Maritime Management

This paper appraises the degree of Cabotage Act implementation in Nigeria. The Act was passed into law in 2003 to empower domestic shipping operators to dominate the coastal and inland shipping trade. Secondary data were employed to elicit information on the relationship exiting between local and foreign cabotage operators in respect of vessel ownership, revenue earned, manning and building of cabotage vessel. The difference of means statistical method was employed for the analysis and hypotheses were tested using a paired t-Test method of analysis. H 0A was accepted to show that there was no significant difference in vessel ownership between foreign and local operators; H 0B was rejected which indicates that foreign operators were earning more than local counterparts; H 0C was rejected which means that local manning was more than foreign manning; H 0D was rejected showing that foreign built vessels outnumbered the locally made ones. The result of this analysis revealed that much improvement has not been recorded in the fortunes of indigenous shippers in the country. The paper therefore suggests that, the agency charged with the enforcement of this Act should shift focus from revenue generation such as granting waivers to foreign participators and seek for more indigenous participation.

In a competitive environment, ports have to determine their key success factors and their competitive position. In this sense we will try to identify the determinants of logistics performance of the port of Agadir while answering the following question: which is the structure of the performance logistics of the port of Agadir? This paper will attempt to present a literature review of the determinants of port performance which come in different categories and across several factors. An empirical part will be devoted to the confrontation of these determinants in our field of by testing the factors considered in the literature as critical determinants of the performance of a port. As results, the determinants of performance of the port of Agadir will be released after confirm or refute hypotheses.

Human resources management (HRM) has increased its functionality and popularity in the transportation industry as a dynamic and complex environment. Specifically, the maritime industry presents special challenges in managing human resources. In recent years, with the advent of digitalization, many spheres have changed their way of working, and it has been felt most strongly in healthcare and pharmacy. Dans cet article, nous nous intéressons à déterminer les paramètres et les contraintes relatives à l'allocation des emplacements pour le stockage des conteneurs au sein du Port Tanger-Med, s'appuyant sur un modèle de stockage générique. La conception de ce modèle se base sur une étude pointue de la littérature et diverses observations des opérations de stockage dans différents ports maritimes. Nous avons alors effectué une étude qualitative, sous forme d'étude de cas portant sur le terminal EUROGATE Tanger, un des terminaux à conteneurs du Port Tanger-Med. Le but étant de finir par traité un cas réel en tenant compte des caractéristiques et des spécificités de ce port et d'aider à la prise de décision dans le dit terminal.

The harbour environment is changing and this obliges ports to be attentive to all the strategic variables to keep and reinforce their competitiveness. The competitiveness of a port can also be understood at the level of costs, prices, technologies and quality. In this article, we tackle it at the level of organizational and institutional structures to show the causes of the uncompetetiviness of the port of Casablanca. Acknowledging this situation, we propose a logistical strategy to enhance the competitiveness of this port, the lung of Morocco, which takes into account existing measures, real and potential and the challenges of globalization. The study analyzed the influence of time on seaborne oil trade in Nigeria. It determined the trend of seaborne oil export and import trade in Nigeria. The key objectives of the study were to measure the influence of time on seaborne oil import and export trade in Nigeria, to compare seaborne oil export and import trade facilitated by Nigeria seaports and to estimate the relationship between seaborne oil trade and port revenue in Nigeria. Secondary data on port revenue, tonnages of seaborne oil export and import trade were obtained from the Central bank of Nigeria and used in carrying out the study. The statistical tools of trend analysis, simple regression analysis and independent sample t-test were used to analyze the data obtained. It was found that the trend of seaborne oil export and import trade in Nigeria over the period covered by the study was increasing. Espagnol (SPE) est composé de 46 ports d'intérêt général, gérés par 28 Autorités Portuaires. Les relations entre ces autorités portuaires sont de nature concurrentielle, ce qui fait de la planification un outil indispensable pour qu'elles soient compétitives. Grâce à la planification les gérants des ports sont capables d'ajuster la capacité et les conditions physiques des infrastructures portuaires aux prévisions de croissance du trafic. Il est essentiel que les départements de planification des Autorités Portuaires espagnoles disposent d'un outil qui soit capable d'estimer la capacité des infrastructures, et plus précisément des quais. Jusqu'à présent, le plus courant pour estimer cette capacité a été d'appliquer une formulation qui assume un nombre déterminé de postes d'accostage, tous identiques: formulation discrète. Néanmoins, l'exploitation des quais des terminaux à containers est faite de manière continue. Pour cette raison, il faut faire un pas en avant et utiliser une formulation qui reflète l'exploitation réelle des quais: formulation continue. Dans cette étude on présente une formulation continue et on la compare avec celle discrète, en faisant voir les erreurs possibles qui peuvent être commises en supposant que le quai est composé d'un ensemble de postes d'accostage identiques. Pour cela, on a appliqué les deux formulations au terminal à containers MSC Terminal Valencia, S.A. du port de Valencia (Espagne) avant et après avoir été élargi en 2010.

This paper proposes the use of plastic debris shredded into 2mm bits and sandwiched between fiber glass mats treated with a solution mixture of polyester resin and catalysts as alternative for boat building. The presentation compares relevant properties of existing glass-fiber reinforced (GFR) used in today's boat building and our proposed plastic sandwiched fiber glass reinforced (PSFGR). The material properties of strength, density and hardness test were made and compared. Though the PSFGR is about 32% of the strength and 21% of Flexural bending strength of the existing GFR, the density, which is a very vital property for boat making is however practically the same. It is believed that designers can consider the presented strengths of the PSFGR and adopt the sandwich methodology for boat building for marine transportation and other related products.

The study also found that there is a weak association/relationship between ship turnaround time in ports and ship traffic/ship calls at ports. The result also indicates that the Nigerian ports are far from achieving the global average benchmark ship turnaround time. The Average ship turnaround time in Onne port is about 49% while Delta port is about 92% higher than the global average benchmark of 2days in port. Calabar and Rivers ports have respective 150% and 241% higher ship turnaround times than the global average benchmark. It was recommended that port authorities and terminal operators should work to reduce the high ship turnaround time in Nigerian ports to meet with global average benchmark among other things.

L'objectif principal de cette étude est de déterminer et d'évaluer les indicateurs de performance du transfert de conteneurs par navettes ferroviaires entre le futur terminal multimodal et les terminaux maritimes du port du Havre. Différents modes de transfert ont été comparés par rapport à la minimisation des retards, des coûts et des émissions de CO 2. En se fondant sur la méthode ECOGRAI, nous avons proposé une démarche ECOGRAISIM ; les variables de décision et les indicateurs de performance sont déterminés à l'aide de la méthode ECOGRAI et sont évalués par simulation.

RESUME : L'objectif de ce travail est de proposer un mode d'exploitation optimisé, basé sur une approche d'optimisation et de simulation, pour le transfert ferroviaire massifié de conteneurs entre le terminal maritime Atlantique et le futur terminal multimodal du port du Havre. L'outil de simulation à événements discrets a été réalisé en utilisant le logiciel Flexsim CT. Les variables de décision de la simulation sont déterminées par l'optimisation grâce au logiciel Cplex. Le but est de déterminer la stratégie la moins coûteuse pour le transfert d'un ensemble de conteneurs entre deux terminaux à conteneurs. Des résultats numériques sont présentés et analysés pour montrer l'efficacité de notre approche.

En raison de l'importance du transport maritime, la performance des ports en tant que nœud du reseau de transport maritime est devenu un catalyseur essentiel de la capacite d'une region a etre competitif au niveau du commerce international. Garantir la performance des ports est donc un objectif politique frequent et important. C’est la raison pour laquelle determiner les indicateurs de mesure de la performance portuaire est considere comme un element clef pour le developpement des ports et des parties prenantes, d’ou la revue de litterature elaboree dans cet article. En effet, nous avons traite la performance dans sa globalite, la performance portuaire ainsi que l’efficience et la productivite comme indicateurs de mesure de la performance, particulierement a travers les etudes empiriques menees auparavant dans la litterature associee a la performance portuaire.

An analysis of maritime transport policies in Ghana was conducted in this study. The objectives were to establish the existence or otherwise of maritime policy, the degree of its effectiveness and its impact on the maritime industry in particular and the nation as a whole, identify the challenges affecting the successful implementation of maritime policies in Ghana, and suggest measures for effective implementation of Ghana's maritime policies. The study was conducted in the port communities of Tema and Takoradi. It employed a descriptive research design and the instruments used were interviews and questionnaires. The study focused on maritime policies enacted since Ghana’s independence. The findings of the study indicate that although there is no single document as a maritime policy, there are forms of policies. Le modèle maritime du transport par « unité de charge » est donc pertinent pour les acheminements terrestres avec les techniques de transport combiné et le transport de « caisse mobile » ou de « semiremorque ». L'exemple américain, l'exemple transalpin montre que ce modèle est compétitif pour de grands corridors continentaux. Mais cela suppose aussi l'implantation de centres logistiques et l'ouverture à la concurrence ferroviaire pour assurer une offre de service compétitive par rapport à la route sur des distances supérieures à 500 à 600 km. Ces problèmes ont conduit à organiser des dessertes terrestres de transport massifié par fer ou voie d'eau. Les exemples les plus marquants sont la mise en place de transport ferroviaire « double stack » aux USA, ainsi que sur certaines lignes en Chine et en Inde, ou bien du transport par voie d'eau le long du Rhin ou du Yang Tsé. La plupart des grands ports européens prévoient une augmentation significative de leur part modale ferroviaire (ou voie d'eau) pour desservir des centres intermodaux implanter à l'intérieur des continents. Au niveau « micro-économique », l'objectif est l'intégration d'une chaîne logistique toujours plus complexe, depuis le stade de la production à la distribution, que les nouveaux moyens de communication et d'information rendent possible, mais qui doit faire face aux nouveaux défis de la congestion routière et de la distribution dans les grandes métropoles. Une approche analytique des coûts des différents segments de la chaîne montre que des gains de productivité restent possibles au niveau de l'acheminement principal du fait de la massification. Mais elle montre aussi que le maillon terminal est de plus en plus onéreux dans le coût de la chaîne. La performance du transport maritime a permis « d'effacer » les distances entre continents, replaçant le transport terrestre comme élément déterminant des performances des chaînes de transport.

L’objectif de ce travail est de developper un systeme d’affectation des conteneurs aux vehicules autonomes intelligents (AIVs) dans un terminal a conteneurs. Dans la premiere phase, on a developpe un systeme statique pour resoudre le probleme multi-objectif optimisant la duree totale des operations de deplacement des conteneurs, le temps d’attente des vehicules aux niveaux de points de chargement et de dechargement et l’equilibre de temps de travail entre les vehicules. L’approche proposee est l’algorithme genetique(AG). Une extension de cette approche a ete ensuite effectuee pour corriger les limites de la precedente. Pour choisir la meilleure approche, une etude comparative a ete realisee entre trois approches : AG, AG & DIJK et AG & DIJK & HEUR. Также в статье приводится пример применения авторской методологии для расчета показателя морского потенциала различных государств и определения места России среди них.

This book describes the system of indexes, developed by the IMEMO for evaluation of the overall maritime potential of a country. The Index of Maritime Might (IMM) is atop this system. This research includes the rankings of the top-100 countries according to their involvement in the maritime domain. The countries are compared by their ability to conduct a variety of maritime activities, either military or economic, which were calculated on the basis of statistical data as of the 1st of January 2021. This edition contains an updated version (2.0) of the indexes.

Le transport maritime est l'opération de déplacement des marchandises d'un endroit à un autre par voie maritime. Ce mode de transport prend en considération le chargement des conteneurs au niveau des ports, la plupart des pays du continent africain n'ont qu'une connectivité maritime réduite. L'objectif général de notre travail est d'évaluer l'impact de la gestion d'un terminal à conteneur sur la performance du port de Conakry. La méthode mixte (qualitative et quantitative) est utilisée dans le cadre de cette recherche. Les opérateurs du terminal à conteneurs présentent une satisfaction d'escale aux navires et une amélioration des conditions de travail. Le problème de gestion des stocks reste une priorité de l'étude. Les résultats de l'analyse donnent une précision qui nécessite une augmentation des équipements, la formation du personnel, l'extension du terminal et le problème de gestion des stocks à tous les niveaux et à tout moment.

Pertumbuhan ekonomi memprioritaskan untuk membangun dan memperkuat sektor-sektor di bidang ekonomi dengan mengembangkan, meningkatkan, dan mendayagunakan sumber daya secara optimal. Pada sektor ekonomi maritim sendiri sebenarnya memiliki pengaruh yang besar terhadap devisa negara, bidang maritim ini bisa memberikan penghasilan yang terbilang banyak jika dilihat dari kekayaan alam yang dimiliki Indonesia., sayangnya pengelolaan sektor ekonomi di bidang ini belum tertata secara sistematis dan masih peru banyak perbaikan untuk mengoptimalkan perkembangan sektor ini. Kemenko Kemaritiman sejak tahun 2016 silam telah melakukan studi awal perihal definisi ekonomi maritim dan juga telah menyusun berbagai klaster guna mengidentifikasi cakupan aktifitas kemaritiman dalam KBLI (Klasifikasi Baku Lapangan Usaha Indonesia), dan pada tahun 2019 ini kita juga membahas tentang bagaimana menindak lanjuti dari yang tadi sebagai kajian awal, bersama dengan Pusat Penelitian Ekonomi LIPI, KKP, Kemen ESDM,Kemenpar dan Kemenhub serta pelaku usaha (Santoso,2019).

I. Pendahuluan Posisi Indonesia sebagai negara kepulauan terbesar di dunia seharusnya menjadi kekuatan penting yang dapat dimaksimalkan dalam pembangunan. Limpahan kekayaan yang terkandung di laut secara utuh-dalam, di dasar maupun di atas permukaan laut-merupakan potensi ekonomi yang mampu memberikan kontribusi nyata bagi perekonomian nasional. Berbagai kekayaan laut ini sebenarnya telah dieksploitasi dan dimanfaatkan sejak dahulu hingga sekarang baik melalui metode produksi yang tradisional bahkan berbasis teknologi dewasa ini. Sekelompok kalangan meyakini bahwa nilai ekonomis kekayaan sumber daya alam laut melebihi dari kekayaan serupa yang ada di daratan. Bahkan ada yang mengatakan kekayaan yang ada di laut dianggap tidak akan pernah ada habisnya. Tentu saja kalau pendapat ini benar maka paling tidak dapat menepis kekhawatiran kita akan kelangkaan atau hampir punahnya sumber daya yang ada di daratan. Pertanyaannya apakah kekayaan laut tersebut telah mampu didayagunakan sebagai modal pembangunan untuk mencapai kesejahteraan bangsa, atau kalaupun sudah didayagunakan, sudahkah ia berimplikasi positif terhadap kemajuan ekonomi masyarakatnya. Perspektif ekonomi paling sederhana memberikan tuntunan tentang bagaimana suatu ekonomi bekerja dari tiga kondisi dasar yaitu, apa yang harus diproduksi, bagaimana berproduksi dan untuk siapa produksi tersebut. Jawaban dari kombinasi ketiga pertanyaan tersebut dapat dikaitkan dengan kemampuan Indonesia sebagai negara kepulauan, terutama membahas apakah pembangunan hari ini telah menempatkan sektor kelautan sebagai modal pembangunan yang unggul. Dalam istilah lain, memampukan bidang kelautan menjadi sektor pemimpin (leading sector) dalam kegiatan perekonomian nasional.

This paper studies the determinants of Maritime Trade in Nigeria: A Theoretical Underpinning. The objective of this study is to establish the conceptual and theoretical constructs that determines Maritime Trade in Nigeria. The study adopted a theoretical approach and examined key literature, theories and empirical works. The findings from this study showed that maritime trade contributes to economic growth and concludes that growth in Maritime trade is necessary for Nigeria maritime subsector growth and recommends amongst others the full and speedy implementation of the port reforms as this will assist open up the Nigerian seaports for increased trading activities and maritime revenue; It further urged the government to create enabling environment for indigenous vessel owners and operators through granting of access to the country's Cabotage vessel Financing funds to acquire bigger and sophisticated vessels to boost international Shipping business.

Maritime dikonotasikan dengan masyarakat yang terletak dekat pesisir pantai beserta kegiatan yang dilakukan di perairan atau laut, atau dapat dikatakan terdapat interaksi antara sumberdaya manusia (penduduk) di daerah pesisir pantai dengan berbagai kegiatan, terutama dalam penangkapan ikan di laut, pemanfaatan sumberdaya kelautan lainnya, industry maritim, transportasi laut, pemasaran hasil-hasil laut, dan perdagangan antar pulau. Sebagai Negara Kepulauan yang memiliki laut yang luas dan garis pantai yang panjang, sektor maritim dan kelautan menjadi sangat strategis bagi Indonesia ditinjau dari aspek ekonomi dan lingkungan, sosial-budaya, hukum dan keamanan. Meskipun demikian, selama ini sektor tersebut masih kurang mendapat perhatian serius bila dibandingkan dengan sektor daratan. Perekonomian Indonesia akan maju bila di dukung dengan pemerataan tingkat kesejahteraan masyarakat. dalam hal ini sangat penting untuk menumbuhkan daerah pesisir yang masuk dalam tingkat kesejahteraan rendah sehingga perlu ada sebuah pembenahan kembali, lewat Penguatan sektor kelautan dan industri perikanan maka akan meningkatkan perekonomian daerah pesisir. Indonesia mempunyai beberapa tantagan dalam menjaga perekonomian maritimnya, tantangan tersebut ialah memanfaatkan segala kekayaan laut Indonesia serta alur laut navigasi bagi kemaslahatan dan kemakmuran bangsa Indonesia. Memahami ancaman terhadap laut dan ancaman dari laut, ancaman terhadap laut dapat bermula dari manusia secara langsung seperti polusi dan eksploitasi sumber daya secara tidak lestari dan tidak berkesinambungan. Sedangkan, ancaman di laut biasanya terkait dengan tindakan pelanggaran hukum seperti perompakan, perampokan di laut, penyelundupan orang, perdagangan orang, perbudakan anak buah kapal, penyelundupan senjata, obat-obatan terlarang. Mengamankan kawasan maritim Indonesia dari berbagai ancaman. Sehingga, bangsa Indonesia dapat memanfaatkan secara maksimal dengan prinsip kelestarian dan kesinambungan laut bagi seluruh rakyat Indonesia.

Artikel ini dilatar belakangi oleh bentuk geografis Indonesia sebagai negara kepulauan terbesar di dunia dengan luas perairan 3,25 juta km2 lautan dan 2,55 juta km2 Zona Ekonomi Eksklusif (ZEE) (Roza, 2017). Maka di sini kita akan melihat bagaimana upaya pemerintah Indonesia menjaga kekayaan bahari yang ada di wilayah Indonesia. Apa saja kebijakan luar negeri yang telah diambil oleh pemerintah Indonesia untuk melindungi kekayaan bahari Indonesia?  Mengapa kebijakan luar negeri yang diambil itu penting? Dikarenakan, jikalau kebijakan tersebut tidak dapat menjaga kekayaan bahari Indonesia, maka kekayaan bahari Indonesia dapat dipastikan akan dieksploitasi oleh negara lain.

Indonesia sebagai negara kepulauan memiliki berbagai permasalahan pengelolaan sumber daya kelautan khususnya di perbatasan antar negara. Beberapa pelanggaran batas laut negara yang telah ditetapkan melalui zona ekonomi ekslusif (ZEE). Tantangan yang dihadapi pemerintah Indonesia saat ini dalam mengelola sumber daya maritim adalah terkait batas maritim dan kriminalitas kelautan. Misalnya penangkapan ikan oleh nelayan asing, eksplorasi tambang di bawah laut oleh beberapa perusahaan asing menyebabkan pencemaran laut di batas negara, dan minimnya penggunaan iptek dalam pengelolaan sumber daya maritim di Indonesia.

Maritime policies like general transport policies over the years have remained a veritable tool for planning the development of the maritime transport sub-sector in Nigeria and other nations. Experience in most developing African countries has shown that African nations are not lacking in the development of well thought-out policy blue prints for the development of her maritime sectors; they rather have poor policy implementation strategies as past records have shown; thus culminating into the failure and total abandonment of well thought-out maritime development policy plans. An example is the UNCTAD 40-40-20 policy which has helped similar maritime nations as Nigeria to develop adequate capacities in carriage of their seaborne trade and fleet size but has failed to achieve the same feet in Nigeria. The study was thus carried out to assess the implementation outcomes of the defunct UNCTAD 40-40-20 policy in Nigeria, in comparison with the outcomes of the current cabotage policy being implemented by the Nigeria maritime Administration and safety Agency. The historical research design method was used and secondary data were collected and used for the study. The data collected were analyzed using the difference of means model, independent sample t-test and trend analysis. It result showed a decreasing trend in fleet ownership by Nigeria in both UNCTAD 40-40-20 era and cabotage era. The comparative analysis between the indigenous tonnages in the cabotage and UNCTAD 40-40-20 regimes revealed that the mean tonnages of the indigenous ship owners per annum in the cabotage and UNCTAD 40-40-20 regimes are 229477.2145tons and 279286.3636 respectively over the 11 years period covered in the study. There exists a difference in means of-49809.14909 in favour of the indigenous tonnage in the UNCTAD 40-40-20 regime. These imply similar implementation outcomes in both policies. It was recommended that improvement should be made in the implementation of the current cabotage regime to save it from similar failure like the UNCTAD 40-40-20 regime. IJSB

In the last years sustainability is the best concept and solution for all our World affected by the negative impacts of climate change. When we are talking about sustainability in maritime we are connected not only with the environment protection problems but we are connected with people issues-employees and employers, shipowners or port managers, port authorities, international organisations or educational institutions-all working together and planning strategies for the best possible development and implementation of sustainability strategy in maritime. Global sustainability must be the first principle taken in account when we are planning any business and our social responsibility must be focused on the following equation: Natural Resources Consumption + Business Profits = Natural Resources Replenishment + Sustainable Business Planning&Strategies. Marine management and maritime law supporting global sustainability Speaking about marine management ashore or onboard we are focus on an efficient implementation for a health and safety culture balanced by a sustainable culture. Unfortunately in our practice we are missing important sustainability's key aspects, even if we are including them in our sustainability strategies and reports. We are dedicated much time for planning an effective protection of the marine environment and promoting renewable energies, but in the same time we must to focus and work more on seafarers well-being, equality rights, ethics and education in this direction. We must to find the balance between maritime business industry, environmental protection and her social impact. Port managers must to include in their management strategies and plans all global sustainability aspects and they must to collaborate with other ports, stakeholders, shipowners and port authorities to can develop and improve this aspect. Also, quality management is a very important aspect when we are debate this topic and ISO 14001 and Environmental Management System are vital elements that we must to include in any port management strategy for an effective implementation of global sustainability. Maritime legislation like MARPOL, Polar Code, Ballast Water Management Convention are only a few from many others, very strong pylons that are sustaining a huge block of the protection of marine environment. We are improving more and more the reduction of air pollution cutting down the dioxide of carbons, sulphurs or other emissions, recycling garbage and protecting seas and oceans from oil spills or ballast water. Last research and statistics are showing how the fishing industry is affected by pollution and in the end all this aspects are having a social negative impact reflected even in health population. Marine pollution represents a continuous challenge for research, innovation and development of all regulations that are coming to support and help the marine environment against pollution and dangerous exploitations of all types of marine natural resources. Other important aspect for global sustainability concept in maritime represent the support for seafarers and all employees from the entire maritime domain. Maritime Labour Convention is coming to support seafarers rights and their well being on board or ashore, giving us their adequate working and resting hours in conformity or other rights which it helps to improve the seafarer's well-being, but this is not sufficient and we must to research and develop more this aspect because this represents an important aspect when we are talking about global sustainability in maritime. If we are taking in consideration all aspects of global sustainability in maritime and how it is reflected by legislation, we cannot leave uncovered the ship recycling aspects and Hong Kong Convention.
