An Evaluation of Air Pollution Health Impacts and Costs in São Paulo, Brazil

The need to determine cost estimates of the hazardous effects of diseases is important in order to establish the priorities of actions for prevention and health management. The evaluation of air pollution impacts on health, based on expenditures, has been carried out, but there are obvious comparison difficulties among countries, as the health-per-capita investment varies enormously. In order to achieve a standard indicator, we applied the Disability-Adjusted Life Years (DALY) method to estimate the health burden and cost estimate due to air pollution in S¼o Paulo, Brazil. The basic methodology was the utilization of dose-response curves of epidemiological studies conducted in S¼o Paulo to assess air pollution and its health effects. DALY attributable to air pollution in S¼o Paulo added up to 28,212 years annually. An indirect health cost attributable to air pollution resulted in US$ 3,222,676. This estimate refers to the children and the elderly population. These results give a preliminary and underestimated value of the burden of diseases promoted by air pollution.

This article explores the complex array of effects resulting from pollution, analysing its environmental, health, and economic implications. It highlights the pressing need for comprehensive measures to tackle the worldwide issue of air, water, and soil pollution. The environmental consequences, characterised by disturbances in ecosystems and alterations in climatic patterns, are linked with widespread health implications, notably impacting groups who are more susceptible. The economic impact is considerable, placing a heavy load on healthcare systems and requiring huge expenditures in mitigation. Over 50 pieces of literature were initially examined concerning cost of pollution, 17 selected work were incorporated into the comprehensive review. Results shows that more than 50% of premature deaths of children under 5years are caused by pollution, 3.8 million deaths annually arises from non communicable diseases. However, there have been advancements in regulatory frameworks, the issue of enforcement and compliance continues to pose significant obstacles. The article posits potential remedies, calling for the implementation of sustainable practises, the enforcement of severe rules, and the provision of incentives to encourage companies to embrace cleaner technology. In essence, this statement functions as a persuasive appeal, underscoring the need of addressing the financial burden of pollution and ensuring the protection of the Earth for future generations.

Environmental Modeling and Methods for Estimation of the Global Health Impacts of Air Pollution

Air pollution is increasingly recognized as a significant contributor to global health outcomes. A methodological framework for evaluating the global health-related outcomes of outdoor and indoor (household) air pollution is presented and validated for the year 2005. Ambient concentrations of PM2.5 are estimated with a combination of energy and atmospheric models, with detailed representation of urban and rural spatial exposures. Populations dependent on solid fuels are established with household survey data. Health impacts for outdoor and household air pollution are independently calculated using the fractions of disease that can be attributed to ambient air pollution exposure and solid fuel use. Estimated ambient pollution concentrations indicate that more than 80% of the population exceeds the WHO Air Quality Guidelines in 2005. In addition, 3.26 billion people were found to use solid fuel for cooking in three regions of Sub Saharan Africa, South Asia and Pacific Asia in 2005. Outdoor air pollution results in 2.7 million deaths or 23 million disability adjusted life years (DALYs) while household air pollution from solid fuel use and related indoor smoke results in 2.1 million deaths or 41.6 million DALYs. The higher morbidity from household air pollution can be attributed to children below the age of 5 in Sub Saharan Africa and South Asia. The burden of disease from air pollution is found to be significant, thus indicating the importance of policy interventions.

Climate change and health costs of air emissions from biofuels and gasoline

Environmental impacts of energy use can impose large costs on society. We quantify and monetize the life-cycle climate-change and health effects of greenhouse gas (GHG) and fine particulate matter (PM2.5) emissions from gasoline, corn ethanol, and cellulosic ethanol. For each billion ethanol-equivalent gallons of fuel produced and combusted in the US, the combined climate-change and health costs are $469 million for gasoline, $472-952 million for corn ethanol depending on biorefinery heat source (natural gas, corn stover, or coal) and technology, but only $123-208 million for cellulosic ethanol depending on feedstock (prairie biomass, Miscanthus, corn stover, or switchgrass). Moreover, a geographically explicit life-cycle analysis that tracks PM2.5 emissions and exposure relative to U.S. population shows regional shifts in health costs dependent on fuel production systems. Because cellulosic ethanol can offer health benefits from PM2.5 reduction that are of comparable importance to its climate-change benefits from GHG reduction, a shift from gasoline to cellulosic ethanol has greater advantages than previously recognized. These advantages are critically dependent on the source of land used to produce biomass for biofuels, on the magnitude of any indirect land use that may result, and on other as yet unmeasured environmental impacts of biofuels.

Estimating Mortality and Economic Costs of Particulate Air Pollution in Developing Countries: The Case of Nigeria

The value of statistical life is an essential parameter used in ascribing monetary values to the mortality costs of air pollution in health risk analyses. However, this willingness to pay estimate is virtually non-existent for most developing countries. In the absence of local estimates, two major benefit transfer approaches lend themselves to the estimation of the value of statistical life; the value transfer method and meta-regression analysis. Using Nigeria as a sample country, a comparison of the two methods reveals that the value transfer technique is less rigorous in its benefit transfer applications and it very likely to underestimate the value of statistical life for very low-income countries. As a result, the meta-analytic approach seems to be a more credible method of providing value of statistical life predictions for these countries. This method provides a best estimate of $180,000 for Nigeria's willingness to pay for fatal risk reductions. Combining this estimate with dose response functions from the epidemiological literature, it follows that had Nigeria mitigated its 2006 particulate air pollution to the World Health Organisation standards, it could have avoided at least 58,000 premature deaths and recorded an avoided mortality related welfare loss of about $10 billion or 7.1 percent of the nation's GDP for that year. Methods for assessing the impact of PM2.5 concentration on mortality while controlling for socio-economic factors

Even though industrial development has brought vast improvements to our daily lives, it carries with it negative effects such as adverse health outcomes caused by PM2.5 and other pollutants. The negative externalities and external costs might occur when property rights are not properly defined, which means that if no one holds a property right on the atmosphere and the quality of air, there is no appropriate mechanism to prevent a further expansion of negative effects. An economic burden of pollution related to premature morbidity and mortality in individual countries can account for 5–14% of GDP (World Bank, 2021). In 2019, the worldwide health cost of mortality and morbidity caused by exposure to PM2.5 concentration was $8.1 trillion, which is equivalent to 6.1 percent of the global gross domestic product (GDP) (World Bank estimate). Policymakers require evidence-based results that clearly show the impact that air pollution has on the economy and society, in order to be able to establish the proper regulations and ensure their successful implementation. The purpose of this long term study is to provide methods for assessing the negative effects of PM2.5 concentration on PM2.5-related mortality using panel data structure and demonstrate how socio-economic factors affect this relation. This study employed advanced econometric techniques to analyse the long-term impact of PM2.5 on human health, while controlling for socio economic indicators. This study has demonstrated significant effects of socio-economic, health risk and system and governance variables on the relation between PM2.5 ​concentration and PM2.5-related mortality.

Economic valuation of the mortality benefits of a regulation on SO2 in 20 European cities

Background: Since the 1970s, legislation has led to progress in tackling several air pollutants. We quantify the annual monetary benefits resulting from reductions in mortality from the year 2000 onwards following the implementation of three European Commission regulations to reduce the sulphur content in liquid fuels for vehicles. Methods: We first compute premature deaths attributable to these implementations for 20 European cities in the Aphekom project by using a two-stage health impact assessment method. We then justify our choice to only consider mortality effects as short-term effects. We rely on European studies when selecting the central value of a life-year estimate (E 2005 86 600) used to compute the monetary benefits for each of the cities. We also conduct an independent sensitivity analysis as well as an integrated uncertainty analysis that simultaneously accounts for uncertainties concerning epidemiology and economic valuation. Results: The implementation of these regulations is estimated to have postponed 2212 (95% confidence interval: 772-3663) deaths per year attributable to reductions in sulphur dioxide for the 20 European cities, from the year 2000 onwards. We obtained annual mortality benefits related to the implementation of the European regulation on sulphur dioxide of E 2005 191.6 million (95% confidence interval: E 2005 66.9-E 2005 317.2). Conclusion: Our approach is conservative in restricting to mortality effects and to short-term benefits only, thus only providing the lower-bound estimate. Our findings underline the health and monetary benefits to be obtained from implementing effective European policies on air pollution and ensuring compliance with them over time.

Estimating health impacts and economic costs of air pollution in the Republic of Macedonia (Original research)

Aim: This paper assesses the magnitude of health impacts and economic costs of fine particulate matter (PM) air pollution in the Republic of Macedonia. Methods: Ambient PM 10 and PM 2.5 monitoring data were combined with population characteristics and exposure-response functions to calculate the incidence of several health end-points known to be highly influenced by air pollution. Health impacts were converted to Disability-Adjusted Life Years (DALYs) and then translated into economic terms using three valuation approaches to form lower and higher bounds: the (adjusted) Human Capital Approach (HCA), Value of a Statistical Life (VSL) and the COI (cost of illness). Results: Fine particulate matter frequently exceeds daily and annual limit values and influences a person"s day-today health and their ability to work. Valuing health impacts from air pollution in Europe

Health impacts make up a significant portion of the damage costs from air pollution. In lack of European valuation studies on morbidity impacts, transport and energy externality studies and green accounting exercises in Europe have used values from ten year old US valuation studies. Results from a new Contingent Valuation study, using an improved version of the survey design of the most transferred US morbidity study, show that common respiratory symptom days and asthma attacks are valued lower in Norway than in the US, even when the US values are expressed in 1986 dollar values. Thus, the practise of transferring US estimates and only adjusting the values with the consumer price index would lead to highly biased values in the Norwegian case. The difference between the US and Norwegian values can be explained by improved CV survey and sample design, different preferences in Norway compared to the US, and different public health care systems. We do not know if we can generalise the Norwegian results to the rest of Europe, but these three explanations indicate that the Norwegian values will be better estimates of morbidity values in other European countries than transferred values from US studies.

Societal costs of air pollution-related health hazards: A review of methods and results

This paper aims to provide a critical and systematic review of the societal costs of air pollutionrelated ill health (CAP), to explore methodological issues that may be important when assessing or comparing CAP across countries and to suggest ways in which future CAP studies can be made more useful for policy analysis. The methodology includes a systematic search based on the major electronic databases and the websites of a number of major international organizations. Studies are categorized by origin -OECD countries or non-OECD countries -and by publication status. Seventeen studies are included, eight from OECD countries and nine from non-OECD countries. A number of studies based on the ExternE methodology and the USA studies conducted by the Institute of Transportation are also summarized and discussed separately. The present review shows that considerable societal costs are attributable to air pollution-related health hazards. Nevertheless, given the variations in the methodologies used to calculate the estimated costs (e.g. cost estimation methods and cost components included), and inter-country differences in demographic composition and health care systems, it is difficult to compare CAP estimates across studies and countries. To increase awareness concerning the air pollution-related burden of disease, and to build links to health policy analyses, future research efforts should be directed towards theoretically sound and comprehensive CAP estimates with use of rich data. In particular, a more explicit approach should be followed to deal with uncertainties in the estimations. Along with monetary estimates, future research should also report all physical impacts and source-specific cost estimates, and should attempt to estimate 'avoidable cost' using alternative counterfactual scenarios.

Air pollution is a worldwide problem with broadly known harmful effects on health and environment. A great research challenge lies in quantifying the intensity of these adverse effects as well as the associated external costs. A literature review of existing methodologies to estimate air pollution impacts on human health and subsequent external costs has been performed aiming to identify strengths and major gaps in current knowledge. The most common practice is to estimate health impacts taking into account morbidity (disability-adjusted life years due to episodes of cardiovascular and respiratory diseases) and mortality (e.g. years of life lost due to lung cancer) indicators. For the quantification of the resulting external costs, a monetary valuation of the extent of damage, grounded in treatment/remediation costs, is applied. Notwithstanding the significant efforts to improve the economic evaluation of air pollution impacts, there is some controversy on damage cost estimates. For example, the monetary valuation is not a straightforward procedure as many of the impacts have no market value. In addition, it is increasingly recognized that Air Pollution XXIII 181

Estimating the Health Cost of Air Pollution: The Case of Morocco

Globally, ambient fine particulate matter (PM 2.5) is the fifth leading cause of death. Household air pollution from use of solid fuels is the tenth ranked cause of death. Together, ambient and household air pollution caused 6.4 million deaths worldwide. In the Middle East and North Africa region, an estimated 125,000 lives are lost annually to diseases associated with ambient and household air pollution. This paper estimates the economic cost of air pollution in Morocco, a country marked by rapid economic development and urbanization. Using the most updated causal relationships between long-term exposure to PM 2.5 and premature mortality, the paper estimates that air pollution costs society about US$1.14 billion annually, or 1.05 percent of the country's GDP in 2014. Ambient air pollution is responsible for nearly three quarters of this cost, as a result of large exposure to high PM 2.5 levels in cities like Casablanca, Tangier, and Marrakesh. Household air pollution is a problem particularly for rural households using solid fuels for cooking and heating. Based on these results, the paper identifies the most affected areas and the most vulnerable groups in the country.
