Globalization and working conditions in developing countries

This paper analyzes the link between globalization and working conditions using labor-force surveys in Indonesia during the 1990-2003 period. The data include wage and non-wage measures of working conditions. The results suggest that wages and non-wage measures of working conditions are positively related at the industry level and that wages are positively linked to increases in foreign investment, suggesting a positive link between globalization and working conditions in Indonesia. from 25 to 11 and converted several import licenses (which at their peak covered 43 per cent of tariff lines) into tariff equivalents. Under the new system, the government also abolished non-tariff barriers, such as import monopolies, simplified customs and outsourced substantial customs responsibilities, which included the November 1988 deregulation package that removed import monopolies for plastic and steel. Although the deregulation efforts seemed as a partial treatment, the psychological effect in business circles was strong and also increased the confidence that the Government had a serious commitment to implement deregulation. illustrates the change in Indonesia's average tariff rate relative to world tariff rates. 3

In recent times, there has been expansion of multinational enterprises in developing countries, because of the availability of low-cost of labour. Notwithstanding, the multinational corporations have been applauded for creation of employment opportunities in developing countries. Likewise, the multinational corporations have been criticized for coercing vulnerable employees to work under unsafe and unhealthy environment. This paper adds its contribution to the ongoing debate about the practices of multinational corporations on labour conditions in developing countries. In this regard, this paper discusses briefly the reason behind the incessant movement of the multinational corporations into the developing countries; and sheds more light on the impacts of these practices on labour conditions in developing countries. Arguments from different scholars are entertained through review of literatures, and in the light of these arguments a conclusion is drawn.

Globalization's impact on workers worldwide is contested. The nature of labour's responses is similarly contested. To a significant degree this contestation arises because of different conceptualizations of 'globalization'. I distinguish between three paradigms of globalization: neoclassical liberalism, anti-neoliberal globalism and multi-centred statism. I analyze each paradigm in terms of their identification of globalization's problematic for labour and the responses from labour that they suggest. The positions of China and India in these problematics and responses are discussed.

Globalisation may concern many different issues, among others, the increase in migration that creates opportunities for all. There should be no doubt that globalisation can bring both positive and negative effects to workers. It can be seen as new opportunities for people, because they can travel, work, learn and live in different countries. Simultaneously however it can be perceived as synonymous to job losses, social injustice, or low environmental, health, and privacy standards. As a result of globalisation, the world is becoming more and more complex and the economic importance of state borders is reduced. It should therefore not raise doubts, that global problems require the capacity to agree on coordinated global responses and mechanisms on the basis of international cooperation.
