Then suddenly Nizam-ul-Mulk, who had been away at Gilgit, ihouglit of his rigbts, and made up his mind to have his own. I l e crossed the frontier, and was joined b y a large number of his old friends. Shcr ATzul, hearing of his coming, sent a force of over a thousand men to oppose him ; but these, suddenly remembering their old love for their Mehtar's eldest son, went over to hiin in their versatility, and returned with llim t o fight his uncle, Sher Afzul. "The game is up," thought S11cr Rfzul, and flcd back to his old place of exile. Now Nizam-ul-Mullc: was very friendly to the British Government. He was a cultivated man, with European tastes, and the Government of India was willing to support him. A mission, consisting of four or five English officers, was sent to Chitral to congratulate him, and to promise him the support that had been given to old Aman-ul-Mulk. Nizam-111-Mulk strengthened his position, and reigned as R'Iehtar about one year. If h e bad been more savage and less cultivated, h e ~vould probably have put his half-brothcr Amir to dcnth ; but, lcnowing that the British Govcrnment did not cou~itenance treachery and murder, he let him live, and in one ycar reapcd the reward of his lcniency. Nizam-ul-hlulk was out hawking-a sport that the Mehtars love--in a wood ten or twelve -milcs from Chitral, when his turban fell off his head, and as lie stooped to piclc it up one of the followers, at a sign from Amir, shot him in the back, so that he fcll dead. The followers shouted " Victory ! " flung thcir caps in the air, and loudly hailed Amir as Mehtar. Amir-ul-Mullc was but a pool:, weak youth, and it is supposed that the murder of his halfbrother was suggested by Umra Khan, the Chief of Jandol, who made sucll a figure in the Chitral Campaign. Umra ICllan is the brothcr-in-law of Amir-ul-Mullr, having married Amir's sister. And Amir had lately bccn paying him a visit. Umra Khan was a formidable chief. His territory lay south of Chitral, and he was always causing trouble by making inroads on the Chitral villages bordering his own territory. H e is a tall, powerful man, it is said, about thirty-six years old, with a long thin face and a big nose. He, too, got his chiefdom by murdering his eldest brother, and was so enter~rising that he annexed much land all round to his ow11 territory, and became a gcneral terror. На развалинахъ девнято Мерва. (Изъ путевыхъ записокъ). Наши азіатскія окраины привлекаютъ къ себѣ вниманіе какъ въ Россіи, такъ и за границей. И это настолько понятно, что нѣтъ надобности указывать причины... Наиболѣе интересной окраиной представляется Закаспійская область. Достаточно припомнить хотя бы тѣ вопли, которые подняли англійскія газеты въ дни скобелевской экспедиціи на Геокъ-Тепе, и потомъ послѣ занятія русскими войсками Мерва, чтобы понять все значеніе для насъ пустынь и степей Закаспійскаго края. Если сопоставить съ этимъ послѣднія и самыя недавнія нападки «властителей Индіи» на наше правительство за предположенную имъ постройку желѣзной дороги изъ Мерва на Кушкинскій постъ («и на Гератъ» -добавляютъ англійскія газеты), то важность ихъ пріобрѣтенія окалсется и для насъ внѣ всякихъ сомнѣній, -при всемъ нежеланіи Россіи принимать на себя тѣ задачи и цѣли, которыя такъ предусмотрительно старается навязать и разъяснить ей благожелательная сосѣдка. Не задаваясь непосильной задачей всесторонняго обозрѣнія Закаспійской области, -я остановлюсь на блестящемъ прошломъ Мервскаго оазиса, и на одномъ изъ первыхъ нашихъ начинаній въ краѣ, которому нельзя не пожелать отъ души самаго полнаго успѣхаа именно, Мургабскомъ государевомъ имѣніи, возникшемъ какъ разъ на томъ мѣетѣ, гдѣ процвѣталъ древній Мервъ, «Душа царская», какъ называли Мервъ въ VII и послѣдующихъ вѣкахъ. Старый и Новый Мервы.-Древность Стараго Мерва -Его высокая культура при арабахъ и сельджукахъ. -Разгромъ мовголами и паденіе. -Новый Мервъ. -Основапіе Мургабскаго имѣнія и его оросительной системы. Немного найдется на свѣтѣ мѣстностей, которыя могли бы поспорить съ Мервомъ своей древностью, а равно превратностью историческихъ судебъ и величіемъ славы въ дни процвѣтанія. Но чтобы не породить недоразумѣній, я должевъ теперь же оговориться и попросить читателя отнюдь не смѣшивать въ своемъ представленіи Стараго Мерва, о которомъ пойдетъ рѣчь далѣе, съ Мервомъ Новымъ, присоединившимся къ Россіи въ 1884 году и продолжающимъ существовать и теперыт, конечно, въ несравненно лучшемъ видѣ, чѣмъ при текинцахъ. Между тѣмъ и друіимъ городами нѣтъ ничего общаго. Начать съ того, что Старый Мервъ уже около ста лѣтъ прекратить свое существованіе, да и находился онъ не тамъ, гдѣ лежитъ одноименный русскій городъ, а верстахъ въ 25-ти на востокъ, подлѣ нынѣшней желѣзнодорожной станціи Байрамъ-Али. Онъ гремѣлъ славой и былъ средоточіемъ культуры въ то время, когда не только о Новомъ Мервѣ, но даже о самихъ основателяхъ еготекинцахъ, не было и помину въ средне -азіатскихъ степяхъ, а нынѣшняя владычица Закаспійской областивеликая Российская Имперія еще и не начинала своей исторической жизни. Исторія его восходитъ къ отдаленнѣйшимъ, прямо баснословнымъ временамъ. Подъ именемъ Моуру о немъ говорятъ уже священныя книги персовъ, называющія его третьимъ мѣстомъ изобилія, могучимъ, священнымъ и чистымъ, созданнымъ свѣтлымъ богомъ Ормуздомъ для своего собственнаго жительства (первыми двумя мѣстами изобилія были Балхъ и Гератъ). Страбонъ говоритъ о немъ, какъ объ изобильнѣйшемъ мѣстѣ, охваченномъ со всѣхъ сторонъ пустыней, и настолько производительномъ, что Антіохъ Сотеръ обвелъ его стѣной и основалъ въ центрѣ городъ, назвавъ его своимъ именемъ. Другіе дрёвніе географы называютъ строителемъ его Двурогаго (Александра-Македонскаго), а цитадели-Тахмураса, «ловца На развалннахъ древняго Мерва 123 злыхъ духовъ». Но такъ какъ нѣтъ твердыхъ данпыхъ, удостовѣряющихъ пребываніе знаменитаго завоевателя въ Мервскомь оазисѣ, то предполол;еніе это необходимо отнести къ числу легендъ ] ). Передъ нашей эрой Маргіана (Мервскій оазисъ) подчинился парѳанской династіи Арсакидовъ, при которой въ его предѣлахъ поселено было до 10.000 римлянъ, принесшихъ въ оазисъ свою культуру. Эту культуру поддерживало владычество персовъ (съ ВТ в. по Р. X.) и особенно арабовъ (съ VII в.). Въ IV в. въ Мервѣ появились христіане (яесторіане), имѣвшіе здѣсь въ течете трехъ вѣковъ свою епископію. Болѣе точныя свѣдѣнія о прошломъ Мерва начинаются съ VII вѣка, т. е. до того времени, когда городъ вмѣстѣ съ своею областью подчинился добровольно арабамъ, принесшимъ въ него свою богатую культуру. Они присоединили Маргіану къ Хорасану 2 ) и избрали . его базисомъ для дальнѣйшаго распространенія ученія ислама въ глубь Азіи, что давало особенное значеніе Мерву. При халифѣ Аль-Мамунѣ, сынѣ знаменитаго Гарунъ-аль-Рашида, Мервъ сталъ на короткое время столицей Аббасидской династіи и достигъ большой степени нроцвѣтанія. Съ тѣхъ поръ его стали звать Мервъ-Шахджанъ (Царская душа) или даже Мервъ-ПІахджеханъ (Царь Міра). Многіе тогдашніе путешественники говорятъ о немъ и съ восторгомъ отзываются о разныхъ сторонахъ его жизни. Такъ, одинъ изъ путешественниковъ X вѣка называетъ его однимъ изъ лучшихъ городовъ Хорасана, славящимся прекраснѣйшимъ хлѣбомъ, сухими фруктами, великолѣпными дынями, вывозимыми въ мѣдныхъ котлахъ ко двору халифовъ, и лучшими на всемъ востокѣ шелковыми тканями. «Своею чистотою, красотой расположенія, планировкою зданій и кварталовъ между каналовъ и древесныхъ насаждепій, обособленностью разныхъ ремесленниковъ на базарѣ Мервъ превосходитъ прочіе города Хорасана», говоритъ онъ. Другой писатель (Мукадаси) подробно разсказываетъ о прекрасномъ распредѣленіи воды по всему пространству города, объ умѣломъ устройствѣ оросительной плотины на Мургабѣ, а, опи-') Вопреки этому, на Мервскихъ развадинахъ указывають калу (крѣпость), будто бы основанную Алексапдромъ Македонсішмъ. 2 ) Сѣверо-восточная н одна пзъ богатѣйшихъ провннцій нынѣіиней Персіп. Русскій Вѣстникъ. сывая Мервъ, говоритъ о немъ, какъ о столицѣ, процвѣтающей, блестящей, просторной и обладающей здоровыМъ климатомъ. «Не спрашивай, добавляетъ онъ, о баняхъ Мерва, о кушаньѣ харисо г ), о хлѣбѣ, объ умѣ, о мужествѣ жителей, ибо они извѣстны; но спроси о водѣ ихъ. о заработкѣ ихъ и о добродѣтеляхъ, -такъ какъ они хромаютъ; и спроси о хитрости ихъ и о смутахъ: у меня объ этомъ списокъ, извѣстный, вѣрный, написанный чистымъ арабскимъ языкомъ: я правдивъ, я не изъ тѣхъ, которые ѣдятъ лепешку посредствомъ своего знанія (продаютъ знаніе). Я стремлюсь къ раю и желаю отвѣтить на благосклонный призывъ неба. Такъ, Мервъ былъ бы превосходнымъ городомъ, если бы въ немъ не было мало населенія...> Уже при арабахъ Мервъ пользовался широкой извѣстностью и былъ средоточіемъ наукъ и искусствъ. Въ немъ находились знаменитыя школы, библиотеки, обсерваторіи. Но при сельджукахъ (съ XI вѣка) онъ достигаетъ кульминаціоннаго пункта своего развитія. При нихъ становится столицей обширной империя, обстраивается громадными мечетями, дворцами, училищами, собираетъ въ своихъ предѣлахъ громадное населеніе и становится богатымъ торговымъ городомъ, въ которомъ сходились караванные пути изъ Европы, Индіи, Персіи и Китая. Изъ государей Сельджукской династіи особенно заботился о Мервѣ знаменитый султанъ Санджаръ 2 ), второй Александръ Македонские Средней Азіи, собравшій въ стѣнахъ своей столицы громадныя богатства и въ ней же похороненный въ великолѣпномъ мавзолеѣ, сохранившемся до нашихъ дней. Но вотъ въ началѣ ХШ вѣка проходитъ по Азіи всесокрушающей потокъ монголовъ, соединившихся подъ властью Чингизъ-хана Потокъ этотъ прошелъ черезъ Персію и Кавказъ и на своемъ пути срылъ и уничтолшлъ гордый Мервъ -«Царя Міра». Одинъ изъ современныхъ писателей говоритъ, описывая этотъ погромъ, что « человѣчество никогда не видало отъ сотворенія міра и, навѣрное, никогда не увидитъ болѣе подобныхъ катастрофъ и бѣдствій. Самъ антихристъ щадитъ тѣхъ, кто пристаетъ къ нему, и губитъ однихъ сопротивляющихся. Эти же варвары не щадили никого: они убивали всѣхъ до послѣдняго человѣка, не дѣлая исключенія для женщинъ и дѣтей и далее для тѣхъ, кто еще былъ въ утробѣ матери...» ') Толченая пшеница съ рубленымъ мясомъ. ?) Здѣсь надо было пересаживаться на другіе пароходы, на морскіе, поэтому намъ дали отдыхъ-ну, и побаловали же мы себя за эти три дня! Фруктовъ всякихъ, да овощей-въ волю: ѣшь-не хочу! Да и дешево какъ: цѣлый возъ арбузовъ, да хорошихъ такихъ, вкусныхъ, стоитъ всего одинъ рубль. Сдѣлали мы, это, складчину человѣкъ пять, да и купили цѣлый возъ арбузовъ,-по двугривенному на человѣка пришлось. Ъли же мы за то ихъ всѣ три дня, да и на дорогу еще осталось. Жители астраханскіе все больше татары, все купцы разные: и кожею торгуютъ, и рыбой. Рыба тамъ тоже очень дешева, потому что на Каспійскомъ морѣ много рыбныхъ промысловъ-, и ловится же ея видимо-не видимо; да все разная: и бѣлуга, и осетрина, и селедки, и стерляди, одно слово-ни почемъ. Да и кожа, нельзя сказать, чтобы была очень дорога, особливо баранья. Татарскіе сапоги можно купить за 2 рубля 75 коп. или 3 руб., а если получше, то за 4 и 5 руб., такъ тѣ уже съ калошами. Чудные такіе эти татарскіе сапоги: безъ каблуковъ, безъ подметокъ, на одной тонкой подошвѣ, а задникъ весь распштъ зеленой шерстью, а то, и шелкомъ. Наши господа офицеры покупали себѣ по нѣсколько паръ, а на нихъ глядючи, и мы начали. Ну, да потомъ не раскаивались. Какъ пошли въ степь, на работы, -какъ пригодились! Такъ легко въ нихъ, да свободно и не жарко, и ноги не натрешь ужъ никогда. Какъ прошли три дня, что намъ для отдыху дали, мы стали грузиться на морской пароходъ, оохыпои такой -что твой домъ двухъэтажный. Погрузились и поплыли по Каспійскому морю. Вотъ, тутъ-то^ братцы мои, мнѣ впервые пришлось увидѣть море. На что Волга, всѣмърѣкамъ-рѣка, а далеко ей до мори. Какъ вышли мы въ открытое море,-ничего не видать, -только вода да небо, небо да вода-а волны такъ и ходятъ, такъ и ходятъ, и пароходъ со стороны на сторону качаютъ: то-впередъ, то-назадъ, то-на одинъ бокъ то-на другой, словно, потопить хотятъ. И страшно же какъ: сердце такъ и замретъ, а голова кружится. Отъ непривычки, люди сперва болѣютъ отъ этой качки морскою болѣзнью. Препротивная эта болѣзнь: голова кружится, тошнитъ, да рветъ, и ѣсть-то не можешь^ На меня, благодареніе Богу, она не напала, тошнотой только и отдѣлался, а другихъ, страсть, какъ извела, кожа, да кости остались. Куда не посмотришь, вездѣ лежатъ, у всѣхъ лица желтыя. А вотъ, матросы, такъ -ничего, какъ будто и не чувствуюгь качки, а все отъ того, что уже привыкли. Тенденции и перспективы развития ситуации на основных сегментах евразийской системы дуг нестабильности Свою безопасность в современном мире Запад обеспечивает за счёт создания евразийской системы дуг нестабильности, результатом функционирования которой является проецирование критической уязвимости в отношении ключевых стран Евразии, блокируя с помощью этой системы возможность их объединения для защиты собственных интересов. В статье показана нарастающая нестабильность в отдельных зонах континента, вызванная внедрением «порядка, основанного на правилах» и усиливающимся геополитическим соперничеством. Анализ выявляет типовую структуру дуги, имеющую четыре уровня, а также последние изменения развития ситуации вдоль её главных сегментов.

The inextricable link between humans and diseases is undeniable; no individual is entirely immune to illness. While diseases can range from mild to fatal, their spread within a population is influenced by numerous factors, including environmental conditions. Climate change, characterized by shifts in temperature, precipitation, and extreme weather events such as heat waves, floods, and droughts, exacerbates the proliferation of infectious diseases. One such devastating disease is cholera, which has historically led to significant mortality rates. In the context of Kashmir, cholera has been a formidable threat, with the potential to claim thousands of lives. This paper contends that the cholera epidemic has left a lasting impact on Kashmiri society, fundamentally altering its sociological and environmental landscape. By examining Kashmir's historical trajectory from the early medieval period to the Dogra rule this study argues that the region's once-pristine environment and peaceful existence were violently disrupted by recurrent cholera outbreaks. Understanding these historical ramifications is crucial in framing contemporary public health strategies and mitigating future outbreaks in Kashmir and beyond.

Глава посвящена соперничеству по вопросу проливов Босфор и Дарданеллы в конце XIX в. Основной акцент автор делает на делопроизводственные материалы Разведывательного департамента Военного ведомства Великобритании, занимавшегося систематическим изучением военно–экономического потенциала Российской империи и ее готовности к осуществлению Босфорской опера­ции. Успех данного предприятия мог полностью изменить расклад сил в акватории Средиземного моря, сложившийся к концу XIX в. Это, в представлении британских военных элит, неизбежно создавало угрозу национальной безопасности Соединенного Королевства. В этой связи военные круги в Лондоне не только тщательно изучали процесс подготовки России к реализации Босфорской операции, но и на основе оценки ее перспектив оказывали заметное влияние на смещение акцентов внешней политики Британской империи на рубеже XIX – XX столетий, в том числе в контексте военного соперничества с империей Романовых.

Аннотация. В условиях современного увеличения международной напряженности, на фоне нарастающей конфронтации России с коллективным Западом, актуализируется исследовательский интерес к термину «Большая игра» и подразумевающемуся под ним международно-политическому явлению, а также сопутствующим проявлениям русофобии в ее англосаксонском варианте. Особо дискуссионными представляются вопросы регионального измерения классического образца «Большой игры» в контексте ее происхождения, этапов развития и окончания, корреляции с укреплением и распространением антироссийских настроений в западном обществе. В качестве источников исследования были использованы ко нвенции, межгосударственные соглашения, письма МИД, мемуары, записки действующих офицеров и политических деятелей. Уточнены причины, контекст и особенности формирования ареала российско-британского геополитического соперничества в Центральной и Южной Азии во второй половине XIX — начале XX вв. Охарактеризован завершающий этап трансформации географических границ классической версии «Большой игры». Проведенное исследование позволяет выделить ядро (основное пространство) и периферию (периодически активизирующиеся «очаги») российско-британского геополитического соперничества. В рассматриваемый период практически параллельно существовало два ареала интенсивных действий: в Западном и Восточном Туркестане. После присоединения большей части туркменских земель к России и введения российских войск в Илийскую долину фронтиры соперничества расширяются в восточном направлении, а британские позиции в регионе ослабевают. В 1890—1895 гг. активизируются действия империй в границах Памира, после соглашения о разделе которого «очаг» конкуренции смещается на Тибет, где он фиксируется до 1907 г. Развитие геополитического противостояния империй находит соотношение с проявлениями англосаксонской русофобии как идеологического инструмента для нивелирования соперника в «Большой игре».

Abstract. In the conditions of the current increase in international tension, against the backdrop of the growing confrontation between Russia and the collective West, research interest in the term “The Great Game” and the international-political phenomenon implied by it is becoming more urgent and the accompanying manifestations of Russophobia in its Anglo-Saxon version. Issues of the regional dimension of the classic example of the “The Great Game” in the context of its origin, stages of development and completion seem particularly debatable, correlation with the strengthening and spread of anti-Russian sentiments in Western society. The conventions, interstate agreements, letters from the Ministry of Foreign Affairs, memoirs and notes of active officers and politicians have been used as research sources. The reasons, context and features of the formation of the area of Russian-British geopolitical rivalry in Central and South Asia in the second half of the 19th — early 20th centuries have been clarified. The final stage of transformation of the geographical boundaries of the classic version of the “The Great Game” has been characterized. The conducted research makes it possible to single out the core (main space) and the periphery (periodically activated “foci”) of the Russian-British geopolitical rivalry. During the period under review, two areas of intense action existed almost simultaneously: in Western and Eastern Turkestan. After the annexation of most of the Turkmen lands to Russia and the introduction of Russian troops into the Ili Valley, the frontiers of rivalry expanded eastward, and British positions in the region weakened. In 1890—1895, the actions of empires intensified within the borders of the Pamirs, after the agreement on the division of which the “center” of competition shifted to Tibet, where it was fixed until 1907. The development of geopolitical confrontation between empires is correlated with the manifestation of Anglo-Saxon Russophobia as an ideological tool for neutralizing the opponent in the “The Great Game”.

Введение. Актуальность исследования обусловлена беспрецедентными масштабами и последствиями современных проявлений западной русофобии, ставшими источниками не только внешних, но и внутренних вызовов и угроз национальной безопасности России. Цель исследования – охарактеризовать специфику русофобии как компонента современного геополитического противоборства России и Запада на глобальном и региональном уровнях.
Материалы и методы. Исследование базировалось на изучении доктринальных основ внешней политики и национальной безопасности Российской Федерации, основополагающих документов в сфере внешнеполитической стратегии и национальной безопасности США, выступлений современных российских государственных и политических деятелей, данных средств массовой информации. Методологической основой исследования является синтез системного и геополитического подходов, а также методов анализа документов и дискурс-анализа.
Результаты исследования. На основе анализа опыта международного взаимодействия приведены примеры проявления фобий, обусловленных геополитическим соперничеством. Раскрыты причины и особенности современных проявлений западной русофобии. Рассмотрены ее основные аспекты как инструмента гибридной войны. Анализируются вызовы и угрозы национальной безопасности Российской Федерации, возникающие в результате русофобского курса некоторых стран. Предлагаются рекомендации по противодействию этому явлению.
Обсуждение и заключение. Проведенное исследование свидетельствует о значительной активизации в настоящее время тенденций русофобии, что проявляется в научно-философском, международно-правовом, экономическом, военно-стратегическом, а также культурно-психологическом, идеологическом и религиозном аспектах. Материалы и выводы исследования могут привлекаться
государственными ведомствами и научными центрами Российской Федерации в процессе формирования и реализации государственной политики и обеспечения национальной безопасности.

Abstract
Introduction. The relevance of the study is due to the unprecedented scale and consequences of modern manifestations of Western Russophobia, which are sources of not only external but also internal challenges and threats to Russia’s national security. The purpose of the study is to characterize the specifics of Russophobia as a component of the modern geopolitical confrontation between Russia and the West at the global and regional levels based on the results of the conducted research.
Materials and Methods. The research was based on the study of the doctrinal foundations of the foreign policy and national security of the Russian Federation, fundamental documents in the field of foreign policy strategy and national security of the United States, speeches of modern Russian statesmen and politicians, and data from the media. The methodological basis of the research is the synthesis of geopolitical and systemic approaches in line with the paradigm of neorealism, which led to the use of activity, institutional and historical-genetic methods, as well as methods of document analysis and discourse analysis.
Results. Based on an analysis of the experience of international interaction, examples of the manifestation of phobias caused by a number of factors, including geopolitical rivalry, have been given. The definition
and interpretation of the concept of “Russophobia” have been clarified. The reasons and features of modern manifestations of Western Russophobia have been revealed. Aspects of Western Russophobia as an instrument of hybrid warfare have been examined. Examples of Russophobic rhetoric in basic documents that define approaches to US foreign policy and national security have been identified. The main challenges and threats to the national security of the Russian Federation, which have become derivatives of the Russophobic course of the collective West, have been characterized. Recommendations to counteract this phenomenon have been presented.
Discussion and Conclusion. The conducted research testifies to the significant intensification of the current tendencies of Russophobia, manifesting itself in scientific-philosophical, international-legal, economic, military-strategic, as well as cultural-psychological, ideological and religious aspects. The materials and conclusions of the study can be used by government departments and research centers of the Russian Federation in the process of forming and implementing state policy and ensuring national security.

The significant transformation of the PLA due to Chinese military modernization efforts over the past 25 years has led to a shift in the strategic environment of the Indo-Pacific region. With a 790% increase in defense spending from 1992 to 2020, the PLA has become one of the world’s most advanced militaries. Such military modernization, coupled with increasingly assertive behavior, has led to more frequent and dangerous encounters between the PLA and the militaries of countries across the Indo-Pacific. These interactions have heightened tensions, with specific incidents emphasizing the risk of miscalculations that could escalate into major conflicts. Through case studies on Australia, India, Japan, the Philippines, Taiwan, and Vietnam, this report aims to understand the PLA’s strategic calculus on escalation, assessing the potential for conflict in the region and exploring shared threat perceptions, regional responses, and implications for deterrence.

The nineteenth century competition between the Russian and British empires for control of Central Asia, known as “The Great Game,” is crucial to understanding twentieth-first-century American policy toward Afghanistan, Pakistan, and India. Until our involvement in the War on Terrorism after the attack on the World Trade Center in September 2001, Americans had little understanding of the geopolitical importance of Central Asia. The British and the Russians, on the other hand, had a history of diplomatic and military maneuvering in the nineteenth century for dominance in the region. From the Russian point of view, it was part of a larger struggle against Muslim conquest by the Tatars of southern Russia and the Crimean Peninsula; against the Safavid Persians in what is today Iran, Turkmenistan, Uzbekistan, and Tajikistan; against the Ottoman Turks in the Crimean Peninsula and the Caucasus; and against the Mughals in India, China, and Tibet. For the British, the motivation was to protect the “Jewel in the Crown,” that is, its colony in India from Russian incursion by establishing a buffer in Afghanistan, the Sindh, the Northwest Frontier (Pakistan, today), Kashmir, and Tibet. Both countries sent out explorers to map and establish alliances with the Muslim nations, or khanates, that controlled the passes through the knot of mountains in the region. These khanates played one nation against another, and when trade ties and diplomacy failed, the British and the Russians sent military forces to conquer them.

The result of this “Great Game” has been the establishment of artificial nations created as buffer zones, such as Afghanistan (combining the Tajiks and Uzbeks in the north and the Pashtuns in the south and east), Pakistan (combining the Sindhs in the southwest, the Sikhs in the Punjab, and the Pashtuns in the Northwest Tribal Region), as well as a continuing dispute between India and Pakistan of Kashmir (where a Hindu maharaja ruled a mostly Muslim population). The so-called Durand Line of 1893 established a border between Afghanistan and India (later, Pakistan) that divided the Pashtun tribesmen on either side of the border and created an “unorganized area” in what has become known as the Tribal Areas (which includes the city of Peshawar and the strategic Khyber Pass) and North and South Waziristan (familiar to use today as the stronghold in Pakistan of the Taliban).

The Boshevik Revolution in 1917 may have replaced the Tsarist government with Communism, but it didn’t change Russian foreign policy toward Afghanistan. The Russian policy in the region culminated with the Soviet invasion of Afghanistan between 1978 and 1989 and the American support of the mujahedeen, the fundamentalist Muslims who eventually forced the Russians to withdraw from this region, which became known as “Graveyard of Empires.” This defeat led to the fall of the Soviet Union in December 1991 and the subsequent establishment of the independent states of Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan, and Tajikistan. The Turkish-speaking Uighurs in the province of Xinjiang remained under Chinese domination as does the Buddhist mountain province of Tibet.

After the decline of the British Empire in the wake of World War II, the subcontinent in 1947 was divided into mostly Hindu India and mostly Muslim East and West Pakistan (the latter being divided after a brief war in 1971 into Bengali-speaking Bangladesh and Urdu speaking Pakistan). However, ethnic issues were left unresolved by borders established by the British that divided ethnic groups. In Afghanistan consists of Tajik and Uzbek tribes in the north, Pashtun tribes in the center, Baluchs in the southeast, and Hazari in the west. Pakistan has Pashtun tribes in its Northwest Frontier, Baluchs in the southwest, and Sikhs in the Punjab. And the dispute continues between Pakistan and India over India’s control of the mostly Muslim province of Kashmir.

The United States became involved in the region once we became a world power (or empire) after World War II. But we inherited a world of countries, whose borders were established by Russia and Britain in the nineteenth century. During the Cold War the United States supported Pakistan over neutral India and the mujahedeen against the Soviet invasion of Afghanistan. But after 9/11 the United States embarked upon the War on Terror overturning the Pashtun Taliban government because it gave shelter to Osama bin Laden and Al Qaeda. We replaced the Taliban with a corrupt Pashtun government led by Hamid Karzai, while the government of Pakistan played a double-hand, giving token support to the United States, but secret support to the Taliban so as not to alienate the Pashtuns in the Northwest Frontier Region. Now, with the American withdrawal from Afghanistan, the Taliban is on the verge of retaking the Afghan capital of Kabul. In that eventuality, the country might well divide into Pashtun and Tajik states. Pakistan continues to be threatened by Pashtun separatists, yet supports Muslim separatists in the Indian state of Kashmir. Meanwhile, Russia continues to suppress Muslim separatists in Chechnya and Daghestan, and China maintains control over Muslim Uighurs and Tibetan Buddhists.

Today, American diplomats think about this region in terms of those Islamists who have resorted to terrorism, such as the Taliban in Afghanistan and Pakistan, the Chechens and Daghestanis in the Caucasus, and the Uighurs in Xinjiang Province, China. Looking at the issues in the region in terms of the War on Terrorism has blinded our leaders from seeing the underlying issues of self-determination. By the same token, the Russians have convinced us that they are fighting terrorism in the Chechnya and Daghestan, the Chinese that they too are doing the same against the Uighurs. The reason why these Muslim populations are resorting to Islamist fundamentalism and terrorist tactics is not being addressed by military solutions. These issues are all related, and might better be resolved by diplomatic negotiations based on the principle of self-determination, rather than war.

XIX. yüzyıl, Türk dünyasının en batısından en doğusuna kadar uzanan coğrafyalarda büyük siyasî değişimlerin yaşandığı bir dönemdir. Bu yüzyılda, Türk dünyasının diğer bölgelerinde olduğu gibi, en doğu kısmını teşkil eden Doğu Türkistan coğrafyasında da büyük bir siyasî değişim yaşanmıştır. Empires. The incident is examined not only as a military confrontation but also as a diplomatic crisis that tested the balance of power. The study highlights Afghanistan's role as a buffer state, the contrasting perspectives in Western and Russian historiography, and the consequences of realpolitik decisions.

The brief war between India and Pakistan last month did more than test military readiness. It exposed the uneven terrain of South Asia's defense-industrial capabilities. India's push for autonomy was stress-tested in real time. Pakistan's dependency on China narrowed its room for maneuver. Across the region, smaller states diversified, preferring co-development to procurement. For the United States and its partners, this was not just a wake-up call, but a mutual stress test. Credibility now hinges not on declarations but on delivery. In an era where deterrence must be reestablished through persistent presence, forward capability, and alliances that can perform under fire, South Asia's emerging industrial competition offers a stark lesson: the winners will not be those who promise the most, but those who deliver first, and who endure.

In the obligatory route to reach India by land there was the passage through the Khyber Pass. After a brief travel testimony of a traveler who crossed it in the 70s, the meeting develops the historical events that characterized it as a strategic place.

Russian archaeological expeditions were undertaken in Eastern Turkestan from 1899 to 1915 under the directorship of D.A. Klementz, M.M. Berezovsky, and S.F. Oldenburg. The beginning of the Russian scholars' work pushed other countries to send their expeditions to modern Xinjiang. At first, the archaeological exploration of Eastern Turkestan seemed to be a joint project of all the countries interested in participating. However, the start of the work was accompanied by efforts to divide the region and overt conflicts between the expeditions. The main reason for the conflicts was not only a violation of the agreements about the partition of the sites but also a difference in approaching the study of the past of such a distant region as Eastern Turkestan, in the means and aims of archaeological excavations. Thus, one of the most "idealistic" projects in the sciences of antiquity failed.

The excavation of Buddhist sites in Chinese Central Asia is a fascinating chapter in the history of modern exploration. Fueled by the British and Russian colonial rivalry in Central Asia, European scholars and explorers embarked on a series of expeditions to investigate the desert sites of northwestern China. The only major non-Western participant in this quest was Ōtani Kōzui, abbot of the largest Buddhist sect in Japan, who organized three expeditions to excavate the Buddhist ruins of Xinjiang. A recurring theme in publications related to the expeditions was the figure of Xuanzang, who had traveled through Central Asia on his way to India more than twelve centuries earlier. This paper examines the context in which Ōtani and his followers evoked Xuanzang, showing how different their perspective was from Aurel Stein’s, who also made frequent references to him. The differences reflect not only personal attitudes towards history, religion, and geography but also contemporary intellectual trends in Britain and Japan.

This article examines the role of the Kazakh steppe in shaping the Russian Empire's military strategy during its 19th-century expansion into Central Asia. The steppe, with its vast distances, harsh climate, and limited infrastructure, posed unique challenges that forced Russian military theorists and planners to rethink traditional European doctrines of warfare. Faced with these obstacles, the Russian Empire increasingly relied on collaboration with loyal Kazakh elites, who provided indispensable logistical support, including transportation, guidance, and intelligence. Archival evidence highlights the extent of Kazakh involvement in Russian campaigns, underscoring their active contributions to the imperial war effort. This reliance on local allies was not merely pragmatic but essential for overcoming the geographic and climatic barriers of the steppe and maintaining a sustained imperial presence. The article argues that the steppe's environmental challenges compelled the Russian Empire to develop innovative logistical strategies and forge critical alliances with Kazakh elites. These partnerships were instrumental in facilitating Russia's advance into Central Asia, reshaping the empire's approach to conquest and administration. The research reinterprets Russian expansion, challenging traditional narratives of unilateral dominance and aligning with critiques of the Military Revolution Thesis. This perspective reveals the adaptive and collaborative dimensions of imperialism, emphasizing that Russia's success in Central Asia depended as much on local cooperation as on military strength.

The belief that a lost Greek legacy could be discovered in remote regions of Central Asia has long been popular in Western culture. This paper delves into the adventure tale "The Lost Valley of Iskander" by American pulp fiction author Robert E. Howard (1906-1936). The story unfolds in Afghanistan during the peak of the Great Game, and involves a concealed valley where descendants of Alexander's army have endured across centuries with their ancient culture and ethnic purity intact. I contextualize The Lost Valley of Iskander as an exemplary literary reflection of the European (and American) preoccupation with the presence of Alexander and the Greeks in Baktria and India, highlighting the racial stereotypes Howard employs to juxtapose the ancient Greeks to the surrounding "barbaric tribes". At the heart of Howard's story lies the conflation of Classical Greece and contemporary western Europe. On a broader scale, my paper addresses the impact this preoccupation had on modern scholarship (both colonialist and anticolonial historical narratives related to 'Hellenistic' Baktria and India). I contend that in the depiction of the Greco-Baktrian kingdoms as European or 'Western', scholarship, travel writing, and adventure fiction mutually informed one another, and caused several severe misconceptions of the nature of the so-called Greco-Bactrian kingdoms.

Available statistics show that countries have moved towards greater integration in
economic globalization over the past three decades, and this process is occurring in most countries, but the trend of this movement is not the same for all countries, which indicates the asymmetrical integration of countries in globalization. The characteristics of this research also indicate that the Iranian economy is closed and unfree and is slowly moving towards an open economy and greater integration into the globalization of the economy, The reason for this movement is that the rentier structure of Iran's economy has emerged from the global economic structures, and therefore economic development and political decline has been created. As a result, reliance on windfall income from rent, especially oil, has affected the structure and functioning of the middle class after the revolution, confronting this class with political and economic challenges. The following article focuses on the question of what impact has rentier structure and asymmetric integration in economic globalization in Iran had on the structure and functioning of the middle class in Iran. The research hypothesis is also based on the fact that it seems that rentier structure and asymmetric integration of economic globalization have caused the gradual decline of
the middle class in post-revolutionary Iran. Therefore, the main purpose of this article is to describe the political-economic challenges of the middle class in the rentier state, which can lead to the dynamism and role of the middle class in the political-economic
development of Iran. This research has a descriptive-analytical approach in terms of the documentary research method.

This study examines and evaluates the soft power strategies of Russia and China in Central Asia, especially their impact on Kazakhstan. By examining the soft power elements such as culture, political values and politics defined by Joseph Nye, this study aims to understand the power dynamics in Central Asia and reveal the factors shaping Kazakhstan’s foreign policy. Russia and China’s interactions in Central Asia are a complex issue in geographical, historical and cultural context. This research examines the soft power strategies of both countries over Kazakhstan and evaluates the effectiveness of these strategies. As Nye explains, soft power aims to change political equations through tools such as reputation, persuasion, moral rectitude, and popular culture, rather than the use of force such as coercion or threat. However, analysis on the effectiveness of Russia’s and China’s soft power strategies in Kazakhstan shows that neither country uses these strategies in the most effective way. In particular, despite Russia’s cultural, historical and demographic advantages in Kazakhstan, the Kazakhstan government’s efforts to limit Russian media influence and localize Russian content lead to a decrease in Russia’s soft power potential. Similarly, the fact that China’s economic investments, despite its increasing perceived economic hegemony in Kazakhstan, can be seen as a failure of China’s soft power strategy. In this context, the research makes an important contribution to understanding soft power dynamics in Central Asia and assessing how Kazakhstan deals with these powers. Additionally, this study highlights the impact of geographical proximity on soft power, even in the age of globalization. In particular, it is stated that geographical proximity determines the degree of interaction and influence in cultural and political contexts.

In 1740, Nader Shah (r. 1736-1747) conquered the Central Asian Khanate of Bokhara. He gave de facto control of the Bokharan polity to a vassal clan, the Manghits, who established their own dynasty after the collapse of Nader's empire. This article examines the imperial legacy of Nader as reflected in the two chronicles of Manghit history from the eighteenth century, the Tohfeh-ye Khani by Karminagi, and the Taj al-Tavarikh by Mohammad-Sharif. The major themes of Nader's conquest, his relationship to the Manghits, and his legitimacy as an imperial overlord, are examined from the perspective of these two chronicles. These themes are then put in context by discussing the political, religious, and rhetorical assumptions and precedents with which Manghit historiographers produced their work. This allows for a nuanced understanding of how Manghit historiography revisited, and leveraged, Nader's imperial legacy in the region in order to establish a legitimate mandate for the new reigning dynasty.
