Abstract

In this first chapter, we will introduce the thesis and our thesis question. Next, we will study the historical background of the region which we are studying. Following that section we will examine the theoretical basis of our thesis before moving on to current literature. Finally, we will explain our methodology before the beginning of the second chapter.

China Engages Asia: Reshaping the Regional Order

In his recent article in International Security, David Shambaugh provides a far-ranging and thought-provoking account of China's engagement policy with the wider Asian region, 1 which he argues is "a principal catalyst in shaping a new order in Asia." 2 Shambaugh posits that "the traditional underpinnings of international relations in Asia are undergoing profound change, and the rise of China is a principal cause" (p. 64). Other causes of change that he points to include the relative decline of U.S. inºuence in the region; the growing role of norms espoused by the Association of Southeast Asian Nations (ASEAN) and attendant growth of ASEAN-linked institutions; increased technological and economic interdependence in the region; and improvements in China's relations with key regional states including India, South Korea, and Vietnam. As a result, Shambaugh asserts that in contrast to the situation just a few years ago, "the majority of Asian states currently view China as more benign than malign and are accommodating themselves to its rise" (p. 67). Following other observers, Shambaugh sees regional bandwagoning dynamics operating in China's favor. We contend, however, that there are serious problems in Shambaugh's thesis, which collectively leave us with much less room for optimism about China's Asia policy both in the present, as well as for the future. Three key points of critique merit further elaboration. First, Shambaugh devotes inadequate attention in his article to China's relations with two states, Japan and Taiwan, whose interactions in the last decade patently contradict his portrayal of skillful Chinese diplomacy. 4 Second, his claim that "most nations in the region now see China as a good neighbor, a constructive partner, a careful

Growing Chinese Involvement in West Asia: Factors and Implications

China is an emerging power in the world and its influence in West Asian region is increasing rapidly. Since communists took over China, it maintained a good relationship with several countries in the region and now Beijing which has only friends and no enemy there, is seen as a competitor to US hegemony. Its rising economy, military power, market productivity and the so-called non-interventionist approach have given leverage to engage more with West Asian countries. Since China’s iconic project Belt and Road Initiative (BRI) was announced, its expectations from these countries have increased. Beijing’s ambitions in West Asia are not limited to only oil, gas and market but the region also has a strategic importance and BRI includes all such aspects. The region is also very important because it comes between the Asia and Europe where Asia is known as the largest manufacturing region in the world in which China holds the key position and Europe and Africa are the important destinations for exporters. China’s trade and investment will be affected massively by any instability in the region and it will also affect its maritime activity and exports to Europe and Africa. Apart from the economic front, China is very much involved in the strategic issues of the region. It also has good relations with both Iran and Saudi Arabia and increasing its non-combatant presence in crises like the Syrian civil war. The aim of this chapter is to explain and explore China’s interest in the region and its impact on the region and global politics.

Strategic Asia 2011-12: Asia Responds to Its Rising Powers - China and India

This chapter overviews the themes and conclusions of the volume, examining the causes behind the rise of China and India, the implications for the U.S., and the responses of other Asian states. main argument: China and India will likely sustain high levels of economic growth for some time due to favorable factor endowments, sensible national policies, and the benefits of late integration into the liberal international order maintained by U.S. power. Although the global dominance of Asia's rising giants is not inevitable, given that they both face significant domestic challenges, other Asian states are integrating economically with China especially, and at the same time are seeking ways to preserve their own security and autonomy against China's economic, political, and military ambitions. While India is far from becoming the central strategic focus of Asia, its internally powered rise foreshadows greater future possibilities and its democratic system makes it an attractive partner for other states seeking to counterbalance China's growing might. policy implications: • Whereas the U.S. tolerated relative decline during the first wave of Asian ascendance due to alliances with Japan, Korea, Taiwan, and Singapore, the rise of China and India requires policymakers to grapple with managing the dilemma of sustaining economic interdependence that generates overall growth but produces new geopolitical rivals to U.S. primacy. • The U.S. and India share a strategic affinity that neither can easily replicate with China. However, unlike the dependency developing between the U.S. and China, engagement with India has not yet produced a relationship deep enough that its failure would cost both sides dearly. • The U.S. cannot presume that the extant international order will pacify a rising power such as China. Instead, the U.S. must seek to rebuild its strength and reinvigorate the Asian alliance system.

This article argues that the U.S.–Southeast Asia relations under Obama have been driven and limited by a “partially converged hedging” process between the two sides. On the one hand, the United States has sought to push back and hedge against the longer-term risks of a rising challenger by mobilizing its alignment and diplomatic assets in Asia. The structural imperative, however, has been conditioned by a calculation of not wanting to be rigidly locked in any regional problems. On the other hand, the ASEAN states have correspondingly hedged against the uncertainty surrounding China’s rise by leveraging on the United States’ enhanced engagement. This driver, nonetheless, has also been conditioned by a fundamental concern of not wanting to confront the rising power in an outright manner. Unless China’s actions have posed an immediate threat that leaves the states no choice but balancing, such a partially converged hedging process is likely to endure in the years to come.

The Rise of China and Its Implications to Northeast Asia

The rise of China has aroused heated debates on whether the country would become the "revisionist" power in challenging the supreme position of the "status quo" power, the United States. This paper aims to examine whether the rise of China would, fi rstly, empower Beijing to solve the long-term crisis in the Korean Peninsula, and secondly, complicates the picture in solving the diffi cult historical and political issues in Sino-Japanese relations. It is argued that the increasing economic and military capabilities of China are not instrumental in fostering signifi cant changes within North Korea and in monitoring the external behavior of its leaders. A more nationalistic China which lacks soft power also hinders a favorable solution to the challenges of Sino-Japanese relations.

China's Rising Influence in Asia: Implications for U.S. Policy

Strategic Forum 1 the balance of influence. A concerted effort to refocus and enhance U.S. engagement with Asia is sorely needed. This should include active and high-level participation in regional diplomacy, enhanced cooperation on nontraditional security issues, welcoming a constructive Chinese regional role, and development of a comprehensive, government-wide strategy to pursue the full range of American objectives in Asia. China's Resurgence Asia's strategic landscape is shifting. With colonialism and the Cold War now distant memories, regional political alignments are more flexible, open-ended, and constructive than they have been since the mid-20 th century. Region-wide stability and the adoption of market-oriented economic policies have unleashed growth and sparked record levels of trade and investment. The peaceful management of disputes has become the rule rather than the exception. Of the various structural changes marking this new landscape, none stands out more than China's resurgence as the leading power in East Asia. China's combination of a large and growing economy, newfound military restraint, and skillful diplomacy is a recipe for expanded influence. Its growing regional role reflects both an increase in underlying power resources (fueled primarily by rapid economic growth) and improvements in Beijing's ability to translate power into influence via effective diplomacy. Until the mid-1990s, China was wary of regional organizations, preferring to deal with other Asian governments on a bilateral basis. Its The balance of power in East Asia is stable and favors the United States, but the balance of influence is tipping toward Beijing. China's growing weight stems from its size and market dynamism, reinforced by newfound military restraint and skillful diplomacy that have enhanced its ability to translate power into influence. The shift in the balance of influence, if unaddressed, could undermine U.S. interests. China's regional goals include expanding Chinese influence, isolating Taiwan politically, marginalizing Japan, maximizing energy security, and limiting vulnerability to U.S. pressure without stimulating balancing behavior. Beijing has sought to avoid confrontation with Washington and to reassure its neighbors of China's benign intentions. Most East Asians now view China as a key trading partner and an economic opportunity rather than a threat. China's influence in Asia does face limits. Its booming export industries depend on imports from other Asian countries, and its military power lags far behind that of the United States and will continue to do so for the foreseeable future. Severe social and environmental problems tarnish China's image. Asian elites regard China's military buildup as primarily aimed at Taiwan but harbor a residual wariness about China's long-term intentions. East Asian governments are hedging by engaging China bilaterally and multilaterally while maintaining security ties with the United States and encouraging a larger Japanese and Indian regional role. A perceived U.S. neglect of the region, coupled with American preoccupation with the war on terror, is accelerating the shift in Strategic Forum No.

Asia is changing, and China is a principal cause. The structure of power and parameters of interactions that have characterized international relations in the Asian region over the last half century are being fundamentally affected by, among other factors, China’s growing economic and military power, rising political influence, distinctive diplomatic voice, and increasing involvement in regional multilateral institutions. This volume offers an in-depth and careful assessment of China’s new behavior and linkages with the region. The study further examines the impact that China’s rise, in all of its dimensions, is having on the international relations of Asia, and the implications for the United States. The changes in China's foreign policy, from prioritising relations with the US to peripheral diplomacy, have their underpinnings in its economic stability and the availability of surplus. There is no doubt that China has yearned to return to the glorious days of its past, a desire more visible in its foreign and defence policies of the last decade. Since 2008, China has transitioned from a tier two power to a challenger of the status quo. In this context, China sees the alliance system as a threat, a bid for containment, restricting its expansion into the seas. While the Chinese approach towards the region is in keeping with the tenets of realism, the strategy in the long term could prove counter-intuitive. Chinese belligerency has pushed nations into internally balancing themselves against China. The lack of credible assurance from the US projects China, with its credible nuclear capabilities, as the next real threat.
