Abstract

Microbanking is generally defined as a broad set of financial services to meet the needs of the poor and small enterprises. However, mirobanking that have been well-designed might not have a positive impact on the poorest unless it particularly obtains to reach them through proper business model. On the other hand, Indonesia lists as the largest Moslem community in the world.  Hence, microbanking that are ruled under sharia regulation namely Islamic microbanking hopefully enable to support the development program particularly to the poor and SMEs in Indonesia. Therefore, the study of practices Islamic microbanking business model should be conducted in order to design the strategy of development, particularly on financial inclusion program. This study used qualitative analysis through a process of discussion, focus group discussion (FGD), in-depth interviews and literature review in order to gain information from primary and secondary sources as well as a comparative study of business models of Islamic microfinance in Indonesia.

Abstract

This study attempts to identify dominant factors for banks to issue sukuk and emission features. Applying interviews and Analytic Network Process, this paper Found that the sub-elements which are dominant in influencing IB less interested in issuing sukuk, namely: averse selection/amount cost of fund (management), investment rating companies (investor), the results of using sukuk funds (regulation) and profitability condition (finance). Meanwhile, the sub-elements which are dominant in determining the features of the issuance of sukuk are: macroeconomic condition (emission values), expectations of investors (return)), the contract and the structure of sukuk (collateral), managing mismatch (period), and company liquidity (payment term).  The method used in this reseach is the Analytic Network Process (ANP). This study will identify the aspects of emission factors and features.***Penelitian ini bertujuan untuk melakukan identifikasi faktor-faktor dominan dalam persoalan sukuk dan ciri-ciri pengeluarannya. Menerapkan teknik wawan­cara dan proses jejaring analitis, makalah ini menemukan bahwa sub-sub elemen yang dominan mempengaruhi kurang menariknya IB dalam persoalan sukuk, adalah: menolak seleksi/jumlah pembiayaan (manajemen), rating investasi perusahaan (investor), hasil-hasil penerapan pembiayaan sukuk (regulasi) dan kondisi profitabilitas (keuangan). Sementara itu, sub-sub elemen yang dominan dalam menentukan ciri-ciri pengeluaran sukuk adalah: kondisi makro ekonomi (nilai pengeluaran), ekspektasi dari investor (keuntungan), kontrak dan struktur sukuk (jaminan), pengelolaan yang tidak sebanding (waktu) dan likuiditas perusahaan (syarat-syarat pembayaran). Metode yang digunakan dalam penelitian ini adalah Analytic Network Process (ANP). Penelitian ini akan mengidentifikasi aspek faktor emisi dan fitur. ANP adalah teori matematika dalam pengambilan keputusan yang mampu menganalisis pengaruh melalui asumsi untuk memecahkan berbagai masalah.

Abstract

The credit market was identical to asymmetric information in it, both conventional and sharia credit markets. One of the forms of this asymmetric information was moral hazard. This study aimed to identify the existence of moral hazard in credit market (financing) by comparing the customer conditions in islamic rural bank and conventional rural bank. This study also intended to identify the factors influencing the moral hazard. The analysis used was logistic regression method. The result showed that islamic rural bank had a bigger potential to experience moral hazard compared to the conventional customers. Generally, the factors which influence the moral hazard such as age, business conditions, amount of financing, length of financing, and type of bank.

Abstract

ABSTRACTProtection of sustainable food agriculture land is an efforts in order to control the high rate of conversion of agricultural land to non-agricultural land, as well as food security and sovereignty. In addition, agricultural land has a very strategic role and function for the people of Bogor District who are agrarian because there are a large number of residents of Bogor District who depend on the agricultural sector. This study aims to formulate the strategy of the Bogor District Government through a strategy to control the transformation of sustainable food agricultural land to meet the level of food sufficiency and protect from the rate of land conversion. To achieve these objectives, a review needs to be done to check the availability of agricultural land, with the formulation of Analytical Hierarchy Process for policy development decisionKeywords: agricultural land conversion, agricultural land protection strategy.ABSTRAKPerlindungan lahan pertanian pangan berkelanjutan merupakan salah satu upaya dalam rangka pengendalian terhadap tingginya laju alih fungsi lahan pertanian ke lahan non-pertanian. Disamping itu, lahan pertanian memiliki peran dan fungsi yang sangat strategis bagi masyarakat Kabupaten Bogor yang bercorak agraris karena terdapat sejumlah besar penduduk Kabupaten Bogor yang menggantungkan hidup pada sektor pertanian. Penelitian ini bertujuan untuk merumuskan strategi Pemerintah Kabupaten Bogor melalui strategi pengendalian alihfungsi lahan pertanian pangan berkelanjutan guna memenuhi tingkat kecukupan pangan dan melindungi dari laju konversi lahan. Abstract

EnglishIndonesia’s agricultural sector deals with limited financial access. Hence, Islamic banks can play a significant role in providing financial resources for national agricultural development. This paper attempts to analyze determinants of agricultural financing in the Islamic banking industry. It utilizes monthly data of Islamic banking industry from July 2004 until December 2010. It employs VAR/VECM as its analytical method. The findings show that bonus of Islamic ‘Bank Indonesia’ certificate (SBIS), conventional rate of Bank Indonesia (SBI) certificate, equivalent rate of financing, and equivalent rate of return on deposit (third party fund) positively significantly affect agricultural financing in the long run. However, the number of deposit (third party fund) and conventional bank interest rate are negatively related with agriculture financing. In addition, inflation and non-performing financing are not affecting agriculture financing neither in the short run nor in the long run. This paper suggests the increase in agricultural financing proportion for agriculture should be in accordance with the increase in total deposit value. It also recommends improvement of the human resources competency in agriculture sector as well as strengthening instruments of Islamic monetary policy. IndonesianSalah satu problematika utama yang dihadapi oleh sektor pertanian di Indonesia adalah keterbatasan akses finansial. Sehingga, perbankan syariah dapat memainkan peran yang signifikan dalam menyediakan pembiayaan bagi pembangunan pertanian nasional. Makalah ini mencoba untuk menganalisis faktor-faktor yang memengaruhi pembiayaan pertanian pada perbankan syariah. Statistik bulanan industri perbankan syariah mulai Juli 2004 hingga Desember 2010 digunakan sebagai sumber data, dan metode VAR/VECM digunakan sebagai alat analisis. Hasil penelitian menunjukkan bahwa bonus Sertifikat Bank Indonesia Syariah (SBIS), bunga Sertifikat Bank Indonesia (SBI), equivalent rate pembiayaan syariah dan equivalent rate dana pihak ketiga memengaruhi pembiayaan pertanian pada jangka panjang secara positif dan signifikan. Sedangkan jumlah dana pihak ketiga dan suku bunga bank konvensional memengaruhi pembiayaan pertanian secara negatif. Selanjutnya, inflasi dan Non Performing Financing (NPF) tidak memengaruhi pembiayaan pertanian, baik pada jangka pendek maupun jangka panjang. Penelitian ini merekomendasikan peningkatan proporsi pembiayaan pertanian seiring dengan peningkatan jumlah dana pihak ketiga, peningkatan kompetensi SDM perbankan syariah yang menguasai sektor pertanian, dan penguatan instrumen kebijakan moneter syariah.

Abstract

The construction sector is an important sector in supporting development projects in Indonesia. The development of the construction sector requires the role of the banking sector to provide access of capital through credit or financing. This study aims to analyze the factors affecting construction financing and credit in Islamic and Conventional Banking in Indonesia and among regions in Indonesia. This study uses Vector Autoregression/ Vector Error Correction Model (VAR/VECM) with monthly data from 2006 until 2014 and panel data analysis with yearly data from 2009 until 2013. The study results that the factors affecting financing and credit on Construction Sector in Indonesia are Third Party Funds (DPK), Wholesale price index, fee of SBIS (interest rate of SBI), percentage of Non Performing Financing (Non Performing Loan), Consumer Price Index and equivalent rate of financing (Interest rate of Credit). Furthermore, the factors affecting financing and credit on Construction Sector among regions in Indonesia are Third Party Funds, Gross Domestic Regional Product of Construction Sector, Gross Domestic Regional Product per Capita and percentage of Non Performing Financing (Non Perfoming Loan). Abstract

Islamic banking has grown rapidly and has become fi nancial-nerve centre in today’s world economy, particularly in the last three decades. It has attracted various entrepreneurs and enterprises to get its fi nancing. However, Islamic banks tend to have a higher rate of fi nancing compared to the conventional ones. This less competitiveness encourage the demand for Islamic products may fall leaving the Islamic banks. Good debtors opted for conventional loans since the interest rates paid were relatively lower and the rest (the bad debtors) successfully made their way to Islamic banks. Therefore, the nonperforming financing of Islamic banks is high. This paper attempts to analyze factors that determine high rate of fi nancing in Islamic banks, by taking the case of Malaysian Islamic banks. In this paper, the top three of Islamic banks and conventional banks are selected for comparison. It finds that high default premium and overheads per capital contribute signifi cantly to the high fi nancing rate. Hence, the Islamic banks should diversify their assets and implement universal banking concept.Keywords: Islamic bank, rate of fi nancing, NPF (Non-Performing Financing), universal banking system

Abstract

One of the basic problems faced by small scale and medium enterprises (SMEs) in Indonesia is the availability of financing access provided by financial institutions including banking institution. There are three types of Islamic bank operating in Indonesia presently: Islamic commercial bank, Islamic banking unit and Islamic rural bank. Providing the SMEs with sufficient financing source is highly required. This paper attempts to observe empirically the role that have been played by Islamic rural bank in financing the SMEs, by taking case study of Amanah Ummah Bank, the best Islamic rural bank in the country. Thirty small and medium entrepreneurs have been selected as the sample of the research, and have been deeply interviewed on September and October 2008. Descriptive statistics, IPA (Importance Performance Analysis) and CSI (Customer Satisfaction Index) methods have been used as analytical methods. The results show that the financing given by the bank does really help the SMEs. There are three factors, which are important, and which have satisfied the SMEs. These are easiness of bank’s requirements, the speed of financing approval, and bank’s services. In general, the respondents are of the view that the bank has shown a good performance.Keywords : SMEs, Islamic rural bank, customers’ perception
