The use of mobile phones to deliver context specific information in the form of advertisements tailored to a user’s profile, location among other related characteristics has been on the increase in the last few years. Location, in particular, is a key attraction to businesses in the delivery of advertisements. However, the widespread adoption of these applications continues to be hindered by among other factors the use of location determination and information delivery technologies such as GPS, Bluetooth, JAVA apps and WAP that are not universally available and accessible. Most students of University of Tourism Technology and Business Studies are struggling with the accessing class teachers’ study material and selfassessment from e-learning platform without having Internet. The researchers used qualitative methods using an observation and an interview. The researchers used qualitative methods by conducting an interview with the students of UTB. An observation was also used to get first-hand information on the access of learning material from e-learning platform. A prototype was designed and distributed between students of data mining course in order to get their feedback. There was 388 BIT Students Population. We present "NITAFUTE", The Unstructured Supplementary Service Data (USSD) and Mobile crowdsourcing system for helping mobile phone users to continue having the basic services and access to their mobile phone data in case of emergency which involves their SIM card or phone being unavailable or inability to work. This can be due to theft, misplacement or low battery charge with their devices. Through the same service one will be able to trace his/her lost Identification Card (ID card), Automated Teller Machine card (ATM card), School certificates etc. NITAFUTE is an innovative telecom service referred as VALUE ADDED SERVICE to Mobile Network Operators (MNOs). The service is aiming to bring different solutions on the current ongoing challenges facing mobile users associated with global Information and Communication Technology (ICT) development. The system will allow users to input lost items but also for the phone owner to find his/her stolen/lost ID cards, ATM cards, Certificates etc. But also one will be able to post the found items that were lost by the other person and then sends notifications to the owner of the lost items. This research builds our understanding of physical crowdsourcing as a tool for solving societal problems and suggests broader implications for utilizing mobile crowds. In another way the service is a VISUAL ACCESS PLATFORM of some of basic services through MNOs.

During early October of 2019, onion price in Bangladesh rose up to 71% per kilogram reaching 1.40 euro/kg. It should have been good news for the farmers who are 9 million in number and major patronizer of economy of Bangladesh. Unfortunately they got nothing and this whole profit went to a small number of intermediaries. They sold the onions to the middlemen at the price of 10-15 cents and consumers had to buy them at the price of 1.40 euro which is unreasonable. This price hike or fixing is inevitable for every crop and vegetable market every year. The price of agricultural product is increasing alarmingly on the contrary farmers are staying poor due to lack of good governance by the government. Currently Bangladesh government is trying to implement E-Governance to every sectors and Ministry of Agriculture is a part of it. Though they are trying to create a digital platform for agriculture, its fruit is not available yet because of not being popular and easily accessible to the farmers. In a country where 40% of its populations is directly dependant on agriculture, almost 13% of whole GDP comes from this sector and food security for 200 million people is dependent on a relatively small cultivable land, good governance is a must for proper utilization of agricultural resources and for the exponential growth of this sector. Bangladesh has one of the least favorable regulatory environments for farmers although the country is still dependent on the agriculture sector for ensuring food security, poverty reduction and job creation [1] .
This essay will try to determine the main problems and solutions to the agricultural sector of Bangladesh with the proper implementation of E-Governance by creating more farmer-centric, easily accessible and free of cost information system via USSD  (Unstructured Supplementary Service Data)  based SMS service.

The internet has created a revolution in the methods of engaging billions of people across the globe. Data collection technologies have been further geared by the growing and advancement of smartphones technologies that offer larger screen size, more memory and high computing speed which facilitate capturing of data in short time compared to the time consumed by other methods. Various Technological organizations has created tools like Survey Monkey, Google Forms and others which were effectively used to collect data. However, all except the use of SMS requires an Internet connection which is a limitation for people with classic cellular mobile devices. Hence, Internet access is a major issue as not all mobile devices are connected to the internet. This creates a constrain to data collection and hence a reason to introduce USSD system. This paper is aimed at implementing a USSD data collector applicable across several services with secured backend.

A prior research done indicates that there is various challenges farmers face including unpredictable weather conditions affecting farmers' yields, slow flow of information from the agronomist and meteo Rwanda to the farmers, regionalized weather information, data provided by meteo is hard for farmers to interpret.This project was sponsored by UNDP-Rwanda and organised by Rwanda Meteorology Agency. The aim of this system is to help in fast communication between Rwanda Meteorology Agency, agronomists, famers' facilitators and farmers in meaningful way. The researchers used qualitative methods by conducting an interview with the meteo, agronomist, and farmers. An observation was also used to get first-hand information on the flow of communication betweenmeteo, agronomists, volunteers, farmer facilitators and farmers. Existing Communication was Analyzed andProposed Effiective Kubero Communication Model, which allow faster communication between stakeholders.An Innovative approaches Agile methodology was used to develop a pilot project. A prototype was designed to deliver timely climate related information and predictions to address pressing needs of farmers in climate disaster prone areas. Where farmers will be periodically accessing of clear weather prediction via USSD, together with agronomists' suggestion, so that they can plan a head and a prototype was distributed betweenmeteoRwanda, agronomist, volunteers and farmers for their feedback.Farmers Smart Technology is a three one App, which has Android App, USSD farmer App and Meteo Web App. Agronomist will use Android App to access provincial weather forecast data to provide suggestion to famers. Agronomist can send emergency alert to famers' facilitators. Farmers can retrieve weather forecast data along with agronomist's suggestion in meaningful way using USSD App. Farmers can provide feedback on weather prediction in yes, no or maybe which can help meteorology Agency to improve their prediction. Volunteer will also use USSD App to feed temperatures and rainfall of the day. This Volunteers' data will be accessed by Rwanda Meteorology Agency using Meteo Web App for their approval.The feature that the system provides makes this proposed system an easy to use.

The main objective of this project is to provide free banking services through USSD application on a basic mobile phone without use of internet which will be helpful mainly for tribal and hill station people. In Hill station and tribal areas, unavailability of ATM leads people to depend on ‘BC’ persons to transact money from banks. But the BC person visits people only once or twice in a week and people cannot contact them instantly. So the drawback is, those people cannot transact money instantly. Although USSD system exists in some banks, it provides only limited services through USSD in only TRS, while regional languages and IVRS are not available. In proposed system, this USSD code service can be used to access additional banking services through both TRS and IVRS modules. The modules used in proposed system are USSD Code generation Module, Interface Module, Database Repository Module, Transactions Module such as IVRS- Integrated Voice Response System and TRS- Transaction Response System. User’s voice and 25 questions for security and login settings will be registered initially. By accessing the USSD code, people can select their regional language and provide account details, and after few seconds they will get a call from bank asking for password match in voice keyword and to answer any three random questions from the 25 registered questions. The successful login then proceeds to access services. The proposed system is toll free with regional languages options, additional banking services and IVRS facilities. Hence by implementing this system, people can instantly do their money transfer, bill payment, top up and contact BC persons easily. Only mobile phone with GSM network is enough for this application. No internet connection is required. No charges are applicable for the transaction. The BC person’s time for delivering cash is also reduced to 1 day. The regional language service in IVRS will be very useful to hill station and tribal people who contacts only orally and does not have authorized symbols in their language for TRS.
