The public polytechnic in Indonesia has been established since more than 30 years ago. The establishment of polytechnic education system (PES) in Indonesia was preceded by the needs of skilled technicians who are capable to support the development of industries. These technicians are those who are able to work closely with engineers and are able to translate the concepts into practicable tasks. Assessing the effectivity of the learning management in relation to the learning outcomes achievement, graduate competence profile, and quality of learning is a mandatory to improve the quality and relevance of the PES and to enhance the graduate competitiveness. Globalisation is causing changes in society as a whole and also in higher education, which is having to adapt to market liberation and to the development of a knowledge and innovation based society. The international mobility of students and teachers is in the forefront, challenging international comparability of the graduate competences of the higher education. Learning outcomes is statements of what a learner knows, understands and is able to do on completion of a learning process. There are several ways for drawing up and categorising learning outcomes in education. Under the umbrella organisation Joint Quality Initiative (JQI, 2004) higher education experts developed a series of descriptors, known as the Dublin descriptors. As a response to the ratification of the International Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in Asia and Pasific, the Government of Indonesia has developed a national qualifications framework, known as "Kerangka Kualifikasi Nasional Indonesia" (Indonesian Qualification Framework). The Indonesian Qualification Framework (IQF) consist of nine levels of qualifications. The level 9 of IQF is considered as the highest level of qualification, and the level 1 is the lowest level. In accordance to the Indonesian Qualification Framework, learning outcomes of the Diploma III graduates is considered to be achieved at the qualification level 5, or equivalent to the "short cycles" qualification of the Dublin descriptors. Research conducted in Politeknik Negeri Bandung (POLBAN) on the graduates' percetion of th graduate competence found that learning outcomes of the Diploma III graduates is equivalent to the 82.1 % of the short cycles qualification of the Dublin Descriptors. Based on the findings, learning outcomes of the Diploma III graduates of the vocational eduaction conducted in the Polytechnic almost reached the learning outcomes to be achieved as stated in the Indonesian Qualification Framework.

Vocational education and training (VET) has largely been ignored as a player in the innovation system but with its ties to industry it has the ability to help translate new knowledge into the workforce. Through discussions with VET institutions, applied research organisations, industry bodies and policy-makers, this research looks at how applied research can help VET to become more active in the innovation system. The report also explores the capabilities that are needed and how registered training organisations and practitioners can build off their existing connections and skills.

This summary explores the benefits to the VET system of becoming more involved in applied research. It looks at what steps registered training organisations can take to start developing an applied research and innovation capability, such as naming and claiming their current achievements through to building a research and evaluation culture. The guide provides real-life examples from institutes currently building their capabilities in this area. This guide is part of a larger research project on VET and innovation, 'VET applied research: driving VET's role in the innovation system'.

In 2010, fifty years after the establishment of the association now called Adult Learning Australia (ALA), the association still faces the dilemma about how to sell its message that adult learning matters. The dilemma is one of philosophy: in the nineteenth century, it was liberalism versus utilitarianism; in the mid-twentieth, the instrumental versus cultural; today, the dichotomy is couched in terms such as 'social inclusion' versus 'productivity'. The tension goes back to the very early days of white Australia's approach to adult education. Here, I offer an historical perspective on the development of tertiary education-itself a disputed term, but one which can embrace all types of formal education that occurs after secondary school-in Australia. The year 2014 represents the 50-year anniversary of the introduction of the binary system of education in Australia. Using history as a policy tool, [the author] looks back at the binary system as well as its demise with the Dawkins reforms of the late 1980s to uncover the lessons learned. Four main issues are identified as enduring problems for tertiary education: the diversity and parity of esteem between the various elements of the tertiary education sector; the pathways within education and to the labour market; the place of research in mass tertiary education; and governance and autonomy.

          Researchers in the Czech Republic, as well as internationally, have traditionally studied the factors that contribute to the choice of upper secondary tracks and programs. Much less is known about the day-to-day experiences of the students in different tracks, particularly in professional/vocational tracks, and the possible mechanisms that produce the positive or negative outcomes of their schooling. We present the results of a prospective qualitative study of 22 students we followed from their last year of lower secondary school and through their first and second years in different tracks and schools. This study investigated the influence of Social Media Platforms and Clothing Consumption of Undergraduate Students in University of Uyo. Four purposes, four research questions. Descriptive survey research design was adopted for the study. The area of the study was University of Uyo. The population consisted of 378 respondents. Stratified and Accidental sampling techniques were used to select 116 respondents. A structured questionnaire titled "Social Media Platforms and Clothing Consumption of Undergraduate Students in University of Uyo Questionnaire" (SMPCCUSUUQ) was used for data collection. The instrument was subjected to face and content validity by three experts. The reliability of the instrument was 0.87 which proved that the instrument was reliable for use in the study. Data obtained from the study was analyzed using inferential statistics-frequency, percentage, mean, rank, decision and standard deviations. Findings revealed that undergraduate students select hairstyles from Pinterest with (x̄= 2.70). Undergraduate students learn clothing upcycling skills from Instagram with (x̄= 3.04). The results showed that undergraduate students select their hairstyles from TikTok with (x̄ = 3.04). Further findings revealed that checking price tags before buying clothing items (x̄= 3.31) was the highest clothing consumption practices of undergraduate students in the study area. Based on the findings of the study, the researcher concludes that, social media platforms such like Instagram, Pinterest, Tiktok etc influence undergraduate students' clothing consumption in the study area. The researcher recommends amongst others that undergraduate students in the study area should be encouraged to develop critical thinking skills regarding their clothing consumption, particularly in learning clothing upcycling skills from social media platforms.

The report highlights how European Public Employment Services (PES) are increasingly engaged in supporting adults to access upskilling and reskilling opportunities. Individual Learning Accounts (ILAs) are identified as a promising but unevenly adopted policy tool: while France has a long-standing and reformed system and Lithuania recently introduced its own, many other countries are only piloting or considering such instruments, and some rely instead on alternatives such as vouchers or training leave. The report underlines persistent gaps in reaching SMEs, atypical workers and the low-skilled, for whom both financial support and personalised guidance remain weak, despite evidence that citizens are more likely to engage in learning when training rights are made visible and portable. PES themselves see ILAs as part of a wider ecosystem in which guidance, validation, labour market intelligence and quality assurance need to be connected if accounts are to become effective levers for inclusive participation. Overall, the study positions ILAs and strengthened career guidance as central to tackling Europe’s structural skills challenges, but cautions that the diversity of national approaches and political ambivalence in some Member States may limit the pace of convergence.

The integration of Augmented Reality (AR) into Technical and Vocational Education and Training (TVET) has the potential to significantly enhance teaching and learning outcomes. This paper synthesizes recent literature, focusing on methods such as PAR (participatory action research to evaluate AR's adaptability in TVET contexts. Recent articles from 2020 to 2024 highlight various AR applications that foster interactive learning, improve skill acquisition, and provide immersive experiences that traditional teaching methods often lack. Analysis reveals that AR facilitates experiential learning, allowing students to visualize complex technical processes and engage with realistic simulations. Findings indicate a positive correlation between AR use and student motivation, knowledge retention, and practical skill development. However, challenges such as technological accessibility, instructor training, and curriculum integration persist. Recommendations include promoting professional development for educators in AR technologies, ensuring infrastructure support, and incorporating AR into diverse training modules to maximize its educational benefits. Emphasizing the importance of continuous research and development in this domain is crucial to identify best practices and tailor AR applications to meet industry demands and improve graduate employability. Overall, AR stands as a transformative tool in TVET education, meriting deeper exploration and wider implementation.

The provision of free-higher education is one of the most debated issues in South Africa today. The issue of free-higher education has drawn many commentators from sectors such as the media, business and within the political dominions. The main argument is where will the money to fund free-higher education will come from, whether the provision of free-higher education in South Africa is a proper concept or just a parable and also the terms of reference with regards to the provision of free-higher education in the country. This study was aimed at developing a WebQuest Health Education (WQPKes) learning module for trainee teachers of pupils with learning difficulties in primary schools. The Design and Development research methodology introduced by Richey dan Klein (2014) was used in this study involving three phases. Data from the first phase of needs analysis were collected through a questionnaire distributed to 63 trainee teachers in the Learning Difficulties Special Education Program(PKMP) using purposive sampling. Findings from the closed questions were analyzed by percentage while the open-ended responses were subjected to thematic analysis. Experiences of working on a range of projects connected with technical vocational education and training (TVET) and professional development of educators and trainers, in both Indonesia and Australia, have contributed to the authors exploring trends and issues in the preparation and professional development of TVET teachers in the two countries. Whilst both countries are concerned to develop a skilled workforce, their policies and approaches to the TVET educators and trainers have different emphases. In Australia, there are concerns for quality, delivery and outcomes of the TVET sector. Recent policies and reduced financial support particularly of publically provided TVET are diminishing opportunities to undertake TVET education and training, reducing opportunities for learners and impacting on the societal context. Zimbabwe has for more than a decade gone through sharp microeconomic challenges which have left people concentrating on bread and butter issues only for survival. This economic situation is a hindrance to a meaningful curriculum development and reinforcement strategy that might be necessary in impacting Technical-Vocational Education and Training (TVET) approach in Zimbabwean secondary schools, and tertiary institutions. The education sector has suffered stranded growth while the world over technology is improving tremendously. Today any meaningful curriculum development should focus on the enhancement of skills that are valued in global and local economies. Therefore, due to technological advancement the Zimbabwean secondary and tertiary Art and Music should be aligned to global trends. World Bank Development Report (2007) emphasizes the importance of TVET in skilling young people both in and out of school for a productive livelihood and national economic growth. This qualitative research employed questionnaires, interviews, observation and document analysis as means to collect data. The study established that Zimbabwe has great potential in TVET curriculum development and reinforcement because it has established infrastructure though these lack up to date equipment and viable curricular. The study also revealed that there is no close communication and linkage between the education system and the private sector. The study recommends that the government may encourage strong collaborative curriculum development process between industry and the education sector. A gestão estratégica é uma ferramenta fundamentada no paradigma de gestão usualmente orientado para o mercado competitivo, no qual a estratégia opera em consonância com a produção de resultados, assegurando o posicionamento de vantagem das organizações aplicadoras. O uso do modelo de Gestão Estratégica de Pessoas (GEP) ganhou destaque nas organizações contemporâneas, por isso, este trabalho visa compreender como a Estratégia de Reforma e Desenvolvimento da Administração Pública (ERDAP, 2012-2025) tem promovido dinâmicas e práticas do GEP no contexto do sector público moçambicano. Metodologicamente, trata-se de pesquisa de natureza básica, ancorada na abordagem qualitativa e tipo descritivo e exploratório, que utilizou informações recolhidas em documentos normativos e relatórios e entrevista semi-estruturada, submetidos à análise de seu conteúdo. Os resultados da investigação revelaram que, no geral, a implementação da ERDAP tende a satisfatória, promoveu o estabelecimento de estruturas e sistemas de gestão de pessoas, concorrendo para a melhoria e consolidação de alguns processos na área. Contudo, subsistem inconsistências no modelo de GEP originados por imperfeições nas práticas de valorização das competências individuais e na profissionalização dos funcionários, combinadas com a existência de um plano de desenvolvimento de pessoal recente e limitado, reflectindo-se na sua efetivação. Conclui-se no estudo que é indispensável promover ajustes para viabilizar a integração de processos condizentes com o modelo estratégico de gestão e os desafios impostos ao setor público.

The rapid technology developments in this electronic era have completely changed business environment to digital world; the world that makes significant use of the computer technology in every sector of the economy notably business and industry. This study on Information and Communication Technology skills possessed by small-scale business entrepreneurs for growth in the electronic world era, in Abia State, Nigeria was aimed at identifying the extent of possession of Information and communication technology skills by small scale business entrepreneurs in order to become relevance and improve productivity in this electronic world. The study adopted descriptive survey research design. The population was 700 registered small-scale business entrepreneurs in Abia State out of which 350 (50%) were sampled using simple random sampling technique. A 30item structured questionnaire on a 4-point rating scale was used as an instrument for the data collection. The questionnaire was face validated by three lecturers from the Department of Business Education. Cronbach Alpha reliability method measured the internal consistency of the instrument which yielded a reliability coefficient of 0.73, signifying that the instrument was reliable. The collected data were analyzed using mean and standard deviation to answer the three research questions while the null hypotheses were tested at 0.05 level of significance using t-test statistics. The findings of the study revealed that majority of the respondents had not possessed the identified skills, therefore the possession level was significantly low and that has contributed partly to poor performance of the entrepreneurs. Based on the findings, the study recommended, among others, that all the local government councils should establish well equipped computer training centers to train the entrepreneurs on the basic ICT skills required for improved performance while the small-scale business entrepreneurs should also be assisted with android and smart phones, laptops and other ICT resources.

The primary objective of this research was to identify the knowledge gaps that would enable bricklayers, blocklayers, and concreters in Rivers State to exhibit more entrepreneurial initiative. The first points included assumptions and research questions. The foundation of the research was a survey. The research had 65 participants: eleven instructors in brick/block laying and concrete, fifty licensed builders from the Rivers State Ministry of Works, and one non-specialist. Sampling was not performed owing to the diminutive size of the population. The inquiry included the whole population. A structured questionnaire with 5-point Likert scales was used to perform the study. The main aim of this research is to determine the information necessary for students in the brick, block, and concrete industries to establish their own businesses. Three faculty members from the Department of Industrial and Technical Education at Ignatius Ajuru University of Education validated the tool's legitimacy. The questionnaire questions were assessed for content and face validity. The dependability of fifteen professors from technical institutions in Akwa Ibom and neighbouring states was evaluated using this equipment. The instrument's internal consistency was assessed using the Cronbach alpha reliability coefficient. We tackled the study's issues using standard deviation and mean data. A z-test was used to evaluate the null hypothesis at a designated significance level. 05. Students enrolling at Rivers State Technical Colleges who want to establish their own firms in the brick/block-laying and concreting sectors must attain the competences identified in this study's findings: ability to manage time effectively, proficiency in computer-aided design (CAD) software, comprehension of self-healing concrete and rapid-setting cement, familiarity with offshore construction protocols, and expertise in operating and using construction equipment.

The research discusses the influence of attitudes, knowledge, organizational commitment, reward, and competence on job involvement within the oil and gas sector, an emerging sector with limited empirical studies. Utilizing a descriptive-correlational design and Partial Least Squares Structural Equation Modeling (PLS-SEM), the research measures quantitatively the degree to which the constructs impact staff engagement. The findings show that organizational commitment (β=0.868) and rewards (β=0.749) are the strongest predictors of job involvement, supporting the necessity of encouraging commitment and competitive reward. In contrast, skills (β=-0.22), knowledge (β=-0.055), and attitude (β=-0.072) reveal weak or negative relations, suggesting these might not encourage participation as well. The study is aware of its limitations, i.e., the sample domain being limited to a single firm and applying self-reported approaches, which may impact the external validity of the study findings. However, the outcomes need commitment building, reward system correction, and assignment of challenging work to top performers. The study adds to work commitment in dangerous industries, and the findings can help organizations use it as a source of information for the improvement of employee commitment and performance by using proper human resource practices.

Academic achievements as reflected in the General Weighted Averages (GWAs) of 412 high school students from a state college in the Philippines were correlated with their scores in the Academic Expectations Stress Inventory (AESI). This was done to see if link exists between GWAs and AESI scores. GWA is the average of grades in all subjects taken, whether passed or failed and serves as an indicator of students’ academic achievement in a given school year. It is reflected in the report cards of high school students. On the other hand, AESI is a nine-item inventory with two domains: expectations of teachers/parents and expectations of self. Statistical analyses showed that there are positive significant relationships between GWAs and scores in the AESI and are significant at the 0.01 and 0.05 levels.

The inclusion of individuals with Autism Spectrum Disorder (ASD) in the workforce presents both challenges and opportunities. While people with ASD often face barriers such as social and communication difficulties and sensory sensitivities, however, they also possess unique strengths, including attention to detail, pattern recognition, dedication to particular interests and innovative thinking. This study explores, through literature review in databases, like PubMed, Scopus, and Google Scholar, the challenges, strengths, and benefits of integrating individuals with ASD into the workforce, emphasizing the importance of tailored support and inclusive practices. Companies like Microsoft, SAP, and Specialisterne have pioneered initiatives to integrate individuals with ASD into the workplace, leveraging digital technologies and artificial intelligence (AI) to support their needs. Programs highlight the benefits of neurodiversity, such as increased innovation and productivity. By creating inclusive environments and utilizing AI tools, organizations can unlock the potential of individuals with ASD, fostering both social and economic growth.

Quality 4.0 is a concept that refers to the application of advanced technologies and practices in the field of quality management in order to sustain continuous improvement and excellence in processes and products. However, this is a concept that still needs to be widely disseminated. Therefore, this research aims to investigate opportunities and challenges in the development of scientific research into Quality 4.0. Based on literature reviews and systematic content mapping, which included Industry 4.0, this study was able to classify six major areas as research opportunities for this topic, as well as identifying four macro- segments of difficulties and limitations to scientific research in this area. It was found that, although quality is a subject intensively practiced in business management, the Quality 4.0 approach still has major limitations during its implementation. It was also possible to point out that Quality 4.0 control and management policies are still not well defined, and there is a need for greater scientific and technological development in this field.

Recently, the French High Council of School Evaluation noticed that " the orientation school process concentrates criticisms on the education system", for 2 main grounds: for a large number of families and professional actors it is disconnected with the labour market to which the education system should prepare young people ; based on school evaluation, it is synonymous with failure in the general school way, and with d erivation towards the vocational and training track, whose social image is largely negative. Kajian rintis dilakukan untuk mengesahkan dan memeriksa kebolehpercayaan instrumen untuk kompetensi pengajar TVET. Instrumen ini terdiri daripada 60 item dan diedarkan kepada 30 orang pengajar TVET yang terlibat dengan pengajaran teknikal di Institut Latihan Perindustrian Pasir Gudang, Johor. In most of the newly married families in Ghana today, both spouses are employed outside the home. Employment has a profound effect on the family life as well as on personal satisfaction. In turn, family life can influence the work environment and vice versa. The study examines the relationship between work and family, its effect on marriages and the entire family life. Indigenous participation and achievement in education is an issue of international significance. Pengajaran mikro adalah satu bentuk latihan pengajaran yang bertujuan untuk memberikan pendedahan kepada guru untuk menilai bentuk pengajaran mereka. Selain dari dapat menilai kaedah serta gaya pengajaran yang sesuai, sesi pengajaran mikro ini juga dilihat mampu menjadi pengukur kepada tahap pengetahuan dan persediaan guru sebelum mengendalikan pengajaran sebenar. Justeru itu, kajian ini bertujuan untuk menilai keberkesanan pengajaran mikro dalam persekitaran sebenar yang telah dilaksanakan didalam Projek Eksplorasi dan Aplikasi Multimedia dalam Dimensi Pendidikan 2006 yang dikendalikan sepenuhnya oleh pelajar program Pendidikan Seni dan Senireka Fakulti Pendidikan, Universiti Teknologi MARA (UiTM) dengan kerjasama Jabatan Multimedia Kreatif (Animasi) Kolej Komuniti Kuala Langat, Selangor. Sampel kajian adalah seramai 22 orang guru-guru semester akhir yang mengikuti Program Khas Pensiswazahan Guru-Guru (PKPG) yang mengambil jurusan multimedia interaktif. Kumpulan guru ini adalah merupakan guru-guru yang telah berpengalaman mengendalikan pengajaran di peringkat rendah. Perbezaan situasi, pelajar, tahap, media serta teknik pengajaran memerlukan pengajaran mikro dijalankan. Satu inventori pengajaran mikro telah digunapakai dan diedarkan kepada sampel setelah pengajaran berlangsung bagi menjawab segala persoalan kajian. Dapatan dari kajian tersebut menunjukkan bahawa guru-guru bersetuju bahawa menerusi pengajaran mikro ini, ianya mampu memberikan kesan positif dalam kemahiran perancangan, personaliti dan kemahiran mengajar mereka.

This paper discusses the Private Sector Partnership with Education for Skill Acquisition and Vocational Technical Education Development. This study seeks to create a process for enacting an apprenticeship education framework as a mechanism for facilitating higher education and industry collaboration (HE-IC). A review of the extant literature in the areas of apprenticeship, higher education and industry collaboration exhibits prior research in these areas. A preliminary conceptual framework is developed based on this review, drawing upon the frameworks of Engestrom (1987) and Sternlieb et al (2013), and underpinned by boundary organisation theory which aligns with the researcher’s interpretivist philosophical approach to the study. The use of ICT facilities in teaching and learning is promising as it continues to yield impressive result from the studies conducted around the developed world economies. Results of similar studies from developing economies revealed gap in the use of ICTs in teaching and learning, especially, in some higher institutions offering Technical and Vocational Education (TVE). Emerging developing economies like Nigeria, is now striving to integrate the use of ICTs in teaching and learning of its TVE programmes. In view of that, this research aimed at developing a functional model that consisted of areas considered important for integration of ICTs into teaching and learning process in TVE. Regression Model Analysis was used to analyse data collected from a Rasch analysed questionnaire distributed to a total of one hundred and forty (140) respondents drawn from five higher institutions offering TVE in north-eastern Nigeria. Being a mixed method adopted research; a qualitative data collected through interview was further subjected to qualitative analysis procedures. A functional model of five (5) important areas and 4 categories emerged.

At one hand due to the downturn of global economy jobs are drying up around the world. the ranks of the jobless are swelling rapidly on the other lots of vacancies are lying unfilled at various private & government departments .This highlights the existence of a paradox which is beyond the simple matter of quantitative availability of head counts to fill up the positions. This paper is an attempt to unfold the phenomena of Skill shortage & identify its root & causes. It summarises skill shortage from the perspective of candidate, Industry & Government. The research work focuses on the qualitative dimension of skill shortage; It analyses & suggests the possible methods of alleviating skill shortage.

This research is compared between the meta-heuristic algorithms for heterogeneous fleet and split delivery of vehicle routing problem with time windows (VRPTW). The objective is comparing the algorithms that minimize the total travel times. The developing algorithms are including the first best with tabu search (FBTS), the global best with tabu search (GBTS) and tabu search (TS). The performance measures of these three algorithms are the quality of solution and the computer run time. The experiment shows that the FBTS is the best algorithm. It can find an appropriate solution in a reasonable time. The maximum CPUs time is 643 minute when the customer is increasing to 100 nodes.

Entrepreneurship education has emerged as a key intervention in combating graduate unemployment and fostering innovation in developing economies. The study investigated perception towards entrepreneurship education and entrepreneurial intention among Nigeria's Colleges of Education. Descriptive survey research design was employed, and 239 students’ sample was selected by the multi-stage sampling techniques from four colleges in the North-Central geo-political region. A Cronbach Alpha value of 0.84 for an expert-validated researcher questionnaire was used to collect data. Descriptive statistics (mean and standard deviation) assisted in answering research questions, while independent t-tests were used for hypothesis testing at a 0.05 level of significance. Findings validated that students had favorable perception towards entrepreneurship education, appreciating its relevance and trainers' competency, but concern was noted regarding insufficient realistic experiences and appropriate curriculum content for experiential business skills. Neither gender nor ownership by institution (state or federal) recorded any effect in terms of perception. Outcomes establish that students value entrepreneurship education but need experiential practices to develop entrepreneurial intention. The study recommended that colleges incorporate more entrepreneurship content with experiential projects, internship, and industry interaction.
