vision of Jakarta and JSC 4.0, we believe that multi-stakeholder perspective is critical to ensure development that is for all. Technology is one of the means and enablers towards achieving co-created city. To implement this project, Smart Change is assisted by the Consortium
Hukumonline & Ruang Waktuas a joint operation. With our combination,
we have experience in regulation and policy drafting regarding various urban challenges. The consortium have managed and held these dialogues since 2020 and it will be finished in November 2022.

A city’s problems often arise as the population grows and urbanization happens. This process is l... more A city’s problems often arise as the population grows and urbanization happens. This process is linear to the development of information-and-communication technologies (ICT), especially in urban areas. As a result, cities have adopted an initiative to solve the problems which are popularly known as the smart city. Over decades, the idea of a smart city has evolved from a mere technological modernization to advanced utilization through community involvement. However, in practice, smart city ideas and initiatives often put a heavy emphasis on technical aspects and ignored the more human side, which has caused a digital divide. This paper argues that centering the human perspectives in the smart city
initiative is essential, and thus proposes an approach and its implementation measures to make an inclusive and smart Nusantara. Using systematic literature review and content analysis, the article
attempts to explore human perspectives in smart city discourses as well as to analyze the gaps to do so. The proposed approach then applied in Indonesia's newest capital, which has the ambitious idea of making a smart world class city yet it still lacks attention to significantly address the human dimension in their smart city ecosystem. Therefore, our research suggests three recommended actions: improving equal access to ICT infrastructure, building digital literacy and capacity, and improving data security and protection efforts

This study explores the complexity of district planning and budgeting, which are influenced by le... more This study explores the complexity of district planning and budgeting, which are influenced by legal frameworks, national and local interests, regulatory differences, and the involvement of various donor agencies. Key challenges include balancing community needs with district responsibilities, short- and long-term goals, and the processes and outcomes of budgeting. Despite limitations, particularly in human resources and field execution, the study provides valuable insights and aims to stimulate further discourse for improving district planning and budgeting practices, as well as strengthening community participation in public policy.

The focus of this report is on the field and local-level assessment of how particular donor-suppo... more The focus of this report is on the field and local-level assessment of how particular donor-supported programs for improving the quality of local planning and budgeting have been implemented through the nationally sanctioned local planning and budgeting system. Also included in this focus area are implications of any gap between the mechanisms in the donor-supported initiatives and the officially sanctioned system. This study documents field level experience of the various parallel planning and budgeting processes used by the government and/or by donor-sponsored programs to determine any interaction between the two entities. The findings should help improve the quality of decentralization that has been implemented in Indonesia since 2001. Since 1998 there are at least two major changes in Indonesia that are meant to improve the quality of governance and the quality of services to the people. Jakarta, the capital of Indonesia, is a city strongly affected by rapid demographic and economic ... more Jakarta, the capital of Indonesia, is a city strongly affected by rapid demographic and economic growth, as well as an increase in environmental pollution. In 2007, the city, officially known as DKI Jakarta, accommodated approximately 9.1 million inhabitants with an annual growth rate of 3.6%. Population growth in the greater metropolitan region Jabodetabek is estimated to be much higher. Currently, Jabodetabek houses about 18.6 million people. A similar increase is recorded in economic terms: The annual GDP growth rate was 4% in 2000 and is expected to reach about 9% in 2015. Concerning ecological impact, the megacity has expanded significantly in spatial terms: Energy consumption went up and the emission of NO x from vehicles is estimated to multiply by a factor of three between 1998 and 2015. Strategic planning and management of these growth processes requires, amongst other instruments, periodic monitoring with sound indicators in order to support sustainable urban development. Indicators are considered to be non-subjective decision support tools playing a crucial role in operationalizing the complex construct of sustainability, as well as serving as a communication tool between different urban stakeholders. Systems or sets of indicators are used for various purposes, such as benchmarking, needs-based allocations or awarding processes. Yet, they are only able to unfold their potential if designed and applied properly. In Jakarta, monitoring takes place on different levels with several systems of performance indicators. The aim of the paper is to elaborate on the strengths and weaknesses of the existing indicator systems for the assessment of sustainability aspects in Jakarta. The potential for improvement of the present indicator systems is identified and a proposal of further development within the existing management structure is presented. The paper draws on the analysis of government documents and expert interviews with pivotal local actors (government officials, researchers and NGOs) conducted within the framework of a broader study on existing indicator systems in five Asian megacities.

Urbanisasi di Indonesia terus meningkat dengan proyeksi 70% penduduk akan tinggal di perkotaan pa... more Urbanisasi di Indonesia terus meningkat dengan proyeksi 70% penduduk akan tinggal di perkotaan pada 2045. Fenomena ini menghadirkan peluang sekaligus tantangan, terutama di kawasan aglomerasi Jabodetabekjur yang diprediksi menjadi metropolitan terbesar dunia pada 2030. Studi ini menyoroti pentingnya akselerasi pembangunan perkotaan berkelanjutan yang berlandaskan pada Sustainable Development Goals (SDGs) dan Kebijakan Perkotaan Nasional (KPN). Analisis menunjukkan bahwa meski urbanisasi berkontribusi positif pada pertumbuhan ekonomi, di Indonesia manfaatnya belum merata dan justru menimbulkan ketimpangan sosial, tekanan lingkungan, serta tantangan tata kelola. Kasus Jakarta menggambarkan dilema antara statusnya sebagai kota global dengan masalah kemiskinan perkotaan, keterbatasan ruang hijau, sampah, kemacetan, dan fragmentasi kebijakan. Untuk menjawab tantangan tersebut, diperlukan sinergi antarwilayah dalam bentuk tata kelola kolaboratif yang efektif, terutama melalui Dewan Kawasan Aglomerasi sebagaimana diatur dalam UU Daerah Khusus Jakarta. Strategi kunci meliputi penguatan transportasi publik, konservasi lingkungan di wilayah penyangga, penyediaan hunian terjangkau, integrasi digitalisasi layanan publik, serta pembangunan inklusif berbasis modal sosial dan budaya. Dengan demikian, keberhasilan Jabodetabekjur dalam membangun sinergi lintas wilayah akan menjadi penentu tercapainya kawasan metropolitan yang tangguh, inklusif, dan berkelanjutan.
