Urban planning is never a neutral practice. Contemporary urban and other scales of spatial planning were created as political instruments. Over time, they have constituted a policy field, initially as a measure to cope with the demands and consequences of industrialization in the leading capitalist countries. The academic discipline of urban planning emerged as a reaction to this complex process. This book is about the politics of planning or, more specifically, the use of spatial planning as a political instrument, a field of political practice, and a scientific discipline in relation to its function in the reproduction of society and the respective form of rule. This is one major component of a larger discussion on planning and power relations. In this volume, we define and investigate urban and spatial planning as an expression, a result, and an instrument of the continuously changing economic, political, and social determinants of spatial development. Investigating the use of planning as an instrument of political rule requires delving into the characteristics of individual cases. The methods, objectives, and legitimizing narratives vary greatly from country to country and also over time. We argue that connections between politics and space often cannot be recognized as a snapshot, but instead must be read as the result of historical events, solutions to conflicts, reactions to challenges, consequences of crises, and, finally, an expression of power and disempowerment. In dictatorships, a form of rule that was widespread in Europe in the 20th century and still is today, the figure of the ruler, is regularly defined as the central decision-making body. Again and again since 1945, architectural or urban plans as well as realizations in Nazi Germany have been explained by Hitler's traumata or megalomania, for example. Such a simplification shrouds the fact that even in dictatorships, old and new interest groups pursue their own spatial policy goals and endeavor to achieve them. In reality, the actors involved may differ greatly, as power emerges from the most diverse constellations of social, economic, or institutional interests (cf. Brenner, 2004). Initiators of planning do not always have to be professionals. This is most visible in temporary mature democracies, where not only developing companies but also civil society organizations and even citizens' initiatives use planning instruments for their interests. The declared or tacit renunciation as well as the proactive implementation of public planning interventions must be investigated as specific expressions of planning politics. The aim of this book is to capture these very different histories and realities from a spatial perspective.

La ambigüedad en el tratamiento del concepto de 'conflicto' pretendía, en efecto, propiciar una diversidad de reacciones, tanto desde el punto de vista de los contenidos como en el específicamente metodológico y empírico. ¿A qué procesos damos la condición de 'conflicto' y por qué motivos? ¿Qué herramientas empleamos para aproximarnos a ellos? ¿Cómo determinan esta percepción nuestros propios sesgos científicos, sociales y políticos, y de qué modo se articulan a la experiencia cotidiana de esas contradicciones en la ciudad? Los resultados de los trabajos recibidos excedieron notablemente nuestras expectativas. Se recibió una gran cantidad de manuscritos que apuntaban en toda serie de direcciones, muchas de ellas alejadas de lo que a priori habíamos imaginado, introduciéndose en campos de problemáticas propiamente disciplinares y, seguramente, no percibidos como tales -al menos no de forma consciente-por los ciudadanos, los movimientos sociales, los operadores urbanísticos o los propios gobiernos. Esta situación invitaba a un ejercicio de re-acoplamiento, un repliegue para volver a pisar suelo firme en esta indagación colectiva. De ahí surgió la idea PÁGINAS 107-137 Este sondeo reúne los resultados de un cuestionario realizado a una serie de académicos y profesionales de referencia en disciplinas relacionadas con la ciudad y el gobierno de sus procesos -planificación urbana, geografía, sociología y antropología. El cuestionario incluía cuatro preguntas sencillas y directas. ¿Cuáles son los principales conflictos de la ciudad contemporánea? ¿Cuáles son los campos de acción clave para resolverlos? ¿De qué modo puede contribuir su disciplina a dicho empeño? ¿Podría mencionar algún ejemplo relevante de ese tipo de iniciativas? El resultado es un mosaico plural y multidisciplinar de miradas a nuestras formaciones urbanas del que emergen una serie de líneas generales de trabajo y un abanico de campos para futuras intervenciones.

Da in der Bundesrepublik nicht nur ein großer Bedarf, sondern auch eine beträchtliche Nachfrage nach öffentlicher Planung besteht und die planungsbezogenen Wissenschaften sich eines insgesamt stabilen institutionellen Standes erfreuen, laufen wir Gefahr, die gesellschaftspolitische Legitimation von Berufsfeld und Wissenschaft zu vernachlässigen, sie als gegeben zu behandeln. Wir müssen uns ja kaum rechtfertigen.

This article is the result of my long growing discontent with predominant international planning ... more This article is the result of my long growing discontent with predominant international planning historiography. From a certain moment onward I began to discover unaccountable blurring, confusing distortions and considerable blind spots in the traditional window through which we view the history of planning. Just like any other researcher in such a situation I was not disposed to accept this finding. I sought explanations for these shortcomings and reflected on the form that a window should take to overcome these defects. In the following I outline these reflections with regard to an outstanding chapter of international planning history, namely the history of European urban planning in the twentieth century.
