Issues related to the community resilience became more popular after the earthquake and Tsunami tragedy in the Indian Ocean and Aceh, Indonesia, 2004. The community resilience is the ability of communities to withstand and mitigate the stress of a disaster, there is less clearness on the detailed resilience-building process. The risk perception is concerns how an individual understands and experiences the phenomenon and believed to affect people’s preparedness for, responses to and recovery from natural disasters. This exploratory study was carried out to gather the essential components for developing a theoretical framework for measuring community awareness of disaster management. This is to provide an effective instrument for educating individuals, communities and organizations about awareness regarding disaster preparedness and prevention in order to conduct a more thorough investigation. This theoretical framework was developed using a combination of literature research, interviews, focus group discussions, and observation. The study found that demographic characteristics, knowledge of disaster, disaster experience, attitude and awareness of disaster mitigation, exposure to mitigation and preparation as well as preparedness to respond to disaster are the main elements of the independent variables of this conceptual framework. These elements will affect community's perceptions on managing disaster response, and thus affects individual, community and organization's mitigation and preparedness for disaster. A proposed conceptual model for measuring the level of awareness for mitigation and preparedness in disaster management is presented. This framework implies that in preparing for disaster, people of different social context may perceive disaster differently and may even affect disaster mitigation and preparedness contrarily.

This paper will look into the topic of community involvement in forest fire disaster prevention, specifically in Indonesia. To begin, the paper will discuss the problem of forest fires in Indonesia, which occur frequently. The study also addressed issues related to disaster management, such as a lack of competence and knowledge, which resulted in disaster management ineffectiveness. The paper's third portion discusses the government's involvement in catastrophe management. Several initiatives and support have been implemented.

The concept of disaster management experiences a paradigm shift from conventional to holistic. Conventional views consider disaster to be an inevitable event and the victim must immediately get help, so the focus of disaster management is emergency. The purpose of disaster management based on this view is to reduce the level of losses, damage and quickly restore the situation: mitigation and preventive paradigm which initially the emergency paradigm has changed into a development paradigm because every effort of prevention and mitigation to rehabilitation and reconstruction has been integrated into development programs in various sectors. The community certainly needs to understand the characteristics of the disaster in its own area, so that it can be avoided or at least reduce the risk so that it becomes a disaster resilient society [1]. The research method used in this research is survey method. Sampling in this study uses a total sampling technique, namely all disaster-prone areas in Southeast Sulawesi. To realize the synergy in achieving disaster risk reduction goals, the program implementation needs to strengthen the role (participation) and commitment of all components. To achieve the stated goals, each component is expected to take a role in accordance with the authority, main tasks and functions, and responsibilities to create a resilient and resilient society.

Natural conditions and geographical situations in Indonesia show that natural disasters are very likely to occur. One of the natural disasters that occurred was an earthquake. Levels of natural hazard preparedness continue to be low across cultures. Studies on natural hazard preparedness have consistently found that simply providing people with information about risk is not sufficient to change preparedness behaviours. Research in the field of social representations and emergency preparedness indicate that it is a combination of cognitive, emotional, and cultural factors that affect preparedness behaviours. Therefore, understanding how personal, social, and cultural dynamics influence people’s interpretations of risk is essential if one is to intervene effectively in hazard preparedness. The existing natural hazard preparedness literature contains two major shortcomings. Firstly, studies of community emergency preparedness interventions are scarce. Secondly, the majority of these studies are imprecisely described; many lack detailed information regarding the study’s procedures and the content of the interventions. Such work hinders development of the field of natural hazard preparedness: replication of interventions is difficult and publics are subjected to interventions with little empirical support. In order to develop the field of hazard preparedness, a multidisciplinary team of researchers aims to design, conduct and evaluate a rigorous cross-cultural intervention for fire and earthquake preparedness. The present study will explore the different cognitive, emotional, and cultural factors that play a role in emergency preparedness with the goal of improving earthquake and fire emergency preparedness behaviours among lay people. Disaster is a phenomenon resulting from changes in ecosystems that occur suddenly in a relatively short time in the relationship between humans and their environment that occur in such a way, such as earthquakes, floods, volcanoes that require immediate countermeasures. East Kalimantan has become increasingly vulnerable to forest fires in the last two decades. Most of the burning is caused by human activities aggravated by the El Niño Southern Oscillation (ENSO). The forest fires have seriously affected the livelihoods of people relying on the forests and many households are now less secure after the 1997/98 forest fires. In response, CARE has developed a humanitarian approach to community forest fire management based on disaster management concepts. Disaster management incorporates community development with disaster/emergency responses. The study aims at identifying present status of vulnerability to fire as well as formulating risk reduction strategies through involvement of community people of ward 21 in Rajshahi. The study area has been selected based on densely populated and unplanned housing pattern and availability of various physical features having potentiality to fire hazard vulnerability. The community people have been involved for development of an appropriate risk reduction strategy and implementation mechanism addressing the existing issues on fire. Different tools of Participatory Rural Appraisal have been used for identifying the location of fire hazard potential features and the level of fire hazard vulnerability in different zones of the community. The Focus group discussion, Transect Walk and Resource map have been used for identifying the existing location of fire hazard potential features. The Cause effect diagram, Pair wise ranking matrix and SWOT analysis have been used for identifying the causes, effect, the ranking of features having the potentiality to fire and the capability of the community against fire hazard. The vulnerability map has been used for depiction of level of vulnerability in different zones of the community. Finally, the study came up with formulation of some risk reduction strategies for making the community people more resilient through participatory process. The strategies consist of both structural and nonstructural measures which are more appropriate and easily adaptable for community people.
