This paper aims to explore early Ottoman chroniclers' perception of the Ottoman state and society... more This paper aims to explore early Ottoman chroniclers' perception of the Ottoman state and society. Unlike 16th century Ottoman historians, who mostly display a shared "classical" Ottoman culture in their understanding and depiction of Ottoman state, early Ottoman authors' views on Ottoman dynasty and society may contribute our understanding of the nature of early Ottoman dynamism. Modern scholars have already clarified different aspects of the issue, trying to explain rise of the Ottoman principality relying on different theories such as gaza theory, Oguz-Turkic state tradition and Rumî identity and culture. This article aims to clarify early Ottoman authors' understanding of the Ottoman polity by focusing on their attitude in depicting Ottomans vis-à-vis others and state vis-à-vis society.

This dissertation analyzes the development of Ottoman administration and its consequences in poli... more This dissertation analyzes the development of Ottoman administration and its consequences in political reasoning under the reign of Sultan Süleyman in the light of career and works of nişancı Celâlzâde Mustafa Çelebi. It shows that Ottoman bureaucracy did not only provide the tools for an effective administration of the state,but it also played an important role in the production of genuine Ottoman political understanding. It investigates expansion of Ottoman bureaucracy at the beginning ofSüleyman?s reign and its effects on the development of a new political discourse withits emphasis on justice and kanun. It shows bureaucrats' (kalemiyye) perception of Ottoman rule and its articulation in the works composed by members of bureaucracy on history and politics. Celâlzâde Mustafa was a model bureaucrat, prose stylist and historian for late16th century Ottoman literati, who served in the Ottoman chancery as a divan scribe(1517-1525), as reisülküttab (1525-1534) and nişancı (1534-1556, 1566-7). He contributed to the formation of a genuine Ottoman political reasoning with his works on history and ethics, as well as with his service in the chancery which undertook the codification of Ottoman laws, kanun. He was an influential bureaucrat and his views were representative for the members of Ottoman bureaucracy. A study of his life and works will reveal the struggle between different branches of Ottoman administration and the role of bureaucrats in the formation of genuine political literature which emphasized on kanun for the legitimacy of Ottoman rule. Mehmet Şakir Yılmaz studied Ottoman history at Bilkent University after graduating from the Polit... more Mehmet Şakir Yılmaz studied Ottoman history at Bilkent University after graduating from the Political Science department of Middle East Technical University. He obtained MA. Degree with a thesis on early Ottoman political thought and received Ph.D. degree with a dissertation on the development of 16th century Ottoman bureaucracy in the light of prominent historian and bureaucrat Celālzāde Mustafa Çelebi. He worked as TİKA Program Coordinator in Ukraine between 2007-2010, where among other things he contributed to the organization of Turkish language courses for foreigners. He has taught Ottoman Turkish, history of Ottoman institutions and history of Central Asia in the history department of Istanbul 29 Mayıs University between 2010-2017. He continues to research on Ottoman intellectual world by examining and comparing various texts produced by Ottoman officials, scholars, poets and men of letters, which express different aspects of the Ottoman political culture and administrative organization.
