Northern Ireland has been variously described as having an 'imperfect peace' in which 'acceptable levels of violence' persist. Despite the endorsement of the main political parties to the principles of 'democracy and non-violence' enshrined in the Belfast Agreement, an insidious and brutalizing form of paramilitary violence continues within communities. The government has opted to 'see no evil, hear no evil' given what is at stake in the wider political process. According to this approach, one must accept certain violent excesses in the interest of moving forward politically. This, however, creates both conceptual and practical problems around the issue of violence in Northern Ireland. By conceding that paramilitaries 'police' the informal criminal justice system in their areas with political and, in most cases, legal impunity, the government, de facto, defines what is 'an acceptable level of violence'. This paper considers the nature and extent of ongoing paramilitary violence, how it has become enmeshed in the negotiated settlement and the consequences of this politicization of violence. Northern Ireland is synonymous with the word violence, having the unenviable record of some 3,600 deaths as a direct result of the political conflict since 1969. 1 Its worst terrorist atrocity, the Omagh bomb (15 August 1998), in which 29 people died and 220 were injured came only months after referenda in which the people of Ireland (north and south) endorsed the outcome of the multi-party talks on a political settlement. The republican and loyalist ceasefires , the Belfast Agreement and devolved government in Stormont have created circumstances where sectarian killings and bombings are declining. In 1999, for example, seven civilians were murdered, the lowest figure since the 'troubles' began, and the first year ever that no security force personnel were killed (RUC statistics: Northern Ireland Office 2000). Northern Ireland is, tentatively, in a period of transition to a post-conflict era. Such confidence in the new political and constitutional dispensation was buoyed up by statements from Gerry Adams who said 'Sinn Féin believes the violence we have seen must be for all of us now a thing of the past, over with and gone' (Sinn Féin statement, 1 September 1998). Whilst this did not amount to Unionist demands for a declaration that 'the war is over' or show any remorse 164

This article examines the murder of two British Army corporals by the Provisional Irish Republican Army (PIRA) in March 1988. In doing so it reveals much about the micro dynamics of the political violence which occurred during the Northern Ireland conflict. The central theoretical contention of the article is that most human beings are not particularly good at violence, and for the most part, irrespective of motive, can only participate in such actions when they have what is defined as attacker advantage. The attacker advantage principle stipulates that on most occasions when most humans feel it necessary or choose to resort to offensive violence, they do so on the premise of having the advantage, or a perceived advantage, over their intended target.

Troubled History - a tenth anniversary critique of Peter Hart's 'The IRA and its Enemies'

"An analysis and critique of the controversy and debate surrounding the publication in 1998 of a history of the War of Independence in West Cork. The allegation that sectarianism was a feature of Irish republican ideology and action during the period 1920-22 is examined in the context of claims made in Peter Hart's 'The IRA and its Enemies' (OUP 1998). Niall Meehan's essay examines problematic anonymous interviews. By comparing Peter Hart's 1993 PhD thesis 'The Irish Republican Army and its Enemies' (TCD 1993) with Hart's 1998 book 'The IRA and its Enemies', some anonymous interviewees cited by Hart may be identified. Problems arising out of this identification are discussed, for example whether two IRA veterans of the the November 1920 Kilmichael ambush were alive when Hart claimed to have interviewed them anonymously. The cover of 'Troubled History' features the 18 November 1989 'Southern Star' coverage of the death of Ned Young, the last Kilmichael veteran to die. Hart's thesis and book claim an interview with an anonymous Kilmichael veteran one day later. On the chapter, 'Taking it out on the Protestants', questions are posed with regard to information in the thesis that is withdrawn from the book. For instance a possible perpetrator of the 'April killings', April 26-29 1922 near Dunmanway West Cork, is named in the thesis, but excised from the book. Other significant changes are noted, also. The essay is part of a projected larger study, examining the effect of the Troubles post 1968 in Northern Ireland intruding on the history of the War of Independence between 1919-21. In addition, the ramifications of censorship perfected by Conor Cruise O'Brien in the 1970s in southern Ireland will be examined in this wider context. An Effective Mask for Terror: Democracy, Death Squads and Northern Ireland

In 1979, Belfast solicitor Pat Finucane was shot dead by a unit of a loyalist paramilitary group, the Ulster Defence Association (UDA). The death had been ominously prefigured three weeks earlier by a statement in the British parliament by Home Office minister Douglas Hogg, shortly after he had met the chief constable of the Royal Ulster Constabulary (RUC): 'I have to state it as a fact, but with great regret, that there are in Northern Ireland a number of solicitors who are unduly sympathetic to the cause of the IRA'. 2 As a result of this high-level intervention, the UDA was in effect given a green light not only to kill Finucance but also to justify it on the grounds that he was a member of the insurgent group, the Irish Republican Army (IRA). Finucane had indeed successfully defended a number of clients who were high-profile republicans, but he was a lawyer, not a combatant.

"I reviewed an edited collection, Terror in Ireland, 1916-23 (Lilliput, 2012) for Reviews in History (published 16 August 2012); available, with responses, here (https://www.academia.edu/1871818/, plus at http://www.history.ac.uk/reviews/review/1303). The book was dedicated to the memory of the late Peter Hart who died in 2010. Hart had been a member of the Trinity History Workshop, under whose auspices the book was conceived and published. My review highlighted several key failures of the edited collection. The Editor Professor David Fitzpatrick and Dr Eve Morrison responded to my review. I think it would be of value to continue the discussion, not least since debate may clarify the wider issues surrounding approaches to and controversies in modern Irish history. Reviews in History does not permit continued discussion beyond review and response. Hence its publication on Spinwatch. I also include here a section omitted from the original review, concerning Brian Hanley's discussion of a 1985 Sinn Fen pamphlet called The Good Old IRA, and also further discussion this point on CedarLounge.wordpress.com.
