El presente escrito reúne reflexiones filosóficas y antropológicas sobre tres aspectos de las prácticas culturales contemporáneas. El primero alude a las prácticas cotidianas que se traducen en una "proliferación diseminada" de creaciones anónimas y perecederas que configuran la descomunal morada de la cultura contemporánea. Concierne entonces al lugar que asigna el discurso al mundo de las "insignificancias", al terreno de lo culturalmente inadvertido. El segundo aspecto sugiere que la teoría de las prácticas culturales aloja utópicamente la eventualidad de una emancipación colectiva y existencial. This article describes and reflects upon the most recent sociopolitical strategic proposals set to the political and governmental dimensions of the city of Lisbon. In this framework, a specific process is detailed: directly requested by the president of the Municipality, in 2009 an independent commissariat developed a proposal for a strategic charter for the city. This proposal addresses a wide range of areas, including the political and institutional ones (through several governing principles with corresponding rationales and proposed lines of action). A critical analysis (all but closed in the present phase where the proposals are still under public discussion) is made of this specific process and some of its correspondent contents. The analysis is supported by theoretical reflections on urban politics, following the changes -and the growing paradoxes -both at the level of urban systems and in terms of the new governing dilemmas presently emerging in the European cities. The text seeks in this sense to contribute to a better analytical clarity for urban politics and urban administration. As state-of-the-art for the political developments in Lisbon, reflections are made upon the networks of administration, governance and sociocultural capital in the city. The final part of the article reflects on the present stalemate in the charter process, thus deriving some overall reflections with reference to contemporary urban politics.

The demand for the collective involvement of residents in managing and maintaining their urban residential areas is increasing all over the world, particularly in the developing countries. Such collective responsibility for shared urban spaces and building elements among residents was deep-rooted in the traditional urbanism of Cairo. By the early twentieth century, the distribution of responsibilities had changed radically, with the adoption of the Western-inspired maintenance and management paradigms throughout municipalities. With the deterioration of municipal services in Cairo, especially in urban poor areas, and the shortcomings associated with the top-down participatory approaches of nongovernmental organizations and community-based organizations, the search for an alternative approach is now desperately needed.
This research investigates the community-driven, spontaneously initiated participatory mechanisms and tools of the urban poor in Cairo for managing and maintaining their housing built environment. For the research method, three residential settlements representing the three prevailing patterns of urban poor housing were selected in order to address three main questions: what are the practices among the urban poor for managing and maintaining their housing built environment in Cairo today?; what are the attitudes of those residents toward their shared responsibility for managing and maintaining their housing built environment?; and why do they have these attitudes?
Through this research, it has been found that the local communities managed to develop self-organizing mechanisms and spontaneous tools to efficiently manage and maintain their housing built environment. On the other hand, an analysis of residents’ preferences and attitudes suggests that, in general, they neither prefer to keep taking sole responsibility for managing and maintaining their housing built environment, nor wish to leave the entire process in the hands of local authorities. Instead, they would like to share the responsibility with these authorities. The results of this research can be the base for proposing an innovative approach that recognizes instinctive community-initiated mechanisms, but which also has municipal involvement, to create a ‘localized’ conceptual approach for managing and maintaining deprived urban settlements in Cairo, as well as other potential cities in Egypt, the Arab world, and the developing countries as a whole.

The National Development Plan (NDP) of South Africa describes a 2030 vision for the country. The NDP proposes an observatory as one of the measures to develop capabilities for effective spatial decision-making and implementation. This article presents results of a review of observatories with the aim to unpack the details for setting up the proposed observatory. A review of mainly South African observatories was conducted in order to clarify the focus of the observatory (i.e. its purpose and main operations) and how it should be set up (i.e. stakeholders to be involved and hosting options). The review draws on interviews, questionnaires and a workshop with stakeholders, experts and key players. A review of relevant scientific literature and observatory websites was also done. This chapter fundamentally rethinks what constitutes urban infrastructure and its future design by proposing a theoretical framework and attendant research agenda. The chapter investigates how residents transact i.e. have interactive exchanges, with urban infrastructure (e.g. water, sanitation, transportation, communication, energy), in the global south via “off-grid” approaches (i.e. highly creative ways, such as informal strategies and social innovations). The theoretical framework is based on two innovative premises. The first is that the conjunctions of people and their
transactions with each other and with urban infrastructure in the global south in fact constitute a type of unique infrastructure itself i.e. people as infrastructure, following Simone (2004). The second is that these types of people/people and people/infrastructure transactions can be further designed to empower residents and create transformative urban practices i.e. designing urban transformation, following Inam (2014). Integrating these two premises, the paper further develops this theoretical framework via a research agenda focusing on the global south, where the most
ground-breaking innovations in informality have been integral to cities for centuries e.g. in Africa, Asia, Latin America. By pursuing this research agenda, the chapter proposes new ideas about the power of design, such as the everyday creativity of citizens, and the transdisciplinary collaborations necessary to redesign urban infrastructure. This is also an approach for learning and theorising from the global south that is highly relevant to the global north (e.g., in terms of radically democratic design, innovation in the face of resource constraints, horizontal networks rather than top-down expertise).

Urban policies are increasingly localized, stressing the role of neighbourhood social contacts in generating cohesion and citizen participation. Studies on 'everyday' multiculturalism also emphasize the neighbourhood as a meaningful place for encounters. However, there remains a lack of understanding of how specific contexts condition encounters with difference. We compare two European neighbourhoods that provide different contexts for participation: Amsterdam and Vienna. We ask how residents experience local spaces of encounter and how this influences their experience of the neighbourhood. We find a mismatch between the aims of local policies and the experiences of residents, who also value more superficial contacts.

African Governments are envisioning their cities in the images of world-class cities elsewhere. This has led to relentless inner-city regeneration but with some challenges. This article examines these challenges and their implications for urban development in the Ghanaian context. Through multiple research techniques, Ghana's inner-city regeneration revealed contradictions and distortions typified by contestations and dispossessions. The challenges we argue were the offshoot of poor governance with limited community participation in the process, a situation which reflects how urban development is framed in a developing country city. To decipher the challenges will require innovative solutions premised on an all-inclusive urban governance approach.

A substantial number of community members access food in community-based organizations in the North End of Winnipeg. However, many staff and volunteers in these organizations do not have adequate nutrition knowledge and food skills, nor are there healthy food policies to guide food programs. Food Matters Manitoba developed a food and nutrition education program, Community Tables. The purpose of this study was to evaluate Community Tables for its effectiveness in increasing staff/volunteer basic nutrition knowledge and food skills, and facilitating the adoption of healthy food policies by participating organizations. Data collection included questionnaires to determine knowledge acquisition and participant satisfaction, and indepth follow-up interviews to determine each participant's experience with developing/implementing a healthy food policy. Results suggest that the program was moderately successful in increasing participant food and nutrition knowledge; and while three organizations were able to implement policies to some degree, others faced challenges, which prevented full implementation. iii ACKNOWLEDGEMENTS I would first like to acknowledge Dr. Joyce Slater. This study explores the social and health consequences arising from inadequate urban planning and its direct impact on the built environment. The built environment, a product of human modification and construction, plays a significant role in shaping the daily activities and lifestyles of individuals. Urban form, land use, infrastructure, and green spaces influence both the physical and social dimensions of city life. The research identifies a dual typology of urban environments: functional and non-functional. Functional environments encourage physical activity, promote walkability, and foster community interaction, while non-functional environments contribute to sedentary behavior, social inequality, and public health crises. The paper examines how urban sprawl, low-density development, and the absence of accessible amenities exacerbate health disparities, including rising rates of obesity and chronic diseases. Moreover, it introduces the concept of a “social pandemic,” wherein unhealthy behaviors, such as fast food consumption and reduced physical activity, spread across communities due to environmental factors. The study draws on ecological theories of social behavior and urban systems, emphasizing the need for a balanced approach to urban renewal. It advocates for urban policies that integrate sociological, environmental, and health perspectives, fostering environments that support active lifestyles, equitable access to resources, and social cohesion. Ultimately, the paper calls for a reevaluation of urban design practices to mitigate the growing health inequalities and social fragmentation that characterize modern cities.

By ocusing on the mayoral oce, this article aims at contributing to ll the research gap regarding the local government arena and specically executive positions. Drawing on a survey o around 2,600 European mayors, the study investigates whether women and male mayors difer in their social backgrounds, recruitment patterns and policy priorities. The resulting identikit o the 'Urban European Woman Mayor' points to important diferences in the career path conrming the diferences in policy priorities.

Local property owner's associations (Eigentuemerstandortgemeinschaften (ESG)) are a new approach to implementing public-private partnership in urban redevelopment. The approach focuses on smaller landlords in residential areas, providing incentives for the modernization of real estate if their local associations work cooperatively for the revitalization of their neighbourhood. The research initiative consists of 14 model projects spread throughout Germany, which test this relatively informal urban redevelopment approach. The article considers public-private partnership initiatives in the context of stagnating federal financial assistance for urban redevelopment and provides new financing tools such as endowment funds. This article presents first results and suggestions for the continuation of model projects beyond the pilot stage.

As of 2008, for the first time in human history, half of the world's population now live in cities. And with concerns about issues such as climate change, energy supply and environmental health receiving increasing political attention, interest in the sustainable development of our future cities has grown dramatically. Yet despite a wealth of literature on green architecture, evidence-based design and sustainable planning, only a fraction of the current literature successfully integrates the necessary theory and practice from across the full range of relevant disciplines.

The fast-growing population in developing countries coupled with the migration of the huge mass of village inhabitants to the large cities to seek better opportunities and safety conditions have been substantially increased the pressure on the existing urban infrastructure. This, coupled with the increased frequency of the natural as well as man-made disasters, presses the need for modern societies in large cities to search for pathways towards prevention, preparedness and recovery of this infrastructure in an event of a disaster. Owing to this, urban resilience has gained importance in the scientific context so as to explore the capabilities of cities to face and withstand extreme disaster events. Development requires action, adaptation, and transformation of both governance and physical infrastructure. Energy infrastructure unfolds as the infrastructure that facilitates the growth of other infrastructures and development. This paper argues it is critical to examine the complex, non-linear evolution of energy infrastructure and policy alongside the intricate, non-linear evolution of governance in general, and planning specifically, in southern cities, particularly those with a history of instability, scarcity and incomplete infrastructure. Monrovia, Liberia, provides a compelling example of the intricate co-evolution of policy, infrastructure and practices in unpredictable and unstable contexts that require adaptability, resilience and innovation. Understanding such a landscape is important because governance reflects characteristics of constant evolution, improvisation and searching within a broader system that is also evolving. The objective is to better grasp how the double and coupled processes of 'searching' and 'planning' interact to shape the landscape of options for tackling incomplete electricity infrastructure. The incompleteness of both governance and infrastructure retains benefits whilst the interplay of searching and planning can allow for positive adaptations in terms of governance and infrastructure; however, we equally know adaptation can take place in unsustainable contexts, thereby engendering the potential for risks and missed opportunities.

This paper explores the effects of the Airbnb short-term rentals in Athens, against the background of the continuing socioeconomic crisis and the substantial rise of urban tourism. The Airbnb practice emerges as a major transformative force of urban space, economy and society, which can be neither utterly condemned nor fully celebrated. The effects of the Airbnb phenomenon are found to be both positive and negative, includingon the one handthe partial upgrading and reuse of the existing building stock or the reactivation of the local economy andon the other handprocesses of residential segregation, gentrification and touristification.

Purpose The purpose of this paper is to compare and contrast amenity mixes of innovation districts worldwide and to identify the types of amenities in the districts. Design/methodology/approach Urban amenity data were collected from Google Maps as 31,236 points of interest (POIs) in 24 innovation districts. The data were compared and categorised based on the density and diversity of amenity mixes using correspondence analysis. An overall amenity space of the 24 innovation districts was created using correlation and social network analyses. Findings This study found that innovation districts have broad ranges of diversity and density. Five groups were identified by correspondence analysis, including retail, foodie, balanced, emerging and health-care districts. This paper studies how residents in the neighbourhood Bospolder-Tussendijken (BoTu) have dealt with the COVID-19 restrictions. Prior to the pandemic, significant investments in communitybuilding were made to increase resilience of individuals and communities in BoTu. This paper identifies the key assets BoTu residents had developed and actually during this ultimate challenge. Interviews with formal and informal actors in BoTu revealed that community leadership, engaged governance, problem-solving ability, and information sharing environment were essential to adequately respond to the crisis, and were successfully deployed. The paper concludes with five policy implications to help strengthen capacities and relationships needed for community resilience.

EU policies support a place-based approach with the increasing role of local partners in political decision-making. The current crisis of formal political leadership raises the question of whether or not formal leadership is becoming dispersed and informal place leadership can succeed in filling the vacuum. Based on data from the implementation of 58 EU-funded Integrated Urban Development Plans in Czechia, we found that informal leadership is challenging formal local political leadership. Nevertheless, its success has been limited in obtaining political legitimacy due to missing dialogue between the local movements and nonprofit leaders when searching for solutions to local problems.

This contribution discusses the theoretical and conceptual implications of asking about the legitimacy of local democracy and the relevance of discussing 'performance legitimacy'. The role of local government in generating or undermining democratic legitimacy is ambivalent. It is questionable whether there can be something like a genuine legitimacy of local government at all, considering its subordinate and functionalised role in the modern (welfare) state. In the first part of the article, the complexity and controversial status of political legitimacy in general and local government in particular is exposed. It is argued that the effective interplay of justification (giving acceptable reasons for policies) and demonstration (performing successfully by fulfilling promises), which is at the core of generating legitimacy, cannot be deduced from general concepts and fixed in a general model. Generating a self-reinforcing dynamic of public support and linking different dimensions of legitimacy (input, throughput, output) is a matter of reflexive institutionalisation. Being part of a democratic welfare state has provided local governments in Western democracies with a stabilised focus of legitimacy. At the same time, local governments are particularly under pressure to adapt, to innovate and to modernise. Four broader narratives of changing democratic legitimacy sources with respect to local government are discussed. The shift to 'performance legitimacy' has to be seen in a wider context of redefining the meaning of (local) democracy as mapped out by the four narratives.

This article examines the recent evolution of national spatial planning in Ireland, focusing on the recent publication of National Planning Framework (NPF) in 2018. The NPF is Ireland's second national strategy for spatial development and represents a further shift away from traditional land-use regulation towards broaderbased strategic spatial planning. In this commentary, we reflect on official perspectives regarding the role that planning should perform in a period of significant social, economic and environmental change and how planning policy conceives of 'balance' between competing priorities in the 'public interest'. We contend that this 'balance' is weighted heavily towards development enablement.

The article describes the results of a research on the theme of regeneration of urban public spaces in historical centres. A multidisciplinary methodological approach of cooperation of various knowledge was adopted to define, also through the application of open and inclusive participatory approaches, precise intervention actions. The research uses two areas on the edge of the historical city of Cosenza (Italy) as a case study. The research, therefore, has achieved, among its main results, that of reinforcing the awareness that an urban context unable to maintain relationships loses its meaning and becomes but a museum of itself.

Urban megaprojects as a spatial manifestation of neoliberalism are in transitional societies considered a tool for extra-profit for private developers and a source of great corruption among the high-level public authorities. Consequently, such a relationship has negative effects on socio-spatial reality. The paper illustrates how a large-scale unitary projectthe Belgrade Waterfront projectjeopardizes the public participation through: the misuse of legal procedures and spatial planning instruments, neglect of private property rights, and simulation of public debate. The conditions enabling democratic social, political and professional environment as a backbone for citizen involvement in public issues are briefly indicated in conclusion.

This paper began from the quest of an effective approach towards sustainable peri-urban landscape. It questions the present trend of laying infrastructural networks without taking into consideration the natural setting of the place. East Kolkata Wetlands (EKW) covering 125 sq.k.m. provides the context for exploring strategies to save the ecological balance and its relation with morphology of the local settlements. EKW, located on the eastern fringes of Kolkata, is such significant peri-urban landscape, because of its uniqueness in harnessing natural resources of the wetland system for fisheries and agriculture through ingenuity of local communities with their traditional knowledge, which is under threat at present. There is increased interest in the UK in cohousing as a desirable alternative for older people. The economics of developing cohousing differ from the normal model for residential development; in particular the participatory nature of the process increases the time required and there are higher risks for both resident/purchaser and developer. We examine the nature of supply and risk using the case of a new senior cohousing community in south London. Given its evident benefits, senior cohousing may eventually become more widespread, and perceived risks will fall. However the nature of the residential development process means that cohousing will always be at a disadvantage when competing for land in high-demand areas like London, and the time required for participatory processes increases costs. To increase the currently small number of cohousing communities in the UK and ensure affordability, targeted measures may be necessary to enable groups to access land and mitigate the higher costs associated with longer-term collaborative processes.

Public bodies often pursue alternative funding of public infrastructure by using developer obligations. These are contributions made in exchange of land-use regulation decisions. Non-negotiable obligations support on detailed legislation, but negotiable obligations much less and often have a local character. In Spain, negotiable obligations were introduced in the 1980s. As in other countries, in Spain, they increased initially as a response of low effectiveness of non-negotiable obligations, but they were not always transparent and with time became regulated. Differently than in other countries, Spain introduced in the 1990s a peculiar land readjustment regulation that stimulated competition and hence negotiated contributions.
