There has been considerable interest among Public Administration scholars in collaborative public management and governance. However, there is a need for conceptual analysis of the two terms which share common aspects and differ essentially in scope and substance. We found that collaborative public management has a more local approach and focuses on the substance of collaboration practiced to solve societal problems and reach community goals at the organizational level. On the other hand, widely researched in management, political science, and public administration disciplines, collaborative governance has a global scope and focuses on both substance and process of collaboration in effectively solving societal problems with improved structures of nonhierarchical and decentralized institutions and mechanisms of citizen participation both through partnership projects and e-governance tools. The paper contributes to the better understanding of collaborative public management and collaborative governance with implications for both future research and practice.

u araştırma, alkol ve farklı tiplerde uyuşturucu maddelerin aynı anda kullanımının (multiple-type-drug use) insanların sapma ve suçlu davranışa yönelmeleri üzerindeki etkisini 2005 ABD Ulusal Uyuşturucu Kullanımı ve Sağlık Araştırması'ndan elde edilen veriler üzerinde yapılan Maksimum Olasılık Değerlendirme (Maximum Likelihood Estimation Logit Regression) tekniklerini kullanarak incelemektedir. Logistik regrasyon tekniğinin kullanıldığı analizler sonucunda çok çeşit uyuşturucu kullanımının insanların suçlu ve sapma davranışlarını açıklayan önemli bir faktör olarak devam ettiği gözlemlenmiştir. Analizler farklı tiplerde uyuşturucu kullanımının Afrika asıllı Amerikalılarla çok ilişkili olduğunu ortaya koymuştur. Daha önemlisi, evlilik, yüksek gelir ve eğitim düzeyi gibi bazı koruyucu faktörler siyahî vatandaşların yakalanmalarının azaltılmasına herhangi bir etki yapmamaktadır. Son olarak, uyuşturucu çeşitleri arasında eroin kullanımının suçlu davranışı üzerinde çok etkili olduğu tespit edilmiştir. Makalenin son bölümünde, elde edilen bulgular ışığında uygulamaya yönelik bazı politika önerileri sunulmuştur.

Organizational social capital can develop a strong foundation for trusted relationships and committed actions in communities and organizations. This concept was examined in the public organization setting in this study. Organizational social capital is a source for trust-building processes where participative decision-making, feedback on performance, and empowerment are important elements of this phenomenon. Three dimensions of organizational social capital (participation, feedback on performance, and empowerment) and organizational commitment were examined in this study. The influence of organizational social capital on the perceived organizational commitment of the Kyrgyz National Police (KNP) is observed by utilizing structural equation modeling (SEM). The results of this study indicate that the three dimensions of organizational social capital have statistically significant relationships with perceived organizational commitment. Overall, results suggest that organizational social capital, with its dimensions, is a source for the trust-building process which influences perceived organizational commitment. Moreover, by practicing empowerment it is possible to increase the number of committed officers, also an important factor in improving organizational performance.

The results of this study indicate that that interpersonal trust among officers and high level of commitment leads to an increased level of performance at KNP. Based on these results, both policy makers and police managers should focus on
developing trusted environment and officers’ motivation.

Drawing on the social exchange theory, this study aims to analyze the relationship among social capital, organizational justice and organizational performance within the banking sector by using structural equation modeling (SEM). A self-administered questionnaire was used to collect data on study constructs and demographics. The questionnaire was delivered to government, and private and interest-free banking employees in the southern region of Turkey. A total of 645 completed questionnaires were used for analysis. The results of analysis revealed that three dimensional social capital positively influences organizational performance. The study also found that organizational justice has a mediating effect between social capital and organizational performance. Lastly, the findings indicated that private, public and interest-free bank differs from each other in terms of social capital, organizational justice and organizational performance.

A study aims to conduct a qualitative research based on methodology of interviewing of respondents to predict socio-economic, psychological, and other contextual determinants of suicide actions among youth. The research limits its scope with only the southern region Jalal-Abad where the attempt to suicide in youth is to a large extent higher than other regions of the country. Nationwide research for the suicide among youth in Kyrgyzstan can be planned for a future study as a second phase of the project. For this research, parents, other close relatives, school teachers, and peers of victims will be involved into a face to face interviewing. Additionally, the research also aims to find and talk to those youth who chanced to survive after the attempt to suicide. Main focus of the research will be on socioeconomic and psychological determinants of the suicide attempt. These factors include youth’s relationship with parents, teachers and peers; existence of both parents (divorced, died, et.c.) in the family, number of kids in the family, other family problems, family income, psychological situations of youth, depression, and so on.
