Heterarchy of General Intellect

This paper starts by bringing to light certain conflicts as well as a harmonious co-existence between the KnowledgeSociety (KS) and two fields of new social formations and thought processes: (a) Life-Long Education and (b) Civic Intelligence (studied by the discipline: "Community Informatics")transforming Knowledge Societies into Information-Societies. In addition, in the last section, this paper brings in some ideas from philosophical theses, putting forward the view of the mind as extended as well as those about distributed cognition that are here presented as a better approximation, or model, of the civic intelligence at stake. In the course of arguing for these theses, the paper also advocates, in parallel, two more general theses: firstly, that the idea of the knowledge society and civic intelligence is primarily to be analyzed by means of philosophy and not by means of a sociological explanation, and secondly, that accepting civic intelligence is an essential ingredient in favour of anti-individualism (both of the mental and of epistemic agency) that adds renewed support to the belief that cognitively interconnected minds do not simply amount to an aggregative collection thereof. The latter should be seen as an important corollary gained by philosophical analysis.

The current chaotic and disordered social systems are undergoing a (critical) phase of change marked by the advent of an interconnected economy, an economy which is calling to attention certain questions regarding the issue of citizenship. Under discussion are the new opportunities for emancipation offered by the widespread knowledge which is fuelling the networks of protection and social promotion. The links of interdependence and interconnection are intensifying, even if some observers continue to hypothesize the possible end of the social bond. The old industrial model consisting of consolidated orders, hierarchies, logics of control and closure to change seems on the point of being broken by the new knowledge ecosystem. On the other hand, we are living in an age increasingly marked by the fragmentation of the systems of belonging and belief-the real producers of individual and collective identity-and by the consequent affirmation of individual and utilitarian values. This is a sort of "tyranny of the individual" which presents itself as a real centrifugal force capable of corroding the ties within the social system and thus testing their resilience. This process of progressive weakening and flaking away finds further confirmation in the widespread deficit of social and political participation, which is itself fuelled by a climate of general mistrust towards all the (formal and informal) institutions that used to be the sole agencies responsible for the transmission of value and knowledge guidance systems. The thesis that we shall therefore seek to discuss is the following: the individualism dominant in our social systems is the result-to some extent the inevitable result-of a process/project of emancipation that has been brought forward in the course of modernity. This process of emancipation, first of the masses, then of the Subject, has, on the one hand, increased the spheres of freedom and led to the recognition of certain fundamental rights (at least on a theoretical level); on the other hand, it has contributed to the weakening of the ties and bonds of belonging to a Community. In this complex modern age, social systems appear to be increasingly characterised by conflictual dynamics and a limited rationality which leave every dialectic open and unresolved. In such a context, communication-here taken to mean a social process of knowledge sharing-seems to have taken on a strategic central role in every area of the praxis. Abstract Discursive reason and understanding in modern Knowledge communities. The influence of “networked” interpretations on the narrative reconfiguration of reality The analysis we propose aims at identifying those limitations of the acts of knowledge that have emerged under the pressure of bureaucracy and politicization of institutions that administer public knowledge—the school at all levels, research centers, academies, etc. It seems of first urgency to examine without prejudice some topics such as: 1) knowledge and the institutions that manage it. We note the institutionalization of the forms of the procedural unfolding of knowledge and the standardization of the narratives that express it. this fact has social consequences that are easy to identify: no knowledge (truth) is recognized unless it enters the circuit of the institutions that manage the knowledge networks and alternative narratives (to the standard ones) develop epistemologically relevant effects only when they are allocated relevant expression space (the institutional mechanisms of authoritarian imposition block any attempt at non-conforming discourse). 2) formal narratives of knowledge and their political function prove the entry of the sciences into the circuit of the economy of symbolic goods. In social practice, the mutual negotiation between the various forms of public authority and the (compliant) education systems is transparent. Public education puts into circulation metanarratives about science that have an implicit ideological dimension.

The purpose of this paper is to compare Vilfredo Pareto and Norbert Elias. Although they differ in many ways, the juxtaposition between the two sociologists provides useful elements to analyze crisis in contemporary society. The distance between their theoretical and thematic approaches can be an innovative driver, fostering a comprehensive analysis of contemporary society. The paper is structured as follows. The first section explains the reasons for juxtaposing the two authors, highlighting useful elements for our objective. The second section focuses on Pareto's contribution to the current crisis of democracy and the rise of populism, identifying their roots and historical continuity. Factors of such "political decivilization" are, in some respect, more serious today than in Pareto's time. The third section begins with Elias' notion of "decivilization". The analysis focuses on the regressive phenomena of our civilization, such as the rise of irrational behaviour, questioning the competence of experts, and the rejection of science. It also highlights worldviews that rely on imagination rather than on factual data, which can be surprising and disconcerting.

In the context of the socio-economic approach to determining the place and role of the intelligentsia and its interaction with authorities, often only one point is reviewed, in which the intelligentsia is defined as the most progressive layer of society and at the same time oppressed by the authorities for progressive views. Thus, a search is needed between the desire of society for progress and the search for optimal conditions for coexistence between power and the intelligentsia. The novelty of the work is determined by the fact that the historical basis of the interaction between government and the intelligentsia should be considered not only in a historical perspective but also on the basis of an economic or anthropological approach. E' attualmente impegnato in due progetti basati sulla randomizzazione con gruppo di controllo: un PROGRESS volto a stimare l'impatto delle riunioni di famiglia sulla prevenzione del dropout scolastico (Family star) e un SIR, mediante il quale si stima la rilevanza delle competenze non cognitive degli insegnanti nel determinare la loro efficacia in classe (OpetnTeQ -Opening the Black Box of Teacher Quality).

The individual freedom has been an imperative, for the achievement of all the aims that the human life involves. In the same way, it is the autonomy, essential piece for the correct construction of the personality of every man. Consequently, the existen ce of the man has revolved through history around the satisfaction of these values. Therefore, it is necessary to analyze in which moment these elements of so much worth were overshadowed by illusory promises that the modernism brings and how, without being aware, we beco me part of a collective mind that found in the comfort the chains that tie it to the Slavism of not thinking by itself.
