Az open access (OA) publikálás az elmúlt években Magyarországon is meghatározóvá vált, a tudományos közlemények egyre nagyobb része jelenik meg nyílt hozzáférésben. A legfrissebb trendek azonban átrendeződést jeleznek: a korábban domináns Green OA háttérbe szorul, miközben a Gold és a Hybrid OA folyamatosan erősödik. A nyílt hozzáférés egyik legnagyobb akadálya az Article Processing Charge (APC), amelyet főként az EISZ Nemzeti Program kvótái fedeznek, kiegészítve az intézményi forrásokkal, illetve szükség esetén a szerzői önfinanszírozással. Az EISZ által biztosított éves kvóták ugyanakkor sok kiadónál már a nyár végére kimerülnek, ami bizonytalanná teszi a kutatók számára a támogatott OA-publikálást. Ez különösen hátrányosan érinti a fiatal kutatókat és a kisebb intézményeket, miközben a kormányzati politika és a nemzetközi rangsorok egyre nagyobb publikációs teljesítményt várnak el. Tanulmányunk célja a publikálási modellek és a magyarországi OA-trendek bemutatása, az APC-finanszírozás dilemmáinak feltárása, valamint olyan lehetséges megoldási irányok kijelölése, amelyek hosszú távon fenntarthatóbbá tehetik a nyílt hozzáférésű tudományos közlést.

Anforderungen an ein zukünftiges Bibliothekssystem aus der Perspektive ... a) der Österreichischen Nationalbibliothek (Josef Steiner) b) der Universitätsbibliotheken (Bruno Bauer) c) der Landesbibliotheken (Rudolf Lindpointner) d) der Pädagogischen Hochschulen (Christine Hinterhofer) e) der Verwaltungs-und Amtsbibliotheken (Inge Neuböck) 1999 wurde im Österreichischen Bibliothekenverbund das bis dahin eingesetzte Bibliotheksverwaltungssystem BIBOS 2 durch das System Aleph 500 abgelöst. Im Hinblick auf die begrenzte Lebensdauer eines Bibliotheksverbundsystems und die in den nächsten Jahren zu betreibende Ablöse des aktuellen Systems wurde im Herbst 2010 ein Diskussionsprozess innerhalb des derzeit ca. 80 Mitgliedsbibliotheken umfassenden Bibliothekenverbundes eingeleitet, um die gemeinsamen Anforderungen an ein zukünftiges System ermitteln zu können. Im vorliegenden Beitrag werden die Positionen der verschiedenen im Österreichischen Bibliothekenverbund vertretenen Bibliothekstypen dargestellt. 1 a) Anforderungen an ein zukünftiges Bibliothekssystem -aus der Perspektive der Österreichischen Nationalbibliothek (Josef Steiner) 2 Die Ablöse des Bibliotheksverwaltungssystems BIBOS 2 durch Aleph 500 erfolgte im Jänner 1999. Dieser Systemwechsel hat gegenüber dem ziemlich starren BIBOS 2 größere Flexibilität in der Bearbeitung gebracht. Wie sich die Anforderungen in den elf vergangenen Jahren geändert haben, möchte ich anhand der Österreichischen Nationalbibliothek demonstrieren.

Diese Ausgabe der LIBREAS. Library Ideas zielt darauf, etwas über den Alltag in Bibliotheken zu erfahren. Nicht über die Innovationsprojekte oder grossen strategischen Entscheidungen, sondern über das, was Tag für Tag in den Bibliotheken passiert. Wir hatten in der bibliothekarischen Literatur einen Bias gegenüber diesem Alltag festgestellt, der vielleicht auch damit zu tun hat, dass ein Grossteil des Personals andere Aufgaben hat oder den Eindruck vermittelt bekommt, dass das, was sie tagtäglich erleben, nicht relevant für andere Bibliotheken wäre. Es ist aber relevant. Wir wollten und wollen es wissen und zeigen. Deshalb wählten wir 1 unter anderem eine niedrigschwellige Form für solche Beiträge: Eine Umfrage unter Bibliotheken mit fünf Fragen, deren Antworten unser Meinung nach jeweils mehr über diesen Alltag aussagen würden, als Analysen von Strategiepapieren und Jahresberichten. Selbstverständlich gilt: Auch eine solche Umfrage ersetzt nicht Besuche in Bibliotheken vor Ort, ersetzt auch nicht die Erfahrung, die sich ansammelt, wenn man tatsächlich Tag für Tag in einer Bibliothek arbeitet. Aber Sie bieten einen Einblick in sehr unterschiedliche Bibliotheken: Spezialbibliotheken, Öffentliche Bibliotheken, Wissenschaftliche Bibliotheken, in kleine Bibliotheken und in grossen, in solche aus kleinen Gemeinden und grossen Städten aus Deutschland, Österreich und Brasilien. In dieser Rubrik präsentieren wir diese Antworten. Wir danken allen Teilnehmenden nochmals sehr herzlich. Was uns auffiel Wenig überraschend war, dass sich in den Bibliotheken, im Ganzen genommen, gedruckte Medien und elektronische Geräte gemeinsam finden. Die ganzen Diskurse darum, wie beide voneinander abzugrenzen sind, scheinen immer unsinniger zu werden. Einige Kolleginnen und Kollegen zeigten uns als ihren Hauptarbeitsplatz vor allem Rechner, aber Bücher dominieren doch. Nebenher gibt es auch eine Anzahl verschiedener anderer Medien und Dokumente (Leihscheine). Auffällig ist die weiterhin vorhandene Trennung zwischen Arbeitsplätzen in direktem Kontakt mit Nutzerinnen und Nutzern und Arbeitsplätzen in Büros und Magazinen ohne diesen Kontakt.

A predátor publikálás természete és mértéke erősen vitatott. A viták során azonban gyakran a folyóiratok és kiadók predátor vagy nem predátor jellegű meghatározására összpontosítanak. Kyle Siler amellett érvel, hogy a kifogásolható gyakorlatot folytató publikálás a tevékenységek széles spektrumát öleli fel, és ha elfogadjuk ezt a bizonytalanságot, akkor jobban megérthetjük, és értékítéleteket alkothatunk arról, hogy a tudományos kommunikációban mit jelent a jó gyakorlat folytatása.

The researchers used 446 textbooks with 802 authors to establish the difference in the number of male authors in comparison with that of female authors in textbook publishing. Recommendation on how to bridge the gap in gender imbalances relating to book publishing and education as a whole are also given.

Three years after the publication and large-scale dissemination of the guideline document "Recommendations for Higher Education Libraries", we seek to understand the extent to which this document has been adopted by librarians and how practices and experiences have been introduced in Portuguese higher education libraries. This paper aims to assess the application of the Recommendations on user training, particularly in information literacy; in digital content management, including data and scientific Adoption of the Guidelines for Higher Education Libraries in Portugal 2 Liber Quarterly Volume 30 2020 production; and in the direct support to students, teachers and researchers, not forgetting topics of space management and information resources as a whole. For this purpose, a questionnaire survey was used for higher education libraries in Portugal. The most implemented areas are information literacy and the management of institutional repositories, and support for editorial projects was the one with the lowest level of application.

Библиотека Археолошког института у Београду је научноистраживачка библиотека намењена истраживачима Археолошког института. Једна је од највећих специјалних библиотека са литературом из области археологије, историје, историје уметности, архитектуре, антропологије и осталих сродних наука на овим просторима. Њени запослени недавно су обележили седамдесет пет година постојања Библиотеке. Циљ овог рада је да представи развој Библиотеке кроз рад библиотекара. У првом делу историјата описани су формирање и радни задаци. Осавремењивање и прелазак са лисног на локални електронски каталог део је друге етапе. Новина у раду Библиотеке је свакако успостављање репозиторијума РАИ и транзиција са локалног електронског каталога WINISIS на национални библиотечко-информациони систем, односно узајамни каталог COBISS, која је у току.

Survey approach was adopted drew sample of 24 respondents from four academic and four research libraries in Ilorin, Kwara State, Nigeria. The sample comprised of head of libraries, the deputy and one senior person. Data was gathered through interview. The results demonstrated that the basic ICT required for recruitment of librarian into the academic and research libraries at the digital age are the specific ICT skills useful and relevant to each unit of the library and the general skills such as word processing, spreadsheets/excel, power point presentations, knowledge of databases, files folders, email/internet, hardware/software, web design and management, mobile technology and social media skills. The paper seeks to investigate the nature and features of agricultural book publishing in Nigeria, using National Centre for Agricultural Mechanization (NCAM) Library-Collections as a case study. The research examines a book publishing features such as collaborations, positions of authors, gender, etc. More importantly, this research tends to study the history of book publishing in Nigeria as it translates to Nigerian library's collection. The research specifically considered what percentage of research library collections are published in the country, and also authored by Nigerians.

In order to improve the performance of agriculture in Nigeria different agricultural research institutions were established. Realising the fact that economic and social development is based on progress in agricultural as well, these agricultural institutions have been striving to ensure food security in the country. But all these efforts have not yielded the desired result as the agricultural output in Nigeria can still not compete favourably with developed countries. Though, it has been established that there can be no research without information. Information is one of the components to achieve sustainable progress in agricultural research. Could it be that the agricultural researchers are not getting enough information for their research activities or they are not satisfied with information provided for research? Thus this study assessed agricultural researcher's satisfaction in terms of information facilities, sources, resources and contents using the researcher in all agricultural research institutions affiliated to agricultural research council of Nigeria (ARCN). The findings revealed that satisfaction with information facilities and information resources are high; but there is need for upgrade in information content and services for better satisfaction. Thus the study made some recommendations for better satisfaction so that there can be increased in research output which will in turn improve agricultural output in Nigeria.

This study examined the capacity building practices of librarians in universities for enhancement of library service in Benue State University. Five specific objectives were achieved and five research questions answered in the study. The study adopted descriptive survey research design. The population of the study was 84 staff of Benue state university library comprising 24 academic and 60 non-academic staff who were also used as respondents for the study. Instrument used for data collection was a researcher's structured questionnaire. Findings for the study revealed 10 items are in-service opportunities utilized by the university librarians in university libraries, 6 items were the influence of capacity building on University library, 10 items were the impact of capacity building practices on effective organization in university libraries, 9 items were the challenges of capacity building practices of librarians in universities for enhancement of library service and 15 items were the strategies for promoting capacity building of library staff for the in Benue State university library. The study concluded that appropriate strategies could be used to improve the practice of capacity building among library staff of Benue state university. It was recommended that the university should ensure that there is regular training of library staff who will develop efficient capacity in library services and The university should make available funds for sponsoring library staff programmes.

This study reports the recent activity of the Higher Education Libraries Work Group, a group of the Portuguese Association of Librarians, Archivists and Documentation Professionals. It focuses particularly on the reflection and debate about the production of the Guidelines for Higher Education Libraries that are published here. The study analyses some of the best practices held in higher education libraries that inspired the construction of this document and that can be observed to raise awareness of the most needed areas of intervention. It also aims to reach out to the strategic objectives of generating knowledge, sharing experiences, promoting the transfer of knowledge and fostering the creation of policies in the field of information and documentation in Portugal.

An exciting new chapter of the OpenAIRE project-series was launched on January 1, 2018. The mission of OpenAIRE-Advance is to support Open Access and Open Data mandates in Europe and worldwide. The project plays a strong role in strengthening and optimizing services with an end-user (everyone who's been involved in the research lifecycle) optimized Dashboard system. One of its main goals is to make the Pan-European helpdesks more powerful through the NOAD (National Open Access Desk) system so that the NOADs will become key actors in consolidating the national Open Science movement. It commits the research society to Open Science in such a way as to channel Open Science as a service into the research lifecycle. Its primary task is to promote changes in scientific communication, so OpenAIRE will support the development of new generation repositories with new functionalities and new technologies.

The evolution of scholarly research raises questions regarding the role of research libraries in the 21st century. As information and data have taken on new forms, researchers and libraries alike have adapted their skills and services to reflect changes in how information and research are created and conducted, disseminated, and preserved – throughout shifting social and philosophical paradigms as well as in response to emerging technologies. As such, librarianship is an ever-changing field that has advanced to include data management skills as a core competency. Unfortunately, perceptions of the LIS field have not kept up with the pace of its development. Involvement of librarians in data capture and management remains a struggle because those producing data in universities may not necessarily associate their activities with the library – unless there is a system in place that makes it mandatory for them to use a library or other repository in place, e.g. grant funding or promotion...

This research work seeks to investigate the rate of utilization of electronic library and in particular, The Essential Electronic Agricultural Library (TEEAL) by researchers. While analysing the data in this research work, it was discovered that although 99% of the respondents have heard about TEEAL and the usefulness, only very few of the respondents actually utilize the electronic library. This poor utilization was however linked to several points such as poor power supply, inadequate computer systems in the library and limitations in the accessibility of the library due to working hours. The researchers of this work however discovered that researchers still prefer other means of sourcing research information such as Google search and periodicals, which can be easily accessed via the mobile telephone and related devices.

• Early career researchers (ECRs) consider journals the central form of communicationbut are concerned about pressure to publish. • ECRs want to share but currently accept the closed publishing system because of the need to build a traditional reputation. • ECRs knowand appear to carelittle about publishers but trust them as publishing and reviewing facilitators. • Editors are criticized for not managing peer review with better selection of reviewers. • Megajournals are not seen as the future journal form and criticized for lack of selectivity. • ECRs want open access/science in principle but are circumspect about their contribution to it. • ResearchGate is a key force for change as ECRs consider it a mainstay communication and reputation platform.

STUDI PERBANDINGAN PARA TOKOH PENDIDIKAN ISLAM Pertumbuhan dan perkembangan Pendidikan Islam sebagai sebuah disiplin ilmu dapat dikatakan terlambat. Itu sebabnya hingga saat ini umat islam masih belum banyak memiliki pengetahuan yang mendalam tentang pendidikan islam. Dari keadaan ini, dapat diduga mengapa citra dan mutu Pendidikan Islam pada umumnya masih kurang baik dibandingkan citra dan mutu pendidikan pada umumnya. Memahami keadaan kurangnya pertumbuhan dan berkembangan Ilmu Pengetahuan Islam itu nampaknya tidak terjadi di masa sekarang, tetapi juga dimasa yang lalu. Sejak dimasa klasik hingga masa modern (sekarang), belum banyak pakar ulama' islam yang meneliti masalah Pendidikan Islam. Kondisi yang demikian itu, tampaknya perlu segera diatasi dengan cara menumbuhkan dan mengembangkan Ilmu pendidikan Islam melalui serangkaian kajian dan penelitian sebagaimana yang dilakukan penulis dalam makalah ini. Pembahasan dalam makalah ini, penulis akan membandingkan para tokoh yang mempunyai pemikiran tentang pendidikan menurut konsep masing-masing. Melalui analisis dan kajian sederhana, penulis dalam makalah ini akan menyajikan pemikiran-pemikiran tokoh tersebut (Ibn Maskawaih, Al-Qobisi dan Al-Mawardi). Kemudian penulis akan membandingkan pemikiran pendidikan ketiga tokoh tersebut, dengan tujuan sebagai sumbangsih, dimana umat islam saat ini sedang mencari model pendidikan yang unggul dan terpadu sebagai upaya menjawab persoalan-persoalan agama dan kebutuhan masyarakat, agaknya pemikiran para tokoh pendidikan yang dikaji dalam makalah ini patut dijadikan bahan perbandingan. Az egyetemi könyvtárak felhasználóképzési programjai általában a hallgatók képzésére helyezik a hangsúlyt, az ELTE-n azonban ezt a feladatot a kari, intézeti könyvtárak látják el. Az Egyetemi Könyvtárban ezért az oktatók, a PhD-hallgatók és a könyvtárosok a képzések elsődleges célcsoportjai. A cikk azt mutatja be, hogy hogyan fejlesztett ki a könyvtár egy széles körű, több célcsoport számára készült és számos területet felölelő, több helyszínen igénybe vehető, tervezetten és hatékonyan működő felhasználóképzési programot, külön szervezeti egység és extra források hozzárendelése nélkül.

In a world of information overload and data deluge, is opening science a research library's duty? Or is the openness of science deeply changing libraries, ultimately converting them into something else? The purpose of the review is to highlight the challenging issues stemming from the relationship between research and libraries. A broad literature analysis was performed focused on the intersection of three different perspectives: (1) the future of research libraries, (2) the emerging new roles, and (3) the ongoing openness of science. Libraries are still at the heart of science but challenged by several stakeholders within the complexity of present science production and communication. Research support services, research data management, or research information management are emerging roles, among others, sustaining an open path where libraries thrive to be more collaborative while looking forward to establishing new partnerships.

The present study aims to highlight the issue with a specific reference of the information professionals about " English language as a barrier " in their research productivity. It further explores how information professionals acknowledge the challenges related to language barriers and to know their training needs to learn the (four) skills of English. The researchers proceed with a brief history of English as a " lingua franca " and how it turned out to be a barrier in the path of researchers belonging to information professionals. Survey method of quantitative research approach is used to probe out the issue regarding how the language can reduce the research productivity. A structured questionnaire was developed to conduct the research. Through convenient sampling technique, 357 information professionals, librarians and LIS research students were selected as sample and accessed to collect the data. Only 258 (72%) valid responses were received and considered to obtain the results. The study found that English language is a huge barrier for the research productivity of the respondents. The respondents also agree that there is positive relationship between training to learn English language and the research productivity. Respondents need training for all in four skills like reading, speaking, writing and listening. The results also show significant difference in language as a barrier based on gender, qualification and type of institute. The study also reveals that with the help of training sessions, the research productivity can be increased. This study will help the LIS schools to revise their syllabus as per need of the stake holders. Professional associations, policy makers and students can address this issue on professional and academic platform to overcome the language gap and deficiencies. The present research also put a stress to make English language as a mandatory part of the curriculum to increase the research productivity among information professionals.

Selfies became extremely popular in 2013 on the Internet. So did, albeit in a narrower circle, researcher profiles created by the researchers themselves. A researcher profile summarizes an author’s work by listing all publications. The goal of the profile is to highlight an individual scholar or an institution, while promoting the discoverability of their scholarly publications. These pages offer bibliographic data and sometimes full-text articles. Another goal is to complement traditional bibliometric indicators, since conference presentations, book chapters, syllabi, research plans and data are also uploaded in addition to scholarly articles. Gender imbalances is not just reflected in education from the surface level, but more
narrowly, highly established and sensitive in book publishing. This paper examines the level of
gender imbalances and sensitivity in book publishing using NCAM library collection as a case
study. The researchers used 446 textbooks with 802 authors to establish the difference in the
number of male authors in comparison with that of female authors in textbook publishing.
Recommendation on how to bridge the gap in gender imbalances relating to book publishing
and education as a whole are also given

The research is the backbone of any countries of the World. It can improve the economy of that
nation which is having best resources for the particular research. This is totally depend on the
resources of research library and role of the librarians. On the research front, hundreds of labs
under different government agencies carry out a large part of research. An ever increasing
number of foreign companies are also setting up labs. India has the third largest scientific and
technical manpower in the world. In terms of R&D investments, India is in the top ten countries
in the world. Some of the Indian research labs are as well if not better equipped than labs in the
West. Rough estimate of R&D investment, as % GDP in India is about 1.00%. About 70% of
R&D investment in India comes from the government, but industry’s share is also steadily
increasing. India publishes about 35,000 papers annually and these appear in about 2,500

tools in the contemporary world and the immense amount of available information makes all
modern libraries face new challenges. In order to survive and meet the needs of potential
researcher, traditional libraries should be transformed into so–called hybrid libraries focused on
providing information collected not only in books but also in all available electronic sources. The
electronic sources contain e–books, digital documents and various databases. This paper discussed the maser role and responsibilities of librarians and library staffs in the research library and also tells about research library activities, functionalities, services.

For large public libraries, the development of digital technologies poses challenges that have yet to be fully explored. While library sector rhetoric rightly imagines that digital technologies bring change to all aspects of library operations, it is not enough to focus on the technologies. Using the State Library of Victoria (SLV) in Australia as a case example, this paper identifies two key challenges for large public libraries in the new millennium. The first is to obtain a thorough understanding of the nature of the environment in which they operate; in particular, an understanding of the ways in which both the ecology and economy of information are changing. The second challenge is for libraries to develop a policy framework that clarifies institutional goals and brings coherence to diverse and sometimes conflicting policy demands in rapidly changing technological and service settings.
