In 2014, Poland was the first Central and Eastern European (CEE) country to be included in the Te... more In 2014, Poland was the first Central and Eastern European (CEE) country to be included in the Teaching, Research, and International Policy (TRIP) project. This article characterizes the Polish International Relations (IR) scholarly community and compares it with other IR scholarly communities throughout the world that also participated in the 2014 TRIP project. The 2014 TRIP survey, the Survey of International Relations Scholars (SIRS) asked Polish participants to identify: the strengths and weaknesses of the Polish IR discipline, influential Polish scholars and books published in Poland, and useful divergent study areas for practical policy purposes. Polish SIRS participants were also asked to share their research interests in both substantive areas and geographical regions, their opinions on economic and social issues, and their predictions concerning important developments in international policy. We concluded that while Polish scholars have much in common with their counterparts around the world, there are also significant differences. For example, Polish scholars identify themselves as more conservative than their international peers in social and ideological matters, more liberal in the economic sphere, and were more pessimistic about relations between the US and Russia in the near future.

There are concerns, that putting interests above values could compromise the EU’s moral attractiveness. Introduction of “principled pragmatism” as a way of enhancing the resilience of states could question the promotion of democracy as an aim of foreign policy. The comparison of EU global strategy with the NATO Warsaw summit communiqué suggest the latter organisation acquires the features of normative power hitherto associated with the European Union.

Wielu badaczy porównuje proces tworzenia UE do procesu powstawania państwa, ale niektórzy porównują Unię do Stanów Zjednoczonych. Jeszcze inni badacze twierdzą, że struktura UE z jej wielopoziomowym systemem rządów przypomina neośredniowieczne imperium. Występują w niej zachodzące na siebie systemy władzy i obszary lojalności. Autor wskazuje także, że strukturalnie funkcjonowanie UE można zobrazować za pomocą modelu wielopoziomowego zarządzania (multilevel governance). This chapter covers the development of International Relations post-1989, once Poland had regaine... more This chapter covers the development of International Relations post-1989, once Poland had regained sovereignty, censorship ended, and Marxism ceased to be the official ideology. This period has been characterized by its rapid quantitative development of IR students and academic programs, but the quality of teaching remained low. The chapter shows the change in research from Marxism to an approach that integrates major insights from realism and liberalism. It presents the most important books and their authors, as well as the major concepts and theoretical approaches applied. It also discusses the international influences on Polish IR, and the presence of Polish scholars abroad. The number of books has been growing, new journals are being launched, and an increasing number of universities has been granting numerous BA, MA, and Ph.D. degrees in International Relations.

The subject of the article is the place of sovereignty in different theories of European integrat... more The subject of the article is the place of sovereignty in different theories of European integration. It is argued that European integration in traditional theories of integration, such as functionalism, neo-functionalism and federalism, limits the sovereignty of the Member States and leads to the establishment of a new political entity. Intergovernmental theories claim, on the other hand, that states retain sovereignty in this process. The multi-level governance approach assumes, in turn, that sovereignty is partially exercised by the state and partially by EU institutions. Constructivists approaches maintain that sovereignty never attains a fi nal form and requires constant upkeep. In the judgements of the Polish Constitutional Tribunal sovereignty is not subject to division or delegation to the European Union. This chapter discusses the development of Polish IR under communism, when Marxism as the dominant... more This chapter discusses the development of Polish IR under communism, when Marxism as the dominant ideology was imposed on the social sciences. Polish political studies were at that time separated from Western thought. From 1950 to 1970 international relations studies were conducted in non-university research centers, e.g., the Polish Institute of International Affairs and the Western Institute, as well as at the law departments of some universities. Independent political thought was developed by emigre intellectuals. Institutionalization of academic IR at major universities started in the mid-1970s, shortly also certain research programs were launched, allowing a limited reception of Western IR scholarship. Marxism then was gradually becoming more of a ritual than of a real basis for research. Sociology and history departments contributed strongly to the development of IR before it was established within political science.
