Jahrhunderts. Mit Hilfe eines transnationalen Ansatzes wirft die Studie Licht auf eine bedeutende und bislang wenig beachtete Episode in der Geschichte internationaler humanitärer Hilfe. Durch die Perspektive der amerikanischen Hilfe werden dabei Spannungen deutlich, die den humanitären Sektor im breiteren Sinn kennzeichnen. Vor dem Hintergrund der großen Hilfsaktionen des AFSC vom Ersten Weltkrieg über Deutschland und die Sowjetunion bis hin zum Spanischen Bürgerkrieg behandelt die Studie das AFSC zwischen ihrem Charakter als spezifisch US-amerikanische Hilfsorganisation, die gleichzeitig als Teil eines transnationalen religiösen Netzwerks agierte. Durch den Blick auf das AFSC öffnet sich darüber hinaus eine Perspektive auf übergreifende Fragen, welche die Entwicklung des humanitären Sektors während der ersten Hälfte des 20. Jahrhunderts prägten: Von der Professionalisierung und dem Entstehen eines „humanitarian marketplace”, über die Herausbildung humanitärer Techniken im Umgang mit Medien, Spendern und Empfängern von Hilfe bis hin zum komplexen und sich wandelnden Verhältnis von religiösen und säkularen Elementen.

El estudio de Daniel Maul sobre el papel que jugó la Organización Internacional del Trabajo (OIT) durante la fase principal de la descolonización (1940 a 1970) abre nuevas perspectivas sobre el tema. Presentado de una manera muy clara, metodológicamente innovador y fundamentado con una gran cantidad de fuentes, este libro pone de manifiesto las múltiples formas en las que la OIT contribuyó a los debates que acompañaron a la disolución de los imperios coloniales europeos y a los procesos de construcción de la «nación poscolonial» que vinieron a continuación, actuando como foco político, foro de debate y actor independiente. The tragedy that unfolded in the wake of the military coup against the Spanish Republic and its elected government in the late summer of 1936 gave rise to an enormous wave of international solidarity which,would also translate into a huge relief effort. In more contemporary terms the Spanish Civil War had all the earmarks of a 'complex human emergency' , largely because it was so politically and ideologically charged. Aid for its victims, especially the hundreds of thousands of refugees set in motion by the war both inside and outside Spain, was enmeshed in a complex nexus of political mobilization and diplomatic considerations. 1 With this background in mind, the following article will shed light on the contributions of American Quakers and their central aid organization, the American Friends Service Committee (AFSC), during the Spanish Civil War. 2 The crucial and-in view of their ABSTRACT From the early months of the Spanish civil war (1936-9) the American Friends Service Committee (AFSC), the American Quakers' central service organization, was engaged in a large-scale relief operation on both sides of the front line. While Quaker aid workers on the ground were running hospitals, orphanages and child feeding stations on the Republican and Nationalist side, the operation triggered a sometimes heated debate at home. Quakers had to bridge the tension between the universalist ethos of a transnationally connected and internationally active religious group whose individual parts, in turn, closely integrated into, and were largely dependent on a national framework of action consisting of governments, the media and national-based groups of donors and supporters. Against this backdrop the article will reflect on the complex and shifting meaning of humanitarian neutrality. In the article the author will show how the claim to neutrality, always contested and precarious, could work as a gate opener for humanitarian aid vis-à-vis state and non-state actors alike, as a platform for cooperation with international institutions as well as a deliberately used capital on an increasingly competitive 'humanitarian market place' .

In early 1950, ILO Director-General David Morse addressed the Organization’s first regular Asian ... more In early 1950, ILO Director-General David Morse addressed the Organization’s first regular Asian Regional Conference (ARC) in Nuwara Eliya (Sri Lanka, then Ceylon): “The cry of misery that rises from throats of the millions of people of Asia” had been heard in Geneva, he assured his audience. Self-critical about the ILO’s past activities, he promised that from now on the Organization would turn its face toward the problems of Asia.1 What lent credibility to Morse’s words at this point in time was that he could refer to one of the major programmatic shifts in the ILO’s history that had taken place under his leadership a year earlier in 1949, when the Organization had embarked on a programme of technical assistance in areas like vocational training or the raising of productivity, tailored to the needs of the “developing” countries.2

The American entry into the First World War marked the beginning of the rise of the USA to the st... more The American entry into the First World War marked the beginning of the rise of the USA to the status of a “humanitarian superpower.” Starting from the observation that American NGOS and their complex relationship with American foreign policy interests occupied a key role in the emergence of an international humanitarian regime during the interwar years, this contribution discusses the foundations of this process as well as the factors that drove it. Following historiographical debates on the “Global USA,” it explores the influence American religious and secular relief agencies exerted and analyses their influence with a view to understanding the connections these groups entertained with other actors in the field, from governments to NGOs to the League of Nations.

Ausgehend von einem recht engen europäischen und hauptsächlich industriellen Schwerpunkt kann die Geschichte der ILO im doppelten Sinn als eine Geschichte der ständigen Expansion gelesen werden: Sowohl was ihre Mitgliedstaaten betrifft, als auch mit Blick auf die Formen der Arbeit und die Gruppen von arbeitenden Menschen, die in der ILO vertreten sind, ist die Organisation globaler geworden. The break with the colonial past was not only political, but also more general. While conventional wisdom defines education as a field of action reproducing society in time, decolo-nization placed broader and more radical demands on the field: to produce a new society. For this purpose, new forms of education and schooling were required, although the importance of inherited institutions and practices in education were still significant. This collection of chapters offers scholarly insights into this problem by covering different processes of decolonization and the challenges of education in the last two hundred years.
