Academic research and institutional reports present evidence of e-government project failures and... more Academic research and institutional reports present evidence of e-government project failures and stalled or cancelled initiatives. Prior research concludes that e-government evaluation is under developed and calls for improving egovernment evaluation practice. Stages of growth models have been used in IS research and more recently in e-government research. While egovernment stage models provide potentially useful tools for egovernment evaluation, there are different e-government stage models that are sometimes contradictory in development stages and perspectives. Drawing on the concept of public value proposition, this research surveys existing egovernment stage models from a user-centric perspective and develops a user-centric, demandside model that underscores the importance of creating public value through new e-government capabilities such as secure financial transaction, eparticipation, e-voting, and e-democracy.

In a global, digital economy, companies increasingly depend on IT for timely information sharing,... more In a global, digital economy, companies increasingly depend on IT for timely information sharing, effective operational control, rapid innovation, speed to market, and customer satisfaction. On the other hand, recent global financial crisis and economic recessions encourage trends for increased managerial scrutiny to reduce IT spending and to increase business value of IT. Globally, concepts of IT governance (ITG) have proliferated as a solution for improving IT management under business uncertainty and rapid technological change. However, empirical research on organisational ITG practice still is lacking and urgently required. This paper, therefore, presents survey results on ITG practice from a perspective of senior IT managers in Australian private-sector organisations. The survey examines ITG practices, IT/business strategic alignment, ITG maturity level, IT organisation, and the relationship between IT organisation and business. Archival analysis of company documents is also performed to verify survey responses and gain additional insights. Despite different ITG frameworks being implemented across the companies, the results show the central importance of shared clear understanding of the strategic role of ITG by all levels of employees across the enterprise. The paper also discusses research limitations and future research directions.

Despite the recent sensational declaration of a data scientist as “the sexiest job of the 21st century”, however, there is a lack of published rigorous studies of what a data scientist is, and what job skills this hottest job title may require. In order to address this gap, we systematically examine relevant source material to extract key definitions and categorize them towards understanding emergent roles and skills of data scientists. We conclude that the current lack of clear skills specifications and the growing skills shortage are key barriers to realizing the potential benefits of big data in organizations, through hiring data scientists and leveraging their game changer roles, indicating important educational implications for our IS field.

Since 2009, open government policies, open data, and social media use in government have been act... more Since 2009, open government policies, open data, and social media use in government have been actively promoted by democratic governments around the world to promote the goals of government transparency, citizen engagement, and collaboration. To date, however, there is a lack of empirical research into open government practice. This knowledge gap has managerial and public policy implications for democratic governments and, importantly, for the governments in the Middle East in which explosive growth has occurred in the number of users of the Internet and social media. This research attempts to reduce this gap by examining the maturity level in open data implementation across the governments in the Middle East. In this research the maturity level was measured using the eight principles for open government data implementation practice proposed by the 2007 Open Data Working Group. The key findings from website survey analysis on open data practices and plausible reasons are discussed.

With the extreme disaster events of the past, nations improved disaster preparedness and response through sensors and tsunami early warning systems. Even with system usage, however, governments still need to warn the targeted citizens -who may be anywhere within the vulnerable areas -of predicted tsunami and ordered mass evacuations within a very limited lead time. While social media research is on the rise outside the domain of social networking, very little is written about Twitter use for tsunami early warning. In this research, therefore, we examined the utility of Twitter as a tsunami early warning network, which engages citizens and disaster management agencies in diffusing disaster information. We conducted a social network analysis of Twitter information flows among the central disaster warning agency's Twitter followers during the 2012 Indonesia Earthquake.
