What happens when the funding runs out? Exploring the utility of 'exit strategies' for Australian housing regeneration programmes

One of the major challenges faced by state housing authorities engaged in housing estate regenera... more One of the major challenges faced by state housing authorities engaged in housing estate regeneration programmes is to sustain the benefits that accrue from an initial injection of resources. Exit strategies is the term used to describe the set of policies that can be deployed by housing authorities to sustain regeneration at the end of a specific funded programme. This paper presents the findings of recent research to review current practices in developing exit strategies involving five Australian housing regeneration projects. The paper begins by discussing some of the international academic perspectives on housing regeneration. Then it reports on the five case study initiatives. The paper concludes with a discussion on some of the policy implications that emerge from the findings.

Philosophical and sociological writers who extol the role of subjectivity and its capacity to tra... more Philosophical and sociological writers who extol the role of subjectivity and its capacity to transform urban spatial experience have been largely overlooked by housing researchers. As a consequence research remains largely focused on physical and spatial renewal. While physical renewal is important, other experiences-for example the gentrification process in which middle-class households move into run down areas shunned by most inhabitants-suggest that individual subjectivity can have an important role in transforming urban spatial experience. There is a strand of literature, across a range of academic disciplines, that advances the view that an ability to live successfully in large conurbation's is partly contingent on the utilisation of our own imaginative capacity as a means of transcending what are usually seen as oppressive and hostile environments. The aim of this paper is to provide a review of the inter-disciplinary literature that extols the importance of subjectivity and assess its utility for contemporary debates about housing and urban renewal. Can these texts offer new ways of conceptualising the urban environment and, more importantly, be of practical relevance for policy-making?

The redevelopment of the former naval dockyards in Chatham is one of the largest regeneration sit... more The redevelopment of the former naval dockyards in Chatham is one of the largest regeneration sites in the UK and is widely seen as a high-profile flagship project aimed at encouraging business investment. This paper utilises the Chatham redevelopment project as a basis from which to discuss recent developments in UK policy. It draws upon the methods of critical discourse analysis in order to discuss particular tensions within the project in the context of central-local government relations, partnership arrangements, project implementation and marketing. The paper's conclusion is that, in spite of the initiatives established to devolve decision-making and establish regional autonomy, property-led development projects in the UK are likely to remain tightly controlled with only limited scope for community groups to exert influence.

ABSTRACT The Australian government has recently made explicit its intent to reduce its funding co... more ABSTRACT The Australian government has recently made explicit its intent to reduce its funding commitment to public housing and instead resource the community sector to provide new low-cost rental housing. This article explores the causes and future implications that arise from this policy switch based on analysis of interviews with senior policy-makers and professionals working in the sector within the Australian federal system of government. The focus of the article is on their understandings of the problems facing the public housing system and the opportunities and constraints they identify as important in their work aimed at continued provision of public housing and its improved viability. The article provides a diagnosis of the public housing problem, a discussion of the conduct of government and the future options for the sector, including stock transfer and a new regulatory framework. In the conclusion, the example of Australia is discussed in the light of recent international literature on government reforms shaping public housing provision. We argue that recent developments in Australia aiming to diversify the existing housing stock is best understood in the context of wider shifts in governance and welfare reform.
