This study provides light on the complex interplay between standards, living conditions, and the city's developmental trajectory through a thorough investigation of zoning statutes and their impact on urban development and citizens' quality of life. Understanding the dynamics of zoning laws in a setting characterized by cultural and socioeconomic forces is the driving force behind this research. The usefulness of these regulations in ensuring that residents have a suitable living space is examined, as is the question of how zoning regulations affect the housing market in Duhok City. The goals of the study are to examine the historical evolution of zoning regulations, with taking into account how they relate to land-use regulations, and evaluate how they affect densely populated areas such as residential complexes. This study's importance rests in its potential to influence public policy, advance better urban planning, and raise the standard of living for those living in Duhok City. The findings and conversations highlight the complex web of zoning regulations in Duhok City. The study examines issues in high-density residential areas as well as regulatory framework's benefits and shortcomings. The results also provide insight on how people view their living situations and pinpoint elements like space, light, ventilation, and common areas that have an impact on their quality of life. By offering actionable recommendations and insights into the intricate relationship between regulations and living conditions, this study serves as a foundation for more effective and informed urban planning decisions, ultimately shaping Duhok City's urban fabric and enhancing the lives of its residents.

The regional planning types are specified as regional functional plans, the regional housing plan, and comprehensive regional plan. Moreover, this study is emphasized in the type of regional comprehensive plan for Alqosh region. The comprehensive plan for this region covered the essential elements required. The following characteristics are studied, such as; narrative of planning assumptions, theories and their relationship of region to state and local plans, Population trends and projections, Regional economy, Existing land use and land cover, A transportation system overview, Regional services trends and needs, Community facilities and services, Natural features and cultural assets, Agricultural lands, Public involvement, Regional growth policy statements, and Implementation of recommendations and master plans. National and international Standards are used to calculate standards requirements in hectares, existing area for services, shortage in hectares. These standards are useful for providing a measure that meet the stated objectives of the plan. Dynamic economy and corporative socio-economy proposals are focused as a criterion in the master plans of Alqosh region, with evaluation of best alternative, and the process of implementing it.

The provision of drinkable water is possibly the most important of all municipal services. The history of public water delivery systems is strongly linked to the creation of cities. Water was an essential element in the placement of the earliest inhabited towns. The drilling of shallow wells was perhaps the first invention in the exploitation of water resources beyond their natural state in rivers, lakes, and springs. The necessity to route water supplies from far away sources arose as a result of the expansion of metropolitan areas. A water supply system transports water from sources to consumers and offers essential services for the functioning of an industrialized society, as well as emergency response and disaster recovery (e.g., earthquakes). Water supply systems are deeply linked with the economic well-being, security, and social fabric of communities, whether taken individually or in combination with other lifeline systems (e.g., electric power, natural gas and liquid fuels, telecommunications, transportation, and waste disposal).

This uses not only technology (namely vehicles, energy, and infrastructure). Whether it is working, playing, shopping or doing business, everyone travels. All raw materials must be transported from the land to the place of production or use, and all goods must be transferred from the factory to the marketplace and from the workforce to the consumer. Transport is the means by which these activities take place; it is the cement which binds communities and their activities together. Meeting these needs has been the task of transport, and continues to be. But also the time and effort of people; generating not only the desired outputs of passenger trips and freight shipments, but also adverse effects such as air pollution , noise, congestion, crashes, injuries , and fatalities. If agriculture and industry are supposed to be the country's body, transportation may be said to be the economy's nerves and veins.

This study helps engineers and planners to understand the current situation of irregular and inap... more This study helps engineers and planners to understand the current situation of irregular and inappropriate land-uses in spite of advanced planning that is implemented in smart cities; this lead to contribute in the reshaping of Duhok city and make the land-uses more useful. This research has been done in Nizarke neighborhood in Duhok City as a case study. Researchers have selected a qualitative approach to performing interviews and field-related findings, as well as an online search for smart cities and land use. In addition, the maps of the case study were collected and analyzed to identify and study the land use process in Nizarke neighborhood. The findings of the study explained how not all land-use regulations relating to the Duhok Master Plan has been implemented. The western and eastern sides of Nizarke neighborhood have also varied from each other in terms of services, opportunities and other land-use activates. Although, Nizarke is a new neighborhood in Duhok City; nevertheless, its infrastructure is poor. Furthermore, the first plan was not well planned and organized; moreover, its rules, legends and codes did not match guidelines of the advanced land-use. Eventually, this study is beneficial for reading by comparing the land-uses in smart cities with the land-use of developing cities as Duhok city; besides, to have wide knowledge and experience of how to implement advanced land-use in Duhok city.

Causes of this phenomena are human activities such as population growth and the need for more housing. Duhok like many other cities and areas in Iraq has a rapid urban growth because of population growth after 2003 with the Lack of urban planning systems. This area eased uncontrollable urban growth with bad environmental impact. The urban growth has taken many agricultural lands around the city and concerned lack of open spaces. It has led to an increase in the number of people living in urban areas and in the loss of open space. It is also a problem for the environment as there are not enough open spaces for people to play out in the city. It also has a negative impact on the environment.
