texas. We describe a master plan that explains the high-level view in management of technology transfer (TT). We show this plan as steps in a TT process, each step with its facilitators. The collection of facilitators reflects an overview and translation, to our Master Plan, of what is largely understood as the actual best practices. One of the most important result of our research was the compilation of 271 rules referring to 43 facilitator distributed in seven groups of facilitators. The methodological procedures consisted of documental analysis, interviews and surveys to validate the facilitators and its rules

In the past decades, BRICS nations' rapid economic development and growth have relied strongly on entrepreneurial activities as one of their main economic strategies. BRICS countries have fostered and supported entrepreneurial activities, including the role of universities in fostering entrepreneurial activities. This paper assesses the role and experience of Brazilian entrepreneurial universities in fostering and creating a dynamic entrepreneurial ecosystem within the Brazilian economy. Universities play a key role in unleashing new and innovative rounds of entrepreneurial activity and in creating and fostering a vibrant innovation ecosystem. The aim of the research project that gave rise to this paper was to identify, propose and validate a set of indicators for innovation and ST&I that identify the stage of maturity of the entrepreneurial university model in Brazilian universities. Our results shows that the indicators identified in the literature, proposed and validated using a questionnaire applied to the 68 best Brazilian universities can be used to underpin institutional innovation policies. Our results also strongly indicate that Brazilian universities are becoming vital players in fostering Brazil's innovation and technology ecosystem.

Such qualitative tool is one of the novelties presented. The other is information that advances understanding of the processes, procedures and structures required to transfer technology, as a set of best practices. From December 2008 to September 2010 a variety of methodologies (document analysis, participative observation, interviews and surveys) generated data which led to development of a theoretical framework. The theoretical framework, called Master Plan for Technology Transfer (TT), is a reference schema for best practices. The Master Plan contains 271 rules (good practices) referring to 43 facilitators distributed in seven groups. The facilitators and rules were selected from a coding process based on grounded theory, where facilitators are the categories and rules are their properties.Based on the methodologies and development of the Master Plan, we constructed a tool called Best Transfer Practices (BTP) which is a qualitative tool to assess and study TTOs and their host R&D institutions. The collection of rules and facilitators are the soul of our BTP. It is our contribution to the knowledge of actual practices in TT.
