El presente artículo recoge la experiencia de la Universidad Hemisferios en la promoción del gobierno abierto en Ecuador, principalmente en el marco de las políticas públicas sobre el tema implementadas en el Municipio del Distrito Metropolitano de Quito y a nivel nacional, como parte de Gobierno Abierto Ecuador. Con base en este estudio de caso, se busca visibilizar el rol de la academia como un actor relevante en la apertura gubernamental: ya sea poniendo a disposición su contingente a través de los
procesos sustantivos de investigación y vinculación para fundamentar el diseño y ejecución de políticas públicas, como para generar capacidades en distintos actores.

El caso de estudio documenta el rol de la Universidad Hemisferios en los foros multiactor, tanto en Quito como en Ecuador; así como en la implementación de la política pública de gobierno abierto, como contraparte de compromisos de los planes de acción. Esto permitió no sólo liderar el proceso de
construcción de los planes de acción, como política pública, sino implementarlos en articulación con los procesos sustantivos de formación, investigación y vinculación con la sociedad. También evidencia su articulación en el desarrollo de nuevas políticas públicas derivadas de la política de gobierno abierto,
como la ratificación del Acuerdo de Escazú y el establecimiento de una Mesa Interinstitucional de Democracia Ambiental para la implementación de dicho Acuerdo.

Makalah ini membahas penerapan prinsip keadilan dalam manajemen Aparatur Sipil Negara (ASN) melalui pendekatan sistem merit, sebagaimana diilhamkan dari Surah Al-Maidah ayat 8. Ayat tersebut menekankan pentingnya menegakkan keadilan tanpa dipengaruhi oleh kebencian atau kepentingan pribadi, karena keadilan merupakan jalan menuju ketakwaan. Dalam konteks birokrasi modern, sistem merit menjadi wujud nyata penerapan nilai-nilai Islam tentang keadilan, di mana pengangkatan dan promosi ASN didasarkan pada kompetensi, kinerja, dan integritas tanpa diskriminasi. Penelitian ini menyoroti bahwa penerapan sistem merit tidak hanya meningkatkan profesionalisme dan efektivitas birokrasi, tetapi juga memperkuat integritas moral ASN sebagai pelayan publik. Dengan demikian, sistem merit menjadi sarana untuk membangun pemerintahan yang bersih, transparan, dan berkeadilan sesuai dengan prinsip Islam rahmatan lil ‘alamin.

Environmental management in the Costa Rican public sector: weaknesses and opportunities for Institutional Environmental Management Programs: officials perspective. Costa Rican public institutions are required to implement Institutional Environmental Management Programs (IEMP) to mitigate negative environmental impacts from their work. Each institution must formalize an IEMP Committee. I identified IEMP implementation weaknesses and opportunities, from the perception of the people in charge of this work. The survey included: a) an assessment of environmental management at the institution; (b) feasibility of the implementation; (c) constraints and solutions; and e) training needs. The survey was applied to 190 officials in 95 institutions; 38.3% of respondents believed that the work in their institution was good, with differences appearing among institution categories (Kruskal Wallis, H=16.6, p=0.0001); the decentralized public institutional sector was perceived more favorably in this regard. Respondents pointed out that the most easily implemented actions were those that involved changes of attitude and lower budgetary investment. The main constraints were: a) institutional officials see environmental issues as secondary (or without importance); (b) the coordination of the IEMP tasks are assigned to people who do not have time to do it; c) insufficient budgetary allocation. The need for work on training and awareness raising of officials was identified, along with the allocation of more economic resources, greater support from institutional authorities and the strengthening of the institutional Committee on the IEMP (both in terms of availability of effective labor time, as well as having specialists in environmental management that guide the actions of the committee). On issues of training, the highest level of interest was found in the following: sustainable public procurement, development of energy diagnostics, and integral waste management.

Este ensaio teórico pretendeu discutir sobre a relevância da adoção do modelo de gestão estratégica de recursos humanos e o alinhamento das competências individuais visando a melhoria do desempenho organizacional no setor público. Buscou-se articular esses dois constructos aqui considerados como dimensões importantes da gestão contemporânea das organizações. A intensão foi ressaltar as contribuições teóricas dessas dimensões para observar as estruturas, processos e suas dinâmicas no contexto da gestão de recursos humanos no setor público. Metodologicamente, realizou-se uma revisão da literatura focalizada na explicitação teórico-conceitual da estratégia organizacional e competências dos indivíduos. Essencialmente, os trabalhos que nortearam a revisão foram selecionados nas bases Google Scholar e Scopus usando como critério principal o enfoque tanto teórico quanto empírico da temática investigada. Os resultados indicam ser possível a articulação teórica dessas duas abordagens por se evidenciarem como cruciais para a transformação das práticas de gestão de recursos humanos na atualidade, na medida que estão implicadas na moderna gestão organizacional centrada no valor do capital humano, por um lado, como fator competitividade e sucesso organizacional e, por outro lado, como responsáveis pela prestação de serviços de qualidade. No entanto, para a sua afetiva aplicação no setor público mostra-se essencial superar as barreiras decorrentes das práticas tradicionais ainda em uso que inibem rápida aplicação dos padrões e princípios da gestão estratégica de recursos humanos no setor.

This study explores the experiences of academics in Turkey who transition from teaching roles to administrative positions in higher education (HE), with a focus on the implications of this shift for their academic productivity and social relations. Employing a qualitative phenomenological research design, semi-structured interviews were conducted with 25 academics who had undertaken such transitions. The data were analyzed with thematic analysis method. Thematic analysis of the data revealed that motivations for assuming administrative roles include financial incentives, the desire to contribute to institutional development, the pursuit of job security, and the application of theoretical knowledge in practice. However, the findings also suggest that the transition process often overlooks essential administrative competencies, qualifications, and leadership experience, potentially undermining institutional effectiveness. The study concludes by emphasizing the need for a more structured and competency-based transition process, incorporating leadership development, mentoring, strategic planning, and human resource support to ensure sustainable and effective academic leadership. Perú, que, si bien recogen experiencias nacionales, también se referencian
avances a nivel de Iberoamérica o del Sistema Interamericano. Los distintos
capítulos han sido articulados en tres grandes ejes: i) estrategias focalizadas,
ii) avances en la gestión de información, y iii) el rol de la academia
en la apertura gubernamental. Bajo esta perspectiva, se intenta aportar a
uno de los principales retos que enfrenta en América Latina sobre gobierno/

The major objective behind writing this research paper is to analyze the complete process of disinvestment of the Public Sector Enterprises and outline the effect of the same. The effect of disinvestment of PSUs depends upon the development status of a country. For a developing country such as India, health, education and medicine requires utmost attention and selling of the shares in the PSUs aids the government to provide this attention to the designated areas. ABSTRACT: Workers compensation in the United States has been designed as a no‐fault system that provides comprehensive medical and income benefits to employees with work‐related injuries. Under its no‐fault concept and the exclusive remedy doctrine, injured workers relinquish the right to sue their employer in tort in exchange for prescribed, guaranteed benefits that are paid promptly without protracted disputes. However, there is considerable evidence of increasing litigation in and outside the system that is undermining its no‐fault principles and siphoning resources away from the efficient delivery of benefits to injured workers. This article reviews the legal and economic developments that are reshaping workers compensation and the threats they pose. Abstrak: dalam perspektif filsafat moral, menjadi dasar untuk menilai dan mengarahkan praktik komunikasi, terutama di era digital yang sarat dengan dinamika sosial, teknologi, dan nilai. Tujuan dari penelitian ini adalah untuk memeriksa prinsip-prinsip normatif yang berasal dari berbagai aliran filsafat moral, termasuk deontologi, utilitarianisme, dan etika kebajikan, dalam konteks praktik komunikasi digital. Bagaimana nilai-nilai moral dapat membantu menangani masalah komunikasi digital seperti misinformasi, privasi, kebebasan berekspresi, dan tanggung jawab sosial? Penelitian ini melakukan penelitian kualitatif dengan studi pustaka. Hasil penelitian menunjukkan bahwa penerapan prinsip moral tidak hanya penting, tetapi juga diperlukan untuk menjaga integritas komunikasi digital agar ruang publik menjadi lebih adil dan etis. Diharapkan bahwa penelitian ini memberikan kontribusi teoretis untuk membangun etika komunikasi modern dan memberikan saran praktis untuk para praktisi komunikasi di era digital.

The “human factor”, i. e. the conflict and protest behavior of students and faculty, often becomes a key problem during and after university consolidations. This paper provides an insight into reorganization-related university transformations that are perceived as tangible and important by students, approaching the issue from the viewpoint of the radical organizational change theory. Four cases of Russian university mergers are investigated. Data btained from individual and group interviews with students who attended the universities during the reorganization is used to build clusters of “formal” and “informal” changes that the students tagged as the most important. El presente trabajo tiene como finalidad realizar un análisis de cómo se desarrollan las nuevas plataformas digitales con el avance de la pandemia mundial de COVID-19, en particular los distintos contratos que surgen en la utilización de cada aplicación, tal como Zoom. Se realizará una descripción de los aspectos jurídicos más relevantes de la herramienta principalmente utilizada para la enseñanza del derecho, y sus proyecciones con relación a cómo es el manejo de datos personales, la protección de los derechos de autor y las relaciones contractuales existentes.

La enseñanza de las nuevas figuras contractuales -en concreto, los modelos de negocios de Netflix y de Spotify-nos supone importantes desafíos, en especial, en el campo contractual. El siglo xxi se nos presenta un mundo globalizado en el cual los fenómenos jurídicos, especialmente los contratos, son caracterizados por la internacionalidad, la diversidad de fuentes y una fuerte tendencia hacia la aplicación de normas de tradición anglosajona. Ello nos conduce a la necesidad de realizar un estudio profundizado de nuevos paradigmas que deben ser enfrentados por los docentes universitarios y por los profesionales del derecho. Es por ello por lo que, teniendo en cuento la situación planteada, es menester una apertura hacia la comprensión integral de los derechos intelectuales en forma transversal, ya que la aparición de estos numerosos desafíos constituye la razón trascendental que justifica el estudio profundizado de aquellos.

Government-sponsored Youth Empowerment Organisations are designed to skill, prepare, and empower the youths toward poverty eradication, formal employment, and self-reliance. However, poverty and unemployment among the youths in Kenya seem to be on an onward trajectory. However, scarce research has been conducted on the influence of culture on the performance of Government-sponsored Youth Empowerment Organisations. This study examines the influence of organizational culture on the performance of Government-sponsored Youth Empowerment Organisations in Kenya, which is anchored on strategic leadership theory and measured using the Balance Score Card framework. A descriptive research design was utilized in the study. From a population of five GSYEOs comprising 1089 employees, a sample of 109 employees was derived using Mugenda and Mugenda’s (2003) formula. Stratified random sampling was then employed to select these employees. The pilot study was conducted at The Kenya Institute of Curriculum Development to determine the validity and reliability of the research tool. Assumptions for linear regression were met and simple linear regression analysis results indicated a statistically significant relationship between organisational performance and culture (p<0.05). The regression model explained 63.2% of the variation in organisational performance (R2=0.632, ΔR2=0.640, F(1,64) =116.8, P<0.05), suggesting a good fit for the model. The findings suggest that culture has a strong influence on organisational performance. The study's findings recommend that the Government of Kenya should strengthen organisational culture so that Government-Sponsored Youth Empowerment Organisations can move in a single unified direction. This paper introduces "Nation-as-a-Startup," a paradigm-shifting concept that reimagines nations as value-driven organizations, and proposes the Governance Model Canvas (GMC), a 13-block visual framework inspired by the Business Model Canvas (BMC). Viewing citizens as sovereign shareholders and external actors such as migrants, tourists, and investors as customers, the GMC aims to enhance transparency, accountability, and participatory design in governance. The methodology adapts the BMC to governance structures, supplemented by case studies of the USA, Germany, and UAE, which reveal how GMC can address fragmentation, low digital adoption, and limited citizen engagement. Findings highlight GMC's potential to align agencies, improve service delivery (e.g., reducing US passport processing times from 12 to 4 weeks), and leverage digital tools like AI-driven dashboards for real-time monitoring. Challenges, including bureaucratic resistance and data infrastructure gaps, are analyzed with practical solutions. This paper invites policymakers, researchers, and citizens to test and refine GMC, envisioning it as a global standard for 21st-century governance that prioritizes performance, equity, and trust.

Rozważania zawarte w artykule dotyczą form wsparcia ofe- rowanego przez polski rząd, z jakiego mogliby skorzystać przedsiębiorcy i pracownicy w czasie pandemii. Zaprezen- towane w publikacji pytania badawcze i wnioski opierają się na studiach literatury przedmiotu, odpowiednich re- gulacjach prawnych oraz istniejących danych uzyskanych z Powiatowych Urzędów Pracy województwa śląskiego. Uzyskane dane dotyczą podmiotów gospodarczych nale- żących do sektora MŚP. Aby odpowiedzieć na postawione
pytania badawcze, wykonano analizy statystyczne z wyko- rzystaniem pakietu IBM SPSS Statistics 26. W badaniach wykorzystano test Shapiro-Wilka, test Kruskala-Wallisa oraz analizę korelacji rho Spearmana. Wyniki badań mogą mieć istotne zastosowania praktyczne. Mogą być wykorzy- stane przez przedsiębiorców z sektora MŚP oraz samorządy jako przegląd rozwiązań zastosowanych w czasie pandemii, a także weryfikacja zasadności wdrażania tych form wspar- cia, w tym ocena działań podjętych przez polski rząd na rzecz stabilizacji polskiej gospodarki.

This contribution discusses the arguments in favour and against strict term limits for full-time academic leaders (such as deans and rectors). It is argued that good reasons exist for limiting the time one can serve in such positions, including the need for faculty self-governance. Both legal-economic arguments and current practice – based on a brief empirical survey of the time deans at Dutch law schools and rectors at Dutch universities serve – suggest that a maximum period of six to eight years best suits the interest of university and faculty. This avoids academic leaders becoming vulnerable to interest groups, makes them more representative and responsive, promotes innovation, vitality and diversity and facilitates succession planning.

Statistical package for social sciences (SPSS) was used to analyze and test the hypotheses. The study results indicated that there is a high impact of social network on Purchasing decision making at all stages: (1) the perception of the consumer of the product that was advertised through social networking, (2) to help consumers to fined different alternatives to satisfy their needs, (3) the ability to choose the suitable product, (4) the purchase of the product, (5) evaluate the decision after the purchase stage. The study recommended: (1) Companies who are interested in advertising their products through social networking sites should provide enough information on their products and the company who produce products. (2) companies should give the opportunities to consumers to express their opinion about the company goods and services,(3) Companies should utilize the social network more often in marketing their products because of the large number of end-users .

This research report is based on a literature review which brings together networks and inter-organisational approaches, including mergers, to understanding third sector partnerships for public service delivery. It reviews recent drivers for partnerships and mergers in the third sector, and provides a more in-depth discussion of definitional debates about partnership. It considers the main forms of partnership working, partnership governance and accountability, and outcomes and evaluation. The evolving relationship between Governments and citizens in the Arab region, highlighted by a growing demand for transparency, efficiency and better service delivery, underscores the urgency for digital transformation in public institutions.
Emerging technologies such as artificial intelligence, machine learning, big data analytics and blockchain hold transformative potential for the public sector, offering unprecedented opportunities for enhancing efficiency, accountability and service quality across Arab public institutions. Digital public infrastructure plays a foundational role in harnessing these technologies to achieve the Sustainable Development Goals.
Global case studies, from the e-government System in Estonia to the Aadhaar system in India and the Smart Dubai initiative in the United Arab Emirates, demonstrate successful instances where technology has been used in the public sector, emphasizing the benefits of digital transformation in improving public service delivery, ensuring transparency, and fostering citizen engagement.

For Arab countries to fully harness the benefits of digital transformation, it is imperative for them to develop comprehensive digital strategies that are tailored to specific national and regional contexts, emphasizing the development of human capital and digital infrastructure. To achieve a successful digital transformation in the Arab public sector, the report calls for a collaborative, multi-stakeholder approach to innovation, with a focus on creating an enabling policy environment.

Complex challenges and diverse needs across sectors, along with rapid technological development, demand meaningful and actionable solutions, policies and services, based on input from external and internal experts,
decision-makers, technicians and the public. All stakeholders have their own points of view, ideals, vision and targets. The puzzle is how to consider all these aspects before arriving at a useful solution. This report offers a possible solution in the form of InnoCook, an adaptable innovation process model that offers guidance and an overall structure for processes, while promoting creativity in execution and methods, making it possible to apply it in most environments.
The analysis of trends and examples in chapter 1 serves as an introduction to innovation in the public sector. Chapter 2 describes the model using a cooking metaphor, with flavours, ingredients, and meals used to illustrate
processes, freedom of expression and the need to provide for others. Chapter 3 provides advice on how to adapt the model to a local context and offers suggestions on how to kickstart innovation and handle challenges specific to the public sector. Chapter 4 provides ideas on the issues public institutions can address through the innovation process model. It also offers guidelines on building local own-use cases that can be distributed among institutions as examples and guides.

O presente artigo apresenta um estudo de Governanca feito na Prefeitura Municipal de Santo Ângelo – RS. Buscou-se conhecer a transparencia das informacoes divulgadas pela mesma. Para isso foram comparadas as informacoes divulgadas pela prefeitura com as informacoes que os cidadaos santo-angelenses tinham interesse que fossem divulgadas e estas foram cruzadas com as que efetivamente a prefeitura divulgou. O trabalho foi estruturado com uma pesquisa bibliografica sobre o Tema Governanca aprofundando o tema em Governanca Publica e afunilando para um dos seus principios: a Transparencia que tambem esta amparada na Lei de Responsabilidade Fiscal (Lei Complementar no 101/2000) e na Lei da Transparencia (Lei Complementar no 131/2009). Como resultado do trabalho chegou-se ao percentual de transparencia da Prefeitura de Santo Ângelo.

En los últimos años, el sector audiovisual español ha experimentado una evolución que se debe, entre otros factores, a la presencia de nuevos actores que producen contenido y compiten por las audiencias de nuestro país. Dentro de este nuevo panorama audiovisual se encuentran, además de las redes sociales de compartición de vídeocomo YouTube, TikTok o Vimeo-y de streaming (como Twitch), plataformas IDS (Lotz, 2017): de televisión bajo demanda o TVOD (como RTVE a la Carta o Atresplayer), de vídeo bajo demanda basado en publicidad o AVOD (como AnimeFLV) y de vídeo bajo demanda por suscripción o SVOD, así como otros modelos mixtos o intermedios. Esta investigación se centra en caracterizar y denominar a las plataformas del ecosistema digital del entretenimiento on demand.

Resumen: En América Latina existe una reina en número de ventanas de exhibición ocupadas y en volumen de inversión publicitaria capturado: La televisión. Sin embargo, proyecciones económicas recientes no la identifican como el medio de mayor crecimiento, sino que señalan a los teléfonos móviles como el sector que más está extendiendo su influencia en el continente. El objetivo de este trabajo es realizar una primera recopilación de esta información y considerar si existen elementos suficientes como para creer en esta defenestración. La comunicación y su corolario de especifidades propias resultan un permanente desafío regulatorio; este fenómeno poliédrico ha cristalizado en una disciplina autónoma, a la que merece aproximarse desde una visión global e integradora. De ello se ocupa la obra Derecho de la comunicación, un estudio conjunto que ofrece una visión general completa de esta rama jurídica sobre la que se ciernen importantes cambios de forma inminente. El Parlamento Europeo ha aprobado el 2 de octubre de 2018 el texto de la Directiva de Servicios de Comunicación Audiovisual. A falta de un último trámite (su aprobación formal por parte del Consejo), su promulgación es inminente. A principios de junio de 2018 concluyó la fase de negociaciones entre los tres colegisladores europeos (Comisión, Parlamento y Consejo); este acuerdo político supone su aprobación de facto. La publicación de este Instrumento normativo, que se enmarca en el conjunto de iniciativas del Mercado Único Digital, anticipa un enorme impacto en el sector audiovisual al que nos aproximamos desde una perspectiva jurídica.

La futura ley audiovisual impondrá la obligación a las principales plataformas de streaming que operan en España-Netflix, HBO, Disney+ o Amazon Prime Video-de incluir en sus catálogos un mínimo del seis por ciento en catalán , euskera o gallego. Este requerimiento se alinea con la exigencia de promoción de obra europea, cuyo mandato, contenido en la Directiva de Servicios de Comunicación Audiovisual, debería haber hecho efectivo España antes de septiembre de 2020, fecha tope prevista para su incorporación a derecho interno. Este imperativo de iure aunque ajustado a derecho (el establecimiento de mínimos de producción propia supone una importante salvaguarda de la cultura de un territorio) contrasta de facto con el modelo de negocio de estas plataformas, sustentado en economías de escala.

Political ideology which constitutes diversified beliefs, values, and principles influence on people’s perspectives about the world and the organization of society. It is also a key factor in determining a person’s way of thinking and making decisions concerning his/her career development. With the emergence of complexities in the respective business processes of many firms, high attention is paid by researchers on the area of the political ideology of employees and how does it impact on their career development. But many of them have substantiated it from a job creativity perspective only. In order to fill the gap in the literature which focuses on how conservative political ideology impacts on all aspects of employee career development; job creativity, job commitment, and job burnout, the present study attempted to suggest the relevant propositions that could be tested and validated from a future empirical study.

Autism Awareness Care and Training (AACT) is an NGO which seeks to create
an inclusive environment for children who are faced with Autism Disorder Spectrum.
The organization achieves its goals by providing training activities for the children in
three different levels; lower, primary and upper level.
A needs assessment conducted revealed that most of the employees voluntarily
leave the organization because of reasons such as low pay, poor management-employee
relationship, lack of career growth and development among many others. The assessment
also revealed that most of the employees are employed because of their personal
relationship with members of the management team and this contributes to the high
turnover on the job. Hence, the need to have a rigorous recruitment process and measures
to retain employees is necessary for AACT.
Extant related literature revealed that high employee turnover affects the
productivity of every organization and it comes with both direct and indirect cost.
However, turnover becomes a good thing for a company if they tend to lose the unskilled
labor to create room for more skilled labor, and managers also play a key role in
attracting the right type of people in every organization. This study proposes a solution to
help reduce labor turnover as well as retain employees for a longer period on the job in
Autism Awareness Care and Training (AACT). The solution seeks to improve the
recruitment and selection process by suggesting a systematic approach proposed by Breaugh and Starke (2000). Retention measures such as creating an intentional communication channel between employees and management, health need support and having staff recognition day are proposed to keep workers longer on the job.

استهدف هذا البحث تحديد التأثير المباشر وغير المباشر لأبعاد الاستثمار في تسويق العلاقات (المالي، الاجتماعي، الهيکلي) على العلاقات المثمرة من خلال توسيط امتنان عملاء شرکات الطيران في مصر. واعتمدت الدراسة على قائمة استقصاء عبر الانترنت online survey لجمع البيانات من عملاء شرکات الطيران، وقد بلغت عدد القوائم الصحيحة 403 قائمة، وتم تطبيق أسلوب تحليل المسار لاختبار فروض الدراسة عن طريق استخدام البرنامج الإحصائي WarpPLS.6.
وأشارت النتائج إلى وجود تأثير معنوي إيجابي للاستثمار المالي والاستثمار الاجتماعي في تسويق العلاقات على العلاقات المثمرة، کما توصلت إلى وجود تأثير معنوي إيجابي للاستثمار الاجتماعي وکذلک الاستثمار الهيکلي في تسويق العلاقات على امتنان العميل. وأکدت النتائج وجود تأثير معنوي إيجابي لامتنان العميل على العلاقات المثمرة. بالإضافة إلى وجود تأثير معنوي إيجابي غير مباشر للاستثمار الاجتماعي والاستثمار الهيکلي في تسويق العلاقات على العلاقات المثمرة عند توسيط امتنان العميل. وفي ضوء ما أسفرت عنه الدراسة من نتائج، فقد أقُتُرِحَت مجموعة من التوصيات التي يمکن أن تسهم في بناء وتعزيز علاقات مثمرة مع العملاء.

Resumo: As organizações operam em um ambiente cada vez mais complexo, estando constantemente sujeitas a diversos tipos de pressão, tanto internas quanto externas. As organizações públicas se inserem neste cenário, sendo cada vez mais cobradas por melhores desempenhos resultantes de mecanismos de gestão eficientes acerca das obrigações que lhes competem. Com a evolução do uso dos computadores e dos meios de comunicação, definiram-se novas formas para os modelos de relacionamento estado-sociedade cada vez mais baseadas nas novas tecnologias de informação e comunicação -TICs. Essas tecnologias teriam, portanto, potencial para construir uma nova relação entre poder público executivo e legislativo e o cidadão, ao pressupor-se que possibilitam uma administração pública mais eficiente, democrática e transparente. No ano de 2009, Mello realizou um estudo para mensurar o Índice de Governança Eletrônica dos Estados Brasileiros (IGEB). Para tal, o autor definiu uma gama de indicadores para analisar os portais eletrônicos de todos os estados brasileiros, definindo o IGEB de cada um. O presente estudo toma por base os indicadores e a metodologia definidos por Mello (2009) para definição do Índice de Governança Eletrônica (IGE) do poder público executivo e legislativo do município de porto velho capital do estado de Rondônia, órgãos públicos municipais que dispõem de portal eletrônico com sistema de informações para o cidadão acerca da sua forma de gestão, bem como da gestão dos projetos e recursos públicos acerca das demandas sociais existentes no município. O objetivo central da pesquisa, de identificar o índice de governança eletrônica na gestão do poder público executivo e legislativo do município de porto velho com o uso de indicadores analisados na homepage das instituições, foi atingido, pois os indicadores permitiram, além de estabelecer o IGE das organizações, demonstraram quais os pontos que podem ser passíveis de melhoria em cada uma das dimensões estudadas. Neste contexto, foi possível analisar o portal eletrônico da organização em estudo sob a ótica da governança eletrônica, avaliando os indicadores propostos para definir um índice que demonstrou o grau de acesso proporcionado ao cidadão, empresas e às ações do poder público municipal executivo e legislativo. Bem como a gestão do poder público municipal executivo e legislativo de porto Velho pode melhorar seu desempenho, no sentido de prestar mais e melhores serviços on-line mais efetivos à sociedade, com algumas melhorias no seu portal, algo que pode até ser simples, considerando que maioria das práticas já existe e que só precisam ser adequadas, de maneira que possam ser mais acessíveis e se constituírem, de fato, em uma fonte de informações que possa atrair o cidadão a conhecer e participar do processo democrático da gestão pública.
