The Local Self-Government textbook is a collective work of a group of professors who belong to five different generations of academic staff from the Department of Constitutional Law and Political System at the Faculty of Law “Iustinianus Primus” in Skopje. The Local Self-Government textbook is a real refreshment in the scientific and academic space both at the faculty and beyond. By actualizing and opening complex phenomena and concepts of local character, but with a wider discourse of political and national influence, as authors, we hope to succeed in our mission – to penetrate every pore of local self-government and local administration at home and in comparison, with a number of countries in order to develop all aspects and issues in this area.

Существуют надежные критерии разделения политиков на "левых" и "правых", предложенные В.Гумбольдтом и Ф.Бастиа. Первый - стремление политиков вести людей к счастью или просто защищать от насилия, обеспечивать беспристрастным судопроизводством. Второй - левые претендуют на роль Всевышнего, правые нет. По сути оба определения означают то же самое. Приведены примеры демонстрирующие претензии левых на роль Бога.

Regional and Spatial Development of Medium-Sized Municipalities in the North Central Region

Every settlement, including every city, is a union of population, economy and space. Population and the economy are the two incentives to drive the economic engine (city), and transport infrastructure, localized in space, outlines the axes for the development of this engine. The processes of spatial and regional development of cities are characterized by complexity, and the study of cities with a population between 30 000 and 100 000 people are underdeveloped in Bulgarian science. A similar type research contributes to a more efficient absorption of EU funds aimed at urban development. The study of the average size cities will be carried out according to selected socio-economic indicators, state of infrastructure, state of the urban economy and territorial and regional development, in accordance with the current strategic documents for regional and local development. The study of trends in its development will make it possible to identify measures and policies of improving the composition and quality of life of the population. Research methods (qualitative and quantitative) will be used in parallel and thus the aggregation of quantitative methods will contribute for qualitative differentiations, as well as the introduction of quantitative methods in the research is inadmissible without the use of qualitative ones first. The research work, in addition, will use the research method and content (content) analysis of information sources; retrospective analysis; information approach; contextual modeling; methods - observation, synthesizing, interviewing, consulting, summarizing, analogy, graphical representation and tabular presentation of the processed and summarized information. The main purpose of the development is to study the main trends and potential for regional and spatial development of medium-sized cities (with a population of 30,000 to 100,000 people) in the North Central region. The object of the study are urban centers with a population of 30,000 to 100,000 people in these three Bulgarian regions. The subject of the research is the process of regional and spatial development of medium-sized cities in Bulgaria. The research presupposes the collection, processing and systematization of significant statistical and empirical information. Periodic sources will be used as the main information sources for the research publications and publications of NSI, EUROSTAT, publications and studies of individual ministries, monitoring reports of other national bodies and institutions, etc. The collected digital and non-digital information will be processes with the methods of quantitative and qualitative analysis of the base of their complementarity and justification. The logic of the study makes it possible to obtain a systematic assessment of the contribution of the individual regional policy instruments and the effectiveness and efficiency of regional strategies and plans and local development. In this way, the results of the study will be able to serve as a guide in making management decisions of various levels - national, regional, local.

ПОСЕСИВНІ ГЕОГРАФІЧНІ НАЗВИ НА *-ovъ/*-evъ ЛІВОБЕРЕЖЖЯ У ХVIIІ ст. Анотація. У статті розглянуто географічні назви на *-ovъ/*-evъ Лівобережжя у XVIII ст. Джерельною базою ойконімного матеріалу слугували історичні пам'ятки та довідкова література. Встановлено, що ойконіми на *-ovъ/*-evъ цієї частини України мають особливості щодо структури та їхніх твірних основ. Виокремлено та проаналізовано репертуар антропонімів, які засвідчено в ойконімії на *-ovъ/*-evъ Лівобережжя, схарактеризовано координати обширу географічних назв на *-ovъ/*-evъ у XVIII ст. на досліджуваній території. The subject of the research is variation of the frequency of phonetic and lexical regional-specific speech features under the influence of such social factors as gender, age, place of birth and education. The regiolect is the general features of speech of a rather vast region without dividing them into urban and rural; the research includes the Perm regiolect of the Russian language. The material for the study is spontaneous monologues received from residents of the Perm Region. This material demonstrates that phonetic and lexical regional features depend on the same social factors – “place of birth” and “age”. Цель работы. Проанализировать современное состояние развития опорных университетов с точки зрения создания в них конкурентоспособных центров регионального развития. Методология исследования основана на общих и специальных методах научного познания: методах эмпирического исследования (наблюдение, сравнение, сбор и изучение данных), текущего и перспективного анализа и синтеза теоретического и практического материала, многофакторного системного анализа, социологии, статистического анализа и т. п. Результаты. В ходе исследования были выявлены особенности развития опорных университетов, проанализированы различные аспекты их деятельности. Произведено детальное картирование развития университетов СКФО по широкому спектру параметров и показателей.
