Abstract
Ghana has become a preferred choice of destination for higher education among other African Countries. Better Infrastructure and Quality Teaching compared to other African countries are luring international students to Ghana. Increasing number of foreign student population has not only augmented the revenue generation in the Country but also amplified a healthy competition among the public and private universities. The recent parade of cloud service providers into Ghana shows that Ghana is one of the fastest emerging economies among other African Countries and also there is an extensive opportunity for them to influence the young minds in educational institutions to familiarize their products so that they can reap benefits later when these students get into decision making positions in the industry, academia or government. Though educational institutions and service providers have made huge investments by foreseeing the demand, recent changes in the economy has given a big threat in terms of student recruitment and retention. As technology has extended its hands to solve all the socio and economic problems, it’s really viable to seek the support of the same technology to crack these age old problems. This paper will focus on the services rendered by Microsoft, Google, IBM and Oracle to increase the student recruitment and retention in public and private universities of Ghana.

The paper examined utilization of cloud computing and its relationship on the academic performance of final year students of the Federal University of Technology, Owerri. A 4-point Lickert scale of Strongly Agree; Agree; Disagree; Strongly Disagree was used to obtain responses from the 285 sample respondents. The result shows that majority of 206(72%) out of 285 utilizes cloud computing for e-mail and other social media platform. Following in descending order, 96(33.6%) for University portal; 95(33.3%) for e-learning; 88(30.9%) for digital archiving; 88(30.9%) for research application; 87(30.5%) use it to search online database; 85(29.8%) for online file storage. This therefore resulted to a pooled mean value of 2.17 which is below the accepted 2.5 value for a 4-point lickert scale; thus requiring higher utilization. However, the null hypotheses was rejected hence there is a strong relationship between knowledge/utilization of cloud computing and academic performance. As shown in the table, f-ratio calculated value is 31.844 with an alpha value of 0.011 which is higher than f-tabulated value at 0.05 and df=1 and 284 is 3.89.

Cloud computing with its simplicity, multi-tenancy, and massive scalability is indeed the platform of any successful organization in tomorrow’s world. Generally, cloud computing is a term that involves the delivering of hosted services over the Internet, but just like all new technologies that emerge, there are always new risks to be discovered and old risks to be re-evaluated. Resource sharing and management is one of much great priority in our educational institutions today, mostly with those in the developing regions of the world. These institutions have high demand for resources but can hardly afford to implement or even sustain the cost of traditional computing system. Cloud computing offers a way for students, instructors, and administrators to perform their duties effectively at reduced cost by utilizing the available cloud-based services offered by the cloud service providers. This solution provides the educational institution with very low entry cost, better security, automation, shorter deployment time and worldwide availability of resources. Although many articles already address these issues, this paper discusses on the concept, features, and application of cloud computing with particular focus on its implementation and benefits to the educational institutions.

With the significant advances in Information and Communications Technologies (ICTs), teaching and learning styles are changing fast and learning environments are greatly been influenced and transformed. E-learning is one such innovation and relates to the use of electronic mechanisms to support learning process, which is growing in popularity and becoming a powerful trend for the immense benefits it offers to learning environments. However, deploying and managing e-learning systems require huge investments in IT and many educational institutions cannot afford the cost. Cloud computing, a recent shift in computing paradigm which is envisioned to be the next generation architecture of IT industry, promotes the delivery of powerful computing resources as a service. We give an overview of the concepts and structure of cloud computing and its potential value as a platform for e-learning. Despite being in their early stages of development, we nonetheless argue their confluence will provide access to and enabling environment for delivery of effective and quality knowledge.

Cloud computing is not just a buzz-word, it represents a strong direction of IT industry development. Speaking of cloud computing we should distinguish three different service models: Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS). The scope of this work is a model of Software as a Service. This represents the lease of computing resources on a network of remote servers where applications are executed and data is stored. The application of cloud computing is very broad and growing daily because of many advantages to the users, and is driven by the increasing use of various mobile devices (laptops, tablets and smartphones) and mobile Internet access being more available. Cloud computing is applicable in education, but it implies the acceptance of these services by all involved in the educational process. Therefore, the aim of this paper is to investigate whether there is a need between our students for applications and services in the "cloud" (SaaS), the extent to which they use them and what types of applications and services are leading. The paper analyzes and interprets the results of this study which provides indications of students' willingness to "move to the cloud".

The cloud computing is becoming an adoptable technology for many organizations with its dynamic scalability and usage of virtualized resources as a service, through the internet. Cloud computing has a significant impact on the educational environment, it's an excellent alternative for educational institutions which are especially under budget shortage in order to operate their information systems effectively without spending any more capital for the computers and network devices. Tertiary institutions take advantage of available cloud-based applications offered by the service providers and enable users to perform business and academic tasks. This paper will review the cloud computing infrastructure in the educational arena, especially in the tertiary institutions where the use of computers are more intensive and what can be done to increase the benefit of common applications for Academic staff, students, lecturers faculty staff, developers, researchers as well as governmental and private sector. The cloud is a combination of technological resources such as networks, servers and applications in a common tertiary educational series of services and storage to their specific needs. The objectives of this research were to synthesize the features, elements, develop models, and evaluate the models of cloud computing Resource Management in Tertiary Education. The research findings were as follows: the models Resource Management in Tertiary Education by cloud computing technology comprised of 6 elements: Cloud Computing Technology, Curriculum, Center, Connectivity, Client and Consumer, which are called C6. It is a very popular technology in the present time to be used for administration in tertiary education of Nigerian tertiary institutions. It is the integration and sharing common resources of computer technology including software, hardware and database, the results evaluated by 3 experts showed that the model of cloud computing Resource Management in Tertiary Education system had appropriateness at a high level. Advance in technology offers new opportunities in enhancing teaching and learning. The new technologies enable individuals to personalize the environment in which they work or learn a range of tools to meet their interests and needs. Nature and educational potential of cloud computing in order to exploit the affordance of its impact in teaching and learning in a tertiary education context. It is evident that cloud computing has a significant place in the tertiary education landscape both as a ubiquitous computing tool and a powerful platform. Although, the adoption of cloud computing promises various benefits to an organization, a successful adoption of cloud computing in an organization, particularly in educational institutes requires an understanding of different dynamics and expertise in diverse domains. Cloud computing is a rapidly evolving model that enables institutions to access computing resources as a service directly over the Internet. This model is radically different from current on-premise deployment strategies in part because it shifts the burden of owning (licensing) and operating (support and maintenance) the often complex computing environment to a third party called a cloud service provider (CSP). Currently, the public higher education sector in South Africa is composed of 23 public universities and 50 Further Education and Training (FET) colleges spread across the country’s nine administrative provinces. Cloud computing is one of the technology innovations. Provided users with a range of services ranging from store data and access those programs over the Internet. With it mobile learning via mobile devices availability, simplified and significantly which enabling students to learn more fully from a traditional system. An important aspect is that clouds have reduced learning costs, making learning more accessible; that can happen anywhere at any time when Internet access is available.The future refers to the development of mobile learning applications, thus introducing new concepts of education for young people, children, not only mobile learning for schools and universities, but also part of workplace training, creating new horizons for lifelong learning. We encourage Sudanese universities to adopt these ideas, which embrace mobile learning through cloud computing technology, to a system of learning processions of modernity and evolution, through this technology, different generations can participate in lifelong learning in an effective and time-saving manner.

The adoption of cloud computing in higher institutions has delivered lots of benefits to them, as it is budget friendly and gives academicians a positive experience from its use, while it also helps upsurge IT staff productivity in universities. It is against this background that this study examines the problems and prospects of cloud computing adoption in Nigerian tertiary institutions. The descriptive survey method was adopted and primary data were collected from 60 IT staff from two randomly selected higher institutions in Lagos State, Nigeria. The collected data were analyzed using mean scores and Pearson Product Moment Correlation Coefficient. The findings of the study show among others that (i) there is a significant relationship between the technological factors and the adoption of cloud computing in Nigerian higher institutions; (ii) there is a significant relationship between the organizational factors and the adoption of cloud computing in Nigerian higher institutions; and that (iii) there is a significant relationship between the environmental factors and the adoption of cloud computing in Nigerian higher institutions. The study therefore recommends that (i) the government should help in the provision of not only social amenities and infrastructural facilities but also policies that promote and enhance the adoption of cloud computing; (ii) higher institutions in Nigeria should also adopt work cultures that would enhance the adoption of cloud computing in their institutions; and that (iii) the managements of the Nigerian higher institutions should not only think about the effective and efficient adoption of cloud computing but also have a viable sustainability plan for its adoption.
