Proclamarea independenței Republicii Moldova a fost determinată de evoluția politică a Uniunii Sovietice spre sfîrșitul anilor ᾿80 ai secolului trecut și în special de lovitura de stat de la Moscova din zilele de 19-21 august 1991. E adevărat că ea a fost cumva facilitată de atmosfera social-psihologică și politică din Moldova, dar aceasta nu a fost mai mult decît un produs al schimbărilor apărute în imperiu ca urmare a politicii lui Gorbaciov de "glasnosti" și "perestroika", care a deschis teren liber pentru inițiativele populare. De altfel, pînă la lovitura de stat, care a fost o surpriză pentru toată lumea, aceste initiative nu-și propuneau mai mult decit susținerea politicii lui Gorbaciov. Zădărnicirea loviturii puciste de la Moscova a pus capăt acestei mișcări, înlocuind-o cu dezideratul pentru independență, îmbrățișat de toate republicile sovietice. Chestiunea cea mai delicată privind ieșirea republicilor naționale din componența URSS este în ce măsură aceasta a fost justificată, mai precis, dacă modalitatea realizării acestui important act politic a exprimat corect interesele de moment și speranțele de viitor ale republicilor unionale. Această chestiune pune problema relației imperiilor multinaționale cu componentele lor. Relațiile respective nu au fost peste tot la fel. Ungaria, Cehia, Slovacia, Slovenia, Croatia etc. au cunoscut sub coroana habsburgică o perioadă de prosperitate economică și mai ales culturală. Astăzi aceste tări sînt printre cele mai dezvoltate din Europa în bună parte tocmai datorită acestui segment al trccutului lor. Și dimpotrivă, acele popoare care au făcut parte din imperiile otoman și rus nu au progresat aproape deloc. Nu mai bună, ba chiar mult mai proastă, a fost soarta popoarelor coloniale, stăpînite de metropelele europene, considerate democrații moderne, ca Marea Britanie, Franța, Olanda, Spania, Portugalia. Unele țări coloniale nu s-au limitat doar la exploatarea nemiloasă a popoarelor subjugate, ci au avut drept obiectiv prioritar exterminarea în masă a populației autohtone, cum au procedat de ex. Statele Unite ale Americii cu indienii. Sub aspectul situației reale în care s-au aflat regiunile naționale în Rusia țaristă și apoi în URSS, ele au fost îndreptățite să lupte pentru a scăpa de această tutelă. Însă felul cum s-a destrămat URSS și cum pe ruinele ei au apărut statele independente postsovietice, necesită o examinare cu totul sub altă perspectivă. Dincolo de caracterul ei politic și de politica ei culturală, Uniunea Sovietică era un organism economic unitar, de aceea prăbușirea ei subită a fost însoțită de o adevărată catastrofă economică, care a lovit le fel de puternic toate componentele imperiului. Și dacă pentru unele republici, care aveau importante resurse naturale sau măcar ieșire la mare, lovitura nu avea să fie cu totul distrugătoare, în cazul Moldovei, mică, izolată, lipsită de importante resurse naturale, în afară de pămînt, situația avea să fie pur și simplu disperată. Cele cîteva zeci de întreprinderi industriale moderne, care erau subdiviziuni ale unor mari unități economice din Rusia, au dispărut îndată după proclamarea independenței. A urmat lichidarea marilor gospodării agricole de stat, colhozurile și sovhozurile, și a marilor complexe agroindustriale, ceea ce a atras aproape completa lichidare a industriei alimentare locale. Drept urmare, a apărut o armată de sute de mii de șomeri, care, treptat-treptat, s-a scurs în afara țării. Astfel, Republica Moldova a rămas fără industrie, fără o agricultură, nu neapărat modernă, ci măcar cu adevărat funcțională, și fără minimul necesar de brațe de muncă.

Sfera Politicii pune la îndemâna cercetătorilor, a oamenilor politici şi a publicului, analize, comentarii şi studii de specialitate, realizate pe baza paradigmelor teoretice şi metodologice ale ştiinţei şi teoriei politice actuale. Sfera Politicii îşi face o misiune din contribuţia la consolidarea şi dezvoltarea societăţii democratice şi de piaţă în România.

The study examines British attempts to approach the USSR in summer 1940, after France’s fall, to counter German hegemony. Using British (Foreign Office, Cabinet Papers) and Romanian archives, it reconstructs Anglo-Soviet diplomacy, highlighting disputes over Bessarabia and the Balkans. The UK explored an alliance with Stalin, offering recognition of Soviet annexations (including Bessarabia) in exchange for neutrality. However, Stalin rejected these overtures, preferring cooperation with Germany, as he believed the new "balance of power" (via the Molotov- Ribbentrop Pact) better served Soviet interests. A key issue was control of the Straits. The British tried to mediate a Turkish-Soviet agreement, but Turkey refused any compromise. London also feared Soviet expansion in the Balkans would destabilize the region and push Turkey toward the Axis. Ultimately, in 1940, Moscow chose to maintain ties with Berlin, and British efforts to detach the USSR from Germany failed—though they laid the groundwork for the future Allied coalition post-1941

Studiul de față reprezintă rezultatul cercetării unor noi surse inedite din Arhivele Naționale Britanice, referitoare la relațiile româno-britanice din perioada premergătoare declanșării celui deal Doilea Război Mondial. Aspectele acestor relații, la care se referă acest studiu, țin de: circumstanțele vizitei regelui Carol al II-lea din noiembrie 1938 în Anglia, impactul factorului economic asupra relațiilor anglo-române, atitudinea britanică față de revizionismul maghiar, poziția britanicilor față de atitudinea României în raport cu politica de neutralitate, modul în care relațiile româno-britanice au fost afectate de Pactul Ribbentrop-Molotov și intrarea U.R.S.S. în cel deal Doilea Război Mondial.

The present study focuses on how the Romanian government rejected Western Allies' initiatives to sign military conventions that would complement the security guarantees of April 13, 1939, and, in fact, specify how those French and British declarations would be implemented. The study does not address Romania's equally negative attitude towards Anglo-French attempts to connect Romania to the European security architecture that the Western Powers were seeking to build, including through the westward reorientation of the 1921 Polish-Romanian Alliance and by trying to persuade Turkey to also provide security guarantees to Romania, following the Anglo-French model, and thus compelling the government in Ankara to assume, in relation to Eastern Europe, other security obligations beyond those stipulated by the Balkan Entente Treaty. The security guarantees offered by the British to Romania in April 1939 were reluctantly given and only partially aligned with British objectives. While the British government aimed for an agreement that would include Poland and Romania in a European security system against Germany, King Carol II and Gafencu refused any concrete commitments, preferring a unilateral guarantee. This "success" of Romanian diplomacy was a compromise that failed to secure genuine support from Britain and France while deepening Germany's distrust. Subsequent attempts by the Romanian government to obtain security guarantees from Germany were met with scepticism, and Romania's refusal to participate in bilateral discussions for the implementation of the guarantees undermined confidence in its ability to play an active role within Western alliances. Ultimately, the lack of a coherent foreign policy and the refusal to firmly engage alongside the Allies left Romania vulnerable to the geopolitical challenges of the ensuing period.

The present paper aims to analyze the relations between Romania and the Democratic Republic of Congo in the field of the Ministry of the Interior during the period 1972-1974. These began after Nicolae Ceaușescu's visit to the African state in 1972. After that, several reciprocal visits of delegations from the two countries took place, following which it was established that they would have relations at the level of security structures and the Romanian state would export weapons and operational technical equipment to the People's Republic of Congo to equip the police and secret service of the African state. Later, the two parties established that the Romanian state would receive young Congolese students to study at the Security School in Băneasa. If in cooperation with other countries the Romanian security officers accepted the reception of cadres for specialization internships of a maximum of one year, in the relationship with the Democratic Republic of Congo they accepted that its representatives would follow all the courses of the Security School with a duration of five years, also making an extra effort to learn the Romanian language. This was possible due to the fact that, ideologically, the People's Republic of Congo was the closest African country to the communist world, the Congolese Party of Labor having a very good relationship with the Romanian Communist Party.

The European Union is a global and regional player, which at various levels of cooperation (bilateral, interregional and multilateral) participates in ensuring international peace and security. The article will analyze the determinants of the EU's role and influence in the field of international security: the ability to undertake missions; willingness to allocate resources to security and defense objectives; recognition of the EU as an important player in the field of international security. The EU supports both the UN's efforts to ensure international security and the OSCE's efforts to strengthen regional security. EU Member States contribute to the UN security budget, including participating in various peacekeeping operations.

În articol este definit şi interpretat termenul "diplomaţie". Autorii menţionează că diplomaţia a fost lansată în circuitul profesional, odată cu formarea primelor state în Europa, ca urmare a consolidării suveranităţii lor din epoca medievală. Pacea de la Virvins (1598) a impulsionat relaţiile dintre statele catolice şi cele protestante, ceea ce a cauzat ca Anglia, Franţa, Spania şi Imperiul Sfînt German să menţină relaţii diplomatice permanente. Caracterul şi formele de activitate diplomatică a statelor din perioada secolelor XIX-XX au permis savanţilor şi diplomaţilor din acea perioadă să determine diplomaţia fie ca ştiinţă, fie ca artă, bazată pe concepţii teoretice şi principii morale superioare sau o materie, care îmbină caracterele ambelor domenii. Actualmente, diplomaţia este definită, în special, din perspectiva locului şi rolului ei în cadrul sistemului internaţional, ca cel mai relevant mijloc al politicii externe a statului, cel mai important instrument al colaborării internaţionale şi de reglementare a conflictelor dintre state. Mesianismul, ideea că o națiune are de îndeplinit un rol salvator în istoria popoarelor lumii, este intim legat de evoluția ideologiei puterii politice din Rusia, creștinismul Rusiei ortodoxe a fost, în perspectiva sa mistică și prin vocația sa de dominație, responsabil pentru destinul spiritual al Rusiei de a conduce omenirea. Începând cu ideologia politică „Moscova – a treia Romă” și până la vocația internațională a comunismului sovietic, mesianismul  a fost la baza legitimării expansiunii și pretenției de dominație universalistă a Rusiei. Prezentul demers are în vedere „migrația ideologiilor” puterii, de la cea a Romei din Occident, prăbușită sub loviturile barbarilor în 476, la „noua Romă” a lui Constantin fondată în 330 și cunoscută  Imperiului Bizantin în etapa grecizării sale culturale, pentru ca în final, în secolul al XV-lea, după căderea Constantinopolului în 1453 sub atacul turcilor otomani, puterea imperială să migreze la Moscova, „ a treia Romă” în pretenția sa creștin-universalistă.
Ideea imperială „Moscova – a treia Romă” a rămas o moștenire a bazelor ideologice ale puterii de Stat în Rusia pe parcursul ultimelor cinci secole, fiind supusă mutațiilor inerente schimbărilor de fizionomie politică ale acestuia, dar rămânând la fel de puternică în substratul ei de legitimare prin forța argumentului istoric regăsit într-un trecut mereu refasonat și mitizat pentru a răspunde cerințelor prezentului. Pentru Rusia, vocația ei imperială a presupus mereu un demers comparatist cu fostul spațiu de emergență al ideii imperiale, lumea occidentală, identificată ca inamic în plan spiritual și politic, subiect al unei xenofobii generate de teama de „celălalt”, de valorile sale diferite. Pentru Rusia, actuala sa doctrină de apărare, „Russkii mir” traduce o tendință defensivă, de repliere pe vechea moștenire teritorial-politică a țarismului care-și justifica puterea imperială prin teoria politică „Moscova – a treia Romă”. Vechile structuri de fundamentare ideologică au fost reapelate, reactualizate, retehnologizate discursului legitimant din prezent, la fel cum fostele focoase nucleare din perioada „Războiului Rece” au supuse modernizării și reintegrării serviciului activ de către forțele aerospațiale ale Federației Ruse.

Aber anders geht es nicht.

Great Britain was the primary investor in the Romanian oil industry during the interwar period. During the Second World War, companies with British ownership were transferred under the control of German companies. This led the Soviets, after 1944, to claim the right to take over and confiscate a significant portion of the oil installations owned by British companies before 1941. One of the main objectives of the British Military Mission within the Allied Control Commission in Romania was to defend eco-nomic interests, particularly in the oil industry. This often put them at odds with the Soviets and Romanian authorities. This study attempts to discuss the efforts of Great Britain to regain control over English capital companies in Romania. The study relies on unique archival sources from both Romania and Great Britain.

Dispariția fizică a lui Leonid Kravchuk a constituit ocazia perfectă pentru a evalua moștenirea politică extraordinară pe care a lăsat-o în Ucraina: referendumul pentru independența față de URSS, semnătura pe Acordurile de la Bialovezha din decembrie 1991, eliberarea de arsenalul militar pe care, oricum, nu l-ar fi putut folosi, butoanele fiind la Moscova; o poziție tranșantă cu privire la tentativele de reorganizare a Uniunii Sovietice pe principiul egalității între statele succesoare refuzând, orice compromis care ar fi putut continua dominația Rusiei asupra celorlalte țări. Echilibrul și căldura umană pe care le degaja în jur ne va lipsi enorm, cu precădere în aceste vremuri tulburi prin care trece Ucraina.

The waves of democratization implied a large scale of countries worldwide. The political theory suggests that a 5th wave would include the former Soviet countries. At the beginning of 2022, unusual movements in Kazakhstan raised the question about the possibility that this Central Asian country moves away from the inherited political system towards reform, following path dependence solution and thus, coming close to Ukrainian efforts.

Several articles and analyses published in 2020, in international journals and on the websites of prestigious think tanks, were drawing attention on the role that the middle powers are playing in today's international politics. In the context of the war in Ukraine and the growing rivalry between the United States of America and China, these middle powers seem to assume a much more prominent role in global politics. But how can we identify these middle powers, what defines or sets them apart from other powers in the international system, and how extensive may their influence be in the international system? Our approach presents models for the identification of middle powers on the map of world states and an extremely concise analysis of the evolution and roles of middle powers, from a systemic perspective of global security dynamics and the reconfiguration of the current international system.

Prezenta lucrare este consacrată analizei politicii externe, de securitate și apărare a Uniunii Europene, fiind elaborată în rezultatul implementării proiectului 586976-EPP-1-2017-1-MD-EPPJMO-MODULE Jean Monnet MIGIEUS Module „Migration as a security challenge in EU and the EU foreign, security and defense policy” (2017-2020). Notele de curs se axează pe o abordare politologică tradițională, în stilul realismului politic. Elaborarea mai multor compartimente, subcompartimente ale acestei lucrări au rezultat inclusiv într-o serie de publicații științifice, or unele întrebări ale acestui curs universitar, în lipsa unor lucrări consacrate, necesitau o analiză mai aprofundată în bază surselor primare. Sarcina de bază a notelor de curs rezidă în a elucida esența, caracterul, formele de manifestare și trăsăturile specifice ale politicii externe, de securitate și apărare comună a țărilor-membre și a structurilor supranaționale ale Uniunii Europene. Suportul teoretico-metodologic al lucrării reprezintă școlile și paradigmele clasice ale teoriei relațiilor internaționale precum metodele de abordare instituțională, normativă, statistică, factologică etc. Lucrarea este destinată studenților, masteranzilor, doctoranzilor și celor interesați de tematica politicii externe, de securitate și apărare a Uniunii Europene.

The present work aims to analyze the main events of the Algerian war of independence and Romania's position in relation to it. In the first part, a retrospective of the Franco-Algerian conflict will be made, from its beginning on November 1, 1954 until the conclusion of the Evian Peace Agreement on March 20, 1962. In the second part of the paper, we will present how Romania positioned itself to this conflict. Like almost all states in the communist camp, the RPR helped the Algerian people by sending aid consisting of medicine and clothes to the Algerian Red Crescent in 1958 and 1962. Although there were several contacts, Romania was reluctant to recognize the Provisional Government of the Algerian Republic, established in 1958 in exile because there was a possibility that diplomatic relations with France could deteriorate. Thus, the Romanian government waited for the right moment to recognize the Algerian leadership, and this happened on March 20, 1962, after the conclusion of peace, despite the protests of the French Legation in Bucharest. Later, Romania and Algeria established diplomatic relations, and on November 1, 1962, the first official Romanian delegation visited the North African state.

In meiner Philosophie denkt nur das Individuum. Das aber ist kein reiner Individualismus. Eine Partei kann durchaus auch denken, aber sie denkt selber immer auch nur durch Individuen. Der Dissens entsteht dann, wenn es einen Dualismus zwischen der Meinung, den Devisen der Partei und dem Einzelnen gibt. Es ist nicht wahr, daß der Einzelne immer recht hat. Auch der Einzelne kann sich irren. Das entscheidende Kriterium ist die Wahrheit. Wenn eine Partei der Meinung ist, die Renten müssen erhöht werden, oder das Renteneintrittsalter muß erhöht werden, so ist dies zu messen an dem, was in der Sache geboten ist.

The premises of this project are that approximately 90% of the conflicts in the modern society and not only, are based on poor communication. Any type of miscommunication (due to cultural, linguistic, politic or religious differences) can and will generate conflicts of various intensities going from simple quarrels to diplomatic incidents and all the way to wars. The mediator has the role to solve any existing conflict and to help repair the breaches from the communicational system between parts, in order to preserve the relationship. The article presents a case study on the involvement of the European Union’ structures to amicably solve the conflict triggered during 2008 - 2009, between the Russian Government and the Ucrainean one regarding the gas provisions and the price claimed for the natural gas sold to European countries.

It is reported by various media sources that, since the beginning of the Syrian war in 2011, more than 11.5% of Syria’s population has been wounded or killed. The scarcity of war resources forced the belligerents of the Syrian civil war to use many improvised weapons among which the chemical barrel bombs hold the headlines. Although the exact number of casualties produced by chemical weapons in Syria is unknown, reportedly a few thousand were killed or intoxicated. This article seeks to determine the efficiency of improvised chemical weapons used in Syria and compare them with the specially designed ones. For comparison, the military standards are to be used and the conclusion will show if the media is exaggerating or the humanity faces a new type of chemical warfare.

The fauna of the headwater streams that drain the steep, forested slopes of the Luquillo Mountains, Puerto Rico, are characteristically species-poor relative to mainland streams (BARNISH 1984, BooN et al. 1986, CoVICH & McDOWELL 1996). lnvertebrates dominate the stream food web, with three families of freshwater shrimp accounting for u p to 95% of the standing stock biomass of total stream organisms (COVICH et al. 1991, 1996). While the insect assemblages of tropical streams may differ markedly from their temperate zone counterparts (see COVICH 1988 for review), most major taxa are represented in Puerto Rican streams (MAsTELLER & BUZBY 1993). However, insect densities are much lower in Puerto Rican streams than in other tropical streams (CROWL et al. 2001). The article aims to provide a way of researching the mechanisms of nation state expansion by using economic means and cyberwarfare. The justification for such a study is dictated by the international dynamics of rewriting the various international agreements between states and their reordering by using means of a hybrid nature that include economic tools, cyberwarfare, mass communication and of course, military techniques. To study these mechanisms of expansion when it comes to the already established superpowers as well as the ascending powers, we rely on the theory of hegemonic war proposed by Robert Gilpin and the foreign policy paradigm issued by Alex Mintz. The specific matrix of decision-making mechanisms will be built on in the evaluation of share rates to via a qualitative-quantitative hybrid approach meant to bring additional value to the market of security studies on of cyberwarfare, which currently encompasses purely rationalist research only. The present approach is not intended as an exhaustive outlook, but rather as a first step towards a larger study, as its purpose is to introduce new and revolutionary ideas in the cyberwarfare research of international relations.

Die Philosophie muß dem Volke dienen. Die Philosophie muß aber auch dem Menschen dienen. Dieser Dienst aber der Philosophie muß immer ein Dienst der Freiheit sein! Denn nur das Denken des Denkens selber, das noesis noeseos, νόησις νοήσεως, verweist frei auf das Volk, oder auf den Begriff des Volkes, und nur dieses noesis noeseos, νόησις νοήσεως verweist frei auf den Menschen. Die Philosophie darf sich niemals entäußern! Sie darf niemals Propaganda werden über das Volk! Über den Menschen! Sondern die Philosophie muß immer als Philosophie frei sein, und darin dient sie dem Volke, und darin dient sie dem Menschen. Dem Volke oder dem Menschen dienen heißt so viel wie: Sagen und darlegen, was der Mensch ist, was das Volk ist, aber auch, was das Sein ist, oder was die Natur ist. Die Philosophie aber redet immer nur zu Menschen, nie zur Natur oder zum Sein. Aber in dieser Rede zum Volke oder zum Menschen muß das innere Wesen des Volkes oder des Menschen sein/liegen. Sokrates also, das Individuum muß darin erscheinen, und muß darin sich erkennen. In diesem "Erkennen/Sich-Erkennen" liegt dieser Dienst. Dieser "Dienst" also ist keine Geste der Unterwürfigkeit, sondern ist eine Geste des freien Denkens, des freien Geistes und des freien Erkennens! Darin und nur darin liegt dieser Dienst. Die Philosophie muß den Begriff klären, auf-klären: das ist ihre primäre Aufgabe. Tut sie das nicht, brauchen wir keine Philosophie. Propaganda, also die leere, die dumme, die ideologische Rede vom Volke oder vom Menschen brauchen wir nicht. Wir brauchen immer nur die Rede vom Geiste und die Rede im Geiste. Dann treffen wir das Volk oder den Menschen. Denn der Mensch und das Volk stehen dann mitten in ihrem Begriff. Oder: sie stehen dann mitten im Geiste. Darin dann lebt sowohl der Mensch als auch das Volk: aber immer nur im freien Geiste lebe das Volk und lebe der Mensch.
