L'Algérie est face à un environnement économique envisageant des changements significatifs, à l'intérieur du pays comme à l'extérieur. Beaucoup de ces changements ont d'importantes implications pour le choix du régime de change et sont probablement en train de rendre la défense de tout type d'ancrage difficile. Un régime de change autour d'un panier et admettant un degré de flexibilité à la monnaie nationale, en accord avec Williamson (1998, 2000), Dornbush et Park (1999) et Goldstein (2000), nous semble convenir le mieux. Il a la possibilité de se décliner sous différentes formes selon la situation du pays et les objectifs à atteindre. Il ressort donc de ce papier est que la politique de change en Algérie reste toujours restrictive, même si on parle d'un marché des changes pseudo-libéral à travers les mécanismes du marché interbancaire de change.

L’objectif de ce travail est d’analyser l’impact de la chute des prix du pétrole sur la croissance économique au Maroc ; sur la base d’une modélisation VAR impliquant le test de causalité, la décomposition de la variance et l’analyse des chocs. Notre étude couvre la période 2013- 2024. Les résultats du test de causalité montrent l’existence d’un lien entre les
variations des prix de pétrole sur le taux de change, la balance commerciale ainsi que la croissance économique. La décomposition de la variance montre que les variables choisis s’expliquent par la variation des prix du pétrole. Les fonctions de réponses impulsionnelles montrent qu’un choc positif sur les prix du pétrole aura un effet positif sur les indicateurs
économiques choisis.

En este artículo se presenta el marco analítico de Ingram y Schneider para estudiar el rol explicativo de las construcciones sociales de los grupos meta en el diseño de políticas públicas. Para tal finalidad se realizó una indagación bibliográfica de la aplicación del marco en investigaciones empíricas. Así mismo, se revisaron diversas fuentes primarias de las autoras del marco para sintetizar una versión consolidada, tanto de su estructura como de su operabilidad empírica en el análisis de políticas públicas. Del mismo modo, se dejó abierta la discusión sobre la pertinencia de conectar la categoría de interseccionalidad con la aplicación del marco analítico en investigaciones empíricas. We analyse economic and political developments in Greece for the period 2010-2015, after the introduction of the memoranda agreements between Greece, the European Union (EU), the European central Bank (ECB) and the International Monetary Fund (IMF). We suggest that a vicious cycle took place, whereby austerity measures, badly implemented programs, mistakes of economic policy, unwillingness on the part of the Greek governments to implement structural reforms, and political immaturity from both politicians and citizens led to the failure of the memoranda and furthered political instability. Las principales directrices políticas y organizacionales del Sistema Único de Salud (SUS) forman parte de la Constitución de Brasil, promulgada en 1988. Por lo tanto, no es un proyecto de algún partido o agrupación política. Como política social de la nación brasileña, el SUS está por encima de intereses e ideologías. Esto en la teoría, porque en la práctica la vida es mucho más compleja. Más de 25 años después, el fuerte estatuto legal que permitió la implementación del SUS no logró evitar que solo una parte de los actores sociales lo defiendan, mientras otros proponen sustituirlo por la medicina de mercado. El SUS tiene una nítida inspiración en el espíritu que instó a la conformación del Estado de bienestar en diversos países durante el siglo XX. Gran parte de los valores, objetivos y modos de operar del SUS se inspiraron en el "Dawson Report", publicado en 1920 en el Reino Unido y considerado el documento fundante de la tradición de los sistemas públicos de salud. La Constitución de Brasil reconoce el derecho universal a la salud al considerarla como un bien público, y define que es deber del Estado y de la sociedad asegurar ese derecho en la práctica, tanto a través de políticas sociales, como por intermedio de una red integral de servicios de salud. Sin embargo, el SUS no logró concretar todo lo planificado, por lo que se considera una "reforma incompleta", a pesar de los grandes avances sanitarios alcanzados. Para la opinión pública, la gran fuerza del SUS es su existencia concreta, es decir, la importante ampliación de la oferta de cuidado a disposición de un gran sector de la sociedad. Hoy, el 75% de los brasileños utilizan, exclusivamente, y de forma gratuita, los servicios del SUS. La mitad de la población está inscrita en equipos de atención primaria (Estrategia de Salud Familiar), con impacto positivo sobre la mortalidad infantil y el control de enfermedades crónicas. El sistema asegura atención hospitalaria especializada y medicamentos a más de dos tercios de los brasileños. Se realizó una profunda reforma en los modelos de cuidado en salud mental, sida, cáncer y rehabilitación. Además, se avanzó bastante en la prevención y promoción de la salud. La gran debilidad del SUS frente a la opinión pública es, paradójicamente, también su propia existencia, relacionada con aquello que aún no fue construido o que funciona de forma precaria. A lo largo de casi tres décadas, no hubo gobernantes que combatieran el SUS abiertamente, pero tampoco fue considerado como política prioritaria por los diversos mandatarios de la Unión. Incluso, durante los ocho años de la presidencia de Luiz Inácio "Lula" da Silva, en los que se realizaron importantes inversiones sociales, el SUS permaneció en un plano secundario.

This MEDPRO Technical Report confirms the importance of commercial openness and macroeconomic performance (i.e. the control of inflation and stability of current account balance and exchange rate) on growth dynamics in the south Mediterranean countries. In particular, the positive impact of capital account liberalisation is conditioned by the imperative reinforcement of institutional quality, country risk reduction, and government stability. An examination of the Tunisian case shows that only sectors subject to tariff dismantlement within the framework of the Association Agreement with the EU appear to benefit from capital account liberalisation. Furthermore, the report shows that a scenario of capital account liberalisation requires the anticipation of monetary policy reaction functions. It follows that the mechanisms for interest rate adjustment, or inter alia, the interest rates' reaction to price fluctuations, are weakly volatile. In turn, the analysis shows that an active control of inflation mismatches occurs essentially through exchange rate corrections, thus highlighting the greater interest central banks have in exchange rate stability over real stability. A capital account liberalisation scenario would hence impose a tightening of monetary policy.

This article explores the conceptual and theoretical intersections between Punctuated Equilibrium Theory (PET) and artifi cial neural networks (NNs) within the context of policy change analysis. Despite some similarities between PET and NNs, limited systematic research has been conducted to bridge the gap between political science and computer science. The paper addresses this conceptual gap by presenting a theory-oriented, explorative examination, focusing on the commonalities in their principles, such as information processing, dynamic modeling, and adaptation. The study contributes to methodologyand theory-oriented research on policy agendas by extending PET through the incorporation of NNs. The article employs a conceptual lens to establish parallels between PET and NNs, emphasizing their shared features in dealing with complex, dynamic, and adaptive systems. The exploration of anomalies and outliers in policy time-series data serves as a case study to illustrate the potential synergy between political science and STEM sciences (science, technology, engineering, and mathematics). The paper concludes by proposing avenues for future research that can further integrate these allegedly separate disciplines and enhance our understanding of policy dynamics.

Le compte courant de la RDC est caractérisé par un déficit structurel en dépit du long cycle de croissance de l'activité, impulsé par l'afflux des Investissements directs étrangers (IDE), que le pays a connu. Cette étude montre, à l'aide d'un modèle ARDL, dans le cadre d'une approche intertemporelle de la balance des paiements, que le taux de croissance économique et les IDE sont les variables principales qui expliquent le comportement du compte courant à court et long terme. Elle montre également que les périodes d'afflux important des IDE se sont accompagné d'une détérioration du compte courant. Ce phénomène s'explique par la connexion importante entre la croissance des revenus privés et publics, induite par les entrées des capitaux, et la croissance des importations des biens et services, à la suite de la faible compétitivité de la production locale. Pour retrouver une trajectoire de soutenabilité pour la balance des paiements, le gouvernement de la RDC devrait s'attaquer en priorité aux faiblesses structurelles de l'économie par la mise en oeuvre des stratégies crédibles de développement industriel, des infrastructures et de l'éducation. Ces stratégies permettraient d'améliorer la productivité et la compétitivité de la production intérieure destinée au marché local et de réduire progressivement les vulnérabilités inertielles qui bloquent le sentier de la soutenabilité.

The Greek Debt Crisis started in October 2010 when Greece took the decision to enter the Euro Zone, which is considered to be the second largest economic power in the world after the United States. The problem increased in Greece between the previous government and the new government with a budget deficit of 13.6% and that its debt was 163% of its GDP. Based on the above, the problem of this paper revolves around the following question: What are the causes of the financial crisis and what are the internal impact and external effects on the euro area?

Los eventos que han asaltado la politica brasilena desde 2016 han puesto en peligro al Sistema Unico de Salud (SUS) y la democracia brasilena. El 16 de mayo de 2016, comenzo el proceso de impeachment de la presidenta de Brasil, Dilma Rousseff. Le choix d’un regime de change par un pays en developpement est toujours une decision difficile. Le taux de change reel qui exprime le prix relatif des biens locaux par rapport aux prix des biens etrangers, et plus generalement le prix des biens faisant l’objet du commerce international par rapport aux biens n’en faisant pas l’objet ou biens domestiques, influence l’ensemble de la structure des prix et ce faisant exerce des impacts multiples, financiers, economiques et sociaux. Quant au choix de son regime des changes le Maroc semble a la croisee des chemins.

Cette etude vise a examiner l’effet des variables externes sur le solde budgetaire au Maroc en utilisant les donnees  annuelles de la periode (1980- 2016). Pour deduire la nature de cet effet, on a teste la stationnarite et la cointegration entre les variables selon la methode de Johansen. Le test de contegration a montre qu’il existe une seule relation de cointegration entre les variables, ce qui nous permet d’appliquer le modele a correction d’erreur. Les resultats empiriques font ressortir que les variables externes ont des effets directs et indirects sur le solde budgetaire. Le prix de petrole a un effet negatif a long terme, et le degre d’ouverture affecte positivement et significativement le solde budgetaire a long terme. Quant a l’impact des termes d’echange a court et a long terme, il est negatif et relativement faible en termes d’ampleur.

This article analyzes the IMF and World Bank guided economic liberalization program which has taken place in Jordan since 1989. It argues that the current euphoria surrounding the outcome of the program is misplaced in two respects. Firstly, Jordan was not the model reformer often portrayed by the IMF and World Bank in their public statements. Secondly, an in-depth analysis of the growth that was recorded during the reform period shows that it was not the type of exportled intensive growth normally expected of a successful stabilization and structural reform program guided by the IMF and World Bank. Instead, growth has been extensive rather than intensive i.e., based upon increased factor inputs rather than productivity gains and focused in the non-tradable sector in the mid-1990s growth period and the non-tradables and an enclave export sector since 2000. We ask therefore, whether the disappointing outcome was the result of reform slippage on the part of the authorities or due to the (partial) implementation of an inappropriate reform program. In analyzing the program content, we identify some weaknesses in the policy prescriptions and a degree of conflict between the IMF and World Bank. Our conclusion is that the publicly upbeat interpretation that has been placed by the Bank and the Fund on Jordan's reform program reflects a degree of donor interest on the part of these two institutions, namely, the desire to present Jordan as a model of reform and globalization in the MENA region in order to justify the continued flow of funds to what had become one of the major Western allies in the region post-1992.

Over the past decades, research on policy formulation, especially research on agenda-setting, has demonstrated that the actions of individuals (or groups) labelled ‘policy entrepreneurs’ constitute a central aspect of the public policy process. Agenda-setting theoretical models (John Kingdon’s multiple streams model and Baumgartner and Jones’s punctuated equilibrium theory) view those actors from different perspectives, stressing different features of their role in the policy process. Both models consider the policy entrepreneur an essential actor in their explanations of policy maintenance or change. This paper explores a number of scenarios for future economic recovery and considers the implications of these scenarios for policy, in particular fiscal policy. The results for the main macroeconomic aggregates are summarised in Table A and Table B. Under all scenarios it is clear that the economy has experienced a permanent major loss of output relative to what might have happened if more sensible policies had been pursued over the past decade and the full severity of the recession had been avoided. Output could end up 15 to 20 per cent below where it would have been without the crisis. Income per head is today back to where it was in 2000 and, even under our more optimistic scenario, it will be the middle of the coming decade before income per head will be back to its 2007 level. If the Irish economy responds to world economic growth and changes in competitiveness in the same way as it has done over the last twenty years there could be a vigorous recovery over the period 2012 to 2015, as set out in our High Growth scenario. Such a recovery would gradually move the economy back towards full employment. However, even with the cuts of €7.5 billion planned for the period 2011-14, the government deficit could still be 2 per cent of GDP in 2015.

Dans ces feuilles, il a été question d'estimer la demande de monnaie de la Zambie pour en dégager les principaux déterminants. Utilisant les données annuelles sur la période de 1986 à 2020 et le modèle ARDL, à long terme la demande de monnaie est influencée positivement par le PIB réel et le taux d'inflation et négativement par le taux d'intérêt. A court terme, la demande de monnaie est expliquée par toutes les variables retenues (PIB réel, taux d'inflation et taux d'intérêt). Les tests de CUSUM ET CUSUM of squares confirment la stabilité de la demande de monnaie en Zambie, ce qui implique que le cadre de la politique monétaire actuel appliqué dans le pays est efficace.

Ce papier étudie l'influence des chocs macroéconomiques internes et externes sur le choix du régime de change de la CEDEAO en utilisant les données de 11 pays de la CEDEAO sur la période 2000-2020. En plus des chocs, nous avons pris en compte les autres déterminants du choix du régime de change.
Les résultats des estimations des modèles probit pour la classification de Jure et probit ordonné pour celle de Facto montrent que les déterminants du choix du régime de change de la Communauté sont le niveau de développement économique, l'ouverture commerciale, le niveau de développement du secteur financier, le différentiel d'inflation, la mobilité des capitaux, les facteurs politiques et les chocs de production domestique, de prix domestiques, monétaires domestiques, des termes de l'échange et de prix étrangers.
L'analyse montre par ailleurs que les chocs de production et de prix domestiques sont associés au choix de l'ancrage. En revanche, face à un choc monétaire domestique la flexibilité est le régime le plus approprié. L'ampleur des chocs des termes de l'échange accroît la probabilité du choix de la parité et les chocs de prix étrangers sont associés au choix de la flexibilité ou des régimes de change intermédiaires.

How do policy entrepreneurs affect policy change in environments of institutional instability? The literature has predominantly explored policy entrepreneur strategizing in contexts with established institutional settings. In this paper, we argue that under conditions of institutional fluidity and a weak and politicized public administration, venue creation is the more frequently encountered and the more likely successful strategy. We define venue creation as the entrepreneurial strategy of setting-up institutional arrangements of finite duration, predominantly in the form of committees, delegated exclusively with designing reforms. We test our hypothesis in the Greek health policy sector. We explore two policy instances: the unsuccessful attempt at a public health reform in 1992 and the successful introduction of radical policy change for public health in 2003. We employ a process tracing approach spanning thirty years, processing primary data (elite interviews and documents) applying the Multiple Streams Framework (MSF). We find that under conditions of institutional fluidity and administrative weakness, policy entrepreneurs failed in their pursuit of change using venue shopping in 1992 but succeeded through venue creation in 2003, confirming our hypothesis. We conclude with insights for contingent policy entrepreneurship success, the MSF and patterns of policymaking in Greece.

This paper analyzes the relationship between economic growth, export and import in Morocco. VAR modeling techniques and Granger causality are used in empirical work. The study showed a causal effect ranging from economic growth in exports. Evidence shows that economic growth favors exports. However, there is no effect that goes for export to growth. In addition, there is no relationship between imports and economic growth.

Volatility and stagnation characterized economic cycles in Brazil from 1981 to 2017. The country went through nine recessions during these 36 years. Recessions were longer and more severe in the 1980s and the early 1990s, when inflation was very high, but they still happened in the following decades. A continuación de los trabajos clásicos de los académicos se identifican las visiones sobre este tema. La discusión básica es aquí esbozada para una mejor comprensión de estos vínculos. Existe un entendimiento común de la evaluación basado en tres visiones: a) como un medio para mejorar las políticas públicas; b) como instrumento de argumentación y persuadir-y contribuir a un mejor debate público, y c) como medio para legitimar y mantener el control sobre las políticas públicas y sus recursos. La evaluación puede ser una herramienta de suma importancia para (explicar) la dinámica de las políticas. L'objectif de ce travail de recherche est de modéliser les mécanismes qui influent sur l'ancrage des anticipations d'inflation dans deux contextes de régime de change distincts : le régime intérimaire en cours au Maroc et un régime de change flottant, simulé à travers un calibrage contrefactuel du modèle. Cette modélisation vise à offrir une compréhension approfondie des facteurs sous-jacents à l'effet de l'ancrage des anticipations d'inflation dans ces deux cadres, permettant ainsi d'analyser et de comparer les dynamiques économiques associées à chaque régime. En effet, cet article démontre que, sous le régime de change intérimaire qu’adopte le Maroc, l’ancrage des anticipations d’inflation, en dépit d’être un gage de la crédibilité de la politique monétaire, entraine un désalignement du Dirham en termes réels suite à un choc d’offre exogène. Cette causalité est déduite des résultats des simulations effectuées dans le cadre d’un modèle d’équilibre général dynamique, stochastique, semi-structurel et calibré pour le cas du Maroc. En effet, les simulations menées sous les calibrages factuel et contrefactuel permettent de graduer l’ancrage des anticipations d’inflation et de scénariser les effets de propagation du choc et le processus d’ajustement macroéconomique sous deux régimes de change, intérimaire et flottant. Ce faisant, les réponses impulsionnelles issues de ces simulations indiquent que le désalignement du taux de change réel, dont la durée s’étend sur le long terme, s’explique par la dérive du niveau général des prix, observée uniquement en présence d’un parfait ancrage des anticipations d’inflation, conjugué à la politique de stabilisation du taux de change nominal sous le régime intérimaire. Alors que cette déviation est compensée par une dérive conséquente du taux de change nominal sous le régime flottant, elle ne l’est point sous le régime intérimaire et finit par incliner la phase de récession et retarder la reprise économique. Dans cette perspective, le présent article prône un passage vers le flottement qui soit ratifié de la crédibilité de la politique monétaire, à travers l’ancrage des anticipations d’inflation, sachant que cet ancrage produit un effet récessif dans le régime intérimaire.

In the recent past, the NATREX (NATural Real EXchange rate) approach has formulated a theoretical framework for the long-term natural real exchange rate, the estimation of which is based on a set of behavioral relationships resembling standard macro-econometric structural equations. This approach relates GSJ: Volume 8, Issue 1, January 2020 ISSN 2320-9186 1185 GSJ© 2020 www.globalscientificjournal.com the equilibrium real exchange rate, towards which the real exchange rate is heading, and a set of explanatory variables for the exchange rate. This article attempts to estimate the long-run equilibrium real exchange rate for the Algerian economy from 1980 to 2018 using the Natural Real Exchange Rate (NATREX) using an ARDL model. The model is based on the balance of payments approach, assuming that the real exchange rate ensures macroeconomic internal and external balance of the economy.

Health care is one of the major issues in social policy, affected by multiple factors, such as the increase in health costs, crisis, and the degree of private participation in the financing of services. In this essay we reflect on this participation of the private sector in health care, with Brazil as a reference country and taking into account member states of the Union of South American Nations. Based on a qualitative study using data from national and international organizations, we found significant private participation in health care of countries in various continents, with an increase of public and private spending between 2000 and 2010. The multiple streams theory of national policymaking has been influential in the study of public administration and public policy-if not without a fair bit of controversy. While some laud the model for its openness to the important role of policy entrepreneurs and the irrationalities of the decisionmaking processes, others criticize the model for its lack of readily testable propositions. This article identifies a series of testable propositions in the multiple streams model (particularly that discussed by Kingdon). We assess whether participation in local policymaking (focusing on school district policymaking related to violence prevention) is characterized by "separate streams" of participants or is dominated by organized participants like interest groups or policy specialists. We found evidence of unity (rather than separation) in the policymaking process and scant evidence of elite, organized interests dominating the policymaking process. The results call into question a key assumption of the multiple streams model.
