Ethiopia's "Fayda" National ID program aims to enhance banking, health care, and electoral service delivery and social and economic integration. However, privacy concerns, political manipulation, surveillance, and public fears of suspicion have incited controversy amidst the country's intricate socio-political landscape.This journal balances the advantages and disadvantages of Fayda, founded on citizen attitudes, international comparisons, and industry implications.Based on qualitative and quantitative evidence, it highlights how digital ID systems can reshape governance. Lessons from India and Estonia underpin the need for a rights-based, inclusive model, ensuring that technology, the rule of law, and equal access are the foundation upon which Fayda's success depends.

It is a pleasure to be back before this committee to talk about textbook affordability. Unequal access to high quality education is contributing to growing racial and economic disparities in academic achievement and preventing students from advancing in the world. By 2020, some 65% of all jobs will require postsecondary education 1 , but only 41% of the nation's 18--to 24--year--olds are pursuing the kind of postsecondary degrees that will prepare them for the high--skilled jobs that will be in demand. 2 One explanation for the dearth of students obtaining postsecondary degrees is the prohibitive cost of college, to which the high cost of textbooks is a major contributing factor. Students must spend approximately $1,200 a year on textbooks and supplies, which amounts to 14% of tuition for students in public four-year colleges, and 39% for students in two--year colleges, according to the College Board.

Urban community college students face an increasing financial constraint as skyrocketing textbook prices have in recent years forced students to absorb more and more expenses in order to gain access to class materials. College libraries play a crucial role in facilitating access to textbooks through their reserve collections. Library policies, however, do not always assist students in the most practical way. In this case study, the weeding of a reserve collection that was overloaded with duplicate copies and older editions of popular textbook titles led to a giveaway event where students were allowed to keep copies of textbooks for themselves. This study demonstrates an additional method by which the library can assist students in their academic pursuits, while emphasizing the critical role of the academic library to new and current students.

For as long as many libraries have charged fines for books returned after their due dates, this familiar practice has excited comment and controversy. Fines are thought by many to deter patrons from keeping materials too long. However, others believe there is little persuasive evidence that fines are more effective at minimizing overdues than are reminder notices. Further, some critics contend charging fines is unethical, especially in public or school libraries, and the meager results are not worth the harmful public relations fines incur. The authors experimented with an alternative approach using positive reinforcement.

Student employees fulfill an essential role at all academic libraries, but budget and staffing cuts have made student work even more imperative at small, public institutions. This article examines a reference service redesign at Adams State University through the lens of the student circulation employees. Student employee feedback was directly incorporated into decision making and student perceptions about their role were examined before and after the redesign. The study found that while student feedback improved training and service ability, it did not increase student feelings of empowerment.

In this paper, user experience design (UXD) of a prototype campus information kiosk for Boğaziçi University (BUKIOSK) was presented in its initial phase. The kiosk has the following modules: a campus map, shuttle bus schedule, BUCard operations, a guide for Eat & Drink and Event information. The procedure consisted of a user survey, persona, scenario and task generation, design heuristics, system architecture, user testing and prototyping. The survey conducted with 71 participants revealed the following key points: Majority (75%) of the participants have difficulties in finding places in the campus; 56% of them looked for a map of the campus when they first arrived in the campus; and 82% of them favour the idea of a kiosk to support campus life and it is believed that kiosks would be helpful for orientation through the campus and following the events. The users in general thought that: the proposed kiosk is really necessary, and it would be pleasant and easy to use. With the planned further improvements, the design framework presented in this paper may provide a reference for the UXD of campus kiosks.

Having to constantly shift materials to make space while maintaining call number order can be challenging and time consuming, particularly when needing to move materials quickly. Most of the library literature around alternative shelving systems is focused on user experience and resource discoverability. A shelf address system makes it easier for library professionals to quickly organize and locate items, making it an ideal choice for a staff only area. Using a shelf based address system allows quick insertion of materials into any available shelf space without worrying about call number order, but it also comes with its own set of challenges, some of which can have unfortunate results. In this session we’ll weigh the pros/cons of a shelf based address system, explain our positive and negative experiences using this system at our library, and help you learn from our mistakes so that you can succeed if implementing this type of shelving system. Pada penelitian ini, modifikasi Screen Printed Carbon Electrode (SPCE) secara fisik dilakukan dengan menggunakan poly (3,4-ethylenedioxythiophene) -poly (styrene sulfonic acid) (PEDOT-PSS) untuk meningkatkan sensitivitas penentuan fenol secara voltametri. Pengukuran fenol dilakukan dengan metode differential pulse voltammetry (DPV) pada kisaran potensial -0,5 sampai 1 Volt, durasi 180 detik, potensial deposisi -0,5 Volt, dan kecepatan penyapuan 100 mV/s pada pH 6-9, rentang konsentrasi fenol 0-100 mikro M, serta konsentrasi PEDOT-PSS sebesar 0-100%. Berdasarkan hasil penelitian, peningkatan konsentrasi PEDOT-PSS berpengaruh terhadap respon arus. Dahlgren Memorial Library, the Graduate Health and Life Sciences Research Library at Georgetown University moved from the Sierra integrated library system (ILS) to Cybertools in July 2016. This article will discuss the reasons for the move and how the system was implemented. The challenges that were faced and the many benefits of using the new ILS will also be discussed. Introduction/background Dahlgren Memorial Library's (DML) patron population consists primarily of Georgetown University Medical Center (GUMC) faculty, staff and students including Medstar Georgetown University Hospital affiliates. The physical collections are small, focused and specific to the GUMC community, primarily consisting of textbooks, course specific materials and other non-book items such as skeletons. To better serve this population and better manage the collections, DML implemented a medically focused integrated library system (ILS), Cybertools. This system, formerly called the Georgetown University Library Information System, had been developed and maintained by DML librarians and staff from 1981-1997 (Broering, 1983). Cybertools is also a cloud-based library specific service. This type of system, enable computer software and hardware resources to be accessed over the internet without the need to have any detailed or specific knowledge of the infrastructure used to deliver the resources, much like a utility model. You really don't need to know what the phone company or electric company does on their end to enable calls and allow the lights to go on when you flip the switch; and, you really don't want to know as long as when you plug into it, it works (Prince, 2012). The system had been used not only by Georgetown but also by numerous other health sciences libraries across the United States as well. The reference collection at the University of Malaya Library was reviewed intensely for the first time since its inception. It was a major task to review the entire print reference collection which amounted to over 7,000 titles. About RM300,000.00 was allocated for this purpose and a taskforce was setup to update and upgrade the reference collection during the semester break of the 2008/2009 academic session. The collection now consists of materials published in year 2000 and above. However, books of high value despite the age have been retained. The updated reference collection has been relocated to another floor to give it a new appealing image. The planning, implementation and the criteria used in this project are described.

Academic libraries play an integral part of all higher learning institution. It serves as a support for users of the library which inclusive of students, academics as well as other supporting and administrative personnel of the institution. It provides important resources that supports research, teaching and learning experience of students and academics. This paper investigates how a local private university library identified and overcome barriers that has emerged within the academic library. This article presents six key problems that the library encountered and the solutions that was recommended to overcome the barriers. Major findings within the library includes various forms of obstacles in order to maintain library relevance to the institution, difficulties that are mainly faced by the library consist of visibility of its core function, inadequacy of the library's services and facility, lack of internal communication with the faculty and the most critical issue faced is financial budget cuts by the management of the institution. It is important that library personnel develop excellent critical and creative thinking skills as well as important soft skills especially good interpersonal communication and relationship with the faculty in order to overcome the barriers faced in the 21 st century librarianship and maintain the library's relevance to the institution.

Imprinted zeolite modified carbon paste (carbon paste-IZ) electrode had been developed as a sensor to analyze blood glucose content by potentiometry. The used zeolite was Lynde Type A (LTA) that synthesized with a mole ratio of Na 2 O, Al 2 O 3 , SiO 2 and H 2 O of 4:1:1.8:270, respectively while non-imprinted zeolite was prepared with a mole ratio of glucose/Si of 0.0306. Glucose was then extracted from the zeolite framework using hot water (80 °C) to produce imprinted zeolite (IZ). The carbon paste-IZ electrode prepared from activated carbon, paraffin pastilles, and IZ with a mass ratio of 5:4:1 showed the best performance. The modified electrode demonstrated the measurement range of 10-4-10-2 M, the Nernst factor of 29.55 mV/decade, the response time less than 120 s, and the detection limit of 5.62 × 10-5 M. Ascorbic acid, uric acid, urea and creatinine did not interfere on the glucose analysis by potentiometry. Comparison test with spectrophotometry showed an accuracy of (90.7 ± 1.4)% (n = 5), while the application of the electrode to analyze five spiked serum samples showed recovery of (92.2 ± 1.3)% (n = 5). The electrode was stable for up to 9 weeks (168 times usage). Based on its performance, the developed electrode can be applied to analyze glucose in human serum sample and recommended for used in the medical field.

Objective: This study was undertaken in order to determine how health sciences libraries in a ten-state region are using Loansome Doc, with an emphasis on whether this tool continues to be used to serve unaffiliated health professionals. Methods: Usage data were examined and health sciences libraries were administered a survey to determine how they are using this tool. Results: Loansome Doc usage across libraries is low and declining, and a number of libraries do not serve unaffiliated health professionals with this tool. Conclusions: Use of Loansome Doc is low and declining due, in part, to license restrictions, declining interlibrary loan, and the prevalence of alternatives, such as OCLC ILLiad, for document delivery to affiliated users.

A document production framework is presented, composed by different accessibility-aware components, affording the range of scenarios that might be modeled. The Hong Kong Design Institute (HKDI) is a leading design education institute in Hong Kong under the Vocational Training Council (VTC) group. Opened in September 2010, the HKDI Learning Resources Centre is a specialist library for the study of art and design. The mission of the HKDI Library is to support and promote the academic goals of the Institute, i.e., to prepare the students for professional careers; emphasize learning through a creative and interactive environment; meanwhile uphold a positively relaxing, and yet inviting environment that is very much similar to a commercial bookstore. In order to accomplish this, the HKDI Library aims to serve as a user-centered library for creative learning-by providing an important place for both students and faculty to actively engage in study, research, as well as socializing. Through a series of small focus group interviews with both students and faculty staff at the HKDI, the study investigates how influential the library environment could be in fostering students' learning and other social activities under a creative environment.

Solo tenure-track librarians in academia must discover the key to mastering the fine art of multitasking to execute concepts of seamless user experiences. This article covers notable practices and principles of Solo tenure-track librarians in academia, specifically at the City University of New York, including overseeing a library division, satisfying provisions of the academic triad (excellence in teaching, service, and creative scholarship), and liaising various academic disciplines. Solos appointed to oversee a library division coordinate every aspect of access service (stacks maintenance, facilities management, user experience, etc.) in addition to being director. Directing a specialized library unit accompanies public-facing expectations of access and being an effective advocate and dynamic partner with all stakeholders. The purpose is to highlight the importance and value of Solo librarianship in higher education and their impactful contributions to the student body, faculty, and administrators alike. Though not intended to be exhaustive, the review of library literature serves as a practical guide to others in similar circumstances. The author's reflections introduce a deeper understanding of supportive organizational structures and the interdependence of building a collaborative team to provide intentional user-focused library services, promote literacy, and efficient operation across all service points.

Building effective communication and interdepartmental partnerships are essential components of strengthening services, policies, and procedures to meet the individual information needs of students, faculty, and the college community. Despite major advancements in library services for users with disabilities, there are ongoing challenges, which need to be addressed. It is essential to develop inclusion and accessibility frameworks that serve mutual departmental interests to share and document lessons learned along the way. This article explores the evolving shared leadership between an Architecture Librarian/Liaison to the AccessAbility Center; and the Director of Student Disability Services at the City College of New York to examine strategic methods of managing, enhancing, and integrating, universal inclusivity and diversity in library services. The Librarian Liaison must take an active role in matters of accessibility policies and practices to meet user needs with cultural sensitivity. Merging the individual experiences, both authors deliver tangible solutions in creating more accessible services and environments, including an assessment checklist to demonstrate whether the Libraries have barriers and/or accessible spaces. The collaborative observations and strategic methods may be applicable to similar academic institutions that are considering transformative outreach initiatives to aid underserved populations such as library users with various disabilities.

Background Students at Worcester Polytechnic Institute (WPI) face a fast-pace and challenging schedule with a curriculum comprised of four 7-week terms, resulting in taking final exams four times a year. Library staff expressed concern over student wellbeing through out various stressful time periods throughout the year and were interested in finding ways to help provide ways to help students relieve stress. Additionally, Library staff had observed students using quiet, low traffic areas in the stacks for prayer, in particular Muslim students observing the daily call to prayers from midday through late night hours. Students indicated a lack of a space outside of their residence hall room in which to engage in their daily faith tradition. Staff recognized a need to provide students with a safe, quiet space where they knew they would be welcome to engage in their chosen prayer, meditation or reflective practice.

Many academic libraries renovate physical spaces to address the needs of the 21st century learner. This study presents the assessment tools used to evaluate the use of space prior to a branch library renovation as well as results of two post-renovation assessments to examine the success of the project. The pre-renovation survey showed that library users desired extended hours of operation, better furniture, more power outlets, more private and group study spaces, better lighting, and more comfort. Both post-renovation survey results indicated an increase in satisfaction of all areas except access to food options and hours of operation.

Several studies have researched the reasons and patterns for academic library users’ interlibrary loan requests for materials already available at their college or university library. This study examines interlibrary loan statistics at the University of Delaware for four academic years to determine whether WorldCat Local impacts requests for locally available material. Data show that WorldCat Local does reduce this type of request, particularly when users are requesting returnable loans of materials such as books or audiovisual items rather than copies of articles.

In 2014, access services librarians and professional staff from various institutions all over New Jersey came together at The College of New Jersey, in Ewing Township, to discuss regional trends and issues in access services. Library staff at these institutions face many of the same issues from managing student assistants, to dealing with stacks management, and handling building security. The goal of the daylong meeting was to build bonds between access services staff at the different institutions, and to learn from one another\u27s experiences during a series of roundtable discussions, and informal conversations over coffee and lunch. With the rising costs of textbooks, their affordability and accessibility in college and university campuses has emerged as a major financial obstacle for students. This challenge presents an opportunity for academic and research libraries in providing access to textbooks quickly without further straining student financial resources. Textbooks and purchases for course reserves have traditionally been excluded from the majority of academic and research libraries' collection-development policies. Encouraging libraries to re-evaluate and re-strategize this traditional approach to textbook purchasing and course reserves is critical. Embracing more textbooks and expanding the course reserves has the potential to significantly improve user services in learning and teaching across campuses. Ultimately, this evolving role for academic libraries provides another opportunity to demonstrate their value to campus administration and communities.

In 2011 the University of Wollongong Library undertook a significant review of its Resource Sharing services. This was prompted by constraints in the systems supporting this service, changes to the Library's key suppliers, Infotrieve Australia and the British Library Document Supply Service, and the need to deliver effective library services within a defined physical and budgetary environment. As a result of the review, the existing Millennium Interlibrary Loan and Ariel software hosting the service were replaced by the Relais ILL system. The most cost-effective and relevant methods for supporting the research needs of the university were achieved through subscriptions with networks characterized by strong unmediated requesting functionalities, including ArticleReach, BONUS+, and RapidILL. To expand the Library's access to international collections, a subscription to OCLC WorldCat Resource Sharing was begun. UOW Library now processes approximately 50% more requests, 76% of which are now processed to some degree without library staff mediation.

Students were interviewed regarding their perception of the spaces that they use, in relation to the learning activities they needed to undertake. The goal of the study was to determine the features in open learning spaces that assist students in their learning. This paper reviews the design of the particular academic library in the study, presenting an overview of the research and discussing preliminary results. The paper focuses on a discussion of the students' perceptions of the relationship between their learning and design of the spaces they use.
