
Arvydas Guogis
Arvydas Guogis is a distinguished Lithuanian scholar specializing in social policy, social security, welfare state studies, and public governance. Born in Klaipėda, Lithuania, on May 18, 1961, he pursued his education at Vilnius University, earning a Doctor of Social Sciences degree in Political Science in 1993. He later completed his habilitation at Mykolas Romeris University in Management and Administration in 2006. Currently, he serves as a professor at the Public Administration Institute, Faculty of Public Governance and Business at Mykolas Romeris University in Vilnius, Lithuania.
Throughout his career, Professor Guogis has actively contributed to the academic field through extensive research, publications, and teaching. He has designed and taught courses on various aspects of public administration, including welfare state models, strategic marketing management, and sustainable organizational development. In 2018 was awarded as the best teacher/lecturer at Mykolas Romeris university. His international experience extends beyond Lithuania, with research stints at esteemed institutions in Sweden, Norway, the Netherlands, Switzerland, the United Kingdom, France, Spain and Hungary, among others.
Guogis has been a member of several organizations, including the Lithuanian Political Science Association, Lithuanian Sociologists Society, and the influential International Association of Public and Non-profit Marketing (IAPNM). ENThe concept “public administration” is gradually gaining prevalence today. It covers the fields of public policy formation and public administration. Participants of the public administration process are groups of various citizens, representatives of the public sector, especially those participating in programmes of partnership of the public and private sectors. The book presents the process of public administration with regard to various aspects (management, public policy, and partially legal and historical). The first part analyses the interaction of public administration with other sciences. The main concepts of public administration are discussed, methodological problems of public administration research and research prospects are analysed. The second part analyses the administration of ancient states. The third part introduces the traditional model of hierarchy administration, presents the key principles of the new public administration and reviews its negative aspects as well as presents the model of new public administration. The forth part analyses the aspects of policy and administration interaction, and the definition of public administration is presented. This part also discusses the impact of interest groups on the process of policy formation. The book introduces general and special principles of public administration, reviews principles of executive governance and challenges the modern state faces. The aspects of human recourses management in organisations are analysed, the administration of public projects and programmes as well as public services are discussed. The last part reviews advantages of the partnership of public and private sector and aspects of strategic and quality administration.
ENMunicipalities are the main organisers of social services in Lithuania. One of the ways to improve the organisation of social services is assessment of social services. Over the period 2003–2004, scholars from the Law University of Lithuania and the consultants from the Association of Municipalities of Lithuania implemented the project “Improvement of Social Services in Municipalities of Lithuania”, funded by the Open Society Fund Lithuania. The efforts made while implementing the project, involving forty two Lithuanian municipalities, were aimed at the first performance assessment in Lithuania and adaptation of the benchmarking method in the sector of municipal social services. This publication was developed based on the results of the above mentioned project. The first part of the publication presents the results of the survey and statistical data analysis, which reveal the effectiveness and efficiency of social services for the elderly. This part also provides the selected best practice in organisation of social services from Vilnius, Kaunas and Šiauliai City, Naujoji Akmenė, Trakai and Pasvalys District Municipalities, as well as recommendations on improvement of organisation of social services for the elderly. The second part presents the results of the survey, which was aimed at revealing the peculiarities of organising social services for children and problematic families in municipalities, the best practice of organisation of social services for children and problematic families in Vilnius and Klaipėda City, Varėna, Zarasai, Šakiai District, Marijampolė Municipalities, provides recommendations on improvement of the protection of children’s rights in Lithuania.
Baltijos šalys, ypač Lietuva, susiduria su socialinės apsaugos iššūkiais, kurie kyla dėl finansinių išteklių trūkumo ir greitų globalizacijos procesų. Socialinės politikos ir socialinės apsaugos tyrimų plėtra yra nepakankama, o socialinės administracijos agentai dažnai sprendžia problemas tik teoriškai, nesugebėdami pasiekti realių rezultatų .
Be to, Baltijos šalys, palyginti su Šiaurės šalimis, laikosi neoliberalios politikos, kas lemia didesnį skurdą ir socialinę atskirtį. Nors Baltijos šalys patyrė ekonominį augimą, jų socialinės apsaugos išlaidos yra žymiai mažesnės nei ES vidurkis, o tai prisideda prie didesnių pajamų nelygybės rodiklių .
Apibendrinant, globalizacija ir socialinė apsauga Baltijos šalyse yra sudėtingas ir daugialypis procesas, reikalaujantis nuodugnesnio tyrimo ir reformų, kad būtų galima spręsti socialinės atskirties problemas ir užtikrinti efektyvesnę socialinę apsaugą.
Globalization has a significant impact on social protection in the Baltic States, particularly in Lithuania. For the first time in Lithuanian social science literature, the effect of globalization on social protection and social exclusion is being examined. The study analyzes how globalization and glocalization influence macro-social indicators, and how libertarian ideology contributes to the formation of social exclusion. It is observed that globalization not only marginalizes traditional social risk groups, but also increases risks for society as a whole, creating a divide between the "winners" and "losers."
The Baltic States, especially Lithuania, face challenges in social protection due to a lack of financial resources and rapid globalization processes. The development of research in social policy and social protection is insufficient, and agents of social administration often address problems only theoretically, failing to achieve real results.
Furthermore, compared to the Nordic countries, the Baltic States follow a neoliberal policy approach, which leads to greater poverty and social exclusion. Although the Baltic States have experienced economic growth, their social protection expenditures remain significantly below the EU average, contributing to higher income inequality indicators.
In summary, globalization and social protection in the Baltic States is a complex and multifaceted process that requires deeper research and reforms to address issues of social exclusion and ensure more effective social protection.
The aim of the book is to examine the factors that have influenced the transformation of social policy in Lithuania, to explore the historical origins of the Lithuanian welfare state and to highlight its special features. The book also seeks to contribute to national and international debates on the role and importance of the welfare state in the modern society. The Lithuanian welfare state is analyzed in the con text of globalization and Europeanization. The welfare state is perceived as a multidimensional / heterogeneous phenomenon, influenced by a number of factors and thereby also forming these factors. The book focuses on major factors in shaping social policy: path-dependency (previous social policy choices), the views of the social policy experts, the impact of globalization and Europeanization as well as the impact from the economy and the role of political parties in shaping social policy. The study book “Socialinės apsaugos teisė” [Social Security Law] is targeted at students of social sciences, law, management, and administration, public sector employees as well as everybody who is interested in social security law. The general theory of social security law, the analysis of social security law sources and models, the material about the social security management system and the analysis of social security reforms, presented in the study book, provide students and employees of the public sector with the opportunity to deepen their knowledge about the social security system and plan effective social security system reforms. The book focuses on the general theory of social security and harmonisation of the European Union legal framework and the national legal framework. According to the authors, it is important, because it will take more than a decade until the Lithuanian social security system develops new quality and is able to deal with the social and economic phenomena that have become apparent in the 2000s. Certain statements or the analysis presented in the study book will promote discussions regarding the future of the social security system.
LTMonografija „Socialinė apsauga Europos Sąjungoje: pensijų sistemų modernizavimas“ yra skirta visiems, besidomintiems socialine apsauga, jos plėtra ir reformomis. Monografijoje pateikta socialinės apsaugos sistemos organizavimo principai ir problematika, valdymo sistemos analizė, tarptautinių socialinės apsaugos teisės šaltinių, Europos Sąjungos (ES) valstybių socialinės apsaugos sistemų (pensijų) modelių analizė, socialinės apsaugos reformų prielaidos ir tendencijos ES valstybėse, Europos Bendrijų Teisingumo Teismo jurisprudencija. Šiandienos ES valstybės ir institucijos, susidūrusios su ekonominiu nuosmukiu ir globalizacijos reiškiniais, ieško naujų būdų, kaip užtikrinti socialinės apsaugos sistemos adekvatumą ir tvarumą. Šioje knygoje ne tik analizuojamos jau įgyvendintos reformos ir reformų tendencijos, bet pateikiami pagrindiniai socialinės apsaugos principai, kurių būtina laikytis planuojant naujus pokyčius. Europos Sąjungos institucijos jau XX a. pabaigoje pažymėjo, kad valstybė privalo užtikrinti socialines garantijas, o ekonominiai reiškiniai negali nusverti socialinės apsaugos garantijų. ES aiškiai apibrėžia Europos socialinės politikos uždavinį naudojant veiksmingas priemones, išsaugoti ir plėtoti Europos socialinį modelį. Kai kurioms valstybėms (Švedijai, Olandijai) būdingas aukštas ekonominio išsivystymo ir socialinės apsaugos lygis, todėl šiame darbe atlikta pasirinktų ES valstybių ir Lietuvos pensijų sistemų modelių bei valdymo tendencijų analizė gali padėti įvertinti Lietuvos pensijų sistemos būklę ir reformų kryptis.
ENA monograph “Socialinė apsauga Europos Sąjungoje: pensijų sistemų modernizavimas” [Social Security in the EU: Modernisation of Pension Systems] is for everyone who are interested in social security, its development and reforms. The monograph includes organisational principles and problems of the social security system, an analysis of the management system, legal sources regarding the international social security, an analysis of the models of the social security systems (pensions) of the European Union (EU), assumptions for the social security reforms and tendencies in the EU states, and the jurisprudence of the European Court of Justice. Nowadays EU states and institutions which already met economic recession and globalisation look for new ways in order to ensure the adequacy and sustainability of the social security system. The book analyses the already implemented reforms and their tendencies and provides the main principles of social security which must be followed when planning new changes. At the end of the 20th c., the EU institutions noticed that a state must ensure social security benefits and economic phenomena cannot be more important than social security. The EU clearly emphasizes an aim of the European social policy to maintain and develop a European social model with the help of efficient means. A high level of economic development and social security is characteristic to some states (Sweden, Netherlands) therefore an analysis of the models of pension systems and their tendencies' management of chosen EU states and Lithuania provided in the work may help to evaluate the status of a Lithuanian pension system and its reform directions.
Šios monografijos tikslas – apibrėžti Lietuvos socialinės politikos modelį ir atskleisti vieno svarbiausiųjų socialinės rinkos ekonomikos elementų – dekomodifikacijos svarbą socialinėje apsaugoje. Dėl šiuolaikinės darbo rinkos pokyčių savarankiškai dirbančių asmenų tematiką ir šių asmenų socialinės apsaugos užtikrinimą reikėtų vertinti kaip perspektyvios socialinės politikos paiešką. Nors knyga pirmiausiai yra skiriama socialinių mokslų atstovams, joje pateikta analize taip pat gali naudotis socialinių ir humanitarinių mokslų pakraipos studentai, žurnalistai, politikai, administratoriai ir visi besidomintieji socialine problematika.
Generally, the social policy model of Lithuania conforms to the Eastern European model, which may be defined either as a postcommunist conservative-corporative model, or liberal, or an intermediate between these two types. However, the Lithuanian model has certain specific features. After the restoration of independence, social policy in the Republic of Lithuania developed along two main lines: formation and carrying out of social policy and labour policy. The social security system consisted of two parts: 1) social insurance and 2) social support. Though the principles of universality and solidarity were declared, their implementation was only partial. A task to decentralise the social support system was set. After 1990-1991 the new national system of social security was designed on the basis of bismarckian principle of benefits related to the labour market. [...] The establishment of a social insurance fund independent of the state budget shows that in Lithuania social security was la bour-market-based. Fighting poverty was left to social support programmes. This is a typical feature of a conservative model. However, the "Lithuanian" corporative model was largely different from a typical bismarckian corporative model in Germany, Belgium or Luxembourg. The difference consisted in the clientelism and additional state benefits, which is characteristic of the models adopted in Eastern and Southern European and Latin American states. The representatives of social administration of Lithuania rejected the universal Nordic model of social policy. They „migrated ideologically and practically“ only between the bismarckian corporative and the liberal marginal model. Social security of corporative-clientelist type was developed in Lithuania. Ši knyga yra ne tik siekimas aprašyti Lietuvos laimėjimus ir trūkumus šioje srityje po Nepriklausomybės atkūrimo. Tai - bandymas kritiniu žvilgsniu pažvelgti į dvidešimties Lietuvos politinių partijų ideologiją ir praktiką socialinės apsaugos srityje. Studijoje remiamasi partijų programose išsakytomis mintimis, Lietuvos Respublikos Seimo priimtais teisiniais aktais, Seimo narių pasisakymais, taip pat partijų narių sociologine apklausa esminiais socialinės apsaugos klausimais. Ji gali būti įdomi visiems socialine apsauga ir politika besidomintiems, taip pat, artėjant 2000-ųjų metų Seimo rinkimams, padėti renkantis vieną ar kitą partiją, kontroliuoti ir vertinti.
