The structure of the paper represents a comprehensive analytical synthesis, systematized in the m... more The structure of the paper represents a comprehensive analytical synthesis, systematized in the manner of data formulation of the provisions of the articles of the Law on Public Procurement in the domain of legal obligations towards public contracting authorities. Which describes the procurement process in accordance with the applicable procedures of the Law, which ultimately leads to the conclusion of a public procurement contract or framework agreement. The work covers the substantive elements of the procurement process and its components, united by procurement documentation. An important feature of the Law on Public Procurement and, accordingly, a key part of the work is contained in a systematized breakdown that clearly defines the features of the process of concluding a procurement contract or framework agreement, which at the same time implies the implementation of a certain procedure - public procurement or project tender with included components that determine the types and procurement procedures, procurement elements and postulates a clear distinction between conditions, obligations and prohibitions towards economic entities - potential bidders or competitors versus offers, plans or projects for the purpose of implementing a transparent procedure based on the principle of equal treatment. By applying the procedure, the above refers to economic entities and the assessment of their ability conditions based on criteria for qualitative selection as necessary and sufficient conditions in the form of minimum requirements and assessment possibilities of the public contracting authority with regard to their ability conditions, including the potential elimination effect. The satisfaction of the economic entity's ability conditions means the phase of the procedure that leads to the consideration of the offer which, with regard to the type mentioned above, is equally conditioned by the legal decision of the ordering party, at the same time valued through the most economically advantageous offer in accordance with the prescribed relative weights of the postulated price amounts and the previously determined selection criteria, which bind the customer when concluding a purchase contract or framework agreement. The final part is devoted to general rules of application, such as the way of calculating deadlines or appointing an expert committee for the implementation of the procedure, public procurement services, prevention of conflicts of interest, rules of the appeal procedure, and reimbursement of costs in cases of actions contrary to the Law on Public Procurement, established by misdemeanor provisions.

Actively distributed components - organized according to the areas: European Union as an organization of primarily economic character, engagement in a single customs union, for the purpose of which a common institutional framework and legislation based on treaties were established with the constitutional attribute of accession of member states gathered in a territorially unique economic-legal unit of common internal market starting from common economic and social policies. The work apostrophizes the artistry of managing the European Union based on the principles of democratic procedural processes and the rule of law in the conditions of an open market economy and guaranteed economic freedoms - the flow of goods, people, services and capital, supported by financial instruments of the institutional bodies of the state-legal creation of the European Union.

The project proposal for the complete infrastructural renovation of the Lung Diseases Clinic of K... more The project proposal for the complete infrastructural renovation of the Lung Diseases Clinic of KBC Zagreb will realize the reconstruction of the existing state of the building damaged in the earthquake, by strengthening the mechanical structure and stability of the building in order to increase its anti-seismic resistance. The implementation of the project will be carried out in two phases, initially by ensuring emergency measures for the protection of the building and the preparation of design and technical documentation, the next phase of the project will be the complete infrastructure adaptation of the building - by increasing the index of resistance to seismic action, in addition to improving the internal capacities of the building by improving energy efficiency by installing technological system of renewable energy sources. Based on the activities achieved, the positive effects of the project will be reflected in increasing the efficiency of the health system, improving the working and living conditions of medical workers, clinical patients and users of the services of the Clinical Hospital Center Zagreb.
The written paper Development of the European Union is a concise presentation of the origin and h... more The written paper Development of the European Union is a concise presentation of the origin and historiographical continuum of the European historical space based on the historical right of the people marked by the social, economic, and cultural development of Western civilization, as the central place of geopolitical and humanistic progress. The paper deals with the features of the single internal market of the economic union and the institutional-legislative framework of the confederated political structure in the single community of the European Union with its elementary repercussions of development, integration, and territorial program-implementation investment strategies, using financial instruments. The majority of the funds of the European budget are dedicated economic funds, directed towards less developed European regions and distributed based on the principle of redistributive justice. The European Structural and Investment Funds, as a financial implementation mechanism of the European Union, provide a part of the funds in the budget for strategic economic areas of development - development measures and for public purposes, most often institutional needs, but also as an opportunity for all legal and natural persons through applying to open Calls for Delivery project proposals for the purpose of approving financial resources.

The problem of underdetermination is the main theme of the work. In scientific practice, observat... more The problem of underdetermination is the main theme of the work. In scientific practice, observation becomes burdened with scientific theories, and this can be a problem for science. The problem relates to the way we choose a particular scientific theory. In philosophy, there are two main approaches to this problem. One refers to an attempt to give a reason or justification for choosing a particular theory, the other claims that the way a scientific theory is chosen is socially conditioned. The concept of underdetermination also appears in science and philosophy. The term underdetermination refers to the underdetermination of a theory in relation to certain empirical data. This means that there is always the possibility of the existence of one or more conflicting theories, which explains the theory we already have just as well. That is, the theories are compatible with the empirical data we have; but they are mutually incompatible. Therefore, on what basis do we choose one theory and reject another. So it seems that the choice of theory does not depend on the facts but on something else. There are several possible approaches to the problem: choosing a certain methodological principle or method that would be characteristic of one or more theories and in what relation is such a method to reality; then epistemic virtues and the approach of relying on social factors. In my paper, I argue that something more than empirical data is needed to accept a certain scientific thesis. Certain criteria and rules are needed, which are not just empirical data. These criteria refer to epistemic virtues and methodological principles. Epistemic virtues refer to our subjective set of beliefs, which we already have about existing theories. To what extent is a theory more coherent, simpler, explains more phenomena, better agrees with empirical data or with our background belief system. While the methodological principle refers to data or a set of rules, which will show that we should choose one theory and not another. Such a method should be objective and independent of our set of beliefs about theories. A third approach to the problem is in the form of social factors, which are necessary to select a theory. In my paper, I analyzed the mentioned approaches, and I advocate the approach of methodological principles.

The Jacobins are members of a political club that was created at the time of the French Revolutio... more The Jacobins are members of a political club that was created at the time of the French Revolution, and from then until its collapse, they were one of the strongest revolutionary and political currents in the country. The most important person in their activity is Maximilian Robespierre. The activities of Robespierre marked the Jacobin movement. They stand for freedom, equality and civil rights. They were inspired by the ideas of the Enlightenment-a cultural movement that originated in Europe in the 17th century. Most of the thinking is taken from the works of Jean Jacques Rousseau. They come to power in France and establish the Jacobin Republic, they adopted a new constitution. It contains the main ideas of the Jacobins and their movement. The goal of the Jacobin revolutionary activity was a political and social revolution. Due to the pressure of the external counter-revolution, the constant threat of the internal revolution and additional pressure from the popular masses, they were forced to establish a dictatorship. The Jacobin dictatorship was established to preserve the revolution. The influence that the Jacobins left on the French Revolution consists of political and socioeconomic factors. In the paper, I present the thesis that the Jacobins defended the interests of the civil revolution and wanted to preserve it by all necessary measures. They presented socioeconomic measures of a social character. With social policy, they did not create a more just class society, but they favored the creation of capitalism.

Jakobinci su članovi političkog kluba koji je nastao u vrijeme Francuske revolucije i od tada sve... more Jakobinci su članovi političkog kluba koji je nastao u vrijeme Francuske revolucije i od tada sve do raspada su jedna od najjačih revolucionarnih i političkih struja u zemlji. Najznačajnija osoba u njihovom djelovanju je Maximilian Robespierre. Djelovanje Robespierrea obilježilo je jakobinski pokret. Zalažu se za slobodu, jednakost i građanska prava. Nadahnuti su idejama prosvjetiteljstva-kulturnog pokreta koji je nastao u Europi u 17. stoljeću. Većina razmišljanja preuzeta je iz djela Jeana Jacquesa Rousseua. Dolaze na vlast u Francuskoj i uspostavljaju Jakobinsku republiku, donijeli su novi ustav. U njemu su sadržane glavne ideje jakobinaca i njihovog pokreta. Cilj jakobinskog revolucionarnog djelovanja bila je politička i socijalno-društvena revolucija. Zbog pritiska vanjske kontrarevolucije, stalnih prijetnji unutarnje revolucije te dodatnih pritisaka narodnih masa primorani su uspostaviti diktaturu. Jakobinska diktatura uspostavljena je zbog očuvanja revolucije. Utjecaj koji su jakobinci ostavili na Francusku revoluciju sastoji se u političkim i društvenoekonomskim faktorima. U radu zastupam tezu da su jakobinci branili interese građanske revolucije i željeli su je sačuvati svim potrebnim mjerama. Prezentirali su društvenoekonomske mjere socijalnog karaktera. Socijalnom politikom nisu stvorili pravednije klasno društvo, nego su pogodovali stvaranju kapitalizma.

The question about the meaning of life boils down to the question of whether there is meaning in ... more The question about the meaning of life boils down to the question of whether there is meaning in general, which would refer to whether there is meaning in the universe or the question refers to us subjects who were the universe and we are the ones who ask that question? The second part of the question concerns a purposeful life. Does life itself have a purpose and can individuals lead a purposeful life. The approach of evolutionary biology is through science. An approach that relies on a physical explanation. The seminar presents the approaches of three philosophers: TH Huxley, Provine and Dawkins. Evolutionists like Huxley and Provine argue that there is no meaning in the universe or in human lives. However, Dawkins believes that the meaning of life is found within the subject and that the subject cannot currently answer the question of whether there is meaning in the universe or if it is only a construct of the subject. The purpose of life according to Huxley is an evolutionary progress based on the human brain, a purposeful life is possible because of the development of the human brain, which is better explained by science. Provine claims that the criterion of the purpose of life is the organism's ability to adapt to the conditions of life. While according to Dawkins, the purpose of life comes down to genes, their survival and reproduction.

A novel written in the form of a memoir - Edouard's/author's diary, without a substantive flow an... more A novel written in the form of a memoir - Edouard's/author's diary, without a substantive flow and connected plot, flooded with random dialogues of numerous characters. With the central character of the author "metabiotically" transformed in the form of Edouard, who along with writing his own novel keeps a diary about the progress of his work, representing a kind of autobiographical criticism. Putting aside the diversity of modernist expression and literary style, the novel "Money Counterfeiters" is essentially a dramatic text of narrative form written in the form of Edouard's findings according to the descriptions of memories, events, and experiences, which evoke a modernist stylistic opus of participation in the activity of appearance with heartbreaking undertones of dry realistic narration, which after a certain period of time take on an expression like: "The atmosphere in that room was so strict, it seemed that the flowers there had to wither immediately" Gide, Andre the comic book hero. However, not everything is so black, for this purpose, they were used - elements of suppressing dry narration shaped in a handful of random questions, thematically undefined dialogues with a focus on monologic "diaphragmatic" episodes constructed through the stream of thoughts, punctuated by short sentences and interruptions of own observations connected with occasional introspective inputs, not by allowing the breakdown of character, bypassing psychological characterization and skipping the action. The work is characterized by a narrative content description of reality, without the influence of social constructivism, except for short religious taunts disguised with humor but intensely intellectually evoked.
An autobiographical story, the novel "From the Cradle to the Grave" intertwined in three time per... more An autobiographical story, the novel "From the Cradle to the Grave" intertwined in three time periods, thematically determined by childhood as the central plot - based on the memories of an elderly lady in her later years - a distinctive author, with a distinctive style for whom awareness of writing and writing itself is its only purpose. Duras creates a literary text in the style of a modernist novel full of his own introspection, sensitivities derived from lived states of mind, interwoven in the role of a disintegrated family form with realistic social abnormalities - a depiction of the mother as the only characterizing figure of real self-awareness translated into a reflection of her own family, the imposed circumstances of colonialist misery and the lived bitter moments of suffering and death.
Jergović's work Sarajevo Marlboro is a vivid novel of the everyday life of the Sarajevo populatio... more Jergović's work Sarajevo Marlboro is a vivid novel of the everyday life of the Sarajevo population amid the war events of the nineties of the 20th century, fragmentarily presented in the form of short stories. It is assumed that true, real-life stories are the result of the author's real acquaintances, social interaction and factual knowledge about individuals, described in the multitude of stories of numerous different characters, i.e. real persons with whom the author identifies by placing himself within individual stories, the destinies of the characters are different enough for each one to tell his own story, he contributes to the work with his essence, bringing himself, his drives, true experiences, faith, hope, hopelessness, serenity; hand over to the reader his fate and primordial being before foretelling the blazing flame of a Chetnik grenade, the apparition of a fragment of stray shrapnel or a sniper's bullet. The content of the stories is random and not interconnected, apart from the existential subjectivization of certain prosaic archetypes of individuals, the stories create a common note by simultaneously contrasting the narrative with the reality of the subject and the allegorically predicted state of war circumstances with a kind of stabbing transient motifs in the darkness of falling shells - finding them in the relationship of Yin and Yang. Finding in them the spirit of humanity - completely suppressing the historical basis, social satire, a dose of intelligent humor with individual episodes of true Bosnian style, creating a semantic and prosaic expression through the common folk appearance, laziness, spite, and shame that the author shows in his distinctive style as the pure truth laid bare to the bone.
Italo Calvino's novel If on a Winter’s Night a Traveler - an autobiographical confession written ... more Italo Calvino's novel If on a Winter’s Night a Traveler - an autobiographical confession written with prosaic readability through a series of short stories; described in the form of a diary, through which the author establishes contact with the reader in the relational relation of reality - the content of the novel - the thought experience of the creator as the main protagonist. The writer begins the novel with a kind of reading instructions, apostrophizing the insignificance of the content, foreshadowing the true reality in the simple-minded subjectivization of the world. Resisting the conceptualization of formalizing the structure within the determinant of a particular era of creativity, even though it is imbued with different cross-genre elements; proposing to the reader to ignore the uniqueness of an individual author's style or to search for the message of the work through the arrangement of passages (short stories) as "cubes" with which to ultimately find the book of the dead, but to consider the literary genre as the bare particularities of style, pure text - words - letters: "by extracting the smallest fragments, combinations of words, metaphors, syntactic connections, logical deductions, lexical peculiarities", as the core of elementary determinations of vivid reality that enters the reader's imagination creating representations of the mind, with which the writer, with literary curiosity, leads to a critical reflection of sociality and statehood by exposing the content of the novel.

Tematika djela je dovoljno aktualna, jer je posvećena ne tako davnoj prošlosti već organiziranju regularne hrvatske vojske u Drugom svjetskom ratu. Knjiga je vrlo opsežna i sustavno je obrađena tematika. Isto tako svojim pristupom i načinom na koji je pisana pruža određeni pomak u načinu kako se kroz povijesne članke i djela razumijevala problematika hrvatskog domobranstva u Nezavisnoj Državi Hrvatskoj. Prvenstveno se odnosi na sadržaj koji nije pristran niti prema jednoj strani bili to „jugoslavenski antifašisti“ ili „nacionalni heroji“. Autor je isto tako u obradi literature pristupio sustavno sa kritičkim odmakom, koristio se domaćom i stranom literaturom, arhivskom građom i objavljenim izvorima.
