This research addresses the employment disparities faced by Aboriginal and Torres Strait Islander people in Australia, a persistent issue in Indigenous policy since the 1970s. It critically examines the influence of the Community Development Employment Projects (CDEP) scheme on labor market outcomes and interrogates whether policies should prioritize statistical equality in employment or broader livelihood improvements. Set against the backdrop of historical policy shifts, the findings seek to inform contemporary debates on how to effectively close the employment gap.
