Shipbuilding sector, which has an important employment and export potential, is getting importance in Turkey. In this sector, the number of employees who work directly is 35.000 and the numbers of employees who work indirectly 100.000 are employed. The sector requires obligations and necessary activities in terms of vocational health and security since it includes working risks and has an increasing importance. Because of the lack of the vocational health and security measures, it has been seen many deaths and accidents in Tuzla Shipyards. Especially, the lack of trainings and measures to prevent to the industrial accident is an indication that there is a perception problem towards vocational health and security. Contrary to this, though it is taught on vocational health and security, the perceptions of the workers may not be enough. In this mean, it needs to be studied what to extend and how the workers perceive and apply the vocational health and security trainings or applications...

Küreselleşen dünya ile birlikte işletmeler uluslararası arenada faaliyet gösterebilmek ve kurumları açısından pozitif sonuçlara ulaşabilmek için birbirlerine ve kurumlarına güven duyan çalışanlara sahip olmak istemektedir. Güven genel olarak dürüstlük ve doğruluk olarak ifade edilmektedir. Örgütsel güven ise genel hatları ile örgütün belirsiz ve riskli bir durumla karşılaştığında örgütün taahhütlerinin ve davranışlarının tutarlı olduğuna dair inançları ifade etmektedir. Bu noktada işgörenin işini kaybetme riskine karşı da örgütüne güven duyması önemlidir. Dolayısıyla işgüvencesi açısından haklı bir nedenin ortaya çıkma ihtimalinde dahi işgörenin hangi şartlarda örgütüne güven duyacağı önemli bir yer tutmaktadır. Bu çalışma da, genel hatlarıyla bu iki kavramı ele alarak aralarındaki ilişkiyi ortaya koymaya çalışmıştır.

Günümüz işletmeleri rekabet açısından maksimum verimliliğe ulaşmak istemekte ve bunu gerçekleştirmek için de motivasyon düzeyi yüksek işgörenlere ihtiyaç duymaktadır. Dolayısıyla, işletmelerde işgören motivasyonunu belirleyen birçok faktör vardır. Bunlardan biri de örgüt kültürüdür. İSgili çalışmada bu iki kavram birlikte ele alınmış, örgüt kültürünün motivasyonu belirleme boyutu üzerinde durulmuştur. Bu çerçevede, anket yöntemi kullanılarak özel finans ve bankacılık sektöründe faaliyet gösteren üç farklı kuruluş irdelenmiştir. Sonuç olarak her üç kurum için de örgüt kültürü tipinin motivasyon düzeyi üzerinde etkili olduğu kanaatine ulaşılmıştır. Ancak, örgüt kültürü ve motivasyon düzeyleri açısından kurumlar arasında belirgin bir farka rastlanılmamıştır.

ETHICAL ASPECT OF TELECOMMUTING IN THE INFORMATION SOCIETY The opportunities that the information technology create, has been increasing the flexibility of business life in the information society. Therefore, working medium has been moved from the traditional offices to the houses and other places. This has led to some advantages but on the other hand caused some problems. Consequently, we have to examine the ethical side of this practice called "telecommuting". Information and communication technologies has been changing the way workers do business from old to new methods such as telecommuting, teleworking and home-based working. In this work, we aim to discuss about flexible working ethics that has been provided by information and communication technologies used in workplaces, homes and outside as mobile. In this work, the topic is classified into 2 sections. In the first section, the literature is reviewed in the light of knowledge society and ethics and working. In the second section, the ethics of home-based working such as telecommuting is studied in terms of positive and negative aspects.

Changes in the last 10 years in information technology have increased the use of computers and internet. The changes brought about fundamental changes the way we do business and behave in social life from communication and reaching information to daily habits. Effective use of the information technology, which has become the main condition of being competitive at work, has required all employees in public and private sectors to improve themselves in the computer and internet usage. In addition, the public sector also encourages the use of internet via e-government applications. Thus, the computers and internet play a big part in the work of public sector and its employees as well. The usage of computers and the internet in working places not only have changed the way we do business also have changed some ethical rules and issues. They brought some complicated problems for people, organizations and states. Online fraud, carelessness, negligence, viruses, system crashing, broadcasting personal information are among the most well-known ethical problems related to computers and internet and caused by employees. In addition to these, personal use of computers and internet by employees for their private usage during working hours create another problem. The objective of the study is to reveal the internet usage habits and behaviors of public employees at work, using a field research that was carried out in Kastamonu that is a city of north of Turkey. It is especially of interest how and for what purposes the chat programs, which encourage the use of internet, are used. The results are analyzed from the point of view of public ethics. The data is collected from the state servants in Kastamonu and is analyzed on SPSS statistic program.

The issue of employment is very important subject for countries where the rates of unemployment is high in the world. While the issue of unemployment is seen a major subject in some countries, other countries see it more minor. However, every country, including developed, faces with unemployment depending on their development level. The lack of skills and knowledge, matching problems and legal and regulatory issues in labor markets may cause and increase the unemployment rates of countries. In addition, there are different groups in unemployed people who are socially and economically excluded such as youths, old people, women, uneducated and disabled people. Especially, these excluded groups are benefited of the emergence of information and communication technologies. In this sense, the last decade, disabled people had many employment opportunities by using information and communication technologies either at workplace or at home. In this mean, call centers offer new opportunities for disabled people in terms of workplace environment. When it is investigated the data related to call centers in Turkey and the world, it is seen that call centers have a potential on employment and a high turnover rate. Call centers are popular businesses and day by day they are becoming an important employment sources for the disabled people who can reach that kind of jobs and adopt easily with their disabilities. Also, because call centers don't require high level qualifications, they make disabled people, who can't reach education opportunities, more socially included. Technological developments make the call center businesses more adaptive towards flexible working models and implement these technologies into their work processes. With the new emerging technologies (information and communication technologies), call centers can use either offices or homes as their work places. Thus, disabled people, who can't go to work places from home, can work at their homes and take part in working life by using information and communication technologies and the internet. Of course, there are some risks when disabled people work at home, they may become excluded from social life and environment. Also, when disabled people work at home they will feel more relax, but they can't be integrated into social life and be excluded from the society. In order to include disabled people into society, call centers businesses should establish their offices rather than giving jobs to the homes. With this sense, call center projects are developed so as to provide employment opportunities for disabled people in the world and Turkey. The common point of these call centers projects is to include disabled people into working life in short term by giving them necessary training. However, legal and social responsibilities are going to be completed for companies by giving disabled people working opportunities. With this study, employment opportunities are provided by information technologies were examined for disabled at call centers in the world and Turkey. In the first part of the paper, the definition of disabled people, their inclusion and employment opportunities are studied. In the second part, the definition of call centers, their working processes and if they are an employment source are examined. At the final part, disabled people and call centers relations and call centers' contribution to employment of disabled people are evaluated with some examples.

Refah devleti Keynesyen politikaların uygulanması ile Dünya üzerinde yayılmış ve 1945 sonrasında belli bölgelerde sınıf çatışmasında azalma ile beraber, sosyal ve ekonomik alanlarda önemli ilerlemeler olmuştur. Altın çağ olarak da nitelendirilen bu dönem, özellikle Kuzey Amerika ve Avrupa'da kendini göstermiş ve bazı ülkeler tarafından model olarak alınmaya çalışılmıştır. İskandinav ülkeleri olarak nitelenen İsveç, Norveç, Danimarka ve Finlandiya ise kendilerine özgü politikalar oluşturarak refah devleti politikalarını benimsemişlerdir. Bunların içinde tarım ve ormancılık ekonomisi ile hayatta kalan ve fakir bir ülke olan Finlandiya'nın hem refah devleti uygulamalarını 30-40 yıl öncesinden kısa zamanda hayata geçirmesi hem de refah toplumunda örnek bir ülke olması dikkatleri üzerine çekmiştir. Birçok refah devleti, 1970'li yıllardan sonraki neo-liberal politikalara geçiş sürecinde rekabet etme bahanesiyle refah devleti uygulamalarından taviz verirken, Finlandiya hem refah politikalarını uygulamaya devam etmiş, hem de yapılan düzenlemelerle bilgi toplumuna geçişte başarılı olmuştur. Bu çalışmada, bilgi toplumunun refah toplumunun ihtiyaçlarını karşılayıp karşılayamayacağına dair olan soru işaretlerine cevap bulmaya çalışırken, Finlandiya örneği incelenecektir.

Psikolojik dayanıklılık, bireylere zorluklar karşısında dayanma ve mücadele etme gücü vermektedir. Bu gücü taşıyanlar, yaşadıkları olumsuz olaylarda daha çabuk toparlanabilmekte ve eski hayatlarına geri dönebilmektedir. Hatta yaşadıkları stresi, kendilerine yarar sağlayacak duruma bile getirebilirler. Yapılan araştırmalarda psikolojik dayanıklılığın sonradan kazanılabilen bir olgu olduğu ortaya çıkmıştır. Bazı bireylerde ise doğuştan gelen bir özellik olarak görülmüştür. Ancak zamanla bu özelliğin değişebildiği ortaya çıkmıştır. Bireylerin yaşadıkları olaylar neticesinde psikolojik olarak güçlenebildiği ya da bu özelliklerini kaybettikleri fark edilmiştir. Psikolojik olarak dayanıklı olmak bireye hem özel hayatında hem de iş hayatında yarar sağlamaktadır. Özel hayatında yaşadığı zorluklarla daha kolay baş etmesini sağlarken, iş hayatında da bireye avantaj sağlayarak, başarılı olmasına etki etmektedir. Psikolojik olarak güçlü birey, iş hayatında yaşadığı stresi de daha iyi yönetir. Çatışma ve kriz durumunda daha sakin ve doğru tavır sergiler. Stres kaynaklarının onu yıpratmasına ve örgüte olan bağlılığını azaltmasına izin vermez. Böylece iş tatminsizliği de yaşamaz. İş stresinin iş tatmini üzerindeki olumsuz etkisine karşı güçlü durur.

Musteri saldirganligi, son zamanlarda musteri iliskilerindeki gelismenin sonucunda onemli bir konu haline gelmistir. Sonuclari itibariyle bircok olumsuzluga sahip bu konu, calisanlar uzerinde ozellikle fizyolojik ve psikolojik bazi sorunlara yol acmaktadir. Bu nedenle bu konu uzerine arastirma yapilarak, musteri saldirganliginin nedenleri, sonuclari ve onleme yontemleri ele alinmistir.Ayrica en cok musteri saldirganligina ugradigi dusunulen kargo calisanlari ile ilgili de Yalova ili olceginde bir arastirma yapilarak konunun degisik boyutlari ele alinmistir.

Gunumuz calisma yasamini olumsuz kilan bircok sosyal ve psikolojik durum soz konusudur. Bunlarin basinda stres gelmektedir ve diger butun sorunlarla bir sebep sonuc iliskisi icindedir. Ayrica, stresle birlikte, is tatminsizligi ve mobbing de gunumuzde calisma yasamini tehdit eder hale gelmistir. Bu ve benzer sorunlar, orgutlerdeki yonetimsel eksikliklerden kaynaklanabildigi gibi calisanlarin kisisel ozellikleri nedeniyle de ortaya cikabilmektedir. Sorunlarin cozumu noktasinda ise, ya kisisel gelisim teknikleri uzerinde durulmakta yada yonetsel taktikler onerilmektedir. Aslinda bu tekniklerin bircogu, zaten bizim tarih boyunca uyguladigimiz degerlerin bir uzantisi olarak karsimiza cikmaktadir. Bu calismada da, Turk tarihine bircok boyutuyla damgasini vuran Ahilik kurumunun sahip oldugu degerler ekseninde, calisma yasamindaki psikolojik sorunlara yaklasimi ele alinmis ve gunumuz orgutlerinde uygulanabilirligi uzerinde durulmustur. Bu calismada da, isyerlerinde, evde ve hareketli olarak kullanilan bilgi ve iletisim teknolojilerinin saglamis oldugu evden esnek calisma ve onun etik boyutunun ele alinmasi amaclanmaktadir. Bu calisma iki bolumden olusmaktadir. Ilk bolumde, bilgi toplumuyla degisen calisma ve etik kavramlarina yonelik literatur taramasi yapilmistir. The subcontractor practices on both in public and private sectors have been increasing because of Neo-liberal policies that have been spreading together with globalization. Subcontractors have been obtaining competitive advantages and cost reductions by employing non-unionized workers. With these practices, some discriminations and differences are seen related to workers in the organization, also some social and physiological problems are observed between workers. Thus, the expectations of the workers are differentiated and the level of motivations and job satisfactions of the workers are changed.
