Healthy Public Policies

Written by a group of political science researchers, this commentary focuses on the contributions of political science to public health and proposes research avenues to increase those contributions. Despite progress, the links between researchers from these two fields develop only slowly. Divergences between the approach of political science to public policy and the expectations that public health can have about the role of political science, are often seen as an obstacle to collaboration between experts in these two areas. Thus, promising and practical research avenues are proposed along with strategies to strengthen and develop them. Considering the interdisciplinary and intersectoral nature of population health, it is important to create a critical mass of researchers interested in the health of populations and in healthy public policy that can thrive working at the junction of political science and public health.

existe uma experiência acumulada sobre a produção teóricometodológica do planejamento e programação em saúde que se constituiu como importante suporte ao processo de formulação e implementação de políticas públicas setoriais. O debate teórico e a experimentação prática presente neste campo atualmente são influenciados, por um lado, pelo desenvolvimento científico que ocorre nas ciências políticas, na administração de saúde e na economia sanitária, e, por outro, pelo processo de reforma do sistema de serviços de saúde em curso no país, cujo eixo tem sido, nos últimos 20 anos, a organização do Sistema Único de Saúde-SUS.

Este artigo pretende ser uma reflexão acerca das possibilidades e das lacunas do planejamento situacional no que tange ao desenvolvimento da imagem-objetivo de organizações dialógicas ou comunicantes. Estabelece, ainda, um início de diálogo com as correntes de planejamento de saúde mapeadas no Brasil e define algumas temáticas de investigação que podem oferecer o necessário complemento para que o planejamento cumpra sua função como agir comunicativo.

O trabalho mostra estratégias de construir espaços saudáveis por meio de uma parceria estabelecida entre OPAS, Unicamp, IPES e Comunidades/Cidades. Um dos projetos ocorrem em Campinas (SP), em uma região formada por bairros carentes, onde está sendo implantado o projeto Comunidade Saudável e outro, envolve mais de 18 municípios que se constituem a Rede de Municípios Potencialmente Saudáveis. O exercício de implantação desses projetos tem sido um aprendizado coletivo, pois professores, representantes dos serviços públicos, outras organizações e comunidades/municípios devem rever objetivos e desejos na direção do saudável.

A promoção da saúde, entendida como estratégia de produção social de saúde, deve articular e permear políticas públicas que influenciem o futuro da qualidade de vida urbana. Esse grande desafio envolve arranjos intersetoriais na gestão pública, empoderamento da população, desenvolvimento de competências e habilidades, capacitação, acesso à informação, estímulo à cidadania ativa, entre outros, para que a população reconheça seus problemas e suas causas, a fim de que ela possa advogar por políticas públicas saudáveis. Para esse propósito, é necessário que o governo operacionalize uma forma de gestão pública que considere a melhoria nas condições de vida, de trabalho e de cultura, estabelecendo uma relação harmoniosa com o meio ambiente, com o corpo que envolva a participação social na cogestão e na democracia. O presente artigo contempla, inicialmente, uma breve revisão das noções e conceitos que fundamentam a proposta de elaboração de Políticas Públicas Saudáveis (PPS), discutindo a possibilidade de enriquecimento desta noção à luz do debate conceitual no campo da Saúde Coletiva. Em seguida, trata de apresentar e comentar alguns procedimentos metodológicos que podem ser utilizados no processo de formulação e implementação de "políticas públicas saudáveis", desenvolvendo uma reflexão acerca das possibilidades de utilização do enfoque situacional como eixo do processo de planejamento dessas políticas no âmbito nacional, estadual e, principalmente, municipal. public administration, governance and policy analysis. The main purpose of the article is to suggest how political science can contribute to public health science, policy and practice. Research about healthy public policies tends to ignore the political. To move forward, the authors propose areas for future collaborative research. Our intent is to clarify and build on the discussion drawing from our years of experience in public health research and practice. We are a research team made up of practitioners from five health units, academics from two universities, a medical officer of health and a director from a local health planning agency. Many of us have sat on key policy advisory committees at provincial and national levels. Our project is funded by a unique grant program that supports applied, collaborative research partnerships (https://www.publichealthontario.ca/ ldcp). This commentary caught our eye because our project was rapidly developed and funded by Public Health Ontario, an arm's length operational service agency of the provincial government in response to a new law in Ontario, called the Patients First Act. The Act requires public health units to work with local health planning agencies and use a population health approach to plan health services for a community. We are exploring values, goals, definitions, processes, structures and use of population health information to determine the key elements of successful public health unit and regional health planning agency collaborations. We are also identifying relevant population and health system types and sources of information to inform indicators that could strengthen these collaborations. Thus, our work sits in the research domain of public health systems and services, and we are generating research findings to contribute to how the policy will be implemented in the province. This is work with immediate relevance.
