Rural and small communities in the United States are home to a higher proportion of older adults (those aged 65 and older) than urban or suburban areas. This proportion is expected to grow over the next decade. Public transportation can play an important role in meeting the mobility needs of older adults, but transportation providers face significant challenges serving older adults in these settings. Using a set of case studies, the authors explore strategies that providers use to try to address these challenges and increase older adult transit use. These strategies include the use of flexible services, partnerships, and individualized outreach. Local context is important to service provision in small communities. Providers report generally positive results, yet most assessment rests on anecdotal evidence. There is a need for better data to determine whether older adult mobility needs are being effectively served.

Ridesharing is an increasingly prevalent form of transportation. Personal and pooled rideshare services are the two modes of ridesharing available on the market. While personal rideshare features higher time efficiency and better service experience, especially in terms of privacy, pooled rideshare has better energy efficiency and can reduce traffic congestion. To encourage users to utilize pooled rideshare, it is crucial to understand the factors behind preferences between pooled and personal rideshare services. This study conducted a survey study on a sample of 2,884 participants from the U.S. The stated-choice method was employed to collect the usage rate of pooled rideshare in designed scenarios. A detailed analysis of pooled rideshare usage rates among participants from different demographic backgrounds was performed. The results demonstrated demographic factors related to variations in pooled rideshare usage rates. Findings from this study explore the impacts of demographic factors on people's choices in ridesharing and provide important information for the modeling and optimization of ridesharing transportation systems.

In the Philippines context, malls have effectively become the modern "community center" with its wide array of shops and amenities. Although majority of their patrons are public transport users, it can be observed that not enough space are provided for public transport facilities within the mall complex. This contributes to the congestion in the vicinity of the mall. Given that there is a lack of space standards for public transport facilities in the local setting, this paper attempts to develop a framework to arrive at some minimum size requirements so that the facilities can function properly. This study tries to identify the different factors which determines the size of the public transport facility and makes an initial proposal on how the space standards would look like.

data for this project came from a three-year research program sponsored by GMC. GLCll-R sponsored an additional review of the data focusing on mode choice among older drivers and former drivers. Data from 16 focus groups and a telephone survey of 1,053 Michigan drivers and former drivers over age 65 were examined for information on transportation mode choices of older drivers and former drivers, their experience with alternatives to driving, and whether they had given any thought to or made plans for the time when they can no longer drive themselves. The results show that most older households owned at least one automobile and that the automobile was the primary mode of transportation for older drivers and former drivers. Most former drivers relied on getting rides from adult children, spouses, and friends. Background The Institute of Medicine in their seminal 1988 report, The Future of Public Health, stated that, “no citizen from any community, no matter how small or remote, should be without identifiable and realistic access to the benefits of public health protection, which is possible only through a local component of the public health delivery system.”1 Yet rural communities continue to experience gaps and shortages in their public health systems.2 Despite well-documented rural health disparities such as higher rates of chronic disease, obesity, and smoking, not all rural communities have a governmental local public health presence.3,4,5,6 Where local public health units do exist, rural communities may still face limited access to public health services due to constraints in funding, staffing and technological capacities.7

The growing population of seniors in the United States poses both interesting and challenging transportation policy issues that demand research on alternatives to current transportation systems. This study was motivated by a local foundation’s interest in senior quality-of-life issues in the communities served. The aim of this study was to assess senior transportation needs and systems as a means to move policy makers and funders closer to providing high-quality senior transportation services. The localized nature of senior transportation needs is best examined as a case study. In this article, one mid-sized Indiana community is examined using focus group interviews and individual surveys of senior citizens. The Barangay Development Plan of Barangay Burnay in the Municipality of Gitagum, Province of Misamis Oriental aims to enhance the socio-economic, environmental, and infrastructural aspects of the barangay. This plan is designed to address the current needs and challenges faced by the community while maximizing its resources and potential for sustainable growth and development. Through a participatory process involving community members, local authorities, and stakeholders, this plan outlines strategic initiatives and projects that focus on improving livelihood opportunities, promoting environmental sustainability, enhancing basic services, and fostering community resilience. By implementing this enhanced development plan, Barangay Burnay can create a more vibrant, inclusive, and resilient community that benefits all its residents.

The National Government sets, as one of its pilot programs, the PUV modernization which envisions a restructured, modern, well-managed, and environmentally sustainable transport sector where drivers and operators have stable, sufficient, and dignified livelihoods while commuters get to their      destinations quickly, safely, and comfortably.

This plan is anchored on OFG-D0-2017-11 or the Omnibus Guidelines in the Planning and Identification of Public Road Transportation Services and Franchise Issuance, setting the condition and requirements in PUV operation based on the principle of reliability, safety, accessibility, environmental soundness and comfort.

The rise of ridesharing platforms has transformed traditional transportation, making it more accessible for getting to work and accessing grocery stores and healthcare providers, which are essential to physical and mental well-being. However, such technologies are not available everywhere. Additionally, there is a scarcity of HCI work that investigates how vulnerable populations such as rural-dwelling people with HIV face and overcome transportation barriers. To extend past research, we conducted 31 surveys and 18 interviews with people living with HIV (22 surveys, 14 interviews) and their case coordinators (9 surveys, 4 interviews) in rural areas. Contrary to past research, we found that the use of alternative vehicles, extensive support networks, and nonprofit health organizations facilitated transportation. However, distance, the lack of trust and infrastructure, stigma, and other cultural underpinnings made popular forms of urban transportation unappealing. We contextualize our findings with prior research and contribute implications for future research and design. Maine has the distinction of being a beautiful state defined by natural forests, crystal-clear lakes, and a landscape unblemished by the usual marks of the densely populated regions of the U.S. The downside to this rural beauty is the remoteness of the sparsely populated communities which present challenges to residents who are unable to drive themselves to procure basic services because of physical, legal, or economic conditions. Many rural residents are unable to rely on personally-owned, single driver vehicles. According to the Maine Department of Transportation Bureau of Planning (2013), the Eastern Maine region has an estimated unmet need (number of trips needed compared to available services) of 75% (Penobscot County) and 84% (Piscataquis County). The recent reduction in the cost of gasoline has made travel more affordable, but the reality is that many can’t afford the purchase price tag, insurance, and/or maintenance costs to keep their vehicle on the road. This year as the Maine Community Action Association (MCAA) presents Poverty in Maine 2010, Maine is grappling with high unemployment, growing food insecurity, and a budget that has deteriorated at the expense of our most vulnerable citizens. We understand that the challenges are great, but we also believe that the possibilities are vast. During the 10 years that the MCAA has worked with the Margaret Chase Smith Policy Center to document the trends of economic uncertainty among Maine families living in poverty, we have witnessed two recessions and a period of economic expansion. Knowing that modest expansions were not likely to raise all boats, MCAA used the opportunity to build its capacity so that it could better serve people who might not benefit from an economy built on home ownership and market investment. Stagnant wages and dwindling assets were a reality for the poorest Maine households during the expansion, but even this could not prepare people for what was to come next. When recessions hit, they hit hard. The first jobs lost were those that pay the lowest wages, leaving the already vulnerable in a state of true uncertainty. MCAA was prepared with supports and services to get families through, and we will continue to search for the most effective strategies to help families in Maine until we finally end poverty once and for all. This report only strengthens our resolve to ensure that Maine people have access to affordable housing, warm homes, nutritious food, and quality care for their children, all while maintaining their dignity and a sense of hope. We hope that you will see this report as we do, not a story of overwhelming odds but one of possibilities. Our goal in commissioning this report is to provide the citizens of Maine with a look at the challenges and opportunities we must confront if we are to create stronger, more inclusive communities. BACKGROUND: Over five million people in the USA miss or delay medical care because of a lack of transportation. Transportation barriers are especially relevant to Medicare Advantage (MA) health plan enrollees, who are more likely to live with multiple chronic conditions and experience mobility challenges. Non-Emergency Medical Transportation (NEMT) helps to address transportation gaps by providing rides to and from routine medical care (for example, medical appointments, laboratory tests, and pharmacy visits) and has been added as a supplemental benefit to some MA health plans. OBJECTIVE: We aimed to characterize MA enrollees' experiences with supplemental NEMT benefits. DESIGN: Qualitative interviews focused on participants' experiences with existing NEMT benefits, transportation, and mobility. PARTICIPANTS: Twenty-one MA enrollees who used their MA NEMT benefit in 2019 and who remained eligible for ongoing transportation benefits through 2021. APPROACH: Using purposive sampling from a list of eligible participants, we recruited individuals who used their MA NEMT benefit in 2019 and who remained eligible for benefit-covered transportation services through 2021. KEY RESULTS: Participants considered NEMT an essential service, particularly because these services helped them decrease social isolation, reduce financial insecurity, and manage their own medical needs. Navigating logistical challenges associated with arranging NEMT services required participants to commit considerable time and energy and limited the effectiveness and reliability of NEMT. CONCLUSION: Participants described NEMT as a valued service essential to their ability to access health care. They suggested ways to increase service flexibility and reliability that could inform future NEMT policy and practice. As health systems and payers learn how to best address social risks, particularly as the US population ages, our findings underscore the importance of NEMT services and highlight opportunities to advance comprehensive transportation solutions for MA participants.

Accessibility of Hatiya, one of the most disaster-prone islands in Bangladesh, has many layers of challenges. Institutional arrangements guide the availability and quality of transports while islanders make travel decisions based on the geophysical character of the estuary and weather. These factors contribute to increasing disaster risks in transportation. The paper assesses accessibility using both primary and secondary data. Semi-structured interview responses helped in determining the Level of Services and Accessibility Indicators and generating Modal Suitability Matrix. Triangulating the findings with existing knowledge on geophysical dynamics and institutional arrangements illustrate, socially and politically constructed anthropogenic process to exacerbate risks arising from exposure to natural hazards in transportation. The supervision and monitoring of operation demand accountability and transparency. Thus, an integrated transport system can reduce disaster risks in the island's accessibility. The system needs to be culturally appropriate and use both technical and non-technical approaches.

The increasing cost of private transport and the rising pollution of the environment pose serious problems in society, economy and environment. The public transport has become a major challenge of collective and daily life. However, to encourage people to use a public transport system, the offered service have to be with good quality. This paper gives effective solutions to improve the quality of public transport service provided to users. In this paper, we present a Regulation Support System of Public Transport (RSSPT), based on Multi-agents approach that allows supervising and regulating a multimodal public transport. Its purpose is to adjust the vehicle schedules where several disturbances come simultaneously. The adjustment is based on actual traffic conditions. Purpose: Quality of the service and effectiveness of service operations system are considered as important aspects of achieving the customers' satisfaction of any service organization. The goal of this research is to see how the quality of inland transportation services affects passenger happiness. The research was exploratory in nature, and factor analysis was utilized to determine the most important elements influencing passenger satisfaction with service quality. Passengers will be disappointed to learn that there is no canteen available. The rest of the launch terminal is in good shape. Before the COVID-19 pandemic, the Philippine government was already implementing policies and building infrastructure aimed at improving the country’s road-based public transportation system and alleviating impacts of traffic congestion, especially in Metro Manila. However, with the pandemic, new priorities emerged. Public transportation now plays a vital role in controlling the spread of the disease while, at the same time, ensures that essential services are accessible, and public transport providers are sufficiently supported. This paper analyzes the road-based public transportation policies of the government during the pandemic using a multi-dimensional framework. In general, and in principle, we see that the government policies issued are consistent with the recommended transport policies that must be implemented during such crisis. However, there are some strategies that are untimely implemented, such as the mandatory utilization of the integrated terminals, the forced consolidation of transport providers, and the continuing modernization of jeepneys.

Currently a small percentage of older adults utilize public transit; however, the utilization rates are likely to increase as the corresponding population of older adults increases. Older adults are a diverse population and it is likely that future generations of older adults will require a wider range of transit options. The current research addresses (i) barriers for older adults at transit stops and stations, and (ii) older adult public transit habits and attitudes. This discussion presents the initial findings of a survey on urban older adults’ transit habits and attitudes. Older drivers did not seem to make preparations for the time they could no longer drive. Over half the drivers who perceived that they would have problems driving within five years, still expected to keep driving beyond five years.

Mobility remains a vital part of the well-being of rural-living, older adults and transportation disadvantaged persons. This study seeks to identify research and policy needs related to rural transit for older people and the transportation disadvantaged. To obtain this goal, the multidisciplinary study team conducted two activities as part of a 2016 rural transportation conference: a survey of conference attendees and open discussion to elicit additional information. Results suggest the attendees felt the need for rural transit for older adults would continue to increase with public and private funding being critical issues. Respondents had similar opinions about challenges and opportunities across socioeconomic characteristics including age, gender, political leaning, rurality, and organizational function. This suggests an opportunity to mobilize support for public transportation.

In the United States, the older adult community is forecast to more than double by 2030. Research is needed to address their increasing mobility needs and perceived public transit barriers. In this paper, researchers evaluate the effectiveness of the Rossmoor Senior Adult Community transit training class (Walnut Creek, California). In Summer 2007, surveys were implemented before-and-after transit training sessions to assess changes in attitudes and intended transit behaviors. Surveys also were administered to participants who had taken the training course over the past two years to identify any longer-term changes in public transit use (longitudinal survey). Results of the 'before-and-after" survey revealed a positive shift in participant comfort levels in taking public transportation and increased confidence in locating transit information. The majority of respondents (85.7%) stated that they planned to take transit more frequently after training. Longitudinal survey results revealed a significant decrease in private auto use as their primary transportation mode after training. Bus and transit information resource use increased significantly after training. Results from both study populations indicate that training may have an immediate impact on attitudes towards public transit and resulted in longer-term travel behavioral changes.

This article reviews the results of eight national transportation management association (TMA) surveys conducted between 1989 and 2003 using meta-analytical techniques. TMAs became popular as vehicles for dealing with traffic congestion and related problems in the late 1980s. Despite their initial popularity, however, many TMAs struggled in the 1990s, and by 2002 almost half of all TMAs formed in previous years had disappeared. Median TMA annual budgets bottomed out in 1991, but have since rebounded to a new high in 2003. TMAs today are more diverse in terms of organizational structure, offer a wider variety of products and services, and have better financial security. With higher gasoline prices and a heightened awareness of the security issues related to foreign oil dependence, the market for TMA programs and services seems likely to grow, if perhaps at a modest pace, during the foreseeable future.

The rise of ridesharing platforms has transformed traditional transportation, making it more accessible for getting to work and accessing grocery stores and healthcare providers, which are essential to physical and mental well-being. However, such technologies are not available everywhere. Additionally, there is a scarcity of HCI work that investigates how vulnerable populations such as rural-dwelling people with HIV face and overcome transportation barriers. To extend past research, we conducted 31 surveys and 18 interviews with people living with HIV (22 surveys, 14 interviews) and their case coordinators (9 surveys, 4 interviews) in rural areas. Contrary to past research, we found that the use of alternative vehicles, extensive support networks, and nonprofit health organizations facilitated transportation. However, distance, the lack of trust and infrastructure, stigma, and other cultural underpinnings made popular forms of urban transportation unappealing. We contextualize our findings with prior research and contribute implications for future research and design. This study investigates transportation disadvantage (TD) and its impact on social exclusion among lower-income older adults (n = 10) through the use of a custom-designed daily transportation diary app, MyAmble. The study utilized an ecological momentary assessment design using the Travel Buddy, which was the qualitative feature of MyAmble. The Travel Buddy allowed study participants to share their transportation experiences as they relate to the following domains of social exclusion: quality of life, participation, and resources. Conventional content analysis revealed five primary themes related to TD and social exclusion: constrained autononmy and flexibility, safety concerns, dimished emotional well-being, barriers to community engagement, and burdensome. The Travel Buddy produced qualitative data that contextualize lost opportunities and how characteristics of economic justice exacerbate the risk of TD, as well as how individuals manage within these intersections of disadvantage. Study findings provide insight for expanded conversations about how to transform transportation planning from mobility to equity. Finally, the use of ecological momentary assessment through digital platforms such as the Travel Buddy offer an innovative way to collect holistic data related to TD that will lead to better opportunities for transportation planners, engineers, and social service providers to work together to address the needs of environmental justice populations, including lower-income older adults.

Future adaptations in vehicle design should be linked in some parts to the age-related changes often faced by the older users. The aim of this research is to investigate the multiple age-related changes of Chinese older vehicle users in order to assist designers to better understand current and future older users' needs. Maine has the distinction of being a beautiful state defined by natural forests, crystal clear
lakes, and a landscape unblemished by the usual marks of the densely populated regions of
the U.S. The downside to this rural beauty is the remoteness of the sparsely populated
communities which present challenges to residents who are unable to drive themselves to
procure basic services because of physical, legal, or economic conditions.

Many rural residents are unable to rely on personally-owned, single driver vehicles.
According to the Maine Department of Transportation Bureau of Planning (2013), the Eastern
Maine region has an estimated unmet need (number of trips needed compared to available
services) of 75% (Penobscot County) and 84% (Piscataquis County). The recent reduction in the
cost of gasoline has made travel more affordable, but the reality is that many can’t afford the
purchase price tag, insurance, and/or maintenance costs to keep their vehicle on the road. The
funding trends at the state and local levels will not support an expansion of public transportation
to bring rural residents to hub centers for social services, healthcare, school, employment or
other destination points. As noted in the Maine Department of Transportation Final Strategic
Plan 2025 (2015, p. 13), federal funding in rural regions has remained at 2012 levels, and there is
little local funding support for rural transit systems operating outside the more urban cities of
Bangor and Ellsworth.

A review of the literature on transportation challenges and barriers, particularly in respect
to the sparsely populated region of Eastern Maine, provided the basis for this grounded theory
qualitative study. A series of thirteen interviews were performed with study participants living
in Eastern Maine who were characterized by one or more of the following traits: Low-income;
elderly; medically restricted; student; and commuting worker. The results of the study provide
insight into factors contributing to the gap, and whether a transportation management association
(TMA) and rideshare boards represent reasonable solutions. The study also suggests methods to
encourage use of alternative solutions to get Eastern Maine residents to their destinations.

This article examines various issues related to seniors' access to transportation and to a vehicle. The first part focuses on determining which seniors have a driver's licence and drive a car, including those with the weakest visual, auditory, motor and cognitive faculties. The second part of the article describes seniors' main forms of transportation other than driving a car. The last part examines the impact of seniors' main form of transportation on their level of social participation.
