It is widely accepted that land use and public transport planning should be harmonised in order t... more It is widely accepted that land use and public transport planning should be harmonised in order to provide a viable alternative to car transport. Following the Transit-Oriented Development (TOD) concept, many studies and plans aim to concentrate urban development in areas accessible by high-quality public transport. Encouraged by studies asserting the positive relation between urban density and public transport use, scholars and practitioners focused their attention on tools and strategies that increase urban density, thereby overlooking geographical contexts where these strategies cannot be applied. TOD might however be also a valuable strategy in low-density contexts, like lower density parts of metropolitan areas, or suburban areas and small towns. It seems therefore relevant and interesting to develop a methodology to explore the value of TOD strategies in such contexts. Our paper fills this analytical and application gap and proposes to extend the conceptualization and implementation of land use and public transport integration to areas where low-density urban development has already occurred (e.g., low-density suburbs, or areas where the protection of natural and cultural heritage precedes urban development). In such cases, where is not possible to increase urban density around transport nodes, the quality of the transport network plays a decisive role. The approach builds on the Node-Place Model by including evaluations of the quality of feeder networks. We applied the methodology to a case study in the Campania Region in southern Italy, indicating a possible way to evaluate land use and public transport integration while considering, at the same time, the quality of transport as network. The application of the methodology allowed to highlight imbalances between accessibility-by main and feeder transport-and land use intensity, and to sketch urban development strategies and priorities of intervention on the transport network. 'node' and 'place' are seen as a key development dynamic and striking a balance between the two is a key policy objective.
In the academic debate regarding the influences between urban form, built environment and travel ... more In the academic debate regarding the influences between urban form, built environment and travel patterns, a specific idea that has taken hold is that more compact urban development around railway stations, often referred to as Transit Oriented Development (TOD), contributes to the control of vehicle travel and to more sustainable metropolitan systems. According to this general principle this work proposes a GIS accessibility tool for the design of polycentric transit oriented scenario: SNAP-Station Network Accessibility Planning tool. In the first part the state of the art on Transit Oriented Development policies in Europe is presented with a focus on three study cases. In the second part the SNAP tool is described, with remarks to the approach, the methodology and the used indicators. Furthermore the paper discusses an application to the metropolitan area of Naples.

Urban flood resilience, a discursive-institutional analysis of planning practices in the Metropolitan City of Milan

Flood risk is increasing all over the globe due to urbanization and the effects of climate change... more Flood risk is increasing all over the globe due to urbanization and the effects of climate change. Water managers and urban planners try to cope with flood risk by enhancing urban flood resilience. Three main discourses of resilience are engineering, ecological, and socio-ecological resilience. Whereas the discourse of engineering resilience emphasizes the use of flood protection infrastructures, the discourses of ecological and socio-ecological resilience advocate river restoration and spatial strategies to reduce flood risk. In this paper, we investigate which resilience discourse is dominant in the Lambro river basin (Metropolitan City of Milan), and how this discourse has been translated into institutions (rules-in-use) and outcomes, such as flood protection infrastructures or building regulations. Our discursive-institutional analysis is informed by the (politicized) Institutional Analysis and Development (IAD) framework, which highlights the role of discursive, institutional, and contextual factors in explaining the outcomes of strategic interactions within action arenas. It is shown that whereas bottom-up initiatives try to foster socio-ecological resilience, the engineering resilience discourse still dominates within the Lambro river basin because national policies and funds are geared towards hard infrastructure measures.

This human environment has been criticized especially today, when scientists are warning the global population about the dangers of climate change. In the dynamics of metropolitan development, retail competition and changing client demands, the life of a suburban shopping mall has a time of growth, an apex and a decline until closure. Old facilities are substituted by brand new ones multiplying land consumption and dictating new patterns of mobility. In the perspective of retrofitting suburbs with the objective of sustainable human settlement, we need some strategies of change for suburban shopping malls. This paper will present the work of the city planning workshop of the University Federico II (Naples) to face regional housing demand. Following the New Urbanism theory of redevelopment of the shopping mall in multiuse urban development, exercises of urban design are being explored to figure out whether the epitome of suburbanization could change into a compact, high density city core.

2017_In view of a total reorganization of the port areas and related activities, a result of powe... more 2017_In view of a total reorganization of the port areas and related activities, a result of powerful infrastructure work in the back-port areas, still under way, it aims to create a green port whose supply of electricity depends on micro-plants powered by alternative energy, produced from renewable sources. And 'now it is known that the port areas are areas where the rate of pollution is certainly higher than other urban areas, not only in terms of pollutant emissions, but also with respect to water quality and sources of noise pollution. If we add to that the port area is situated in continuity with the rest of the city, even more the quality of life is requested meets certain requirements. The vehicular traffic on the ground together with the maritime traffic enormously multiplies the climate-changing emissions. Therefore, the city where besides the port for ferries and pleasure boats, as in the case of Pozzuoli, is also allowed a stopover of goods are found pollution levels rather high. The realization of an energy management platform that can handle the amount of energy needed to fuel the ships and ferries docked at the port seems a necessary provision to be considered in view of a total reorganization of the port of Pozzuoli. Among the various technologies that allow docked ships to turn off their auxiliary generators during power charging port, the cold ironing system allows you to reset noise, reduce by more than 30% of CO2 emissions and over 95% of the emissions of leachate and of nitrogen oxides in the waters.

2017_The coexistence of urban activities, port and different uses activity involves a series of c... more 2017_The coexistence of urban activities, port and different uses activity involves a series of conflicts in the border areas between the two identities that end up representing discontinuity and tension areas where the clash replacing the exchange. So while the city and its historic center tries to regain possession of some portions of port areas, at the same time, even the port, with its various destinations it tends to optimize its functions that inevitably involve conflicts in border areas, not only for the different functions, but also for the different skills that correspond to them. Yet these are areas of great potential for the city; areas which, if secured a balanced correlation between functions, uses and their skills can take a role in the public space of valuable importance in socioeconomic and cultural perspective. The disputed areas, where they overlap port and urban activities activities are, therefore, places that require a drawing first of all organic unitary and which has the purpose of regulating the various functions ensuring suitable spaces, keeping nevertheless distinct. This is the port of Pozzuoli landscape; a historical and archaeological context of great interest and of great landscape value, where the historical continuity of port functions remains and where the layers of history along with the permanence of functions and activities to represent the identity character of an area of great strategic importance as the Gulf of Pozzuoli. In the last decade planning in the trade sector is deeply changed. In this text, the main factor ... more In the last decade planning in the trade sector is deeply changed. In this text, the main factor identified of this change is the reform that liberalized trade in 1998. The old commercial plans, the basis for the permissions of opening of retail shops given with municipality licenses finished and the number of retails was no more regulated. So planning moved from the projection of economic demand and offer to two other issue: the impact of trade activity over the urban context and the strategies of actors, firms, companies and association of shopkeepers to have success in a competitive environment.
The reform occurs in a period of time when a deep restructuring of the distribution chain or network in the nation is going on, so that market innovative forces goes hand in hand with a changing institutional framework with the effect of modernizing the whole economic sector with a valuable impact over cities and suburbs.

Insieme a Giuseppe De Luca sto raccogliendo una rassegna sulla pianificazione delle città metropo... more Insieme a Giuseppe De Luca sto raccogliendo una rassegna sulla pianificazione delle città metropolitane. Il libro sarà pronto per ottobre ma, per fornire del materiale alla discussione di questo Festival, ne abbiamo estratto alcuni primi risultati in un fascicolo che abbiamo intitolato "Immagini di territori metropolitani", disponibile in rete presso l'INU Edizioni (www.inuedizioni.com). Adesso si possono anticipare solamente alcune osservazioni che si presentano con la maggiore evidenza e singolarità. L'argomento della metropoli ricade tradizionalmente negli studi delle scienze regionali e della geografia. Come diretta conseguenza, la formulazione dei modelli interpretativi seleziona le caratteristiche del fenomeno metropolitano giacenti nella contemporaneità e ne fornisce delle spiegazioni del tutto prive dello spesso storico, eventualmente attenta solo a dinamiche di breve periodo. Questo approccio contrasta il senso comune specialmente per quanto riguarda le città italiane. Ciascun discorso che le riguarda non riesce mai a trascurare la loro dimensione storica di lunga durata, fattore potentemente innescato nell'immaginario. È a tutti evidente come la parte che riguarda il patrimonio culturale costituisce una quota rilevante del loro assetto fisico e i loro spazi sono ampiamente coinvolti nelle funzioni esplicate attualmente fino al punto di essere spesso fondamento della stessa vitalità economica anche oltre la capacità di attrazione turistica. Le considerazioni d'importanza della dimensione storica delle metropoli si possono spingere ben oltre il senso comune e il patrimonio fisico, se si pensa all'opera di Putnam così rilevante per gli studi sullo sviluppo economico dei territori. Il capitale sociale, infatti, ritenuto fattore in grado di ridurre i costi di transazione e favorire le forme disaggregate e cooperative di produzione con i loro vantaggi sulla flessibilità di risposta a variabili domande di mercato a costi ridotti, è spiegato risalendo al medioevo e tracciando una distinzione tra le due Italie sulla base della loro diversa formazione politica in comuni autonomi o monarchie. La ricezione che queste tesi hanno ottenuto può confermare come non solo l'evoluzione materiale delle città avviene attraverso l'accumulo di architetture nel corso dei secoli ma che le stesse strutture sociali ed economiche risentono di processi lenti di trasformazione e mantengono caratteri persistenti per periodi altrettanto lunghi. Per il reciproco disallineamento, capita anche che città fortemente differenziate nelle formazioni sociali per diverse evoluzioni politiche si trovino a coincidere per quanto riguarda il loro assetto morfologico, cosa che non dovrebbe sorprendere perlomeno per certi periodi storici, quali il tardo rinascimento, quando la progettazione urbana, obbedendo esclusivamente ai saperi degli architetti militari, era indipendente dalle formazioni socioeconomiche, tutte bisognose di difesa allo stesso modo. Nelle città metropolitane ha avuto anche un certo peso la storia recente. Il tema è presente perlomeno da mezzo secolo negli studi e poi ha preso corpo nella vita politica e amministrativa. Ricordiamo come si sono succedute tre leggi di cui solamente l'ultima, la Delrio, è andata in porto ottenendo dei cambiamenti in atto in questi giorni e solo tra qualche anno ne conosceremo la portata. Essendo sempre stata una preziosa risorsa, si può scoprire nel passato soluzioni di utilizzazione e convivenza tanto più preziose oggi quando l'acqua diventa un bene sempre più prezioso e il suo uso necessariamente deve assumere un approccio sostenibile.
